CORNWALL, Ontario - The St. Lawrence River Institute wrapped up the third installment of their Science and Nature Rocks program this Saturday, March 11 at the Cornwall Public Library. The sessions are targeted at young nature enthusiasts, with this weekend’s class featuring teachings on our Mohawk neighbours. River Institute Communication Specialist, Karen Douglass Cooper lead the hands-on information session, which touched on everything from moccassins to turtle shells. She says it’s important for people to gain a better understanding of the Mohawk people’s customs and traditions, which starts with the younger generations.
“The Mohawk people have been here a very long time, and they know more about the land and the water than anyone else I know...and I work with a lot of scientists,” laughed Douglass Cooper. Passing around a sweetgrass braid, she explained that Algonquins believe that the three strands represent mind, body, and spirit; while Mohawks perceive it to symbolize love, kindness, and honesty. The programs are intended for children 6-12, but parents are always encouraged to join their child. “It’s great when parents can see what their children are learning,” said Douglass Cooper. “Knowledge is a great first step in creating better relationships with First Nations.” The information sessions are hosted free-of charge throughout the winter months.

Slated to open in late March or early April, the boutique will be located at 331 Second Street West and will be run not for profit by volunteers for the benefit of Maison Baldwin House.

Dubbed the Embrace program, the program aims to “develop practices with family caregivers to better support, recognize and embrace their vital role in the recovery of their family and/ or friend with addition and mental health issues.” The Change Foundation is an independent health policy think tank dedicated to promoting positive changes to the Canadian healthcare system. The Foundation is investing $9 million in four communities in Ontario. Cornwall is one of those four and was selected from 73 different applicants. James Joyce is a caregiver from the Dunvegan area and has been involved with the caregiver support community in Cornwall and the area. Joyce described the relationship between the Cornwall hospital and the caregiver support system as being “two solitudes.” Joyce was one of the driving forces behind the Cornwall and District Caregiver Support Group. “Year after year we would hear horror stories about mental health services in the region,” he said but added that since 2013 a relationship has grown between the CCH and caregivers and that they’ve come “a long friggin way.” Joyce said that this program represented a chance for a real initiative on addiction, mental health and caregiver issues. “In my mind, the Embrace project is not about studying the problem one more time, its about doing,” he said.

Early last week, vandals removed a stop sign from the corner of Gloucester and Sixth. The sign was said to have been cut from its post in the middle of the night. Besides the costs associated with replacing the sign, this type of damage puts public safety at risk. While doing some work outside, one resident said that he saw two cars run the stop sign within a two minute time frame. After further investigation, it was apparent that someone had removed the sign, and city staff had not yet been called to repair it.

CHESTERVILLE, Ontario - This Saturday, March 11, Tory leadership hopeful, Pierre Lemieux stopped in at the Chesterville Legion to address questions and concerns about his campaign. Lemieux previously served as Member of Parliament for the riding of Glengarry-PrescottRussell from 2006 to 2015. Having been defeated by Liberal Francis Drouin in 2015, he officially declared his candidacy for leadership of the Conservative Party of Canada in 2016. Speaking primarily about immigration and the refugee crisis, Lemieux expressed some of his own discontentment surrounding the issues. “I believe that Canadians are open to immigration - we’re a welcoming country, we’re a welcoming people, but we have our concerns,” said Lemieux. “Our top concern is security and that terrorism will come to Canada through our own immigration system.” Upon pondering solutions to the issue at hand, Lemieux said that currently, the Liberals are headed in the wrong direction by increasing targets for political gain. “They want to be immigration superstars, so they bump the target up,” said Lemieux, voicing concerns of the Liberals cutting corners. Admittedly favouring the idea of face-toface immigration screening interviews, he
acknowledged that the process would be unworkable. “For example, if some young man in the United States wanted to marry one of my daughters, and comes to Canada, that’s a lowrisk individual from a low-risk country. Do they need a face-to-face interview? Probably not,” said Lemieux. “But does someone coming from a high-risk country need a face-to-face interview? Absolutely.” Lemieux described the influx of refugees seeking sanctuary in Canada as ‘alarming.’ “We’re getting a bit worried because we know that the United States is not threatening the lives of refugees, so why are they hopping into Canada?,” asked Lemieux. Canada’s Safe Border Agreement with the United States prohibits unregulated border crossing, and Lemieux says that there are some specific issues with the agreement. “In the case of unregulated border hopping, the agreement says ‘no’,” said Lemieux. “This does not apply anywhere other than official border crossings, and this is why people are crossing in through the woods, farmer’s fields, and other unofficial passages. Unfortunately, the law is being enforced right now and it’s not stopping anything.” Lemieux has been outspoken on issues such as immigration, drug regulation, and abortion laws throughout his campaign, hoping to ‘shed light on issues of concern to many Canadians.’

