Sunset High 2018 graduate Kaylee-Ann Knight has the XX chromosome match that makes HER a female, the fairer sex gender and one who’s flourishing in the world of pugilism; moreover, Kaylee is an aspiring boxing phenom. Kaylee-Ann is undefeated (10-0) in her amateur boxing career and she may soon enter the professional ranks of this traditional XY (Male) boxing sport.

County Moves Forward on Fireworks Ordinance

Del Norte County is moving forward on adopting a Fireworks Ordinance.
After unanimously voting to adopt a first-ever Fireworks Ordinance, a public hearing was held at the October 22 meeting and the Ordinance, when passed, effectuates 30 days from yesterday’s meeting.
In the wake of the tragic July 4th illegal fireworks explosions on South Beach critically injuring a four year old child and 14 others, the Fireworks Ordinance creates a mechanism for the County to enforce California’s ban on “dangerous fireworks” through the administrative citation process.

The ordinance governs the imposition, enforcement, collection and administrative fines, related to possession, use, storage, sale and or display of those fireworks classified as dangerous fireworks the California Health and Safety Code, with the exception of a pyrotechnic licensee.
The Ordinance bans ALL fireworks including Safe and Sane within Del Norte County campgrounds and Parks.
The eight page Ordinance may assess fines from $1000$3000, with late charges from $250 to $1000, depending on the number of offenses committed in a one year period. All levied fines must be satisfied within 15 calendar days of the issuance of the citation.

For those voters in Del Norte Coun-
ty who are not aware, the local school district has a budget each year that exceeds that of a small city. Soon to have shrunk to the Average Daily Attendance (ADA) school age of just 3,000, the Del Norte Unified School District (DNUSD) should re-think the Measure H tax. With all the high-powered geniuses employed by the District, the bunglers in the DNUSD office would be able to stay well within the constraints of a particularly generous budget. Disappointing ! Within that budget, as it exists with most functional adults who own property, the idea of maintaining said property including major projects is a significant part of that budget. All this should fall well within the budget that the District has to employ each and every year.
Considering over the last few years, administrators at the school district have had that generous budget, the $25 million facilities bond, plus millions of additional COVID 19 money from both the State and the Federal government, and being able to gain further millions by virtue of allowing for State ADA based on 2019 enrollment, one would think that declining schools’ population would be the least of the District’s problems. Not True!
I am waiting for the deluge of hysterical messages from Chicken Little, “ The
Sky is falling, the sky is falling” from the supporters of Measure H, a $59 million general obligation bond to be voted on November 5th. We will hear non- thatstop until then little Johny has a bucket on his desk to catch water from a leaking roof, Suzie has to wear three sweaters and a coat because the heater in her classroom doesn’t work or poor Billy can’t use the bathroom because the tank lid for the toilet is broken. Laughable!
It is unfortunate that the District has to resort to such deceit, when the reality is, according to a DNUSD report this past July, that of the eleven school sites, only two are listed not in good or fair condition. Not a word about consolidating is mentioned, moving its student population to fewer school sites in light of declining enrollment, only concern for the loss of control over its student population. Pathetic!
The stark reality facing the school district is that it is not facing the imminent collapse of any of the District’s eleven school sites, or anything beyond needing to set aside money from the District’s budget for regular routine maintenance. Little Johny doesn’t have a bucket on his desk, nor Suzie has to wear three sweaters and a coat to keep warm nor Billy is deprived of utilizing functional plumbing. Ridiculous!
The District’s greatest problem for which these elitist community scions
place the blame on the parents of the children who are supposed to be educating their kiddos, the elitists have shifted focus for far too long from education to indoctrination and unwanted intervention.
Parents have become the “bad guys,” the guilty party for not feeding, housing and seeing to their kids mental health needs and sundry other failings, to obfuscate the District’s failure to educate. The knee-jerk response is to add another letter to the alphabet soup and go to the public and demand more money to correct some irrelevant issue with the school sites. In this case it is to point to district’s aging schools.
Kids who wish to be educated, could care less about modernization and renovation. The kids will tend to resist indoctrination and intervention making education all that more difficult. The district’s feeble attempt to shift the blame for its failings will not change the dynamic by granting them $59 million from the beleaguered taxpayer, nor will it contribute to the real task that schools are mandated to accomplish: EDUCATE
The DNUSD will do what it did with the previous $25 million general obligation bond: SQUANDER the funds with very little to show for it but a miserable performance record shown by its students will forever and chronically relegate these kids to the next wave of dependents at the County’s Department of Health and
Human Services.
Keep in mind, while adding hundreds of dollars to the tax bills for property owners, renters will also feel the bite in their wallets. A successful Bond passage will not change the dysfunction that was revealed during the COVID years. More money for the local school district to waste on mythical modernization and rehabilitation projects will not change the direction that the Del Norte Unified School district has embarked upon, which sadly excludes educating our children. Furthermore, $59 million does not equate to the total of what it will cost for repayment. A bond is but another word for loan and the interest alone will likely push the total to well over $100 million. Couple that with the fact that for next thirteen years the repayment will run concurrently with the previous $25 million dollar bond, making hundreds of dollars added to the already high cost on your property tax statement, impacting property owners hammered by inflation, particularly those that are poor, seniors, and the handicapped as well as their children. The time has come to tell the school district and all other taxing authorities that the era of free spending agencies with huge budgets which do not accomplish their appointed tasks should not expect more money from the public with the same results: Failure!

