Three charged with extortion, kidnapping

Three suspects, including a prolific offender, are facing serious charges after a home invasion in a Duncan residence on Dec. 16.

The North Cowichan/Duncan RCMP were called to a residence on Marsh Road around 4:15 p.m. that day, but were quickly rerouted to a home on Cowichan Lake Road. On their way to the second location, they located the first victim, a 41-year-old man, and when they arrived, the found the second victim, a 33-year-old woman.

The couple, both from Duncan, had been assaulted and held against their will, and had suffered some injuries, but not enough to require medical treatment.

Among the four suspects was designated prolific offender Margaret Conrad, 36, who faces two counts of breaking and entering and committing an offence, and one each of breaking and entering with intent, kidnapping with intent to confine, extortion, armed robbery, and possession of property obtained by crime under $5,000. Conrad remains in custody at a women’s detention centre on the Lower Mainland.

Also charged was 20-year-old Tyler Wickes, who faces two counts of breaking and entering and committing an offence, and one each of breaking and entering with intent, kidnapping with intent to confine, and extortion.

Wickes was released from the Vancouver Island Regional Correction Centre just two days before the incident, having served time for robbery. He was sent back to VIRCC to wait for his next court appearance.

Katrina Kuwert, 29, also faces charges of kidnapping with intent to confine, extortion, and assault.

She was released from custody and will make her next court

Fundraiser aims to help ‘Stolen Hearts’ group LEXI BAINAS CITIZEN

After creating a lot of quiet social action locally, the group producing Stolen Hearts, a film project about babies removed at birth from their Cowichan Valley mothers, is now nearly ready to move onto the next stage of the project’s development.

Stolen Hearts tells a difficult story. The goal was to give a voice to the many people who are living with such an experience.

The Stolen Hearts website puts the problem baldly.

“When newborns are removed from their mothers by child protection agencies, there are serious negative consequences for the mother, her baby, her family and the community. This disproportionately affects First Nations women in the Cowichan Valley of British Columbia.

“Women whose babies are removed often struggle with a combination of poverty, homelessness, violence and addictions. The removal of children has been linked to suicide by parents. Front line workers struggle to make decisions for the safety of children and families but a lack of support and resources results in too many removals.”

Project producer Patricia Dawn said they’ve been meeting with a group of aboriginal women at the Matraea Centre.

“It’s been awesome,” she said.

“It’s social action done through documentary filmmaking.”

The centre has given them the space to gather, and they’ve been working on support and advocacy education, meeting once a week on Mondays.

The Cowichan Valley Health Network gave them seed funding of $2,000. They hope to turn the work into a non-profit.

Next up is moving ahead with Stolen Hearts, the documentary film.

“We’ve got experts lined up and we’re looking at doing an online crowd-funding campaign,” said Dawn.

The group will also be hosting a fundraiser at the Firehouse Wine Bar on Dec. 29 starting at 7 p.m. The proceeds will go towards paying for the space they’re using. Entry is $20 each and you’ll get a chance to hear Dawn and fellow filmmaker Nick Versteeg.

In the documentary, aboriginal women share their experiences.

When the perspectives of medical professionals, front line agencies, and local social workers are added in, the film shines a light in a dark corner of the Valley’s history.

The plan is also to present alternatives being used in other communities that are showing high rates of success for mothers to keep their children, said Dawn.

“I’ve got a dead man at the front counter.”

That was the Citizen’s introduction to James Spice (La Mottee).

Last month, he qualified for a Canada Pension disability benefit.

“I’ve had five heart attacks. I’ve got five stents,” he said. “I got my back pay Nov. 20. It was $8,000 and some. I went out and got a goodrunning car because I need one.

Then, I bought myself some clothing and some groceries — typical stuff.”

He received his regular CPP cheque on Nov. 25 for the month of December but when he looked for January’s payment, discovered it had not gone into his bank account as expected.

“I figured it’s probably a computer glitch. I phoned my bank and it still wasn’t in.”

Once he got hold of someone at Service Canada, Spice said, his story became strange.

“I told him, ‘My cheque didn’t come in. Is there a problem? Is there more paperwork you need from my doctor or something like that?’ He told me he’d check into it. About two minutes later he comes back and says, ‘According to our records, someone phoned in and said you were deceased as of Nov. 28.’”

That was a surprise for Spice.

“I said, I’m much alive. I’m talking to you right now. He agreed he could hear that. I asked, what is the procedure about this?

Shouldn’t you have a death certificate or a coroner’s report or something like that?”

