CORNWALL, Ontario - Council heard of the progress made by the Cornwall Innovation Centre (CIC) and their cooperation with Carleton University to bring post secondary education to Cornwall. The province requires that any expansion to post-secondary education in the province must come from existing insititutions. Kaneb said that Benson had reached out to more than 20 post-secondary institutions in Ontario, and it was decided that Carleton would be a good fit. Already, Dr. Jeff Ridal of the St. Lawrence River Institute is cooperating with Carleton to offer courses in Cornwall and St. Lawrence College offers an articulation program where its students in certain programs can get seven credits towards their Carleton degree. “One of Carleton’s central goals is to work with neighbouring communities,” the CIC quoted Carleton President Roseann O’Reilly Runte as saying. “Together we will foster regional and international growth through education.” The CIC recently announced that they found their home at the Nav Centre. The Centre’s classrooms, international attraction, location and state of the art facilities were cited as the reasons the Nav Centre made for a perfect home for the innovation centre. The CIC will aim to promote growth in Cornwall through Carleton’s Lead to Win program.
The program is aimed at promoting businesses with a high growth potential. The Lead to Win program provides coaches, buyers support, employee funding for youth, space to work and more for start-up businesses that can prove growth potential. In their firs 28 months of opening, the CIC hopes to help launch 15 businesses, assist another 150 and create 100 jobs. The CIC plans to officially launch in early April. Councillor Elaine MacDonald praised the CIC team for bringing the dream of a university to Cornwall closer, but questioned whether the Lead to Win program was in the same spirit as the original goal. “The Lead to Win program is something that requires no additional approval from Carleton,” explained Tom Kaneb. “So we asked, “why not bring it here.”There are educational opportunities through Lead to Win, while there are no formal educational programs, it does embed us closer with the university.” “Dr. Runte told me this was a low lying fruit,” said Benson. “The opportunity for growth is so drastic that you have to go for it.” John Rattray explained to Council that the CIC was geared for growth. “It is all about innovation and job creation and creation of job opportunities here in Cornwall,” he said. Councillor Carilyne Hebert asked if this was the next step for getting univeristy programs in Cornwall. “That’s what we’re hoping for,” Kaneb said.

CORNWALL, Ontario - Elizabeth Dessureault’s two-year battle with lung cancer ended in hospital this Saturday Feb. 25 at the age of 27. Having been first diagnosed while pregnant with her son, Dessureault has since become a well-known local advocate for the illness. “In April of 2015, I was diagnosed with advanced stage non-small cell adenocarcinoma lung cancer,” said Dessureault in a blog
post. “As an otherwise healthy, non-smoking young adult, this news came as a complete shock.” Elizabeth faced her illness with courage and grace and helped redefine many people’s perception of the disease. Last fall, Dessureault received the difficult prognosis that her disease had progressed to both of her lungs. “Despite everything that has happened … I absolutely love my life,” wrote Dessureault. “I consider myself to be one of the luckiest people in the world because I am surrounded by the most amazing people.” Her contribution within

The County plans to spend over $15.3 million this year on the maintenance and enhancement of its road and bridge infrastructure, leading to an approximate increase of 1.8% on the average residential property in SDG. Overall, the 2017 budget is expected to generate about $44M tax dollars. SOUTH NATION, Ontario - South Nation Conservation cautions that watercourses are expected to rise this week due to above-freezing temperatures and rainfall. Environment and Climate Change Canada forecasts above-freezing temperatures and rain for this week and the weekend. The forecasted weather will cause snow to melt and runoff to watercourses, which will increase river levels and flows throughout the South Nation jurisdiction. Residents are advised to stay away from rivers as the forecasted weather may rapidly increase river flows and cause slippery river banks. Parents are encouraged to explain these dangers to their children.

