Questions Loom Over Supervisors Decision to Seek Ambulance Bids

Inc.The North Coast Emergency Medical Services (NCEMS) held its quarterly meeting to correct the motion by the Board of Supervisors as to what agency is responsible for conducting a Request for Proposals and who is responsible for paying for the search seeking new bidders for 9-1-1 emergency medical for service in Del Norte. 1st District Supervisor Darrin Short attended the North Coast EMS meeting in Eureka and reported to his colleagues at the May 28 Board meeting a clarification was to correct the inaccuracy.
If the Board of Supervisors votes to proceed with the Competitive Bidding search, Del Norte County will be responsible to pay for the expenses that may run as high as $150,000, according to NCEMS Director Larry Karstadt.
NCEMS will conduct a search for a qualified contractor to conduct the search, under NCEMS supervision, The Request for Proposal will invite potential bidders, including current provider Del Norte Ambulance.
The process has been clouded with many unanswered questions.
Has Del Norte Ambulance, the exclusive provider of 9-1-1 Ambulance service for almost four decades been an unsatisfactory provider? No, not according to a recent recognition by the Board of Supervisors.
Five weeks back, the Board recognized Emergency Services Medical Week and Del Norte Ambulance.
Accepting the recognition was the team from Del Norte Ambulance (DNAMB) founder and principal owner Ron Sandler addressed supervisors with an update on Del Norte Ambulance services.
Sandler acquired Del Norte Ambulance in 1985 and his company has served the community uninterrupted since the 70s.
Sandler utilized the opportunity to speak about DNAMB commitment to the community and shared a recap of 2023 accomplishments including a fleet of six fully equipped ambulances outfitted with stateof-the-art technology. Four of those fully-equipped vehicles are in service with on-duty crews, while two ambulances are kept in reserve during surge conditions. Five year partner Metro West has enabled Del Norte Ambulance to replace its fleet every three years at a cost of $184,000 for each vehicle.At the open public speaker microphone, Sutter Coast Hospital, the Dept. of Health and Human Services Mental Health unit and other members of the community heaped glowing praise upon the Del Norte 9-1-1
Jury Convicts Matthew Rickner of Murder and Other Felonies
BY ROGER GITLIN Country Media, Inc.A Del Norte jury of 12 has convicted Matthew Earl Rickner of Murder in the shooting death of his mother in late December. Rickner entered a Not Guilt plea at his January arraignment. Rickner was convicted on seven felony including PC187 (a) 189(b) and felony counts including Drug Possession and two misdemeanors involving Resisting Arrest. Rickner was also convicted of Aggravating Factors, allowing for sentence enhancement.
The victim, Phyllis Rickner was found deceased on her living room floor, late Friday
evening, December 29, after calling 9-1-1 and reporting a gun was missing from her bedroom and the belief her son had taken it. Upon arrival of Sheriff deputies and observing the body of Rickner ‘s mother, Phyllis’ husband reported that Matthew Rickner shot his wife and fled the Berstch Ave family home.
Patrolling CHP officers apprehended and arrested the suspect, who was in possession of the weapon along with methamphetamine and smoking pipe.
Sentencing is scheduled for Monday, July 15, 2024 at 2pm, in Superior Court Judge Darren McElfresh Dept. 1 Chambers.
Law Enforcement TORCH RUN Schedule Announced

• At 7:30am, Pelican Bay Officers will begin the Run from Ocean World on Highway 101 South, heading north to 3rd St, then west to G, continuing to 5th St to the Del Norte Sheriff’s Office, where the Torch will be passed.
• The DNSD and California Highway Patrol teams will head Northeast on 5th St 150 ft, turn Left on G, Right turn at 9th, Left on J St to Cooper Ave. The Team will turn Left on US 101 South on to Northcrest Drive, turn Right on East Washington, between 8:30-8:45am, then Left on Summer Lane to the California Highway Patrol Office.