T h a t ’s n o t h ow i t wo rk s, explained Julie Hahn of the national media relations department of Employment and Social Development Canada.

“Upon the receipt of a death notification, CPP and OAS Regulations require that benefit payments be suspended pending confirmation of the date of death to ensure that benefit payments are not made after the month of death,” Hahn said.

‘I’m looking pretty good for a dead man,’ quips James Spice, who found out that he’d been declared prematurely deceased. [LEXI BAINAS/CITIZEN] informing the department of the death of a beneficiary, the caller is identified and authenticated, and upon which the client’s account is suspended. Service Canada will finalize the account after receiving the death certificate. When an account has been suspended and Service Canada is informed of an error, benefits are reinstated as soon as possible,” she explained.

On Nov. 25, Service Canada received a call from a third party indicating that Spice had died but did not realize their error until he contacted them on Dec. 19.

When Spice was first advised of his death, he was amazed and concerned about his cheque as he depends on that money to get by.

He was initially told they probably couldn’t do anything for him until the new year.

That possibility drove Spice to MP Jean Crowder’s office.

“They got on the phone and were told that they were going to work on it expeditiously.”

A suggestion was made of trying for some action by Christmas Eve. A visit to the provincial government offices on Friday for a crisis grant netted him $20.

“They couldn’t give me any

more,” he said, and was told it was because of the $8,000 payment he received. He was also told to take back some of what he bought with that money if he needed funds.

Spice maintained he had bills to pay and was living on a very small income.

So, it was back to Service Canada, where he was able at least to share some humour with workers.

“I can laugh about it. I called back on Friday asking a woman since I’m deceased, can I get my death benefits? She started howling. I told her, ‘Merry Christmas, I thought I’d make your day.’ And she said I did because she’d never heard that before, that you’re deceased but you want your death benefits. I’m looking pretty good for a dead man,” Spice said.

Spice’s funds should be in his bank account soon, assured Hahn. “ I m m e d i a t e ly u p o n b e i n g informed of this situation, a priority payment for his December benefit amount was issued that same day [Dec. 19]. Payment will be direct deposited in the next 48 hours into the client’s bank account. Service Canada regrets any inconvenience this error may have caused Mr. Spice,” she said.

“If you can have the road, you don’t need the water,” Cowichan Elder Luschiim (Arvid Charlie) told North Cowichan councillors last Wednesday.

He was reiterating Cowichan Tribes’ previously stated refusal to back docks on individual properties in the Stoney Hill area.

He addressed council, along with Cowichan Chief William Seymour, as North Cowichan was preparing to award the contract to build the controversial road into the solated area.

Seymour said he and his council had spoken to the elders as recently as Monday and “there is not opposition to this road” but followed that up by expressing absolute disapproval of a municipal bylaw that would allow waterfront landowners to place docks on their properties.

“No. This is something we just can’t look at,” he said.

Both the Chief and Luschiim told stories of how their families and many others had historically harvested food from the sea in that area.

They expressed concern that a proliferation of private docks would adversely affect the sea life there.

“Sure, maybe harvesting is depleted now but it is still in use,” Seymour said.

He then pointed out that revival of the shoreline has been a big topic recently.

“Look at Cowichan Bay. Things are workng there; there are so many things that are possible. Let’s rebuild. That’s why the docks are something we can’t look at. We approve the road as long as you revoke the bylaw about docks.”

However, Seymour also described how Mayor Jon Lefebure had called him before and asked if there was anything North Cowichan could do to help reach an agreement with Tribes about the road. A meeting was held between both councils, which was of benefit to both, and North Cowichan has moved the road to address concerns about archeaological sites, he said.

“Middens, artifacts and graves are there.

People have [over the years] discovered bones and artifacts and have taken them away. To this day, we’re still tracking them down in museums around the world.”

“Look at Cowichan Bay. Things are working there; there are so many things that are possible. Let’s rebuild. That’s why the docks are something we can’t look at. We approve the road as long as you revoke the bylaw about docks.”

After the delegation finished speaking, Coun. Al Siebring said, “We really have come a long way on the road. The compromise is testament to what can be achieved.

The land use on the docks is the elephant in the room. Could we come to some compromise on that?”

He explained that North Cowichan must provide some public access to the water at intervals up there already.

“Maybe we could use some of those access strips for a few docks so people there could have dock access. Would that concept go some of the distance?” he asked Seymour.

“The idea of community docks like that had been discussed,” the chief replied. “It’s gone to the elders and our council. It’s something we’re willing to look at as well.”