CORNWALL, Ontario - The Agape Centre may soon need to think of a new name for their annual Coldest Night of the Year fundraiser. With temperatures rising to 6 C with rain, some suggested that ‘Rainiest Night of the Year’ may be a more suitable fit. Among one of 113 Canadian communities taking part in the event, the walk is organized in support of Agapé Centre Cornwall. The purpose of the event is to give participants an idea of what homelessness is like in Canadian winter. Ironically, due to this year’s unseasonably warm weather, participants only had to worry about the rain. Walkers left the Knights of Columbus starting point at 5:15 p.m. passing through Lamoureux Park and doubling back to Amelia. Participants had the option of either a 2 km or 5 km walk, with a chili dinner to be enjoyed by all afterwards. “The main idea is to show the community that there are people who have to endure the cold or harsh weather,” said Agapé Centre

Poorly performing schools generate concern, as do those whose performance is deteriorating. St Lawrence College announces Uncommon Campaign Cabinet Handout from St. Lawrence College CORNWALL, Ontario - Retired executive Tom Wightman has been appointed Chair of the Campaign Cabinet of the largest fundraising campaign in St. Lawrence College’s history. CORNWALL, Ontario – Dr. Rachel Navaneelan said she was “totally caught off guard,” when she was named as Cornwall’s Citizen of the Year by the Cornwall Chamber of Commerce at their annual awards dinner. “Coming from afar, our winner and family arrived in the City close to 25 years ago and set up what would become a thriving business, one that provided outstanding service to literally hundreds of people,” Bill Hallman, one of the evening’s MC’s stated in his presentation speech. “Even though our winner was pleased with the success of the business, the community and its needs beckoned. And so, our winner embarked upon a humanitarian journey that would see hundreds more receive a myriad of benefits. Not only that, there were all manner of agencies throughout the Cornwall area that were blessed by our winner’s dedication commitment and generosity.” Navaneelan told Seaway News after she accepted her award that the great feats of generosity that she helped sponsor in Cornwall and internationally would not have been possible without the help of that larger community. “If I’ve set examples to others and they get involved, then every small bit helps,” she said. “If everyone does a little bit it builds into a big impact.” This year’s Chamber of Commerce Awards Dinner, like every year, was a fun occasion that also recognized the hard work and success in the community. The theme for the evening was Phantom of the Opera and live opera singing was ever present between award presentations. The event was held at the Nav Centre, which also was surprised with an award of their own. The Nav Centre won the Above and Beyond Award for bringing wonderful events to Cornwal and being a jewel in Eastern Ontario. Other winners for the evening included Business of the year, won by Lamninacorr; Team Cornwall Ambassador of the Year won by Lars Ove-Harraldsson; Bill and Tom Kaneb were recognized with the Lifetime Business Achievement Award; The Breakthrough Award went to Cornwall’s organizers of the Shorty Jenkins Classic Curling Competition, which is held annually in Cornwall; Morbern took home the Economic Impact Award; Andy and Karen Rorabeck of Rurban Brewery won the Small Business Award; The Apples and Arts Tour won the Tourism Excellence Award and Josh Casselman of Kings and Little Ones took home the Entrepreneur of the Year Award.

SLSS Saints boys win Basketball EOSSAA The Upper Canada District School Board announced on Feb. 28 that the St. Lawrence Secondary School Saints won the EOSSAA Boys’ Senior A Basketball Championship. “The Saints took the title for the second straight year by defeating the Carleton Place High School Bears 51-47 on Friday,” said an exuberant Coach Jamie Carr. The victory, before a home gym crowd, earned the senior Saints their third straight trip to OFSAA next month. Carr stressed the victory was a true team effort with six of the Saints each posting six or more points. Qasim Ali was named Player of the Game after draining 15 points to help the Saints to victory. The OFSAA Boys’ A Basketball Championship will take place March 5-8 in Windsor.

The past year has really revealed the distance between the media and the public that it serves, at all levels and especially in North America. From local papers printing letters to the editor or publishing community stories, to national publications dealing with accusations of bias and fake news, media companies must keep the faith with their readership. As a community newspaper, this is even more important. It is the Cornwall Seaway News’ responsibility to report on issues happening here, at the municipal level in Cornwall and SD&G. There may be a lot of buzz about what is going on on Parliament Hill or at Queen’s Park, but nothing affects the day-to-day lives our readers more immediately than what is going on in their homes, in their neighbours’ homes or on the streets in their own community. We want to encourage you, our readers to
tell us what you believe the news story of the day should be. In the modern age, many air their grievances directly to their community through social media, but it either lacks the scope, or the message is lost amongst the noise on Facebook. The Cornwall Seaway News’ paper edition goes into over 38, 000 homes every week and we reach thousands more online every day. It was decent of Trudeau to apologize to Anglophone woman Sultan Jessa It was decent of Prime Minister Justin Trudeau to apologize to an Anglophone woman for answering her English question in French at a gathering in Sherbrook, Quebec. It was upsetting for many that Trudeau refused to answer a question in English when asked specifically about English mental health services at his town hall meeting. I thought it was rather rude and improper for the prime minister. Most politicians make a mistake and hope the controversy would simply go away. Not in this particular case. This happened earlier in the year when Judy Ross, one of the founders of Mental Health Estrie,

