Dear Friends, Greetings!! It has been two years since our team took over in October 2019. In a few months, the world experienced the largest pandemic in recent history. With lockdowns, life came to a halt and, nations faced unprecedented economic distress. Architecture as a profession suffers the worst in such situations as it is not considered an essential service. We converted the bane of this situation into a boon when we communicated with you through online platforms and social media channels. Never before has the Council been so accessible and never before has an attempt been made to unite our fraternity on such a large scale. Our profession is going through tumultuous times with radical changes. High standards of deliverance, technical and creative competency, and adaptability to changes will have to be ingrained in all of us. We will need to rise to the challenges thrown at us from various quarters. The 'Manual of Architectural Practise' is a small step towards that. I feel that if followed in letter and spirit, it will change the face of our profession. Transparency, honesty and commitment to our profession have been the hallmark of our team and I am happy to inform you that we have walked the path sincerely. 'Council News' the COA newsletter is being revived along with Council’s magazine 'Architecture, Time, Space & People'. 'Council News' is an attempt to bring more transparency and dispersal of information to our fraternity and keep you abreast of happenings at the Council. We solicit and look forward to your valued contributions to 'Architecture, Time, Space & People'. With profound condolences to all our countrymen who lost their near and dear ones to the pandemic in the last two years, we look forward to happy and healthier times and a strong nation ahead. The goals of our Council of Architecture Executive Team are inclusiveness, accessibility, and transparency. Traditionally we have achieved all three of these goals through implementing outreach programmes. When the Covid-19 pandemic struck, we had to evolve and adapt to our new situation. We switched to an online platform and introduced COA Social, with the aim of continuing to reach out across communities to raise awareness about the role and importance of architecture and architects. Even with the implementation of the Architects Act and the inception of the Council in 1972, there is still much to be desired in informing and educating society about the role of an architect and the power of good design in enriching lives. I am the first woman Vice-President of the Council of Architecture since 1972. As part of COA Social, we have introduced COA Social: Women, a platform dedicated to celebrating women in architecture while also addressing and understanding the gender disparity we continue to see in the field of architecture today. This newsletter allows the Council to ensure inclusiveness, accessibility and transparency in its communication with the fraternity. Monthly newsletters will keep everyone in the know about the Councils actions and events. Moreover, they give the fraternity a chance to provide feedback and ensure their voices are heard on issues that directly concern them. In the five decades since the inception of the Council of Architecture, the nation, its economic outlook, the construction industry and consequentially the architectural profession, have all been transformed – some would say unrecognisably. Looking at the changing face of architecture, it is clear that a collaborative relationship between the Council and our fraternity will be essential to ensuring the successful evolution of our profession. COUNCIL ACTIVITIES OVER THE YEAR
Council Welcomes New Members at 75th Meeting The 75th meeting of the Council of Architecture took place on 28 and 29 August 2021 in Gulmohar Hall, India Habitat Centre, Lodhi Road, New Delhi, in both online and offline. The President of the Council, Ar. Habeeb Khan welcomed the new members nominated by the Central Government, State Governments and the Indian Institute of Architects (IIA). Among the five new members elected from the IIA, Ar. Punit Sethi, Ar. Abhijit Digambar Shirodkar, Ar. Lalichan Zacharias and Ar. Navin Sharma were physically present at the meeting, while Ar. Amitava Roy attended virtually. Mr. Jaydev Thakur, Ex-officio of MES, Ar. Nand Lal Chandel, nominee from State of Himachal Pradesh, Er. Sandip Kumar Deb, nominee from the Institution of Engineers, Ar. Minakshi Jain, nominee from AICTE and
Ar. Vidyadhar. Sadashiv Wodiyar, nominee from State of Karnataka, were also present at the meeting. The outgoing member Ar. Pushkar Kanvinde, nominee from AICTE, was given a heartfelt farewell through a recollection of all his contributions to various committees of the Council. 14072 Architects Registered this Year The Council has registered 138630 Architects as of 31 December 2021 and 14072 architects between January 2021 and December 2021.