Much later, near the end of the meeting, Siebring gave council notice that he plans to ask council at the Jan. 21 meeting to consider rescinding Bylaw 3530 (which concerns the docks) and to direct staff to prepare a report on alternatives.

Meanwhile, a plan to award the contract for the Maple Bay peninsula road has hit a snag and could not be completed Dec. 17.

Another attempt will be made Jan. 21.

At issue are last-minute concerns from BC Hydro.

CAO Dave Devana said everything had appeared to be going smoothly in talks with Hydro but, “It was not until we sent them the final documents to sign off that they came back that they weren’t sure. I can’t explain why this happened. We can’t award the tender yet. It’s been a long process and we’re close but we’re not there yet.”

Hydro said that it is concerned that the road might be too close to some of its installations, council learned.

“We have to convince them that this is resolvable. BC Hydro is very aware of how important it is,” he said, recommending “very strongly” that council not attempt to rush the awarding of the tender, despite the urgings of Stoney Hill residents, because the outcome of the Hydro problem plus the final archaeological report are still not known.

Devana said the contractor who would have won the tender has also agreed to wait until Jan. 31 so, with an earlier December deadline out of the way, council took Devana’s advice and will wait until their January meeting for a decision.

Coun. Maeve Maguire asked that every effort be made to keep the Stoney Hill residents in the loop when such snags show up because they have been waiting a long time for resolution of the problem.

Don’t take offence; enjoy spirit of the season I

t’s about the spirit of the season, and those who claim to be offended should really just relax a little.

We understand that for some people it’s not Christmas that they celebrate at this time of year.

Perhaps it’s Hanukkah or Ramadan. Perhaps is some kind of winter solstice celebration.

Some choose not to celebrate anything at all.

Others choose to celebrate more of an Xmas, without any religious connotations, but still having a big supper, a tree, and gifts.

But that doesn’t mean that it’s automatically offensive for someone to say Merry Christmas.

Or Happy Hanukkah, for that matter.

Something doesn’t have to be 100 per cent universal for it to be okay to be spoken aloud.

What is “Merry Christmas”, after all?

It’s a greeting or farewell that lights up the dark winter months a little.

It’s an expression wishing someone happiness and joy, peace and love — the sentiments of the season.

We hope there’s agreement that

these are all good things.

We’d like to think that those who don’t observe the religious holiday can look past the words in which they don’t believe and embrace the spirit.

The spirit is worth a lot.

And we are, after all, a mulitcultural country.

Surely that should involve more than just making everything so generic that it ceases to have any meaning at all, and we are all set adrift from the history behind the celebrations we observe.

We have become so desperate not to offend anyone that we’re

sucking all the fun out of life.

The bottom line is, when somebody else’s traditions and celebrations aren’t hurting anyone, why try to force them to observe them only in dark corners where nobody else will see or hear any part of them?

So instead of starting a rant about how not everyone celebrates the Christ in Christmas next time someone wishes you a merry one, why not just smile and say thank-you?

Take it in the spirit in which it’s intended.

Or you can say happy holidays in return.

You can’t just put up whatever you want Over the past few weeks there has been discussion about the cross on Mt. Tzouhalem. Should it be replaced or not?

It does have a place in our history, but that being said, there may be other options for some kind of an icon that will serve as a goal for those of us who hike the mountain.

What does bother me is the cross that has been erected on the blue trail (from the Crofton side) on Maple Mountain. This property is a municipal forest, not a place for vandals to erect whatever they want. Hopefully, the municipality will find the offenders and have them remove

this offensive structure.

Giving helps getting in the Christmas spirit Christmas has always been a special time of year for our family. However I have found that it is easy to become a little jaded when stores begin playing carols and flogging merchandise before the last days of October.

This year I discovered just the antidote to banish my inner “Grinch” from infecting my Christmas spirit. The coordinator of the annual Salvation Army Kettle Drive collared me to spend a few hours helping the

cause. It was an uplifting experience. I was taken by the generosity of the people of the Cowichan Valley many of whom wrote cheques for the kettle and, as a result, will receive a tax receipt for their donation. There was a genuine appreciation shown for the Salvation Army and its many good causes.

Hats off to coordinator Don Bazinet who has spent many hours finding bodies to man the kettles. If you have a couple of hours to spare I strongly encourage you to give Don a call at 250-732-2275. You will come away much richer for the experience and “in the Christmas spirit”.

With respect to Ms. Carr’s belief that one should only refer to this season as Christmas, she should remember that there are a number of different faiths celebrating now.

This year, December, a month that encompasses the Christian and Jewish celebrations of Christmas and Hanukkah, includes spiritually significant days for Muslims, Buddhists, Pagans and even Zoroastrians.

