CORNWALL, Ontario - The City of Cornwall started the process towards considering whether or not to reform the way the people of Cornwall elect their officials. Council received a report from Administration on electoral reform at the City Council meeting on Monday, Feb. 13. The report specifically explained the differences between First Past the Post (the current voting system) and Ranked Ballot. The reason for the report is that the Province has allowed municipalities to consider changing their voting process, as long as they make a decision before May 1, 2017, which would be in time for the 2018 municipal election. If the process were started now it would include an education process to educate counillors and a public forum where the voters can give their input. Councillor Elaine MacDonald wanted Council and the city to at least consider the idea of reviewing the voting process. “Let us not fail to act and not even look at this opportunity without making a knowledgable decision without going to the public,” she said. Councillor Bernadette Clement agreed with the motion. “By not following through with this its like us making a decision on how we elect ourselves without public consultation,” she said.
Councillor Andre Rivette was opposed to starting the review process to learn about Electoral Reform. “is the system we have, is it broke now,” Counillor Rivette asked. “What’s the cost involved? The machines we have now, are they any good? No? We’d have to throw that money away right away.” While Councillor David Murphy was in favour of public consultation, he did not buy the Ranked Ballot system as a viable option. “Its always a good idea to go to the public, but its a convoluted complicated process,” he said. “I’ve been looking at this issue for over a year and I still don’t have my head wrapped around it so how is Joe Public supposed to get it down in a month,” added Councillor Claude McIntosh. The Mayor however, proposed by-passing the May 1 deadline and look down the road to a referendum for more time to learn about the process and get input from the public. Councillor Elaine MacDonald agreed with the possibility of a referendum, but in her closing remarks addressed the question as to whether the current First Past the Post system is broken. “We hear tonight that in our last election we had 33 percent voter turnout, I think that’s the answer for you,” she said. “If I ever heard of a symptom of ill-health, that was it.” Ultimately, Council backed Councillor Elaine MacDonald’s motion to start the process to review the voting system. Cornwall drinking water gets perfect score

The Ontario Ministry of the Environment has given the City of Cornwall’s drinking water system a perfect score for the ninth year in a row. In January the Ministry assessed the City’s Water Purification Plant treatment processes, drinking water treatment and distribution
operator training and certification, water quality monitoring, instrumentation and device calibration, data logging and reporting and evaluating conformance with ministry drinking water related policies and guidelines.

CORNWALL, Ontario - The Upper Canada District School Board (UCDSB) has issued the final draft of its Peer Accommodation Review (PAR). There have been some significant changes that have been made to the original document published by the board in September. The original document recommended that 12 schools close by the end of June 2017. CharLan D.H.S., Longue Sault P.S., RothwellOsnabruck (secondary 7-12), Seaway D.H.S, Wolford P.S., Rideau Centennial E.S., Plantagenet P.S., Pakenham P.S., Oxford-on-Rideau P.S., North Elmsley P.S., Glent Tay P.S. and Benson P.S. were all recommended for closure in the original document. The final version has considerably altered this list. The new document now recommends that Rothwell-Osnabruck (secondary 7-12), S.J. McLeod, Rideau Centennial E.S., Plantagenet P.S., Prince of Wales P.S., Wolford P.S.,
Oxford-on-Rideau P.S. and Toniata P.S. & Commonwealth P.S. all close by Sept. 2017. Furthermore, pending Ministry of Education funding for upgrades and improvements to receiving schools, North Stormont P.S. would close pending an addition to Roxmore P.S. and Maynard P.S. would close pending an upgrade at Wellington. St. Lawrence Secondary School and CCVS would both close pending funding for the construction of a new grade 7-12 school in Cornwall. This new report sees 2,358 empty school spaces eliminated, the Board however in the originall draft document the school board stated that it had nearly 10, 000 empty spaces that it needed to fill or eliminate. Due to a new funding scheme from the Ministry of Education that was instituted in March 2016, school boards no longer receive funding for empty student spaces and cannot get capital funding to build new schools as long as there are empty spaces in old ones.