This will continue to happen up to a point when you will get a pop up on your screen that asks, “Are you still watching?” As I continue to churn out a column every week, I occasionally have a similar question. Are people still reading my column or am I just playing to a sleeping audience?
Why Am I Doing This?
Since I rarely hear from anyone else that reads my column, these opinions may be having an outsized influence on my thinking, but it has motivated me to step back and reconsider why I’m doing this. I may be telling people more than they want to know, but my intent is to tell people what I think they need to know. To research the facts for

Let the kids play ball on the grass area at Pine Grove School
I am writing about a concern I have regarding playground policy at Pine Grove School. I do not know if the same policy exists for other schools.
On Monday, May 20, I was at the school participating in their Family Lunch program with my son-in-law, small grandson and my 2nd grade grandson. Aside from the wind it was a lovely day and fun event, as usual.
However, on this day I witnessed two Yard Duty women roust two separate groups of children from the
my columns I read significantly more material than the length of my column. I then boil this down to a condensed version of the information I find. I have tried to keep my columns to less than 1000 words and usually spend 4-5 hours for each column.
I have been volunteering to write this column because I want to help to keep our local newspaper relevant. Some people have observed that the quality of the publication was better in the past. I too have concerns occasionally about the accuracy of the news stories that are published, but I hope that

Taking a Break
For more than two years I have faithfully produced a weekly column. After 116 consecutive columns, I need a break. I have notified the Triplicate of my intention to step back and provide space for another writer to step up. Next week will be my last column for a while.

“I will Never Stop Fighting for Justice”
BY ROGER GITLIN Country Media, Inc.The grieving mom of 29 year old Tamera Sanders addressed the Del Norte County Board of Supervisors at its May 28 meeting, concerning her daughter’s suspicious death three years ago; the presentation was profound and emotional. Kelley Metcalf exclaimed, “ I will never stop fight for justice.” It should be duly noted and clarified current Sheriff’s administration and Sheriff Garrett Scott were not involved in the original investigation. The 2021 incident fell under the watch of former Del Norte Sheriff Eric Apperson and his successor appointed Sheriff Randy Waltz. To present, Kelley Metcalf’s allegations should not cast any malfeasance against the Del Norte Sheriff’s Office, former sheriffs Apperson and Waltz or any of the Department’s employees, until proven otherwise.
Kelley Metcalf addressed the supervisors from the public dias about
the questionable circumstances involving the death of Tamera in a barn fire on Howland Hill Road and Bertsch Avenue, in May, three years ago. The Coroner’s Report listed Tamera’s death as a suicide associated with inhaling carbon monoxide fumes.
After due diligence, mom Kelley surmised the Report concerning her daughter was patently incorrect, claiming Tamera
would have had to pour accelerate over her body then locked the doors to the barn from the outside.
Kelly expressed her doubts and suspected foul play was involved. “ I paid $700 to have Tamera’s remains exhumed and $6500 for a second autopsy.”
Kelley gleaned her understanding from the second autopsy that her daughter may have been murdered. Also shared were witness
reports gunshots were heard prior to the fire. Kelley alleges three individuals approached her and reported Tamera was murdered. Deputies reportedly retrieved multiple shell casings from the scene.
In an emotional, tearfilled delivery, Kelly Metcalf asserts a DNSD cover up is allegedly hindering a full investigation into her daughter’s death. “Tamera’s death was not a
suicide. It was a homicide. This is an injustice and I demand a full investigation.” Tamera’s brother, sister and step-dad also delivered emotional pleas to re-open the investigation. DMV Announces New Hours for Crescent City Office

The California Department of Motor Vehicles (DMV) has announced it will modify public hours at the Crescent City Office located at 1475 Parkway Dr. The Office is one of 20 DMV Offices of the 170 that cover the Golden State that will implement new hours, effective July 1. digital transformation, the Crescent City DMV office will remain open to the public, Monday, Wednesday and Friday from 8am-5pm.

Rogue Valley AirWatch reported the C130H, Call Sign Roller 47, out of the 152nd Air Lift Wing, Nevada Air National Guard, Reno was on a training exercise to practice touch and goes in Medford (MFR), en route to Coos Bay, then south toward Del Norte’s coastline.
Roller 47 was on a fire training mission, practicing low approach in retrieving fresh water in what may be
a very hectic fire season on the horizon.
Roller 47 contains the Modular Airborne Fighting Fires System (MAFFS) equipment may include the orange Slurr retardant or up to 28,000 lbs of fresh water to quell destructive forest fire hot spots.
Firefighters expect more Smith River Complex fires, this fire season. Wednesday’s 4pm low-level flight was a training mission and a good one, albeit unexpected to we locals.