I believe to only recognize Christmas is rude at best and possibly religiously bigoted at worse.

It may be PC, but I also think it is respectful to say Happy Holidays or the like if one doesn’t know what the people you are greeting celebrate.

If you know the person you are greeting is Christian, then by all means say Merry Christmas.

If you don’t know, what really is the harm in wishing the person a Happy Holiday or Season’s Best wishes.

Essentially the essence of the wish is all the same “May you be happy and joyful”.

Cultural paradigm shift taking Canada by storm!

In preparation for the emergence of our culture’s muchneeded paradigm shift and our municipal elections in B.C., my partner and I had the distinct pleasure of being a part of Dr. David Suzuki’s Blue Dot Tour (http://bluedot.ca/the-plan), Ian McAllister’s book launch for Great Bear Wild, and Living in the New Economy (livingintheneweconomy.ca) event recently.

At the Blue Dot Tour, we took in a diverse range of spoken word artists and musicians, all of whom celebrated in some way our environment, and reinforced the paramount importance of respecting and honouring it.

As all of you know, we are at a critical juncture in our country’s development. At such times, I feel called to reach down deep to allow my most emblazoned and emboldened parts of myself emerge. We, as a culture, need to have the courage to forge new paths, discard old paradigms that are crumbling and be in a position to vision and re-invent better, more relevant ones that actually serve us. We are witnessing first-hand the destruction and dismantling of old systems that must die a hard and fast death. It is only in being willing to let the old systems die that we create space to usher in new, better, more sustainable options for a more sane, humane, peaceful and prosperous world, and social equity for all.

We need to act — in spite of all of the uncertainty, rampant change and corruption we witness. Only then will we lay claim once again to our natural birthrights to joy, peace, empowerment, prosperity, sustainability, freedom and a more elevated state of being that is truly worthy of us as human beings, and to which we are all deserving!

It was truly an honour to hear Dr. Suzuki’s passionate daughter, the emcee of the event, speak about what she will tell her children about the kind of world we live in, and the legacy we are leaving behind. It was also inspiring for us, and the thousand others who stood in solidarity for the cause, hear Dr. Suzuki’s eloquent grandson speak to us about his activism as a snowboarder in the sacred headwaters. Dr. Suzuki reminded us that human beings can only live three days without water. “If there is no air, we die. If the air is polluted, we get sick. If there is no water, we die. If the water is polluted, we get sick,” he said.

It truly doesn’t get any more concrete or visceral than this!

of difference without the ability to breathe clean air, drink clean water and have access to good, healthy food.

The Blue Dot Tour is a movement across Canada whose mission is to ensure that our rights to clean air, clean water and clean food are part of our Charter. It hardly seems necessary to have to build such self-evident essentials into our Canadian Charter. But it is, given the insanity of this federal government who is selling its citizens and our country short for its own private, self-interested gains. As Alanis Obomasawin from Conversations with North American Indians said: “Canada, the most affluent of countries, operates on a depletion economy which leaves destruction in its wake. Your people are driven by a terrible sense of deficiency.

When the last tree is cut, the last fish is caught, and the last river is polluted, when to breathe the air is sickening, you will realize, too late, that wealth is not in bank accounts, and that you can’t eat money.”

Remember this when you take to the votes at Canada’s federal election slated for October 2015.

Remember this when you invest.

Remember this the next time you shop. Know that each and every time you do any and all of these activities, you are participating in the biggest cultural experiment of our times. You have a conscious choice: • Are you for or against democracy and freedom?

• Are you for or against a healthy environment which honours all sentient beings, and protects your health? Remember that health is wealth!

• Are you for or against a better, more humane, more socially equitable and conscious world?

• Are you for, or against ease, prosperity, improved living standards for all, or only a select few?

• Are you for, or against peace, empowerment, and true prosperity, or is war, disempowerment and scarcity more appealing to you?

Don’t let anyone manipulate, sway, or coerce you into confusing these very simple and basic choices. You have every right, and indeed, the responsibility, to co-create the kind of world you want to live in, the kind of world that you and all of your loved ones deserve to live in.

Refuse to give your consent, or be party to any consciousness that is dark and oppressive, or one that will one day leave you wondering whatever happened to your freedoms and democracy in Canada — only a tad too late!

So, how do we ensure that right, not might, prevails? How do we invite light, not darkness, to prevail? For one thing, we get informed. We adopt a critical eye.

We challenge, question, scrutinize sources. We meditate. We pray.