INGREDIENTS:
1 cup thinly sliced scallions (about a bunch; use both whites and greens) 3 tablespoons soy sauce, more to taste 1 tablespoon grated fresh ginger 2 teaspoons rice wine or sherry vinegar 1 teaspoon sesame oil ¼ teaspoon kosher salt, more as needed 6 ounces Chinese (also called Hong Kong) egg noodles, soba noodles or rice noodles 2 ½ tablespoons peanut, grapeseed, safflower or vegetable oil, more as needed 5 garlic cloves, thinly sliced 2 large eggs, beaten with a fork 2 cups washed baby spinach or 1/2 cup thawed edamame (optional)1 to 2 teaspoons sriracha or other hot sauce, or to taste Juice of 1/2 lime, or to taste1 cup cilantro leaves2 tablespoons sesame seeds or chopped roasted peanuts, optional.
In a small bowl, combine the scallions, soy sauce, ginger, rice wine or vinegar, sesame oil and salt. Let stand while you prepare the noodles. In a large pot of boiling water, cook noodles until they are halfway done according to package instructions. (They should still be quite firm.) Drain well and toss with 1/2 tablespoon of the peanut oil to keep them from sticking, and spread them out on a plate or baking sheet. In a large skillet over medium-high heat, warm the remaining 2 tablespoons of peanut oil. Add the garlic and cook until crisp and golden around the edges, 1 to 2 minutes. Add half the scallion mixture and stir-fry until fragrant, about 1 minute. Add noodles; stirfry until noodles are hot and lightly coated with sauce, about 30 seconds. Add eggs, spinach or edamame if using, sriracha, and remaining scallion mixture and continue to stir-fry until the eggs are cooked, 1 to 2 minutes longer. Remove from heat and stir in lime juice. Garnish with cilantro and sesame seeds or peanuts.

New mental health course comes to Cornwall Cornwall & District Family Support Group Handout CORNWALL, Ontario - This year, the Cornwall & District Family Support Group is introducing a completely new Family-to-Family education course: Strengthening Families Together (SFT). Created in Canada, it addresses the number one concern with the group’s previous program: that it was too American. “The NAMI course the Group gave for the past ten years was excellent. It helped hundreds of families across the region”,” said volunteer course facilitator, Cathy Went. “But our new SFT curriculum is written
from a Canadian perspective, using Canadian facts, figures and examples.” Strengthening Families Together is a 10-session education program for family members and friends of individuals with schizophrenia, bipolar, depression, borderline personality disorder or other serious mental health issues. Its goal is to provide family caregivers with reliable, up-to-date information that can help them to better understand and support their mentally ill loved ones. Some of the topics that will be covered include: • Understanding the mental health system • Treatment options • Living with mental illness
• Coping as a family • Mental illness, addictions and the criminal justice system • Advocacy and support One feature of the outstanding new course has co-facilitators Peter Desrosiers and Cathy Went very excited — its multi-media approach. On top of the PowerPoint-supported core presentation, the weekly sessions can incorporate video clips, guest speakers, group exercises and more. “It’s much more interactive,” declares Peter Desrosiers, “and should be far more interesting for the participants.” Held on Tuesday evenings from 6-8 PM, the course starts on April 18th. It costs only $25 for
all ten sessions (to help cover the cost of photocopying the weekly class handouts). Participants must register ahead of time by calling and leaving a message at 613-527james joyce 1201. “Cathy or I will call them back,” says Peter, “to provide more details.” NOTE: The course is limited to fifteen students, so people are encouraged to sign up as soon as possible.