CCVS is one of the schools that could be closed pending Ministry funding for a new grade 7-12 school in Cornwall. The process of closing some of these schools will be costly for the UCDSB, ending the high school program at Rothwell-Osnabruck for instance and sending those students to Tagwi S.S. will cost the school board $430, 619 with $160, 000 of that coming from busing costs alone.

Overall, the school board will see a net loss of $62, 641 from this plan as it stands now. The final draft of the UCDSB’s PAR will be presented to the Board of Trustees at a meeting on Wednesday, Feb. 15 where the trustees will vote on whether or not to receive the report. The final vote on the report is March 23.

CORNWALL, Ontario – In November, Tish Humphries urged community members to help contribute to the purchase of hospital bed chairs. With newly implemented 24/7 visiting hours, Humphries says it’s more important than ever to provide caregivers with a place to sleep while staying with loved ones. Humphries and her husband Ralph have been raising funds for Project Silent Night since
the start of the Christmas season, but plan on capping donations after next weekend’s Hockey with Heart fundraiser tournament, taking place in Williamstown. After speaking with Executive Director of the Cornwall Community Hospital Foundation, Amy Gillespie, the couple found that the hospital would need at least another nine chairs to meet the current demand, starting off their campaign by donating a chair themselves. Humphries’ 28-year-old daughter Emma has special needs, and requires round-the-clock
care. Prior to receiving her own chair bed, similar to a fold-out couch – Humphries and her husband had very few options for comfortable sleep when she was hospitalized with recurrent pneumonia. Humphries says that providing caregivers with the option of chair beds is an important piece of the puzzle. “I’m happy to see more people talking about caregivers’ health,” said Humphries. “If you’re not getting any rest, you’re no use to anybody.” Humphries says that Project Silent Night
expects to raise roughly $15,000 after the hockey tournament. With the average chair bed costing upwards to $2,200, Humphries is hopeful that seven more caregivers will soon have the option of sleep during stressful times in the hospital. “This is going to help the pregnant mom, the elderly, and those with special needs,” said Humphries. “Sometimes the smaller things get overlooked because the bigger things are necessary, but I think this is important in meeting everybody’s needs.”

CORNWALL, Ontario - The Friends of the Summerstown Trails (FOTST) held their fourth annual Summerstown Forest Dion Snowshoe Race this Sat. Feb. 11. While the air was frigid, it didn’t stop outdoor enthusiasts from making
the most of a true winter day on the trails. The race, which is the sixth of seven in the Dion Ontario Snowshoe Running Series, historically brings in a high percentage of out-oftowners, with the series’ farthest race taking place in Cambridge. Finishing first in the 7.2 km race was Rob Lefebvre of Williamstown, crossing the finish line at 36:56. Lisa Leskien of Cambridge continued her streak in the women’s series standings adding a third win at Summerstown over the 7.2km course 39:26. A 3.4 km non-series race was held for the first time, with Bill Swinden of Ottawa finishing first at 24:16 and Lori Mitchell of Cornwall finishing first among women at 24:55. “The shorter distance was a nice touch,” said Parisian. “It gives people an opportunity to try out the sport and see if they like it.” Aside from organizing and supporting the event, Parisian was also in charge of live demos, with all proceeds going to FOTST. The next race in the Dion Ontario Snowshoe Running Series will be held at the Dion Ganaraska Forest Snowshoe Race held near Port Hope on Sun. Feb. 19.

exemple, va faire grimper les coûts de transport scolaire pour envoyer les élèves à Tagwi. La facture pourrait passer de 160 000$ à plus de 430 000$. En tout, le conseil scolaire subira une perte nette de 62 641$ de son plan de contingence s’il est maintenu tel quell. La version finale du plan sera présentée au comité exécutif le mercredi 15 février alors que les commissaires voteront sur la possibilité de conduire ou non les recommandations du rapport. Le vote final sera au conseil des commissaires le 23 mars prochain.