Approved Architectural Institutions in the Country At present, 417 institutions have been approved by the Council for imparting recognized architectural qualifications during the academic session 2021-2022. Further, 13 new institutions were granted approval by the Council to impart Bachelor of Architecture Courses and 13 existing institutions were granted approval to introduce PG courses for the academic session 20212022. The list of approved institutions is available at the website of the Council.
First Architect Registered with Council Renews Certificate of Registration Ar. Jasdesh Singh Sodhi (Reg.No.CA/1975/00001) is the first Architect registered with the Council in the year 1975. Ar. Sodhi visited the Council’s office on 28 December 2021 for extension of the validity of his Registration. Shri R. K. Oberoi, Registrar COA welcomed him and wished him good health and best wishes for the new year.
Council Academic Calendar for 2022-2023 Announced The Council has announced its Academic Calendar to facilitate institutions to apply for approval of B.Arch and M.Arch courses for the academic session 20222023 and other important dates such as submission of applications, the conduct of inspections, grant of approval, etc. Academic Calendar 2022-2023 is available on the website of the Council.
Executive Committee Meetings The Executive Committee has held meetings online and offline during the pandemic period to consider extension of approval for existing architectural institutions and for new institutions in India: 227th Executive Committee Meeting was on 9 April 2021. 228th Executive Committee Meeting was on 30 June 2021. 229th Executive Committee Meeting was on 22, 23, 24, 27 and 28 July 2021. 230th Executive Committee Meeting was on 5 August 2021. 231st Executive Committee Meeting was on 18 August 2021. 232nd Executive Committee Meeting was on 27 August 2021. 233rd Executive Committee Meeting was on 5 September 2021. 234th Executive Committee Meeting was on 17 October 2021. 235th Executive Committee Meeting was on 2 December 2021.
Disciplinary Actions taken by the Council The Council, during the 72nd Meeting held on 24 and 25 January 2020, decided to suspend the registration of Ar. Anand V. Dhokay (CA/1987/10855) for one year. The Respondent Architect was required to surrender his Certificate of Registration to the Council. Ar. Anand V. Dhokay filed a Writ Petition before the Bombay High Court challenging the orders of the Council. The Hon’ble Court vide their interim orders has stayed the decision of the Council. The Council, at its 74th Meeting held on 19 December 2020, decided to suspend the registration of Shri Mangal Das Budhi Raja (CA/1984/08711) for six months for acting negligently in submitting a verification before MCD of an incomplete building certifying it as complete.
249 Notices Issued for Misuse of Title The Council has issued show cause notices to 249 persons for violation of the Architects Act by falsely posing and practising as Architects and for making unlawful gains during the period between May 2020 to December 2021.
An option to lodge online complaints against 'Misuse of Title' is available on the portal of the Council. All concerned are requested to submit their complaints online against misuse of title and style of an Architect. 4
AMENDMENTS + NOTIFICATIONS CORRESPONDENCE + IMPLEMENTATION
Notification of the Minimum Standard of Architectural Education The Council of Architecture, on approval of the Central Government, has notified 'Minimum Standards of Architectural Education Regulations, 2020.' These regulations have come into force from the date of its publication in the Official Gazette. The Council in view of pandemic of Covid-19 relaxed the eligibility criteria for admission to B.Arch. Course in regard to minimum percentage of marks in PCM and aggregate of 10+2 as a one-time measure for the academic session 2021-2022 with the approval of Central Government. .The amendment states that, "No candidate shall be admitted to the architecture course unless they have passed an examination at the end of the 10+2 scheme of examination with physics, chemistry and mathematics subjects or passed 10+3 diploma examination with mathematics as a compulsory subject." Amendments to the Architects Act, 1972

The Council in view of the Supreme Court Judgement dated 17.03.2020, Mukesh Goyal vs State of Uttar Pradesh, has submitted recommendations to the Central Government for amending Section 37 of the Architects Act, 1972.