Secondly, we must challenge and entrain ourselves to see everything with clear and honest lenses, however uncomfortable this may be, however much this may challenge our own beliefs or core values. Do not allow yourselves to be fooled into complacency by auspicious claims that a would-be leader intends to “protect our sensitive environment”.

When would-be leaders speak about “progress”, “development”, “economic development”, or “job creation”, be aware of the red herring. Make no mistake.

Though no sane person would argue that development is a bad thing, be careful that you understand the precise ways in which the candidate has defined their terms. Many political contenders know exactly which hot buttons to push to rope people in! Be sure they’re not just talking a good

game, but have the kind of specific, concrete action plan that is aligned with your core values and beliefs.

More often than not these days, many are holding money and the economy as more sovereign than even you, and your right to breathe clean air, drink clean water and eat healthy food.

Whenever “stimulate the economy” and “job creation” are listed as priorities, and “protecting our environment” is slated last — be on red alert! There’s a French proverb that says the following far more eloquently than I can translate: “When someone shows you who they are, believe them.” Or it will be to your peril.

Refuse to be complicit to the crimes being committed against this planet, and our humanity.

Ask yourself if the planet can truly sustain yet more development projects that exact far too much cost to the planet, and we, the humans, who inhabit it.

Thirdly, we take conscious action! At all opportunities to vote, vote in favour of the planet.

Because you know what? In the end, you and the planet are one.

What you do to the environment, it does to you! If you love something that you hold dear, what do you do? You take care of it, right? Similarly, if you take care of Mother Earth, then Mother Earth will take care of you! Consider donating to Dr. Suzuki’s Blue Dot Tour and/or getting involved in your local community. I’ve listed some organizations below to inspire some ideas. We all need to stand together for this cause. Commit to movements that leave the kind of legacy our children deserve for themselves and future generations.

As Dr. Suzuki states: “Things are only impossible until we decide that they’re not anymore.

Today is the day we decide”.

Police ask for public help to identify culprit in theft

Help! United Way only 65 per cent of the way to their goal

A theft from a residential backyard in Lake Cowichan in the first week of December has the Lake Cowichan RCMP asking for the public’s help in identifying suspects.

The theft is believed to have occurred on Dec. 6 between 9:30 and 10:30 p.m. in the area of South Shore Road and Coronation Street. A thief or thieves took food from a freezer as well as a yellow Dewalt contractor’s radio.

Anyone with information should call Lake Cowichan RCMP at 250-749-6668 and reference file number 2014-2266. Or people can anonymously call Crime Stoppers at 1-800-222-TIPS (8477).

As of Dec. 19, Cowichan United Way was only 65 per cent of the way to its goal, and was asking Valley residents to be generous to keep valuable programs alive.

The target is $230,000, money that goes to support 46 local programs.

“Cowichan is such a great place to live, and it can be made even more special by your contribution,” said Mike Murphy, United Way board president.

“I invite everyone who is fortunate to have a good job to help those who are struggling,” said Heather Gardiner.

Get a tax receipt for donations received on or before Dec. 31. The United Way will be accepting donations until Feb. 10.

It’s back: the annual Shawnigan Players holiday season pantomime.

This year, the happy gang are presenting Rumpelstiltskin by Joy Davis and it’s sure to be a fractured fairy tale to tweak your funny bone just when you need it most.

Shows are scheduled for that period between Christmas and New Year’s Day Johannah Meerman, 12, is currently studying Grade 5 piano with Ann Mendenhall, Grade 5 Violin with Garth Williams, and intermediate keyboard theory with Ruth Williams. Johannah, a Grade 7 home-schooled student, also enjoys singing, composing, and playing in the Camerata String Orchestra.

“Johannah is an exceptionally talented and well-rounded young musician and she progresses very quickly,” says Mendenhall.

“Her consistent work and enthusiasm will take her far.”

WINTER WAFTS IN ON THE STRINGS OF THE HARP

New tour takes Sunfest around Island LEXI BAINAS CITIZEN

The shiny new When The Lights Go Down Tour will take the fun of Sunfest up and down Island this coming spring.

Juno-nominated country star Chad Brownlee and Canadian Country Music Association award winners Jess Moskaluke and Bobby Wills hit the road in April 2015, performing Friday, April 3 in Victoria and Saturday, April 4 in Nanoose Bay. A chart topping British Columbian singer-songwriter and former NHL draft pick, Brownlee is an exciting, much in-demand live performer.

Moskaluke’s hit single Cheap Wine and Cigarettes is the highest-charting song on the iTunes top 200 singles chart for any Canadian artist. She’s the first Canadian female solo country artist to surpass 40,000-plus downloads since Shania Twain.

Wills combines classic country with rock and roll undertones creating a unique sound.

This short tour is one of many upcoming events aimed at building anticipation for Sunfest 2015.

The huge crowd that came out for A Rock & Roll Xmas on Sunday, Dec. 14 got everything they came for and more.

Zachary Stevenson, dressed in a seaonal red jacket, brought back his spot-on Buddy Holly tribute with all of Holly’s great hits and introduced his new “main squeeze”, a charming singer named Molly Dee as well.

As a duo, calling themselves The Everly Lovers, they then sang All I Have to Do Is Dream and then she launched in to a few Christmas favourites, proving herself a real crowd pleaser.

In the second half of the evening, the way was clear for Lance Lipinsky to come onstage for his

tribute to Jerry Lee Lewis.

He’s performed in the Cowichan Theatre before but this time he surpassed himself, breathing more than life into his rendition of the over-the-top bopper.

All the performers were ably assisted by a great combo, with several star turns by Mr. Sax, Johnny Ferreira.

After the show, many fans said they wished there had been some way to get up and dance because they wanted to jive the night away to the exciting music.

On December 15, 2014, the Canadian Coast Guard was informed that the vessel “Sunrise Dancer” was partially sunk and discharging oil in Cowichan Bay. The “Sunrise Dancer” is described as a white Chris Craft, approximately 10m (30’) in length, from Maple Bay, B.C. The owner of the vessel is responsible for taking measures to prevent/minimize pollution. As no action was being undertaken by the owner, the Canadian Coast Guard had the vessel removed from the water. The vessel is being stored ashore until an owner can be located.

The Department of Fisheries and Oceans/Canadian Coast Guard is now seeking information on the ownership of the vessel. Any parties having knowledge of or interest in the vessel are requested to contact the undersigned prior to December 29, 2014.

Failing which, the Canadian Coast Guard will take any action it deems fit in the circumstances, including removal, sale, destruction, disposal of the vessel and its contents, and the file will be passed to the Ship Source Oil Pollution Fund for the purpose of cost recovery.

hristmas 1914 was a Christmas like none before it. The world was at war. Cowichan was at war.

Although only into its fifth month, with more than four years CHRONICLES of horror and milT.W. Paterson lions of casualties to go, the First World War already had touched upon the lives of many Valley residents whose fathers, sons and brothers had rushed to serve God, King and Country.

By the time it was over it was estimated that one in six Cowichan citizens had served in uniform. One in six — said to be the highest enlistment per capita in all Canada!

So what was Christmas like on the home front? In a full-page ad Cowichan Merchants Ltd. proclaimed 15-minute specials on everything from dry goods, clothing, gifts and groceries. For the lady of the house a highlight of the sale was a Bissell “Cyclo” ball-bearing sweeper — light to handle, simple to operate, and always ready, quote, unquote. (Even on Christmas Day, no doubt!) Varying models of these hand-powered sweepers ranged from $3.25-$4.

For the man of the house (presumably) there was a rattan easy chair in brown and natural colours, $4.50-$5.25.

Not to be outdone, Bazett Bell Co. promoted their selection of chocolates (-10 per cent from Dec. 19 on). For Yuletide dining they had molasses (25 cents for 3 pounds), raisins, figs, dates, various nuts, popcorn, grapes and mince meat at prices that (strictly by today’s standards) appear to be ridiculously cheap. In the gift line they offered crockery, glass and chinaware, boys’ skates and hockey gear and jack knives, all with a five per cent discount for cash purchasers. There was nothing for the girls, it seems, but the family Dobbin wasn’t forgotten, a set of “non-skid” chains (I’m not making this up) costing $1.25 per set of four.

Clothiers Dwyer & Smithson were more laid-back with their ad which, although prominent, merely suggested gifts in a price range guaranteed to fit most budgets: 25 cents to $25 (with specials on leather collar boxes.) Upper-scale competitors Kibler & Truesdale were offering half-prices on their selection of fancy silk armbands, garters, ties, vests, shirts, slippers, etc. Gidley the druggist who candidly admitted he wanted “a share of your Xmas trade,” had a selection of cut glass, leather goods, brassware, fountain pens, Kodak cameras, chocolates and Parisian ivory — everything, it seems, but pharmaceuticals.