Le Comité de protection des sources RaisinNation Sud a un nouveau président. Ray Beauregard, agriculteur de la région et membre actif de la collectivité, a récemment été nommé par le ministre de l’Environnement et de l’Action en matière de changement climatique de l’Ontario pour cet important rôle mandaté par la Loi de 2006 sur l’eau saine de l’Ontario. La Loi de 2006 sur l’eau saine permet aux collectivités des bassins versants de la province de protéger leurs sources d’approvisionnement en eau potable en élaborant des plans de protection des sources fondés sur des données scientifiques et administrés localement et de manière collaborative. Le programme est géré par les offices de protection de la nature, et les comités locaux de protection des sources guident l’élaboration du plan de protection des sources. Il y a 19 comités de protection des sources en Ontario. Le Comité de protection des sources Raisin Nation Sud est composé de 15 membres et d’un président représentant les intérêts des
municipalités locales, du secteur agricole, des secteurs commerciaux et industriels et du grand public. Le Comité est également composé d’agents de liaison de l’Office de protection des sources, du ministère de l’Environnement et de l’Action en matière de de changement climatique, et du Service de santé local. « Ray était président intérimaire du Comité de protection des sources Raisin-Nation Sud après la retraite du président sortant, feu Claude Cousineau, en 2015. Nous sommes heureux qu’il ait été officiellement nommé par le ministre pour présider le Comité; il fait bénéficier l’équipe d’un riche capital de connaissances », a déclaré Richard Pilon, gestionnaire du Programme de protection des sources Raisin-Nation Sud. Ray Beauregard apporte au poste de président une vaste expérience dans divers secteurs, et de nombreuses années de service à sa collectivité dans plusieurs fonctions. Il a été conseiller élu du canton de Cornwall, maire adjoint de South Stormont et conseiller pour les comtés unis de Stormont, Dundas et Glengarry. Le BSEO avise le public de l’incidence accrue des oreillons Le Bureau de santé de l’est de l’Ontario (BSEO) alerte le public à l’incidence accrue des oreillons partout en Ontario. Le BSEO est informé de deux cas d’oreillons confirmés dans son secteur de service depuis le début de 2017. En Ontario, il y a à ce jour, 42 cas d’oreillons confirmés ou probables en 2017, comparativement à 40 cas pour l’ensemble de 2016. Les signes et symptômes des oreillons comprennent enflure et douleur dans une ou plusieurs glandes salivaires, fièvre, céphalée, myalgie (douleur musculaire), fatigue et anorexie (perte d’appétit). Ces symptômes peuvent durer jusqu’à 10 jours. Recommandations concernant la vaccination La vaccination diminue les risques d’attraper les oreillons. Elle réduit aussi le risque de complications chez les personnes atteintes de la maladie. Toute personne née en 1970 ou après, doit recevoir deux doses du vaccin ROR (rougeole-oreillons-rubéole). Cependant, les personnes nées entre 1970 et 1992 peuvent n’avoir reçu qu’une seule dose du vaccin ROR. Il est donc recommandé que ces personnes vérifient leur dossier de vaccination. Last week our paper published a story about the ongoing problem with shopping carts being abandoned around Cornwall. That article generated a significant amount of discussion on social media about what possible solutions that the City can put forward to solve the issue. A common solution that’s been called for is to fine those who take shopping carts but do not return them. I believe that these are the people who are at fault in this whole thing, but I do not think that a fine is going to be a solution that’s fair or one that works. While leaving things the way you found them is a common courtesy and if you take something, then you should return it, the City should consider why these carts are being taken in the first place. Do people who have cars steal shopping carts? No. Do people who can afford to take a cab take shopping carts? Also no. Why push a shopping cart all the way home when you can just take a cab. The people who are taking shopping carts don’t have access to a car or cannot afford a taxi. So if they can’t afford a taxi, then how effective or fair is a fine really going to be?
Chris Rogers of the By-Law Enforcement office acknowledged that poverty is a part of this growing issue. “We know that poverty is part of the equation,” he said. “To ignore this reality would be insensitive to those who are less fortunate in our community.” Another solution that came up in conversation was to fine the stores themselves, which is a solution that is also un-fair and doesn’t make much sense. The stores are the ones whose property is being stolen after all. It would be hardly fair to make the victim pay. In the social media discussion it was brought up that in the City of Ottawa, some grocery stores have carts with wheels that lock after they leave a certain distance from the store. This solution may be what finally solves the problem for Cornwall, but it is not cheap. Each cart as is already costs the store a couple hundred dollars. These new cars with anti-theft technology will be even more expensive and would be have to be phased in over a period of time. This might be the solution of the future, but it won’t solve the problem today. I don’t have all the answers, but it seems like the route of the problem is poverty and the fact that the carts are convenient to take. An immediate solution has to be low cost and
must also take away the incentive to take carts in the first place. Maybe that involves a subsidy for lowincome families that allows them to have a cheap cab ride home from the grocery store. Or, maybe as Chris Rogers suggested in an interview with Seaway News, that either shoppers or the stores themselves could be provided with smaller, cheaper carts to be used
specifically by people who need them to help carry their groceries home. Some stores already have a system on their carts where you must pay $1 or $2 as collateral, maybe that system needs to be more widespread or maybe that cost should be increased. In either case, a fine for either the shopper or the stores will be like trying to get blood from a stone.