Most people are trying to get their heads around what this means for voters since the issue is complex, and virtually unknown in North America. What we do know is that the Liberal government won a huge majority of seats with only 33%
Last month, Trudeau called Ross to personally apologize for his mistake. According to Ross, the prime minister admitted he made a mistake and said it was a learning opportunity for him. “You don’t often hear a politician say, ‘I made a mistake’ and I really admire him for that,” Ross told CBC News. In Trudeau’s letter to the advocacy group, the prime minister reiterated the importance of bilingualism in Canada. “I would like to express my sincere regret.” Trudeau wrote. “My personal commitment to the rights of the English-language minority community in Quebec and French language minority communities outside Quebec is unequivocal,” the letter
explained. According to available information, mental health services in Quebec are only available in French. However, it is understood both the Quebec and Canadian governments, are seriously looking into this. The Office of the Commissioner of Official Languages received many complaints about the incident in Sherbrook and another incident in Ontario. Earlier in January, Trudeau also answered a French question in English in Peterborough, Ontario. The Official Languages Act was adopted in 1969 by the Liberal government led by Pierre Trudeau.

otherwise. So this new system of governance is not very appealing for the party in power and will not likely see the light of day. That’s usually how these things work in politics despite all of the rhetoric. In the case of municipal governments, I don’t really see that the added complexities of ranked

concerts and meetings and a new library. He suggested the cultural/arts centre be built in the east end of the city, which was old Ward Two. It had the largest population - 9,200 - of the six city wards. Two years ago a consultant made an east Cornwall site - St. Lawrence College - as one of three preferred sites for a cultural/arts centre. Few years back the library vacated its cramped space that was part of the old Cline House and moved into the spacious former post office. After almost 53 years, the recommended cultural/arts centre is on the radar screen. Last year city council voted to build it at the civic complex. The convention centre, thanks to the spade work done by Mayor Ed Lumley (civic complex), opened in 1976. Another recommendation called on the city to develop the waterfront and make Cornwall Canal the focal point of this development. The canal is gone but development of the waterfront, a work in progress, has turned Lamoureux Park into a crown jewel. Pointing to the downtown core, Faludi recommended massive redevelopment to make the business core more attractive to new businesses. Today, The Heart of the City program has contributed to a lot of restoration work in the downtown core. Now, about that population thinger. THIS WEEK IN 1953: Speaking to a crowd of 300 at the Moulinette United Church, Stormont MP Lionel Chevrier said that while U.S. lawmakers had yet to put their stamp of approval on the proposed St. Lawrence Seaway and Power Project, it would happen and residents should be preparing for the upheavel. The transport minister said the project would take four to five years to complete. Hundreds of people would be re-located to new towns. He