After the recognition was bestowed upon Del Norte Ambulance, including individual supervisors, one question was left unanswered: Why is the Board seeking to circulate a Request for Proposal from other emergency medical and Ambulance providers?
It’s a relevant question involving the opportunity to “grandfather” continuous service or relinquish that service in favor of seeking new emergency services. A lot of money is a stake. Those costs ultimately fall back on the Public. NCEMS of which Del Norte County is a member along with Lake and Humboldt counties, will be tasked to allocate a significant sum of funds to seek an RFP for new services. Sandler spoke with The Triplicate, “ … If we were not providing the highest level of care, I could see the Board putting the EMS service up for an RFP but that’s not the case and it’s financially risky in doing so and not in the best interests of the community. Indeed, Sandler admitted no service is perfect, especially over 39 years of continuous service. Sandler continued, “There’s always room for improvement but the question must be asked:

Is a Request for Proposal the most prudent option?” Sandler touted Del Norte Ambulance and questioned why would supervisors bypass the grandfather clause, an option already utilized by the Humboldt Board of Supervisors in its practice of providing emergency medical services?
Last year, the Del Norte Board narrowly voted 3-2 to shop the market for a new EMS service. The item raises more eyebrows in that DNAMB may certainly apply for the same service it currently provides. Finally, the Del Norte Supervisors would forever lose its flexibility in selecting the service due to its periodic seeking of services upon the expiration of each contract, according to Sandler. The attorney for DNAMB sent a three page letter to the NCEMS Board advising “… NCEMS might request reimbursement of the costs of conducting a search for alternative emergency service and that would create a hardship for a relatively small provider, be unfair and may very well be illegal.”
The Board would need a 4/5 super majority to bring the item back for discussion.
None of the above is happening in any short time period. Del Norte Ambulance continues to provide 9-1-1 service through June 30, 2027.

The Anderson-Klotz families regretfully announce the passing of Dian Elizabeth Klotz Anderson on January 20, 2024. Dian Anderson was the wife of Robert (Bob) Anderson of Crescent City, CA, and the sister of Karl (Linda) of Grants Pass, OR., Juelann Klotz of Berkeley, CA., and Mark Klotz of Crescent City, CA. Dian, born in San Francisco, was the oldest of the seven children of Gustav and Elizabeth Klotz of Crescent City, CA. Dian is preceded in death by her parents, as listed above, and brothers, Paul Klotz, John Klotz, and Rolf Klotz. She is also, sadly, preceded in death by her daughter, Juelan Anderson, who died of a Glioblastoma in 2010. Dian had lived in Crescent City since 1951 after her family moved from the Bay Area. She briefly attended Crescent Elk Grammar School and finished her primary education at St. Joseph Grammar School, graduating in 1957. She then attended
Del Norte High, graduating in 1961. In 1964, Dian married Bob Anderson on the Saturday following the infamous Tsunami in Crescent City. They welcomed their only child in May of 1965.
Dian’s professional journey was marked by her dedication and versatility. She began as a typesetter at the American, then served as an admissions clerk at Seaside Hospital, a secretary at Coast Forrest Products, and finally, an Insurance Agent at Fraser Yamor Jacob. Her commitment and hard work left a lasting impact in each role she undertook.
Dian was crazy about her numerous nieces and nephews, inviting them as children for sleepovers, trips to the river, San Francisco for a play or two, and trips abroad. Donald Andrew Johnson
Donald Andrew Johnson, long-time Crescent City resident, passed away Friday, 31 May 2024, in Brookings, Oregon, after a prolonged illness.
Born 21 November 1928 to Theodore Gib and Birdie Elizabeth (Kingsley) Johnson in Aberdeen, South Dakota, Don was the oldest of four children. At the age of nine, the family moved to Oregon’s Rogue Valley, where he attended Willow Creek Grade School and Gold Hill High School, from which he graduated in 1948.
In 1950, Don enlisted in the US Navy, serving aboard USS Boxer and USS Yorktown. In 1954, he received an honorable discharge at Alameda Naval Air Station.
On 14 March 1954, Don married Loretta May Anderson, daughter of Manvel and Louise (Logan) Anderson, in Junction City, Oregon. Soon after, Don and Loretta moved to Crescent City, where Don owned and operated Don’s Chevron Service, south of town.
Don was active in many aspects of community life in Crescent City. He volunteered as a firefighter with the Crescent Fire Protection District for 25 years and served as president of the CFPD and Del Norte County Firemen’s Association. Don was very active in the Del Norte County Chamber of Commerce. He was the chair of the 4th of July and Crab Fee committee and served as the Chamber’s President, 1976-77. In 1971, the Crescent City Jaycees honored Don with the Man of the
Year award. He was an avid bowler and looked forward to the weekly league gatherings.
Don and Loretta joined the Timber Twirlers Square Dance Club and enjoyed that activity for a number of years.
Together they spent many years working at the election polling places in town.
In 1976, Don went to work for Parsons’ Paints. He retired in 1993, but being retired didn’t mean he quit working! He worked as a truck mechanic, he drove school bus for DNUSD, and he drove for Dial-a-Ride. In about 2004, he started volunteering for the Veterans’ Service Office, transporting veterans to Bandon, where they would meet up with transportation to the Roseburg Veterans’ Medical Center. Don would wait in Bandon for the vets to return and then drive back to Crescent City. He did this for fourteen years, when at the age of 90 he turned in the van keys.