Miss L.E. Baron’s Bon Ton Millinery Parlor was promoting silk and net waists, and ladies’ satin and silk underskirts. She urged shoppers to check out her 25-cent table and to get a ticket on a raffle for a doll. For the children, stationer and future mayor H.F. Prevost (he actually carried a little bit of everything over the years)

The Duncan Trading Co., sounding more like the Grinch, took an opposing tack to Prevost by urging parents to make their children’s Christmas “a different one from last year” by giving them something unexpected: clothes. They guaranteed that a new suit, coat or sweater would “give more pleasure than a carload of toys!”

An unlikely vendor of toys and novelties, so one would think, was the Victoria Lumber & Manufacturing Co. But, as Chemainus’ largest employer, it operated its own company store hence their half-price sale of items left over from 1913.

Such was the commercial side of Cowichan Christmas in 1914. Socially, there was just no ignoring the war, not with a front-page appeal by Lord Kitchener for another million men and another billion dollars. This was addressed to the British Empire as a whole; residents could respond, if not by offering themselves, by donating to the Cowichan Branch of the Canadian Patriotic Fund. Chemainus students responded to the call with an impressive $32, half of which they wanted to be given for Belgian relief, tens of thousands of refugees having fled that hapless (and non-belligerent) country when it was invaded and occupied by the Germans in their rush to invade France.

Already, a second parcel of hospital slippers, wristlets and “other woollen comforts” for convalescing soldiers had been sent by the Shawnigan Lake chapter of the Canadian Red Cross Society. It would be the first of many to be sent overseas over the next four years.

Those still intending to mail letters or parcels to their menfolk overseas were reminded that postage rates had been doubled as part of Ottawa’s drive to finance the war.

To date, Cowichan had suffered a single fatality. Young Lt. Clive Phillip-Wolley’s death would be the first of hundreds and each succeeding Christmas, 1915, 1916 and 1917, would be in many respects more subdued, more sombre than that of 1914.

anagement and staff at Catalyst Crofton Division along with employees from Pulp, Paper & Woodworkers of Canada (PPWC local 2) and Unifor 1132, formed a strong partnership this year, raising $31,000 for the community through their United Way campaign efforts, surpassing their goal of $25,000 by 24 per cent.

“We are very impressed with these results,” said Heather Gardiner with United Way. “The donations testify to the strong commitment the company and employees have to their community. They have joined together to build a stronger community, and to help those who are really struggling.”

Need for volunteers urgent, says Society The Alzheimer Society is looking for volunteers in the Cowichan Valley to make “a profound difference in the lives of your friends and neighbours.”

“The society urgently needs several volunteers for the Cowichan Valley,” said the Society’s Kevin Yip in a press release.

A facilitator is being sought for a support group for those in the early stages of Alzheimer’s disease or another dementia. Other volunteers are required for the local Minds in Motion program.

“It’s very rewarding work,” said Jane Hope, the Society’s support and education coordinator for the Valley and Central and North Island.

“You’re enriching the lives of others. You are playing an integral role in helping those who are struggling to cope with Alzheimer’s disease or another dementia.”

Support group facilitators run monthly meetings that use an information and mutual aid model.

“They are based on the philosophy that people with similar issues are in a unique position to offer support to others on the same journey,” says Hope.

Earlier this fall, 16 people gathered in Duncan for a day-long tour of the Cowichan watershed led by the Cowichan Watershed Board (CWB)’s Rodger Hunter and Tim Kulchyski.

The tour reinforced that there are lessons to be learned from regions like the Cowichan that are embracing new ways of working together and considering environmental and community needs when it comes to who is making decisions about water and what those decisions are.

Participants came from existing B.C. watershed groups or regions that are starting to look at taking local control of their watersheds. In part this involves reorganizing decision-making, as water knows no political boundaries.

The field trip, which was co-hosted by the University of Victoria’s POLIS Water Sustainability Project, the CWB, and the Canadian Freshwater Alliance, offered participants an opportunity to

learn from the CWB’s experience and ask questions about its evolution. This sharing of knowledge was timely. The provincial government is currently developing critical regulations that will implement the new B.C. Water Sustainability Act. An important and innovative aspect of these regulations includes the potential to develop local water sustainability plans and allow for shared decision-making.

The tour began at the western edge of the watershed on Cowichan Lake and, as the day progressed, the group followed the flow of the river to the estuary at Cowichan Bay. Along the way, they stopped to discuss specific principles of watershed governance. Learning about the main social and ecological factors in the Cowichan, participants made connections to their home watersheds, and saw the complexity and value of watershed-based governance.