When populations explode
Claude McIntosh ~ Mac’s Musings Back in the mid-1950s, with the massive St. Lawrence Seaway and Power Project under way, a national magazine did some post-seaway crystal ball gazing and came up with the forecast that Cornwall’s population, because of its proximity to the seaway, would climb to 100,000 by the 1980s. Not quite. Missed by about 53,000. The city’s population did take a huge leap in 1957 to around 37,000 from 14,000 but it had nothing to do with the seaway. The boxed in city one square mile - annexed a large part of Cornwall Township. In 1963 an urban renewal consultant hired by the city took another stab at Cornwall’s population growth. Dr. E. G. Faludi was a little less ambitious with his population forecast. He said the city needed to start ground work for a population of 75,000 by 1985. His report said the city needed to look at an increase in construction of duplexes and triplexes to accommodate the big leap in population. Oops. Not to be outdone, a few years later another planner made a run at the city’s future population. He said it would be 80,000 by 1980. These days, consultants are much more conservative in their population forecasts. They say we just might inch up to 50,000 by 2020. The flawed population forecasting aside, the 1963 Faludi report made some interesting recommendations that albeit have crawled on a long, meandering path have had more success than the population predictions. Le rose est une belle couleur significative de bonheur et d’amour! Savez-vous que le dernier mercredi du mois de février est une journée nationale en guise de sensibiliser contre l’intimidation? Nous avons porté fièrement du rose en ce mercredi 23 février à l’école Rose des Vents. Pourquoi le rose? Le rose était une couleur plutôt féminine! C’est pourquoi lorsqu’un garçon de l’école Central Kings Rural High School, en Nouvelle-Écosse, en 2007, a porté un chandail rose lors du premier jour d’école, des élèves l’ont injurié et l’ont menacé de le battre parce qu’il portait cette couleur de chandail. La différence est parfois menaçante pour les autres! Nous sommes très fiers que des garçons de notre école portent fièrement le rose en cette journée de sensibilisation, mais aussi lors de d’autres journées durant l’année scolaire. Il est préférable d’installer les pluviomètres dans un endroit accessible et loin des arbres et des bâtiments qui peuvent avoir un impact sur les précipitations. Les choses ont changé depuis 10 ans. Les données sont maintenant téléchargées sur un site Web qui permet aux participants de consulter les informations recueillies à la grandeur du Canada, des États-Unis et aux Bermudes. Il existe même une application pour les téléphones intelligents qui accélère le téléchargement des données. À l’heure actuelle, plusieurs partenaires municipaux de la CNS disposent d’un pluviomètre qui aide à prévoir les inondations et les conditions météorologiques. Grâce à ces données, il est plus facile d’émettre des avis d’inondation et de fermeture de routes. La surveillance permet également de prescrire des mesures de conservation de l’eau en cas de sécheresse. «Relever des données sur les précipitations est un moyen facile pour les résidants de jouer un rôle actif dans la surveillance et la gestion de leur environnement » a conclu Mme Langlois-Anderson. Vous pourriez être responsable de l’un de ces appareils qui servent à recueillir les données sur les précipitations. « Plus nous avons de points de collecte sur notre territoire, plus nos données seront précises » a précisé la technicienne principale en pêche et en ressources de la faune à la CNS, Naomi Langlois-Anderson. « Nous sommes à la recherche de bénévoles pour nous aider à améliorer nos systèmes de prévision et d’alerte en cas d’inondation et de sécheresse ». Les pluviomètres en plastique transparent sont faciles à manipuler et servent à analyser de façon continue les conditions sur le basin versant et à prévoir les inondations et les sécheresses le long de la rivière Nation Sud et de ses affluents. Afin de compléter les données recueillies par les membres de son personnel, la CNS a mis sur pied, il y a une dizaine d’années, un réseau de rapporteurs composé de propriétaires fonciers bénévoles. La CNS est maintenant affiliée au réseau CoCoRaHS (Canada, the Community Collaborative Rain, Hail and Snow) qui relie entre eux les bénévoles qui recueillent quotidiennement des données sur les précipitations dans leurs communautés. Le kit de surveillance de la météo renferme des informations de base, un pluviomètre et du matériel de montage. Diverses options de formation offertes par le réseau CoCoRaHS et des séminaires occasionnels sont également disponibles.

TRCBD entreprend une dernière consultation publique sur ses indicateurs de durabilité pour la production de boeuf
Depuis 2015, la Table ronde canadienne pour le boeuf durable (TRCBD) travaille en collaboration avec ses membres multi-parties prenantes pour élaborer des indicateurs de durabilité pour la production de boeuf au Canada. Ces indicateurs font partie d’un cadre de travail pour la production de boeuf durable vérifié développé par l’organisation et qui tient compte de ce qui sera mesuré pour vérifier les pratiques durables sur les opérations individuelles de boeuf. Le TRCBD tiens à remercier tous ceux qui ont participé à la première consultation publique sur ces indicateurs de durabilité. La Table ronde canadienne sur le boeuf durable (TRCBD) sollicite de nouveau les commentaires du public sur une version mise à jour suite à une première consultation qui a eu lieu en 2016. Cette consultation d’une durée de 30 jours aura lieu du 28 février au 1er avril 2017. Il s’agit d’une dernière opportunité pour le public d’exprimer leurs commentaires. Toutes les instructions et documents pertinents peuvent être trouvés au http://crsb.ca/ public-consultation-french. Tous les commentaires seront examinés et une réponse écrite à chaque commentaire sera affichée sur le site Web de la TRCBD à la fin de la consultation. Page Stuart, éleveur de bovins d’engraissement et ancien président de l’Alberta Cattle Feeders’ Association et Tim Hardman, directeur du secteur bovin avec le World Wildlife Fund, ont coprésidé le comité qui a élaboré les indicateurs. « La rétroaction que nous avons reçue de la première consultation a été réfléchie, constructive et précieuse. Tout au long du processus de révision, les membres du Comité ont apporté une grande diversité de perspectives et ont travaillé avec diligence afin de fournir plus d’orientation et de précision sur les mesures et l’interprétation des indicateurs. Notre objectif était de développer une série diversifiée d’indicateurs fondés sur les résultats et réalisables par les producteurs, ce que nous avons fait selon moi. » explique Hardman. « Nous pensons que nous avons atteint l’équilibre souhaité pour tous les segments de la chaîne de valeur. J’attends avec impatience les recommandations supplémentaires que nous recevrons au cours des 30 prochains jours, » a ajouté Stuart.

CORNWALL, Ontario - The fight against cancer may be difficult, but it’s a battle we all share. At least, that’s the way Janice Valade of Cornwall Comfort Quilts thinks about the illness. The non-profit organization formed in Sept. 2013, and has since dedicated countless hours to sewing handmade quilts for cancer patients. Valade hopes that the group’s altruistic undertaking will help to bring physical, mental, and spiritual comfort to those affected by cancer. “When I first started, I said ‘I want to quilt, but I want to do it for someone,’” said Valade. Now, at 43 members and growing, the organization can do just that. The group meets on the last Wednesday of each month, where they work on quilts, socialize, and stay up to speed with any recent developments. Most recently, Valade and her team decided to hold an open house to showcase the fruits of their labour. By their recent fortune, they may also get the opportunity to exhibit their quilts with the Centre Culturel de Cornwall, also located in the former Cornwall Community Hospital on Second Street. When Valade mentioned that the group would be hosting an open house, the
group’s coordinator, Suzanne Villeneuve suggested combining the two events. The group invites local artists to showcase their work, which will be on display for the entire month. Villeneuve says that due to complications, the artist formerly slated to exhibit their work in March had to postpone. “It became available, and I think that quilting is a beautiful, traditional art,” said Villeneuve. “Unfortunately, not a lot of art galleries think about showing it, so it stays in the home.” “What is even better is that the date would be March 8th, which is International Women’s Day,” said Villeneuve. All of Cornwall Comfort Quilts are delivered to recipients with a label, which reads ‘someone cares’ – a small message of hope in difficult times. Villeneuve says that when she sat down with Valade to discuss the prospect of curating an exhibition, they agreed that it would an appropriate title for the display. The organization relies on the support of volunteers and donations, which help with the purchase of cotton for the quilts, batting, flannel, and any other related item needed for making these quilts. “People don’t realize that sometimes, little things can make a huge difference in the lives of cancer patients,” said Villeneuve.

CORNWALL, Ontario - The Dundas Refugee Support Network is one of three local groups hoping to welcome refugees to rural areas. Moira Law, who is the group’s chair, say that while the community is anxiously awaiting the family’s arrival, the wait will likely be longer than originally anticipated. “We’re really in a situation where we’re stuck,” said Law. “We’ve done all the paperwork, but they’re still in Egypt, and we’re waiting.” The family, who are registered Syrian refugees currently are currently living in Egypt due to work permits. Having been recommended by a mosque in Barrhaven, the group wasn’t initially aware of the extent of the process. “It’s just government paperwork,” said Law. “It’s onerous, but the hardest part, I think, is the waiting. Egypt is not a priority where resettlement is concerned.” Despite the setback of having to wait longer than expected, Law says that she keeps in touch with the family, frequently sharing photos, recipes, and new discoveries in language. “I speak to the mother a few days a week, at least,” said Law. “They have a boy who’s about 14 who’s very studious and serious, as well as two
six-year-old girls who are fraternal twins.” The father drives truck 6-7 days a week, and the mother has a background as a daycare worker. Law says that when she first explained private sponsorship, the mother didn’t quite grasp the concept. “We told her that for a year, the family would be supported,” said Law. “When she asked us how we’d raise the money, we explained that the group would fundraise. She couldn’t believe it.” The group’s five signatories helped to speed up the process, each signing on to shoulder any expenses not covered after fundraising. “We’ve currently raised something in the excess of $10,000, but we haven’t really pulled out all the stops because we know it’s going to be long.” In response to topics of cultural tolerance, Law says that getting to know the family on a human level is key to changing the mass perspective. “I’ve certainly heard people say ‘we have issues with our own,’ and so on,” said Law. “It’s totally true, but I don’t think it’s either-or, it’s both-and.” SD&G Coalition for Refugee Support chair and North Stormont councillor, Randy Douglas says that bringing in refugees is not only good for rural life – it’s good for Canada. “We need population growth and have a lot of businesses

The Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) Auxiliary Unit, in partnership with Agape (local food bank) took part in the “Coldest Night of the Year” 5 km fundraising walk in Cornwall to support homelessness in our region. The SD&G Auxiliary Unit raised $1,110.62 placing third in fundraising amongst 17 teams. Mike Barkley was awarded the 2016 Good Neighbour Award from Linking Hands Dundas County during the Town-ship of North Dundas’ Tuesday, February 14 council meeting. Elizabeth Paterson Rutters, last year’s winner praised Barkley. In addition to the many things he does for low-income working families, Barkley also spearheaded a group to ensure a pallia-tive single mom with two sons had the “best Easter ever,” Rutters said. He also raises money through an annual auction to purchase school supplies for local school children. He organized a snowsuit fund in late 2016. And, according to Rutters, he built a deck so a child could go outside.
SD&G County Library branches are encouraging residents to celebrate their “Freedom to Read” from Feb. 26 to March 4 at the library’s various locations. The annual celebration is as an opportunity to appreciate our right to read whatever we want in Canada.

Monday, Feb. 13, Fisher called Murray’s wife to ask about his intentions for his legion member-
CORNWALL, Ontario - Members of the Cornwall Legion Branch 297 were left reeling and in shock when they learned earlier this month that the service record of one of their Vice Presidents was revealed to be largely fabricated. Arthur Murray had claimed to be an artilleryman in the Canadian Forces, a qualified parachutist and, amongst other things, to have served in Cyprus in the early 1990s. The above claims are not true. Additionally, Murray wore medals which he did not earn. What is true is that he served in the Reserves from 1980 until 2001, which qualifies him to be a veteran under Canadian law. Under Section 419 of the Criminal Code, it is illegal to wear military medals that were not earned. Murray’s case came to light after he became the target of an investigation by Stolen Valor Canada, a group of veterans dedicated to exposing those who are impersonating veterans or wearing medals they did not earn. A letter from Feb. 5 claiming to be from Murray states that he apologized to all veterans for what he did and that he is prepared to faces the consequences of his actions. The letter does not state his reasons for fabricating his service record, only stating that he “can offer no real reasons why I did it.” Arthur Murray was also the First Vice President and Cadet Liason Officer at the Cornwall Legion Branch 297. ship and position. “She told me that Arthur’s letter of resignation from his position with the executive was in a sealed envelope,” said Fisher. “She delivered the envelope to me and inside were his letter of resignation, his keys and his membership.” Ken Heagle, immediate Past-President of the Legion and Veteran Services Officer said that at the Legion Zone Council meeting in March, branches in the region will be notified that Murray is no longer a member and that he is not welcome at any branches. Murray also will not be able to re-apply for membership. Fisher said that had Murray not resigned the Legion Branch would have had to expel him. All of the members of the Legion Branch 297 Executive Committee said that they were shocked by the revelations of about Murray. “His own family didn’t even know,” said Bernadette Heagle, the new First Vice President at the Legion. “He was always very knowledgeable so why would you question it?” “We have the guy outside and he knew everything about it,” said Ron Racine. “Its almost as if his life revolved around the military.” Linda Fisher says that the Legion acted swiftly when it learned about the revelations about Murray, but that they only found out about it because a legion member saw the post on Facebook. No one formally notified the Legion.