As any homeowner knows, the older a home gets, the more repair it needs. It’s not glamorous work to replace a roof or modernize the plumbing, but it must be done. Furthermore, building codes and standards have changed, so while some infrastructure might work still, it must be replaced because it is out of compliance.
Now imagine you have eleven homes and the average age of those homes over 60 years old. The oldest home is 95 years old and has never been truly brought up to modern standards.
This is the situation we find ourselves in the Del Norte County Unified School District. We have eleven schools across our county that are aging and no longer meet today’s educational, safety, or technological standards. But even as we consider major renovations, we need to pay attention to the learning environment for our students in our existing schools.

heating systems. Imagine yourself in a work environment or a home without an appropriate HVAC system. There are leaks in the roof. The plumbing gets backed up.
Our technology and science classrooms are decades out of date in most schools.
We need to add or expand our career technical education classrooms to provide our students with the skills necessary to get good paying jobs.
The classrooms and school facilities were built at a time when safety and security were not even a consideration. Recent tragedies at schools throughout the country demand that we take steps to improve campus security to better protect our students.
It is not easy for our Board of Trustees and administration to go to the voters in our district and ask them to spend $59 million on repairs, renovations, and construction projects. But there is no other way. If we take this approach, the state of

California will provide us with millions more in money to match what we are spending to help pay for these improvements. These funds will be significant –tens of millions of dollars in investment in our schools, economy, and community.
Some people have argued that maintenance repairs should come out of the current budget. Yes, that would be ideal. But school funding does not work that way. The per-pupil funding that the district receives from the state government is to be used for the day-to-day education of our children, not the bricks and mortar around them.
We have also heard from people who worry that the money they authorize will not be spent on the schools as promised. I would remind those folks that California law requires that funds from a local measure must be spent locally and cannot be grabbed by another government agency, including the State. Sheriff Reports Asset Forfeiture Funds Status

Del Norte Sheriff Garrett Scott updated the public on the major drug bust asset forfeiture funds seizure in February, 2023.
Scott reported the canine-assisted bust on 101, 18 months ago by the DNSD totaled $375,000 in cash. Per State law, the seized booty was divided, accordingly:
• 24 percent ($90,000 allocated to the General Fund, State of California
• 10 percent ($37,500) directed to the Prosecuting agency: The Del Norte District Attorney.
• 15 percent ($56,250) given to a Special Fund to combat drug abuse and divert gang activity.
• 1 percent ($3,750) Environmental Enforcement / Training, State of California.
• 50 percent ($187,500) was directed to the Del Norte Sheriff’s Department.
Here’s the latest Accounting of the Sheriff’s $187,500 funding:
• Commercial Incinerator ($7500)
• Canine Vehicle ($85,000)
• UTV vehicle ($40,000)
• Trailer ($25,000) match for Office of Emergency Services funds)
• Not committed ($30,000)… Balance remaining in the account.
Sheriff Scott is mandated to spend the seized funds in very specific and narrow parameters.
Funds may not be used for salary enhancements.

Redwood Medical Office, Cholwell, Benz and Hartwick, Sea Quake Breweryand Coast Central Credit Union each donated $1,000. Large donations were also made by Crescent Ace Hardwear and previously mentioned Wal-Mart.

At the most recent Del Norte County Board of Supervisors Meeting, Public speaker Samuel Strait addressed supervisors in the public comments
section during the opaque Consent Agenda with some arguably disturbing information.
Strait disclosed the following: In the 18 Regularly Scheduled meetings from
January through October 7, 2024, 457 different agenda items were discussed.
• 282 Consent Agenda items were passed (all unanimously).
• 111 of those items were presented by the County’s largest department. Dept. of

Strait lamented his concern to the five member Board, almost 62 percent
of Del Norte government is conducted by un-elected bureaucrats. He asked for more disclosure and transparency during these “rubber stamp” votes. Upon completion of his public comments, supervisors voted unanimously for another dozen items, with no discussion by any of the elected.

and gained her first amateur bout in June, 2023, found immediate success at the RIP City Tournament in Portland last year, followed by victories at the 2024 California Regional and State Golden Gloves Championships, which Kaylee became a first time National champion. Her next tournament is a biggie.
Kaylee and team are heading down to Mexicali for the “ Guerra en la Fronterra” Tournament this week-end (10/25-10/27) which has a rule for no headgear and 10 ounce gloves for the elite female division. Kaylee admits it’s a risky move sans headgear and lighter gloves but her goal is to become a professional which competes with no headgear and light-weight gloves.
Kaylee plans to compete
in the 2024 USA Boxing Nationals in December in Richmond, Virginia. If Kaylee prevails in Richmond, she’ll be ranked in the Top 10 in her 132 pound weight division. Her plan is to turn pro in 2025 or whenever her team feels she’s ready. Her coaches are Wali Herawi, Joseph Peres and Cordell Pearson.