À l’école Rose des Vents, les sports c’est important! Dernièrement, des élèves de la 4e à la 6e année ont été sélectionnés après des essais pour représenter notre école au tournoi de volleyball. Le tournoi pour les filles était le mercredi 1er février et celui des garçons le lendemain soit le jeudi 2 février. La compétition était à Casselman à l’école du CEPEO, l’Académie de la Seigneurie. L’entraineuse pour les garçons était Madame Mélanie Davidson et pour l’équipe des filles; Madame Samantha Sabourin. Les élèves ont travaillé fort pour se préparer. Ils ont eu en moyenne 2 pratiques par semaine et plusieurs pratiques durant les récréations pendant une période de deux mois. Les entraineuses amenaient avec elles deux équipes (A-B). Chaque équipe a joué un total de dix joutes de 15 minutes durant leur journée. Les garçons ont gagné la 1ère place. Voici les noms des athlètes qui représentaient notre

The Liberal government may have backed down from its promise to introduce electoral reform in time for the next federal election, but now our municipal government has decided that this might be something worth looking into. On Monday night Cornwall City Council voted 9-2 to begin a review process of our current voting system and see if it is worth replacing it with a Ranked Ballot format. Currently, Cornwall uses the First Past the Post system to elect its officials. Some councillors questioned if it was wise to start this review process and have public consultations about electoral reform. The average joe on the street is not an expert on the election process, so would public consultations be useful? Councillor Andre Rivette felt that “if it ain’t broke, why fix it,” but what does a broken system look like? If you had only ever driven with flat tires, you’d think your car was driving exactly as it should. Councillor Elaine MacDonald remarked “we had 33 percent voter turnout last election, If I ever heard of a symptom of ill-health, that was it.” I don’t entirely agree that the current voting system was entirely to blame for low voter turnout, but First Past the Post does have its disadvantages that a Ranked Ballot system could fix. Also, it is not terribly complicated to under-
stand either system. Under First Past the Post, the person with the most votes wins. Simple. If there are two candidates, then this is ideal because a majority of the electorate will have to have backed the winner. However, in a multi-candidate, multi-party system, First Past the Post gets more diluted. If there are say, 10 candidates, one candidate could get only 30 percent of the vote and still win if the rest of the votes are split between the other nine candidates. This means that a minority viewpoint can gain and maintain power over a majority if they have a unified block of voters backing them. This discourages candidates from appealing to a wide a base as possible if they believe they can win by appealing to one unified extreme. Additionally, not every vote counts under First Past the Post. Readers might be asking, “well if I vote, then I’ve had my say and it counts”. No, not necessarily. If you voted for a candidate that didn’t win, then your vote doesn’t count and your voice won’t be heard in government. Also, what if you voted for a candidate who won by a landslide? Did that candidate need your vote to win? No. Then your vote did not count in that scenario either. Ranked Ballot does not fix all of these problems and it isn’t a truly representative system either, but it does mean that more votes count and voices are heard. Under a Ranked Ballot system, you pick your top candidates and rank them according to preference. If a candidate is ranked #1 by enough voters,
not convinced that Ranked Ballot is preferable, consider still that it is worthwhile to review our voting process, which is the most important part of our civil society, especially at the municipal level. Municipal governments affect our lives far more on a day-to-day basis than any other level of government. Councillor Bernadette Clement probably made the best point in favour of reviewing the electoral process when she said “by not following through with this its like us making a decision on how we elect ourselves without public consultation.”

Montreal will soon have three supervised drug sites. Vancouver already has two approved sites. Applications are still pending for other sites in Toronto, Ottawa and other places. Montreal Mayor Denis Coderre recognizes that some people may not want the sites located in their communities. The alternative is to have syringes discarded and people dying of overdoses.

Ottawa is overhauling Canada’s healthy eating guidelines with a sweeping strategy that will include new rules for marketing and labeling certain food aimed at children. This should be a much bigger priority than giving approvals to more supervised drug consumption sites. Let me make it clear. Canada’s Health Minister Jane Philpott is concerned about mounting deaths and public health crisis of opioid overdoses. Health Canada is convinced that supervised injection sites, where drug users can inject or inhale drugs is the right approach to combat drug abuse.