There will be more anger about immigration in Canada as America enforces President Donald Trump’s new gets tough immigration policy. To prepare for this, Canada needs to finetune its progressive immigration system. Ottawa is already enforcing border laws. But, more needs to be done. Border officials and law enforcement agencies continue to report a surge in the number of people sneaking in Canada and asking for asylum. It is obvious Trump’s determination to get tough on immigration, coupled with Canada’s widely known reputation for welcoming immigrants, will see more and more asylum seekers
heading to our borders with advent of warm weather. Since his stunning victory, Trump is devoting a lot of time and efforts in expelling illegal immigrants. Migrants have been crossing through the fields and ditches. If they get onto Canadian soil before being apprehended, they are allowed to stay in Canada and go through the normal refugeeclaim process. This past year 1,500 people entered Quebec illegally and requested refugee status. This is almost five times the total in the previous year. Many are desperately attempting to cross the border in freezing temperatures and without proper winter clothing. I have no problems with Canada accepting

This was one investigation that literally landed at the front door of the Cornwall Police Department. It started on Saturday, March 10, 1957 with Richard (Dick) Silmser of the local registry of motor vehicles office doing what he did every Saturday afternoon after closing up his office at noon. He stuffed the day’s receipts from the sale of licence plates and permits into a large brown envelope. And, as usual, on the way home he stopped at the police station where the envelope was dropped off at the central desk for safe keeping until Monday, when he would return to pick up the envelope and deposit the cheques and cash at the bank, which wasn’t open on Saturdays and didn’t have an overnight depository. Hey, what could be safer than the police station. But a funny thing happened on the morning of Monday, March 12. When Silmser showed up at the old Pitt Street station, nobody could find the envelope which contained $5,500 in cash (mostly small bills) and $1,000 in cheques. In 1957, $6,500 was a sizeable chunk of money. It was more than a police officer made in one year. You could buy a house with that kind of money. An embarrassed police chief, Allan Clarke, struggled to put a positive spin on the missing loot when the story broke. Ah, if only to have been a bug on the wall of the chief’s office when he was told of the predicament.
“There are many factors involved in the disappearance of the envelope,” he told The Standard-Freeholder. “It may have been misplaced in the office, or misplaced in one of the files (of the central office).” However, a thorough top-to-bottom search of the station failed to turn up the missing envelope and money. The chief then suggested that perhaps the envelope, which had a “Department of Transport, Toronto” address on it might have been mistakenly put in the mail. When that didn’t pan out another theory was put forth: The old station was being renovated to provide more space for the force that was about to be enlarged by amalgamation with the township force. It was a stretch, but perhaps it was somehow thrown out with the debris. That raised more than a few eyebrows in the community; the tongues were wagging, as they say. It was announced that Insp. Ward Kennedy of the Ontario Provincial Police Criminal Investigation Branch in Toronto had arrived to carry out an investigation. Kennedy said theft was not being ruled out. Not exactly a earth-shaking piece of speculation. Obviously he wasn’t sent to town to help search the building for the envelope. Four weeks later Kennedy wrapped up his investigation. He had no idea what happened to the money. Case closed! His report given to the Cornwall Police Commission, and never made public, was said to absolve the police department of any blame.

you’re like me, it’s libraries. The interesting thing is I’ve always noticed awe-inspiring libraries in books and movies (this was probably a sign I missed early on that I was destined to work in them). However, I will admit, since working in libraries, I notice them a whole lot more. And there are a lot of great libraries in print and film out there. There are the magical ones that you can’t help but think about when you think fictional libraries – Hogwarts from Harry Potter, the Library from Dr. Who, or the Jedi Temple Library from Star Wars. Any of those would be amazing to one day step foot in. And then there are the ones that stay with you because the part they play in the story – Sunnydale High School Library from Buffy the Vampire Slayer or Shermer High School Library from the Breakfast Club – do you remember those? But sometimes, it’s when you least expect it that you can’t seem to forget it – coming across “The Library” episode in Seinfeld reruns, or the library scene from Ghostbusters – that reference to the New York Public Library connects with you and you take a moment away from the storyline to appreciate the setting. Storytelling can connect with someone on multiple levels and you never know what it is that will stay with you long after you’ve finished the story.

CORNWALL, Ontario - We see them in parks, on lawns, and sometimes even tucked away in someone’s garage. Abandoned shopping carts have become a real problem in Cornwall, and the city is currently assessing ways to regulate the issue. According to Uline, a typical shopping cart costs almost $250, and must be purchased in quantities of at least four – that’s a guaranteed $1000 expenditure each time stores have to replace missing carts. While some stores require customers to pay coin deposits as high as two dollars, one grocery store employee says it’s not always enough to deter someone who can’t afford a taxi.
“We know that poverty is part of the equation,” said City of Cornwall Supervisor of Bylaw Enforcement, Christopher Rogers. “To ignore this reality would be insensitive to those who are less fortunate in our community.” In response to issues of poverty, Rogers says there is an active dialogue about the prospect of making fold-up shopping buggies readily available for those in need. The item, which is active on the Property Standards Advisory Committee (PSAC) agenda; was discussed at the Feb. 22 special meeting, which included representatives from a number of supermarkets. Rogers says that the meeting focused on the progressively worsening issue of abandoned carts and possible solutions.
“We recognize that it’s a significant problem in our city, and we are working on a resolution,” said Rogers. “We met with many of the stakeholders and supermarket owners last week.” With the issue becoming increasingly pertinent, some communities have already passed bylaws which impose fines on retailers for abandoned carts. “The intent of any bylaw or other City action would be first and foremost to cause the removal of carts from City boulevards,” said Rogers. While the city has not yet made any decisions, the option to implement a such a bylaw does exist. In an effort to remove the public eyesore as well as help retailers combat their losses, city officials continue to discuss the best possible solution to Cornwall’s current cart dilemma.

It’s Not too Easy to outsmart aN old GEEzEr
An old geezer became very bored in retirement and decided to open a medical clinic. He put a sign up outside that said: “Dr. Geezer’s clinic. Get your treatment for $500, if not cured, get back $1,000!” Well, Doctor “Young,” who was positive that this old geezer didn’t know beans about medicine, thought this would be a great opportunity to get $1,000. So he went to Dr. Geezer’s clinic. Dr. Young: “Dr. Geezer, I have lost all taste in my mouth. Can you please help me?” Dr. Geezer: “Nurse, please bring medicine from box 22 and put 3 drops in Dr. Young’s mouth.” Dr. Young: Aaagh !! -- “This is Gasoline!” Dr. Geezer: “Congratulations! You’ve got your taste back. That will be $500”. Dr. Young gets annoyed and goes back after a couple of days figuring to recover his money. Dr. Young: “I have lost my memory, I cannot remember anything.” Dr. Geezer: “Nurse, please bring medicine from box 22 and put 3 drops in the patient’s mouth.” Dr. Young: “Oh, no you don’t, -- that’s Gasoline!” Dr. Geezer: “Congratulations! You’ve got your memory back . That will be $500.” Dr. Young (after having lost $1000) leaves angrily and comes back after several more days. Dr. Young: “My eyesight has become weak --- I can hardly see anything!!!!” Dr. Geezer: “Well, I don’t have any medicine for that so, here’s your $1000 back.” (giving him a $10 bill) Dr. Young: “But this is only $10!” Dr. Geezer: “Congratulations! You got your vision back! That will be $500.” Moral of story -- Just because you’re “Young” doesn’t mean that you can outsmart an “Old Geezer”.

SCUTTLEBUTT The Patrons of St. Columban Foundation is holding a Chicken Dinner fundraiser on Sunday, April 2 at the Royal Canadian Legion, Branch 297 in Cornwall from 4:30 p.m. to 6:30 p.m. to raise funds for the restoration work at the historic St. Columban’s Church in Cornwall.
A 10-course Lebanese banquet was held at the Finch Arena last Saturday, March 11 for the North Stormont Refugee Support Committee. Two-hundred and sixty guests came out to the event, which raised $16,552 toward the effort to bring in the Al Mounif family from Syria.
This taxpayer and many others are tired of paying for other’s mistakes. The assessment office made many errors on commercial assessments ,this time. City council says “ no problem we will just add the difference to the home owners”. Assessment office should pay for their mistakes , that goes for City council too. This can’t continue,the taxpayers are running out of money too. Council should go after the people that caused this problem.

CORNWALL, Ontario - This Wednesday, March 8, local non-profit organization, Cornwall Comfort Quilts hosted an open house in celebration of their exhibition, appropriately titled ‘Someone Who Cares.’ The title of the display originates from the notes enclosed with each quilt produced by the group. Chair, Janice Valade says she felt it was a fitting way to convey the group’s mandate. With over 40 ladies involved in the organization, the group was thrilled at the opportunity to hold their event in correlation with International Women’s Day. Janice Valade of Cornwall Comfort Quilts accepts an award of appreciation from the Canadian Cancer Society’s Trudy Watt during the group’s open house/exhibition launch this Wednesday, March 8 (Alycia Douglass/TC Media).
