Grand opening of Bombay Restaurant

Beccles Town Council and local history and heritage organisations have teamed up to produce a History and Heritage Development Plan. The plan was formally approved by the Town Council on December 5th. The plan includes publishing a range of history and heritage trails in paper and electronic form exploring the town's past, including such aspects as industry and the use of the Common over the centuries. A trail based on the plaques on historic buildings will also be published. Engaging with children and young people, such as through short films, will be an important aspect of the plan. Encouraging drama and other artistic activities that celebrate the town's history and heritage is included. Taking part in the Heritage Open Days scheme also features in the plan. Cllr Barry Darch (Chair of the Joint Working Party) said: "This

Beccles RAF Association Annual Christmas Lunch On December 9th, the local branch of the Royal Air Force Association (RAFA), are holding their Annual Christmas Lunch at the Three Horseshoes Inn, North Cove, Beccles. There will be a "Meet and Greet" at 12pm with a complimentary drink for a 1pm start. Lunch is preceded by a 'Welcome for All', with a few words of wisdom from the branch President and a few words of encouragement from the Mayor of Beccles, Cllr. Christine Wheeler. Goodbyes at about 3pm.

There are a few places still available and you don't need to have served in the Armed Forces to attend. This is an excellent opportunity to make new friends and show support for those people who constantly protect our nation from those who would seek to destroy it. A Christmas message from the Community News Once again, it has been an interesting and challenging year with economic and political uncertainty. Naturally, our thoughts are with those who have been and still are being affected by conflict in Ukraine, Gaza and across the world. We have seen communities pull together to do what they can to help - be it a fundraising campaigning for peace or donating aid parcels. We all hope for a swift and peaceful end to these terrible wars. At home, we have seen the continued cost of living crisis. Again, communities have come together to support those most in need with food banks and warm rooms amongst other local resources and initiatives. Please do continue to donate and support local causes where possible. No doubt, these are tough

times, but we are fortunate to live and work where we do. It is a place where friends, colleagues and neighbours are always there to look out for each other with a friendly face, an ear to bend or a shoulder to lean on when needed. However, there have also been lighter moments this year. One of these highlights has to have been the Coronation of King Charles III in May. For most of us, it was our first experience of a Coronation and whether you are a royalist or not, it was a chance for our communities to come together and celebrate... which we did in style! Sports fans will have been glued to a thrilling Ashes series and the blue half of East Anglia enjoyed seeing Ipswich gaining promotion from League One to the Championship where they are currently flying high and sitting

in 2nd, who knows, perhaps this time next year we'll be cheering on a Premier League team! Hopefully, you are looking forward to spending some time with family and friends this Christmas to enjoy good food and company. As you finish your Christmas shopping and with the January sales around the corner, please do continue to support the fantastic independent businesses within our community. Finally, a quick run around the park before heading back to school on the bus just in time for lunch. Phew! At Ringsfield, the reception children have been learning about how to look after our planet. The children showed lots of interest in recycling, so that became the main focus for our learning. Update from Ringsfield, Bramfield & Brampton Schools The reception children at Bramfield Primary School travelled all the way to Halesworth this month, catching the border bus on a visit to our wonderful local library. It was a first for many of the children to travel by bus and there was lots of excitement as we rounded corners or rode over bumps! On arrival at the library, we were welcomed by Julie (the Manager) who told us about borrowing books and all that the library has to offer. Then we shared a story and had a chance to browse all the lovely Christmas books. Next, we visited the market to purchase our morning snack where the fruit and vegetable stall owner was kind enough to offer us a complimentary apple

and we discussed the bin colours we have at home. We also thought about where else we might see large recycling bins. We decided to do a litter pick in the village and made sure we sorted the recycling from the waste. We were sad at how much litter we found and the children were particularly worried about children playing in the park and animals being hurt. We will work with our school eco group to continue to encourage others to help look after our local community. At Brampton Primary School, we've been reading the book 'The Oak Tree' by Julia Donaldson. The children learnt about the life cycle of an oak tree and we found out about different animals that might live in woodlands. We went for a walk in Stoven Woods and looked at what nature we could see. The children found some deer prints in the mud! We want to take this opportunity to wish you all a merry Christmas and a happy new year!