There will be no funeral service; however, a Celebration of Life will be held Saturday, 29 June 2024, from 1:00PM to 3:00PM, at the Crescent Fire Protection District Building, 255 W. Washington Boulevard, Crescent City. Arrangements are under the direction of Wier’s Mortuary Chapel.
Supervisors Approve New Home for Search and Rescue / Boating Safety
BY ROGER GITLIN Media,emergency shelter and Micro Village at Williams Drive, Del Norte Search and Rescue (SAR) will be displaced. The Boating Safety Division (BSD) . has also been displaced from its secured storage that was located at the Crescent City Harbor. The Del Norte
Sheriff / Coroner working with the County Administration, Building Maintenance, Risk Management and County Counsel successfully located suitable space for both SAR and BSD. Due to tight budget constraints, Sheriff Garrett Scott submitted a request for Measure R funding. The Measure R Committee recommended
is $38,000 for year one, which includes $2,000 in one time set up costs and an estimated $3,000 per month for rental. The commercial building is located at 233 E. Washington Blvd.
Millions of Chinook Salmon Released into The Klamath

The California Dept. of Fish and Wildlife (CDFW) successfully completed the release of more than two million Fall-run Chinook salmon smolts into the Klamath River . May 15, CDFW released 1.3 million Chinook just below Iron Gate Dam and CDFW carried out another release of approximately 800,000 smolts last week.
The smolts were trucked about seven miles from the Fall Creek Fish Hatchery. The fish were coded with wire tags and their adipose fins clipped to later identify them as hatchery origin providing scientists with valuable data and the success of the release.
The salmon are about six months old and average just under 3 inches in length. The releases were accelerated due to warming temperatures in the Klamath Basin and Shasta disease concerns of freshwater parasites native to the Klamath.
An additional 250,000-300,000 yearly Fall-run Chinook are scheduled to be released, later this year, as the three remaining Klamath River dams are targeted for removal- JC Boyle, Copco 1 and Iron Gate- are all being actively deconstructed.
NOTICE OF PUBLIC SCOPING MEETING FOR BASING F-35A LIGHTNING II FORMAL TRAINING UNIT AT KINGSLEY FIELD AIR NATIONAL GUARD BASE, KLAMATH FALLS, OREGON
The National Guard Bureau is preparing an Environmental Impact Statement (EIS) to evaluate the potential impacts associated with the replacement of 26 F-15C/D aircraft with 24 F-35A aircraft at the 173d Fighter Wing (173 FW) at Kingsley Field in Klamath Falls, Oregon. The 30-day scoping period allows the public opportunity to provide input on potential alternatives, information on resources, and the analyses to be considered in the EIS preparation.
The public is invited to attend an open-house scoping meeting at: Crater Lake-Klamath Regional Airport, 3000 Airport Way, Klamath Falls, OR 97603, on Wednesday, June 26, 2024, 5:00-7:00 p.m. PDT. Presented materials can be viewed online after the Notice of Intent to prepare an EIS is published in the Federal Register. Concurrent with the NEPA process, NGB is conducting National Historic Preservation Act (NHPA) Section 106 consultation regarding potential effects of the proposed action on historic properties. During the scoping meetings, the NGB will hold NHPA Section 106 information sessions in a separate area where subject matter experts will explain the NHPA Section 106 process and solicit public input on the effects of the proposed action on historic properties.
While comments will be accepted at any time during analysis preparation, to ensure they are considered in the Draft EIS written comments are requested by July 11, 2024 and may be submitted by:
