St. Lawrence River Cleanup seeks volunteers Alycia Douglass alycia.douglass@tc.tc

CORNWALL, Ontario - Following the success of last year’s River Cleanup, planning is currently underway for their second cleanup project. Last season’s venture pulled a total of over 12 tons of garbage from the depths of the St. Lawrence River. Hoping to top last year’s feat, the Upper St. Lawrence River Protection Network have made some big changes to this year’s cleanup plan. Toronto-based TerraCycle specializes in recycling typically non-recyclable waste, and will facilitate the new objective to recycle as much as possible. “They’re able to take all the plastic bottles and turn them into park benches,” said Karen Douglass Cooper, Communications Specialist at the River Institute. “We’re also planning on approaching local artists to create a sculpture with our best pieces of metal.” Douglass Cooper says that while they can certainly look forward to more garbage coming out of the river, the River Institute is currently considering some more proactive ways to tackle the issue. Specifically, they’re hoping to play a role in educating youth about environmental causes. “I think there’s a real need for it,” said Douglass Cooper. “We were able to find a bunch of common teaching points on curriculum, and we’re hoping we can go into schools with message.” While education may provide the tools for better river health in the future, right now, the

Stormont, Dundas & Glengarry (SD&G) Ontario Provincial Police (OPP) officers are currently at the scene of a two (2) vehicle collision on County Road 31 (north of Winchester Springs), North Dundas Township. Preliminary investigation has indicated that at approximately 12:51pm, a passenger vehicle (Mini Cooper) was travelling south on County Road 31 when, for reasons under investigation, crossed into the north lane and collided headon with a transport truck (milk tanker). The adult male driver of the passenger vehicle was pronounced deceased at the scene. His name is being withheld pending notification of next-ofkin. The truck driver was not injured.

Big bust for CRTF

While conducting an operation on the evening of April 9, 2017, members of the Cornwall Regional Task Force (CRTF) observed a vessel traveling eastbound on the St. Lawrence River. The boat went ashore in the area of Pie XII Boulevard and the Beauharnois Canal, Valleyfield, Quebec. The police converged on scene and arrested three (3) males between the ages of 21 and 25 from the province of Quebec. As a result, a total of 1,587 kilograms of contraband fine cut tobacco as well as the conveyance, a 1998 Ford cube van, were seized. The individuals were released from custody on a Promise to Appear in Valleyfield Provincial Court on June 28, 2017. “Often we are asked about the financial costs associated with this contraband issue”, said Sergeant Garry Belair, acting NCO i/c CRTF Team B, “In this seizure alone, for example, $499,864.53 in duties and taxes was lost to Canadians in possible revenue. This amount of lost revenue could pay a nurse’s salary over a seven (7) year period. It is important for everyone to remain vigilant and report any suspicious activity to your local police force so they can continue to protect our neighbourhoods.”

Drug charges laid in fire

An individual has been charged and arrested on drug-related charges after attempting to produce butane hash oil, also known as ‘shatter,’ which caused a fire to break out in a First Street residence on Thursday, Apr. 6. Less than a month ago, a Carleton Street blaze began as a result of the extraction of cannabis resin, claiming the life of 67-year-old Michel Lalonde. Fire at Restaurant on Easter Sunday

The Rendez-Vous Restaurant at 1213 Pitt St. was the scene of a fire on Sunday morning. The City of Cornwall Fire Department was on the scene at 10 a.m. Sunday morning. There was no word yet on the cause of the fire, but an investigation is ongoing. Fire Chief Pierre Voisine told Seaway News that there were no injuries as a result of the incident. “Fire was quickly upgraded to a 2nd alarm,” he said. “There were no injuries. Firefighters did a great job of stopping this before extensions to other parts of the building.” On her Facebook page, owner Guylaine Lefevbre said that she was devastated, but held out hope to rebuild.