Autumn Statement 2023 and the taxation impact on businesses

Find and Suffolk Singers - Giving with Song On January 20th, Suffolk Singers together with the Suffolk based charity, Families in Need (FIND), will present a fun concert 'Giving with Song' under the direction of Claire Weston, Suffolk Singer's Musical Director. It will be in Woodbridge's Community Hall, IP12 1AU, commencing at 7:30pm. This year will be the fourth concert in which Suffolk Singers has supported FIND to raise funds for this much needed charity. Who are FIND? Families in Need (FIND) was established and registered in 1990

by Maureen Reynel, MBE to help those that are deprived of a minimum standard of living. It does so through a wide scope of activities by offering food, household items, furniture, nursery equipment and nappies, beds and bedding, and, when available, cookers, washing machines and refrigerators. All of these freely given. Personal support is also given if and when it is appropriate. The demand on the charity increases year by year. For example 3,847 food parcels were distributed in 2018, rising to more than 7,600 during 2020 and 2021. In 2022, FIND helped over 6,000 adults, double the number helped in 2017. FIND strive to work harder every year to bring comfort to the lives of thousands of children and families in poverty. The structure

of the process is via a small band of committed volunteers who willingly give their time, inspired by Maureen Reynel who has committed her life to this worthy project. How this works: Food parcels: The volunteers sort donated food, collect from local stores, make up the parcels and then deliver them to individuals and families in crisis. Toiletries and personal care items are also provided. All those who receive food parcels are referred by local agencies for FIND's support. Furniture and household items: FIND regularly steps in to help both individuals and families with no money to purchase even the most basic personal items. FIND has a furniture store where each week volunteers pick up items and deliver them to individuals

or families in need. To continue this service, FIND need donations of furniture and other household items in good order. Alternatively, they welcome cash donations. Support for rough sleepers: FIND helps in many ways, providing footwear, clothing, warm coats and sleeping bags, paying for prescriptions, help with travel and providing food parcels. In addition, there is a small fund that enables them to help in paying for emergency accommodation for rough sleepers. To sustain this service, there is a continuous need for donations of items in good condition (warm clothing, strong footwear, coats, sleeping bags) or again, they welcome cash donations. Jeremy Hunt recently presented his Autumn Statement, setting the scene for the tax year to come and with some changes applying much earlier. National Insurance (NI) cuts were at the forefront of the announcements. For the selfemployed, Class 4 NI, payable on profits between £12,570 and £50,270 a year, will be cut from 9% to 8% from April 2024. In addition, Class 2 NI, currently payable by the selfemployed, will be abolished from April 2024. Payment of Class 2 NI was previously a qualifying factor for benefits such as State Pension. Moving forward, those earning over £12,570 (and therefore subject to Class 4 NI) will continue to earn a qualifying year. Those earning between £6,725 and £12,570 will also earn a qualifying year, despite no longer having to pay NI. For those with profits less than £6,725, the option to voluntarily pay Class 2 NI to earn a qualifying year will remain, the rate remaining frozen at its current level of £3.45 per week for 2024/25. The main rate of employees' Class 1 NI will be cut from 12% to 10% from 6th January 2024.

Alongside this, the National Living Wage will increase from £10.42 to £11.44 an hour from April 2024. For the first time, this will apply to 21-year-olds, having previously applied to those 23 and over. Businesses will need to be prepared to implement these changes, both in terms of budgets and payroll software. The income tax rates and thresholds for 2024/25 will remain frozen at the current rates, as previously announced in the March budget. The personal allowance will stay at £12,570 and the higher rate threshold at £50,270 until April 2028. Whilst the rates remain frozen, assuming earnings increase with inflation, this represents an underlying tax increase, the so-called 'fiscal drag' effect. For sole-traders and partnerships considering use of the cash-basis method of accounting, the turnover threshold of £150,000 has been removed entirely. Cash-basis can be a simpler method than the traditional accruals method and relates largely to actual funds received and paid in the year, but for that reason it won't be right for all businesses, for example