Court Judgements Regarding NATA this year Hon’ble Madras High Court in Writ Petition No. 23163 &, 23164 of 2021. A Writ Petition was filed in the Madras High Court seeking directions to the Tamil Nadu Government to permit students who have passed the JEE Part 2 examination to get admitted into the Bachelors of Architecture
course. Hon’ble Madras High Court passed an ex-parte interim order dated 25.10.2021 in favour. However, on 27 October 2021, the Hon’ble Court modified its order dated 25.10.2021 and held that only candidates who have qualified through the National Aptitude Test in Architecture (NATA) are eligible for admission.
Hon’ble Madras High Court in Writ Petition No.16124 of 2021 A Writ Petition was filed in the Madras High Court challenging the public notice of the Council wherein only candidates who have appeared in the first or second test were allowed to appear in the third NATA Test. The Madras High Court dismissed the Writ Petition and upheld the decision of the Council. 6
COLLABORATION + EDUCATIONAL PROGRAMMES
Council Executes MOUs The Council of Architecture has executed Memorandum of Understanding with the 'Bamboo Society of India' to encourage and sponsor scientific study and research on bamboo. The initiative promotes bamboo-based construction by developing innovative, contextual and practical knowledge in designing appropriate and unique structures. The MoU also encourages architects to create exemplary models using bamboo as the star material. Further, the Council has entered into MoUs with INTACH (Indian National Trust for Art and Cultural Heritage), ISHARE (Indian Society of Heat, Refrigeration and AirConditioning Engineers) and GRIHA (Green Rating for Integrated Habitat Assessment) to develop academic and research collaboration in art, architecture, culture, heritage and conservation.
112 Participated in the Energy Conservation Building Code Online In collaboration with the Bureau of Energy Efficiency (BEE), Council of Architecture conducts Energy Conservation Building Code (ECBC) Programmes. Council Facilitates Advanced Research Through COA-TRC Programmes research in various fields of architecture and conducts training for enhancing and updating the skills of students, practicing architects and academicians all over India in order to keep them abreast of latest technological advancements in designing and planning of buildings, latest building materials and products, energy efficiency code and protection of environment. Various award programme are also conducted to encourage research and innovation in the field of architecture. The TRC also undertakes publications of important Books and journals. The COATRC has received international recognition as one of the foremost statutory institute in the field of architectural education, research, training, awards and publications. COATRC has been a catalyst in disseminating architecture design awareness amongst the Indian building industry, as its graduates are active in every sphere of economic activity in the country. Purpose of COA-TRC The Government of India has initiated two major campaigns, namely the ‘Startup India’ initiative, and the ‘National Mission for Skill Development’. Keeping in view these recent initiatives by the Government of India, the Council of Architecture has decided to open up its academic and research wing by establishing the ‘Council of Architecture Training and Research Centres (COATRC)’ at five zones in India, namely, Pune, Bhopal, Bangalore, Delhi and Kolkata. The purpose of COA-TRC is to nurture a culture of entrepreneurship in the creative minds of young architects and and designers so that their ideas metamorphose into newer, niftier products and services capable of being utilized commercially. Activities of COA-TRC The COATRC conducts awards programme, publications of books/ journals. It also conducts training programme on various important
such as, Disaster Management, Conservation of Architectural Heritage, Energy Efficiency Code, Energy ratings, barrier free buildings, etc. The TRC supports architects, academicians or students in transforming their ideas and concepts into successful competitive thoughts by providing an environment to develop essential management skills and systems to help them grow as business leaders of tomorrow. The COATRC facilitates the provision of architectural business incubators through its establishments, with experts from various fields functioning as mentors.
COA-TRC Bengaluru The Council has been allocated two acres of land by the Government of Karnataka at Jnana Bharati Campus of University Bangalore for setting up its Training and Research Centre. The Council would soon launch Design Competition for preparation of designs and plans for construction of TRC building.

COASocial Generates Social and Public Front for the Council COASocial is an initiative of the Council of Architecture to promote dialogue, debates and discussion within the architectural fraternity. The Council of Architecture has constituted a Sub-Committee to suggest techniques to utilize social and interactive mediums to engage with the community, create a platform to contribute towards the betterment of architectural education and profession and work towards short, medium and longterm goals. The Sub-Committee's role is also to act as a think tank to help the Council to generate a significant and influential media presence by: Suggesting ways and means to enhance the communication and interaction between COA and the architectural fraternity through written, audio or visual mediums. Establishing an active dialogue with different stakeholders in the profession and academia of architecture. Preparing the ideological and conceptual basis of the content for social media in alignment with the COA and its goalswhile keeping all concerned parties well informed. Developing content for generating a nuanced understanding of current affairs among architects. The Committee guides/ monitors the Council’s presence on social media platforms such as Twitter, Facebook, Instagram, print media and the Council’s website. COUNCIL NEWS

COA-MAP Positions Itself as a Comprehensive Guide to all Architects – Upcoming and Practicing The Council of Architecture has prescribed Manual of Architectural Practice (COA-MAP) which touches upon all aspects of professional practice and guides and advises architects on various professional issues. The Council of Architecture has updated its website on 28 August 2021 to make it more informative, user-friendly and resourceful. Shri Nitin Gadkari, Hon’ble Minister of Road, Transport and Highways of India, launched the new website.
Council of Architecture celebrated World Architecture day on 5 October 2021 through a pan-India multi-lingual Radio Campaign.
Public Grievance Submissions Made Easy The Council has set up an 'Online Public Grievance Cell' for receiving complaints from architects, students, general public and other stakeholders for faster redressal and monitoring of grievances. Complaints received on the portal are being addressed on regular basis.
Mobile App Closer to Launch The Council of Architecture is shortly launching its mobile application for registered Architects, students, faculty and institutions. The application will provide services related to registration, renewal facilities and access to the Council's newsletter, 'COANews' and magazine, 'Architecture, Time, Space & People'.

Council Awards Students for Excellence in Thesis Council of Architecture (COA) is awarding students for excellence in thesis under the following categories Award for Excellence in UG Thesis Award for Excellence in PG Thesis Award for Excellence in Documentation of Architectural Heritage. The Awards promote talent, encourage students and help spread awareness about Indian culture, architecture and heritage.