CORNWALL, Ontario - A damaged culvert closed the Cumberland and Emma intersection on Thursday, April 6. “A combination of snow melt and the recent heavy rainfall has caused the partial wash-out of the large Boales Drain storm culvert at the intersection,” the statement from the City of Cornwall reads. “The culvert is beyond repair and in need of replacement. Initial estimates suggest that the work to replace the culvert and reinstate the intersection could extend into the summer. City staff is reviewing all options in hopes of replacing the culvert and re-opening the intersection as quickly and safely as possible,” the statement continues. The City says that in the mean time it is considering alternatives and may partially re-open

the intersection. “The situation has resulted in the re-routing of some Cornwall Transit buses and temporary on-street parking restrictions have been put in place on Cline Avenue and Meadowvale Crescent,” said the City in their statement to the media. “Northbound traffic on Cumberland Street is currently being detoured on Cline Avenue. Access to Cumberland Street and the surrounding streets north of Emma Avenue is still available via Tollgate Road or off of Pitt Street via Eva Avenue and Benny Avenue.” Construction barriers at the Emma and Cumberland instersection (Alycia Douglass/ TC Media).

MOOSE CREEK, Ontario - There were minor injuries following Tuesday’s Moose Creek fire on County Road 15, a few kilometres north of Avonmore. North Stormont Senior Fire Captain, Nicholas Forgues said that emergency responders were on the scene around 8:45 last night, with North Stormont Stations 1, 3, and 4 working to contain the fire, which appears to have started in the garage.

Property owners were present when the fire started, and sustained minor burn injuries, which were treated on the scene by paramedics. The building serves as a heavy mechanic shop, and is known to most as Jans Repair Shop Limited, located at 17184 McLean Road. North Stormont District Chief, Dan Gauvin says that the Ontario Fire Marshal’s Office will conduct an investigation to reveal the cause of the fire. Having caused extensive damage to the property, the cost of these damages has not yet been determined.

transport truck. The adult male driver (lone occupant) of the passenger vehicle was taken to hospital with serious injuries. The truck driver (lone occupant) was not injured. As the investigation continues, a section of

Highway 138 between County Roads 43 (Monkland) and 15 (Moose Creek) is closed to traffic with indicated detours in place. Further information will be forwarded as it becomes available.

CORNWALL, Ontario - Cornwall’s own comic and pop culture event is getting ready to kick off its third year this coming Saturday, April 22. The popular Cornwall Area and Pop Event (CAPE) is growing and evolving every year. This year will be the first time that there will be a cosplayers contest. The contest will be divided into two age categories, 12 and under and 13 and over. it will also come as a relief for cosplayers that at this year’s event there will be a cosplayers lounge, equipped with enough glue and duck tape for all costume repairing needs. There is nothing worse for a Wolverine cosplayer than when their claws keep falling off. CAPE’s roster of guest stars this year include Sean Gunn of Gilmore Girls and Guardians of the Galaxy fame, Yanic Truesdale of Gilmore Girls and Kimberly Leemans of America’s Next Top Model, the Walking Dead and Vampire Diaries. CAPE organizer Carol Sauve said that guests you get to talk to at CAPE, you might not get a

chance to see at larger conventions. “We have to market CAPE differently than the big city shows,” she said. “One feature is that you might not get a chance to talk to or see the guests that we have at those bigger shows.” This will be Yanic Truesdale’s first Comicon style event, and Sauve said that Cornwall’s convention was now reaching out to new fanbases. “Usually comic conventions are based around a lot of comic, sci-fi and fantasy fandoms, but when you bring in someone like Yanic from Gilmore Girls you really start to open up that demographic,” said Carol Sauve. “Dads can bring their daughters who might be interested in Gilmore Girls and they can check out some of the actors from the Walking Dead at the same time.” Some of the heroes from last year’s CAPE. This year, the City of Cornwall is giving CAPE goers a helping hand with transportation. This week, the Seaway News wrote about the City’s plans to deal with the problem of abandoned shopping carts that are left around the Cornwall. The plan is for the City to travel around Cornwall picking up any shopping carts they find once a month. They will then keep these carts in impound essentially and charge the stores $25 for their return. This may sound like City of Cornwall will be holding the property of Cornwall’s grocery stores hostage, but is there any better alternative? The City should be doing something about all of the abandoned shopping carts. Once you notice them, you will see them everywhere in this city. There is one apartment complex on Brookdale Avenue that had blue ten Wal-Mart shopping carts parked nearby in February. Different cures have been suggested for this problem, one is to fine the shopping cart thieves. That may be effective, but it also will punish Cornwall’s least fortunate. People who

have a car or money for a cab won’t be stealing carts. Also there is the question of the cost of paying police officers to monitor the shopping cart problem and catch offenders. The police probably have better things to do with their time. Another solution is for the stores themselves to invest in anti-theft technology. A cart that has wheels which lock when it leaves store property will cost the stores a couple hundred dollars apiece, more, at least in the short term, than the $25 to get their old carts back from the City. The City’s by-law office says that the $25 fee will cover the cost of going around and collecting these shopping carts and storing them only, the City will not be making any sort of profit off of this endeavour. On the other hand, a fine against those who actually steal the carts might not be enough to even cover the cost of having a by-law officer or a police officer monitor the situation and hand out the fines. Also, by collecting the carts themselves, the City can be reasonably sure that they are taken off of the streets, fines won’t return stolen carts.

Ultimately, collecting the carts themselves is the only way that the City can be sure that they are taken off of the streets; however, they might not even break even as they hope to on this scheme. Cornwall’s Municipal Works Yard might be soon be full of abandoned shopping carts that they’ve impounded and the stores might simply choose not to pay the $25 each to get them

back. This could encourage grocery stores to invest in anti-cart-theft technology, or they might just hire someone whose job it is to make sure the carts aren’t stolen in the first place. This plan is the most direct way the City can clean up the cart problem, but, it won’t solve the root of the problem, the theft of shopping carts.

The billion-dollar illegal tobacco industry which prospers in this part of the province gets a shot-in-the-arm each time the provincial and federal governments raise tobacco taxes. It translates into more business for the contraband guys. Tax increases have driven up the price of a carton of legal smokes to $80 to $100. For a carton-aweek smoker that adds up to at least $4,100 a year. Meanwhile, the easy to acquire illegal brands run about $20 a carton. That is a saving of at least $3,000 a year. Despite all the enforcement over the years, the black market continues to thrive. Often with impunity. It will be the same story with legal marijuana. The black market dealers will sell tax-free pot at a fraction of the legal price. According to the Ontario Convenience Stores Association, legislation to legalize the sale of marijuana is a gift to the contraband cigarette industry. The cigarette factories will either make the easy conversion to marijuana or combine production. Convenience stores association spokesperson Dave Bryans said the illegal factories will manufacture cheaper tax-free marijuana and flood the market, just as they do with cigarettes. The thinking that government regulations can control the sale of marijuana to minors is ridiculous. For minors who want to buy a pack of cigarettes or a bottle of booze, the restrictions are a minor inconvenience. Always has been. It will be same with marijuana. CORNWALL, Ontario - It appears there may be an answer in sight for the city’s ongoing shopping cart conundrum. The issue has been discussed with the Property Standards Advisory Committee, as well as local store representatives over the past few months with one common goal: to solve the issue of the cart eyesore. Store representatives also took part in these meetings, sharing their thoughts on the topic, as well as potential solutions. “Since then, we’ve drafted a bylaw which will require that – within reason, market owners be responsible that their property does not leave store premises,” said City of Cornwall Supervisor of Bylaw Enforcement, Christopher Rogers. In the interim, store owners will be given information on how the proposed changes would impact their business. Currently, the city

has no intention of imposing fines, but does expect stakeholders to take responsibility for their property. “We’re not saying we want to set fines,” said Rogers. “What we’re saying is, either you pick up your carts or we will.” The proposed bylaw will first go to council; if approved, it will force store owners to keep a tighter rein on their shopping carts. “Whatever hasn’t been recovered by the owner will be collected weekly and taken back to Municipal Works yard with a service fee to retrieve them,” said Rogers. “We’re not doing this arbitrarily, and we’re trying to be as reasonable as possible.” The retrieval fee is currently set at $25 per cart, which could become a costly expense for some stakeholders. As it stands, there have been mixed responses from local business owners.

The Technical Standards and Safety Authority recommends this three-step safety check list: 1. CLEAN: use a pipe cleaner or wire to make sure the burner ports are free of rust, dust, dirt, spider webs or other debris. 2. CHECK: examine the hose leading from the fuel supply to the burners. Replace if cracked or damaged. 3. TEST: find leaks by applying a 50/50 solution of water and dish soap to all fuel and hose connections. If bubbles appear, tighten the connections and/or replace the damaged parts and always re-test. Remember that barbecues are for outdoor use only. You should know that in South Stormont, the Dog Licensing and Control By-law No. 52-2004 states that all dogs are required to be attached to you by a leash no longer than 2m at all times. There are no leash free parks in the Township. Some people are afraid or allergic to dogs and other dogs are sometimes shy or reactive. Keeping your dog leashed prevents unwanted attention or fines. The Township of South Stormont and the Lost Villages Lion’s Club hosted a Easter Breakfast and Easter Egg Hunt this past Saturday, April 15. Residents were treated to a full breakfast of eggs, bacon, pancakes, sausages, coffee tea and juice at the South Stormont Community Hall on Saturday morning. Then, from 10:30 a.m. to 12:30 a.m. kids were able to take part in a face painting, Easter Bonnet decorating contest and a colouring contest. There was also a bake sale and auction.

South Stormont Deputy Mayor Tammy Hart praised the Lost Villages Lion’s Club for putting on a great day for the kids. “My grandchildren had the best Easter Hunt ever on Saturday in Bethune Park in Long Sault,” she said in a letter to local media. “I want to thank all the hard working volunteers and Lost Villages Lion’s Club members for the Easter Breakfast and Easter Hunt. Saturday was a beautiful, sunny day. So many children, their parents and grandparents showed up to enjoy a scrumptious breakfast and then over to the park for an Easter Hunt. So much fun and much appreciated by all. Thank you and job well done.”

Parts of Avonmore Road to be closed for Construction Cruickshank Construction Limited would like to advise residents that construction will soon begin on Highway 401 at the Wales Drive and Avonmore Road bridges. Cruickshank Construction Limited has been awarded the Contract for the removal and replacement of these bridges. Construction Timeline: • The Avonmore Road Bridge will be closed to traffic starting April 24 2017 and is scheduled to reopen in November 2017. • The Wales Drive Bridge will be closed starting April 2 2018 and is scheduled to reopen in November 2018. • A signed detour route will be implemented during each closure. (See map above) • All construction should be completed in fall 2018. Single lane closures will occur throughout the construction seasons on Highway 401. All consideration has been given to implement traffic control measures to ensure minimal disruption to the traveling public. BROCKVILLE, Ontario - The Upper Canada District School Board (UCDSB) Board of Trustees raised concerns for student safety over U.S. President Donald Trump’s U.S. travel ban at their meeting on Wednesday, April 12. The President’s Executive Order, if it ever goes into effect, would ban travel from the predominantly Muslim countries of Sudan, Syria, Iran, Libya, Somalia and Yemen for 90 days. The ban does not affect Canadians or Canadians with dual citizenship, but the school board remains concerned because ultimately, individuals can be rejected or detained at the discretion of American border service agents. “This raises the possibility of students travelling on school trips being denied entry,” reads a press release from the UCDSB. “The school board is prepared to respond to the heightened screening through: sharing of information regarding the Executive Order

with students, their parents and guardians; a requirement that students have cancellation insurance for all overnight school trips; ensuring that principals review federal travel advisories before any departure.” The press release goes on to say that if any student traveling on a school trip who is turned back at the American border for a reason out of their control that that will lead to a cancellation of the trip. The UCDSB states that eight of their schools will be traveling to the U.S. between March and June of this year, with a possible further 15 trips happening next school year. The trustees requested a staff report to update them on this issue by the end of the school year. The Cornwall border crossing (Nick Seebruch/ TC Media). Alaoui is Muslim and in effect as it is bogged down in the American signed on March 6, and the cases appealing court system. Une opération donne lieu à une importante saisie de contrebande Communiqué de presse de la CRTF Alors qu’ils menaient une opération pendant la soirée du 9 avril 2017, les membres du Groupe de travail régional de Cornwall (GTRC) ont remarqué une embarcation naviguant vers l’est sur le fleuve Saint-Laurent. Le bateau a accosté dans le secteur du boulevard Pie-XII et du Canal de Beauharnois, à Valleyfield, Québec. La police a été dépêchée sur les lieux et a procédé à l’arrestation de trois (3) hommes âgés de 21 à 25 ans, originaires de la province de Québec. Par conséquent, un total de

1 587 kilogrammes de tabac haché fin de contrebande, ainsi que le moyen de transport, un fourgon cube Ford 1998, ont été saisis. Les individus ont été libérés sur promesse de comparaître au tribunal provincial de Valleyfield le 28 juin 2017. « On nous demande souvent quels sont les coûts associés à ce problème de contrebande », a indiqué le sergent Garry Belair, sous-officier intérimaire responsable de l’équipe B du GTRC. « Dans le cadre de cette seule saisie, par exemple, les Canadiens ont perdu un revenu possible de 499 864,53 $ en droits et en taxes. Ce revenu perdu pourrait payer le salaire d’une infirmière

pendant une période de sept (7) ans. Il y a plusieurs types d’improvisation comme narratifs, mimés, chantés et dramatiques. La durée d’une improvisation est d’environ une minute trente secondes. Le club a lieu une fois par semaine pendant la grande récréation du dîner. Voici pourquoi j’aime ce club. Un voyage humanitaire au Costa Rica Mégan Tremblay-Doyle - l’école Heritage Quand nous pensons à l’école, nous pensons tous aux enseignants, les classes, les travaux et les devoirs. Mais et si on ajoutait un voyage culturel à cette liste? Le 29 décembre dernier jusqu’au 12 février, 20 élèves de la 8e à la 12e de l’école secondaire publique L’Héritage ont voyagé au Costa Rica! Le but du voyage était de découvrir ce nouveau pays au relief montagneux avec sa verdure chatoyante et sa faune incroyable. Les élèves, ainsi que leurs accompagnateurs, ont pu visiter rapidement la ville de San José, le volcan Irazu, ainsi que le Mont Chirripo. Nous sommes ensuite allés passer une semaine avec les autochtones Bris-Bris, puis une autre avec une

famille de communauté rurale. Première étape, le volcan Irazu et l’auberge Uran, pour pouvoir monter le Mont Chirripo. Le volcan Irazu est un volcan impressionnant avec son plus profond cratère de plus de 100 mètres de profondeur! Les cratères étaient couverts de sable et de cendres grises et avaient des grandes étendues d’eau turquoises, créées par la pluie prise par les murs des cratères. La seule plainte: le vent froid qui vous oblige à porter un manteau. Après le volcan, la montagne! L’auberge Uran était une auberge très mignonne avec des chambres de 3 à 4 personnes. L’ascension du 4 kilomètres fut faite le lendemain, après une bonne nuit de sommeil. Monter et descendre nous a pris tout près de 2 heures, avec une pause à destination pour se reposer avant de redescendre. Les chemins étaient faits des

terres et roches et nous avons dû faire très attention de ne pas se retrouver sur les fesses après avoir glissé sur une roche glissante! Chez les Bris-Bris, les élèves ont dormis dans de petites cabanes pour 4 personnes avec douches et toilettes. Les chambres ont étés dites d’avoir étés très accueillantes et confortables. À tous les jours, il y avait un horaire bien planifié. On déjeune ensemble, avant de partir avec les hommes de la communauté pour travailler avec eux. Ensuite, venait le dîner et une après-midi remplie d’activités, telles qu’aller nager dans une rivière, puis le souper. Le soir était surtout consacré à un peu de temps libre, sauf le dernier soir, lorsque les autochtones nous ont organisés un spectacle de talents et de danse. La vie en famille n’a pas été entièrement du repos elle non plus. C’est lors de cette semaine

qu’ils furent le plus de voyage. Cette fois-ci, les jeunes furent séparés pour vivre 2 par famille. Tous les repas furent mangés en famille, et les matins étaient consacrés à la cultivation des grains de café. Les après-midis, ils allaient visiter la région, et leur richesse, telles qu’une usine de cannes à sucre, une volière de papillons et de magnifiques chutes dans la montagne. Quitter le Costa Rica a donc été très difficile pour nous, mais en même temps, nous avions bien hâtes d’arriver à la maison, de retrouver notre lit, nos familles et la nourriture canadienne réellement manquée. Ce n’est que lorsqu’on revient chez-soi que l’on se rend compte que l’on manque la chaleur du Costa Rica!

Canada. Il y a un grand spectacle bientôt avec plus de 200 acteurs et plus de 2000 personnages! Premièrement, le méga spectacle L’écho d’un peuple est le projet principal d’un organisme communautaire sans but lucratif dirigé par des gens engagés et provenant de toute la région de l’Est ontarien. Depuis que l’idée de créer ce méga spectacle a été lancée en l’an 2000 par l’ingénieur Alain Dagenais, et jusqu’à la première du spectacle le 26 juin 2004, plus de 1 400 bénévoles se sont dévoués corps et âme pour donner vie à un scénario émouvant et digne de notre histoire.

Au début, quand j’ai appris qu’on devait participer en tant que comédiens dans la pièce, j’étais fâché car on l’avait intégré dans notre cours d’art dramatique, mais quand c’était le temp de jouer, je n’étais plus trop faché. Moi, j’ai joué comme guerrier huron qui se bataille à côté des mousquetaires. Au début, c’est stressant avant d’embarquer sur l’estrade, mais ça ne dure que 30 secondes, alors après, tu as terminé et tu ne reviens plus sur l’estrade. Tu te sens bien quand tu as terminé! C’était la première fois que je jouais dans une pièce de théâtre. Je trouve que c’est une bonne idée de faire

cela car ça coûte moins d’argent. La troupe n’a qu’à se procurer que les lumières, les accessoires et les costumes; c’est tout et ça ne prend pas de temps à se préparer! On a fait 2 pratiques et on était prêts. J’ai trouvé ça facile car on ne me reconnaissait pas alors pas besoin de s’inquiéter des autres. En conclusion, L’écho d’un peuple était quand même un bonne expérience. Je sais que j’étais fâché au début mais je n’aurais pas dû être fâché puisqu’à la fin, c’était amusant même si on était devant plein de petits spectateurs. Je serais prêt à recommencer!

L’écho d’un peuple Jérémie Gagnon - L’école Heritage L’écho d’un peuple est un spectacle qui explique ce qui c’est passé quand les premiers Français sont arrivés en Amérique, surnommée la Nouvelle-France. La troupe s’est promenée dans toute la province et a effectué beaucoup de spectacles. Elle est récemment venue à notre école pour le présenter et nous, les élèves de la huitième année, étions les acteurs/actrices. Il y avait beaucoup moin de scènes mais c’est puisqu’on n’avait pas autant de personnes pour jouer dans le spectacle. La troupe fait des spectacles depuis plus de 13 ans partout à travers le

A lof of his time in that world inspires his artwork of today. “I try to incorporate fashion into my storytelling,” he said. “I think I reflect my own interpretation of models in my paintings. I really try to capture the light on the fabric,” he said of one picture. His paintings begin as an idea he says and they then incubate and develop. “Sometimes an idea for a painting will rattle around in my head for 20 years before I do anything with it,” he said. MacDonald says he wants to take his book to New York and Montreal and to feature it in small art galleries. A copy of his book is available for viewing at the Cornwall Public Library and for order through Astro Printing.

CORNWALL, Ontario - A local Cornwall artist is taking to a new medium to get his art out there. Kevin Jade MacDonald has recently released a book of his paintings. “For a while there wasn’t a place in Cornwall where art could be shown, so sometimes you just have to do it yourself and get yourself out there,” said Macdonald. MacDonald is from Cornwall and got his start as an artist in St. Lawrence College’s graphic designer course and designed his book with the great help of Astro Printing. MacDonald began his work in the art world as a model for International Top Models in the 1980s and 90s. That job took him to major

The Chesterville Rotary Club has helped ensure Community Food Share’s Winchester outlet stays warm next winter. All funds will go toward the purchase of a new furnace at the Community Food Share depot on May Street. South Nation will hold its 8th annual CacheIn, Trash-Out event hosted by South Nation Conservation (SNC) and the Geocachers of Eastern Ontario.