those with fluctuating cashflows and profitability levels. There are also some restrictions to the tax reliefs available, therefore anyone seeking to make a change should consider the implications carefully. For companies, full expensing of qualifying plant and machinery (offsetting the full cost of the capital equipment against trading profits) was made permanent. Green Party co-leader and Waveney Valley MP candidate Adrian Ramsay is calling for a swathe of Small Business Saturday measures to help independent firms and the rural economy in the East. Adrian said: "As the Green Party MP candidate here in the Waveney Valley, I've been talking regularly to traders and small business owners in towns such as Eye, Bungay, Halesworth, Stowmarket and Diss and just last weekend, I met shopkeepers in Harleston during the Christmas Market. It's crystal clear each time I meet them how important small, independent businesses are to the economies of our market towns in the Waveney Valley and the wider Norfolk and Suffolk area. They are a big part of what makes those towns so special. Small businesses employ more people per square metre than giant stores, use more local suppliers and reinvest more of their earnings into the economy of market towns like Harleston than corporate chains whose profits go to remote shareholders. Yet there are many ways in which our country's tax, planning and transport system gives big businesses unfair advantages over smaller ones and, in doing so, undermine the economy of our market towns in Norfolk and Suffolk. For example, out

of town stores pay no business rates on their car parks, giving them effectively cheaper rates per square metre than small independent shops in town. Overseas-based online retailers can avoid VAT. To lift customer numbers for small businesses without increasing congestion, we need proper funding to restore and improve bus routes that connect villagers with their nearest market town. The government have reined back on its plan for bus funding, leaving people more and more dependent on cars to get town. Buses are a vital public service that bolster employment and the economic life of market towns and need to be funded accordingly. Small independent shops in towns and villages are losing customers and potential staff to urban areas as younger people are being priced out of housing and so move away, as a report from the Council for protection of Rural England revealed earlier this week. So, we need planning policies that encourage t r u l y affordable homes to be

built. Independent traders and tradespeople need access to electric vans on the same terms as large companies. Small businesses that I speak to all the time in the Waveney Valley want to green their businesses but can't do this without help. On top of that business owners who want to invest in insulation or solar panels risk having to pay higher business rates, because the rateable value of their property may have risen. There should be incentives for doing the right thing, not penalties. The Green Party's alternative Autumn Statement identified £30 billion that could be raised by making the super-rich pay a little more tax. Just £3 billion of that could be used to double funding for Green Transition Grants - to help small businesses prepare for and make the most of the opportunities of greening the economy."

of the mixed doubles, which was tied at three games all at the time, and the men's doubles match. The second mixed doubles match was convincingly won by Beccles 6-2, 6-2. The ladies' doubles saw a tighter second set but Beccles ran out 6-1, 6-4 winners. Beccles wish a speedy recovery to the injured Bungay player. Finally, Beccles A faced an extremely tough game against UEA A at home. All of the matches were very close. The first set in one of the mixed doubles went to a tie break, won by UEA before they took the second set 6-4. Beccles h a d m o r e success in the second mixed

doubles match, winning both sets. The ladies' doubles saw Beccles stretch their lead overall with an impressive 6-4, 6-4 win. It therefore came down to the men's doubles to see if the match would be drawn or Beccles could come away with the win. Both sets went to a nail biting tie set with the match being drawn and therefore sealing the 5-3 win for Beccles. Some fantastic wins for both Beccles' teams in this round of matches and we thank Cringleford, Wortham, Bungay and UEA for some great matches. This month saw the Winter League get into full swing for both the Beccles A and Beccles B teams. The unsettled weather always makes the outdoor matches tricky but it held off to allow the matches to go ahead and Beccles took full advantage. Beccles A team started their winter league season with a 5-3 win against Cringleford B. The team (which marked the debut of new member Katie) was joined at the last minute by the B team captain Matt. Matt played a big part in the win, winning his mixed doubles match with Katie. The men's doubles was halved and the ladies won their doubles, thus reaching a winning margin of five sets. Beccles B team (marking another debut by new member Lucy) played away to Wortham B. The first mixed doubles match saw an impressive win for Beccles only dropping two games overall. The second mixed doubles was a much closer affair but Beccles overcame their opponents 6-4, 7-5. The ladies' doubles pairing enjoyed a 6-3, 6-4 success over their opponents but in the men's doubles, after winning the first set, Beccles had to settle for a draw. An overall win for Beccles B in this match. Beccles B team continued with a win over Bungay B in overcast and slightly windy conditions. One of the male Bungay plays suffered an unfortunate injury and therefore had to concede one

The Beccles Rugby Union Football Club Colts are once again gearing up for their annual fundraising mission, and they are calling on the community to join in and support their endeavours. In an exciting lineup of challenges set to unfold throughout the season, the Beccles Colts are ready to showcase their prowess on and off the rugby field. As the details of these challenges are finalised, the club is encouraging supporters to stay tuned via their website for updates on dates and venues. The ambitious fundraising agenda includes a variety of team challenges, with some members also embarking on personal challenges to further bolster the cause. Despite a packed season, the Colts are determined to seamlessly integrate these challenges into their schedule. One of the standout components of their fundraising initiative is the Sporty Sponsorship Challenge, a multi-disciplinary endeavour encompassing a Rugby World Cup-themed walk the stadiums, a Splash Dash at Beccles Lido, an Extreme "SPIN" Cycle Challenge at SNAP Fitness, a Monster Drive Challenge at Lowestoft Driving Range, and three types of target practice featuring archery, axe throwing, and air rifle shooting. The lineup concludes with a 3K Beccles Town Fun Run, with the Colts asserting, "...and we are just getting started. #ChallengeUs!"

In October, members of the Beccles Inner Wheel Club visited the East Anglian Air Ambulance (EAAA) base in Norwich. The EAAA is a charity providing a helicopter emergency medical service for the people of East Anglia, 24 hours a day, 365 days a year from the Norwich base. It was launched in 2000 and has two high-tech helicopters, with specialist doctors, critical care paramedics and highly trained pilots for night flying to unknown and unlit sites. Some of us will have witnessed the striking bright yellow helicopter flying overhead and landing in Beccles to attend an accident or other emergency. We were able to see the helicopter and its high-

It was part of a very wet 13-day period (23rd October to 4th November inclusive) which yielded a total of 3.30", during which the lowest barometric air pressure of the month (and probably on my record) was noted on 2nd November as Storm "Ciaran" was close to the British Isles. Year to date to the end of November, rainfall amounted to 32.22". It's now likely to overtake the previous 2nd and 3rd wettest years (33.59" in 2012 and 33.47" in 2007). It's already well exceeded the long-term average for the whole year (25.60"). This compared to 19.58" at the same stage in 2022.

Autumn 2023 (September, October, November) • Average maximum temp: 16.7C (1.7C above the 1981-2010 average). • Average minimum temp: 9.0C (1.1C above the 1981-2010 average). • Mean temp: 12.85C (1.4C above the 1981-2010 average). • Rainfall total: 13.21"(194% of the 1981-2010 average). This was the 3rd warmest Autumn on my entire record. The mean temperature was 12.85C (marginally higher than last Autumn), compared with the very mildest 2006 (13.8C) and 2011 (13.1C). The "summer like" September was almost 3C warmer than the long-term average, together with October (1.5C warmer) had put us on course to possibly challenge the 2nd mildest Autumn season (2011). However, the very cold last week of November undone what had been a reasonably mild first 3 plus weeks (as noted above). All 3 Autumn months were wetter (or considerably wetter) than normal. October was the 3rd wettest month OF ANY on my record. The 6.50" made up almost half of the season's total and 273% of the longterm average. The balance of 4.09"(169%) in November and 2.62"(132%) gave an Autumn total which was the 2nd wettest on my record (13.21"). Having exceeded 12.94" in 1976, only 1993 (13.98") remains a wetter Autumn season.

From the 24th to the 30th, the average maximum temperature was 5.50C, the average minimum temperature was 0.20C and we had 0.86" of rainfall. 1st to 23rd: The first 23 days of the month were generally mild for the time of year, only 3 days had failed to achieve double figures. Although a 16C maximum temperature on the 13th was the high for the month, 14C or better was achieved on 3 other days (notably as late as the 23rd). The average maximum temperature during this period was over 1C higher than the overall long-term average for the month. During this period also, a slight air frost of -0.3C was observed overnight on the 11th/12th, but that was the exception. Many mild nights were experienced. 7 nights fell no lower than 7.0C, peaking at 9.8C on the 13th/14th and 9.7C on the 18th/19th. This general mildness can be associated with the moist southwest to west winds which almost totally dominated, the downside being the regular rainfall which will be described later on. 24th to 30th: During the last 7 days, a cold front had progressed from north to south of the British Isles during the evening of the 23rd brought a total change to our weather type. Sure enough, rain often in the form of showers, was measured on most days but the west to northwest winds brought a general chill to the air. Initially, daytime temperatures achieved around 6C (24th to 28th inclusive) but the 29th and 30th peaked at only 2.6C and 5.1C respectively. Night air frosts were noted on the last 3 nights, total of 4 nights made this the equal frostiest