43589 Candidates Applied for National Aptitude Test (NATA) The Council of Architecture, being the competent and final authority to fix norms and standards for architectural institutions, manages the National Aptitude Test in Architecture (NATA) every year. In 2021, the Council of Architecture has successfully conducted three National Aptitude Tests on 10 April, 11 July and 3 September. The first test of NATA-2021 was conducted over 197 designated centres in India, Dubai, Qatar, Oman and Kuwait. The examination saw a total number of 14140 candidates, of which 11431 passed successfully. The second test held on 11 July 2021 at 254 designated centres all over India, received 21660 candidates, of which 11583 qualified. The third test, conducted on 3 September 2021 at 181 designated centres all over India and six centres in International cities, had 7789 candidates enrolled, of which 6686 passed. Further, the Council in viewof the unfortunate circumstances in the country, decided to reduce the qualifying mark from 75 to 70. COUNCIL NEWS

Annual International Essay Writing Competition Encourages and Promotes Architectural Research and Learning In May 2020, the COA Annual International Essay Writing Competition was launched to promote architecture research and to channel the energy, creativity, and vision of young architects. The competition covers three categories for students, teachers and young architects. The Council announced this year's essay contest winners in October 2021. Issuance of Enrolment Numbers to students in B.Arch. Course The Council issues enrolment numbers to B.Arch. students admitted by the Institutions to ensure that only eligible students are admitted as per the sanctioned intake. The enrolment numbers are issued by the Council based on the information furnished by the institutions online. Year-wise details of enrolment numbers issued by the Council to students of B.Arch. NOTICES Renewal of Registration: A total of 21454 Architects have renewed their registration from 1 January to 31 December 2021. Presently, ___ Architects hold a valid registration with the Council of Architecture. Renewal fee of Rs. 600/- for the calendar year 2022 shall become due on 1 January 2022 and, the b date of payment without fine is 31 March 2022 or the last working day of March 2022, whichever is earlier, failing which a restoration fee of Rs. 1000/- will be applicable w.e.f 1 April 2022. All concerned architects are requested to renew their registration by paying the renewal fees online or offline in time to avoid penalties. Architects are requested to update their address, email, and telephone number, as a matter of urgency, to be incorporated in the records of the Council enabling the Council to send timely updates, monthly newsletters and magazines.
Call for Architectural Photographers Open call for Architectural Photographers interested in getting their work featured in Council of Architecture’s bi-monthly magazine. Selected photographs will serve as either the cover, double-page spreads, single-page spreads or alongside articles. Photographs should be watermarkfree with credits typed separately in a mail addressed to the 'Publication Department' at publication-coa@gov.in.
Digitization of Certificates and Identity Cards Council of Architecture is in the process of facilitating online renewal/ extension of validity of registration. Architects shall be provided with Certificates of Registration via a passwordprotected PDF to their email accounts. The Council shall provide physical Certificates of Registration with the Architect’s photograph, signature and registration details to all registered Architects free of cost. The Council has also decided to issue new identity cards to all registered Architects. Architects are requested to update their photographs and signatures (under Dashboard->Architect>Update Photo and Signature) by logging into the COA Portal (www.coa.gov.in), using their username and password. The communication regarding the same shall be sent by the office shortly.
Call for Magazine Submissions: 'Architecture Time Space & People’ has been a platform for the architectural fraternity to collaborate, converse and exchange innovative, offbeat and revolutionary ideas, stories and projects since time immemorial. Revival of the magazine is seen as an opportunity to ‘reacquaint’ and reestablish a dialogue between architects across the country. We are now accepting submissions discussing the effects and outcomes of COVID-19 on architectural production, education, culture, profession, environment and technology. Curated in the aftermath of the pandemic, the intent is to also ‘reacquaint’ ourselves to the history and the contemporary with a vision for the future. Handbook of Professional Documents & Directory of Architects The Council has published the Handbook of Professional Documents 2020 and Directory of Architects 2020. The Handbook comprises of documents with updated amendments, such as the Architects Act, 1972, COA Rules, 1973, COA Regulations, 1982, COA (Minimum Standards of Architectural Education) Regulations, 2020, COA Architects (Professional Conduct) Regulations, 1989, architectural competition briefs and judgements. Additionally, it contains guidelines
on architectural practice and education. The Handbook is available for purchase from the office of the Council of Architecture for Rs. 300/-. The Directory of Architects is a consolidated list of Architects registered with the Council and is available at the office of the Council for Rs. 2500/-. Unlimited access to the Online Directory of Architects is available at Rs. 1000/- for a year on the Council's website. 16