The broken electoral reform promise Dear Editor: I am disappointed but not entirely surprised by Justin Trudeau’s abandonment of his oft- repeated promise that 2015 would be the last federal election under our outdated, unfair voting system. Our present first-past-the-post voting system makes a mockery of democracy. It routinely wastes votes, distorts election results, creates unrepresentative parliaments, produces phony
majority governments that the majority of people actually voted against, and discourages people from voting. Trudeau’s cynical about-face on electoral reform means a lost opportunity to design a proportional voting system to be followed by a referendum as recommended by the all-party electoral reform committee after months of study and consultations.

just 30 minutes to arrive at its decision. Mr. Justice Lieff showed no mercy. He gave Levesque 25 years on each conviction. A report in The Ottawa Journal said Levesque, who had acquired the moniker Pretty Boy because of his good looks, was well groomed as usual and dress smartly in a tailored, dark green suit. He appeared completely composed as the 25-year sentences were read out. He even managed a tight smile. But that quickly changed. Justice Lieff wasn’t finished. “And you will be given 15 strokes of the strap (for the rape conviction).” The judge’s additional sentence wiped the smile off Levesque’s face. His lips tightened. In a brief address to the court before taken away in handcuffs and leg shackles for his return to St. Vincent-de-Paul, Levesque proclaimed his innocence on the rape charge. “I want to say here and now that while I admit I have been a robber, I have never been a rapist,” he said. In 1965 there wasn’t DNA testing which might have cleared Levesque of the rape charge and spared him the 15 lashes. Levesque’s mother mounted a campaign to save her son from the strap. She even appealed to the prime minister. His lawyer, Thomas Swabey, launched an appeal. It fell on deaf ears. Levesque received the 15 strokes . Years later use of the strap was abolished. However, Levesque, the young offender who Magistrate Bergeron gave a second chance,

Starting with youthful indiscretions Claude McIntosh ~ Mac’s Musings Magistrate P.C. Bergeron believed in giving first-time young offenders a chance to redeem themselves. So, in the summer of 1958 Victor Levesque, guilty of breaking into a Cornwall home, was sentenced to one year’s probation. Bergeron told the 17-year-old East Cornwall resident there would be no second chance. He warned him to stay out of trouble. Seven years later Levesque, now one of Quebec and Eastern Ontario’s best-known criminals, stood in an Ottawa court room to hear his sentence after being found guilty of robbery with violence and rape. Levesque headed up a gang dubbed the “Hooded Gang” by the Quebec tabloids. The gang’s modus operandi was breaking into homes of wealthy residents. On Nov. 16, 1963 the gang pulled an armed robbery at the residence of prominent Ottawa surgeon Dr. Edward J. Shapiro. During the home invasion a young maid was raped. Police put on a full-court press to find the gang. By the time he came to trial in February 1965 in Ottawa, Levesque had been arrested and found guilty in Quebec. (The justice system moved much faster in those days). He was serving a 20-year sentence in Quebec’s St. Vincentde-Paul Penitentiary in Laval, one of Canada’s most notorious prisons. Opened in 1873, it closed in 1989. It has been reinvented as a national historical site. After an eight-day trial, the Ottawa jury took

February is Black History month, Counicllors Claude McIntosh and Bernadette Clement would like to see the Civic Complex renamed in honour of Bob Turner. Bob Turner was a black Canadian and the first Recreation Coordinator in the City of Cornwall. He fought against racism and discrimination and still served our community honourably before his sudden death in 1963. The old Bob Turner Arena across from the Cornwall Armoury was named in his honour and that honour was removed when the arena was demolished. Bob Turner should not only be remembered for being a great Recreation Coordinator, or even just because he was the first person to hold that position, but he should be remembered because of the perserverance he displayed in the face of adversity which is an example we all should follow. Renaming the Civic Complex in his honour is befitting of such a person. It does raise a question for me however, why after forty years has the Civic Complex not been given a name already?