Standing on the banks of the river, watching spawning salmon jumping as they fought their way upstream, the group learned the history and current issues of this place — from ecological restoration sites and how the weir controls critical water levels, to the implications of a human-constructed (and ecologically damaging) bend in the river and provincial management in the estuary. Participants were offered a glimpse of the realities of watershed governance, and a deeper understanding of the people, natural history, and economic priorities of the Cowichan.

“Oh my god. Oh my god.”

Rarely at a loss for words, Bill Keserich found himself on repeat last Saturday when the Cowichan Valley Soccer Association surprised him with a massive 80th birthday celebration fit for a man with whom the word “icon” is so frequently and appropriately affiliated.

Keserich, the longtime president of the CVSA and a major advocate in the region for sports and youth, was greeted with a soccer field lined by friends and family and filled with replicas of his familiar moustache, all signed with birthday greetings and well-wishes from near and far.

The moustaches were sponsored by community members who eagerly shelled out, with the proceeds going toward the new soccer turf at the club’s grounds on Sherman Road, planned for the very field where the moustaches were planted. More than $5,000 was raised, with additional cheques still coming in.

“Bill is a huge part of the community,” said Deana Robertson, one of the key organizers of the event along with Keserich’s daughter, Michele. “He has dedicated hours to soccer and other sports. He’s an icon. It was easy to sell the moustaches.”

Keserich has spent more than 30 years as CVSA president, as well as serving in other capacities, including referee and coach. He

made sure to note the roles that his wife, Wendy, and their five children have played in his career.

Among those who made a point of attending the birthday celebrations was Emily Zurrer, a member of Canada’s national women’s soccer team since 2008 and a bronze medallist in the 2012 Olympics who grew up in Crofton and got her start in the sport with the CVSA. She recalled first encountering Keserich more than 20 years ago.

“I feel like he looks the same as he did when I was six years old,” she said.

Like the rest of the people in attendance, Zurrer was honoured to be part of the festivities.

“It’s great to be back in town celebrating a man who has done so much for soccer and the community,” she said.

Once he recovered from the shock of the celebration, which came as a complete surprise to him, Keserich lauded the CVSA for putting on the massive celebration.

“It means that the club is truly a family organization,” he said. “This is the best one could possibly hope for in a community organization.”

Vengeful Clippers dump Caps in game 2 of home-and-home

After opening December with a season-high four-game winning streak, the Kerry Park Islanders stumbled into the end of the month with road losses to the Saanich Braves and Victoria Cougars last week.

The Isles fell 3-1 to the Braves on Wednesday, then lost 8-2 to the Cougars on Thursday, continuing their frustrations against the perennial Vancouver Island Junior Hockey League championship contenders.

Zack Smith scored an unassisted shorthanded goal for the Isles against Saanich, cutting the Braves’ second period lead to 2-1, but a powerplay goal early in the third period iced the win for the hosts.

The Isles had just four powerplay opportunities in the game, while the Braves were handed 10, capitalizing on two. Ty Rennie made 32 saves in the Kerry Park net as his team was out-shot 35-32.

On Thursday, the Cougars scored on a powerplay just 29 seconds into the game and led 4-0 by the end of the first period. Smith again tallied the Isles’ first goal early in the second, but the Cougars led 6-1 going into the second intermission. Kyle Green scored in the third period, but it wasn’t enough to stem the tide.

Defenceman Tanner Browne assisted on both Kerry Park goals. Leighton Williams started the game and allowed five goals on 21 shots in just under 22 minutes before he was replaced by Rennie, who stopped 19 of the 22 shots he faced in more than 38 minutes.

The Isles don’t have a VIJHL game scheduled until Jan. 2 when they visit the Peninsula Panthers. Their first home game of 2015 is set for Jan. 10 against the Braves.

After pulling off a win over the Clippers in Nanaimo last Friday night, the Cowichan Valley Capitals were shut out at home by the same team on Saturday.

Former Clipper Jesse Neher led the charge on Friday with a hat trick and an assist as the Caps edged their Nanaimo rivals 5-4. Unfortunately, the Clippers were out for vengeance the next night and trounced the Caps 6-0.

Neher scored the first goal of the game on Friday with 38 seconds remaining in the opening period. After the Clippers pulled ahead 3-2 in the second, the Caps bounced back to dominate the final frame.

Thomas Gobeil, back after missing one game due to injury, scored the Caps’ second-period goal, and Ryan Burton potted the game-winner with three minutes and 19 seconds left on the clock in the third period. Burton finished the game with two points, earning an assist on Neher’s opening goal, while Kade Kehoe picked up a pair of helpers.

Also notable was that Capitals rookie and Duncan product Ryan Hogg collected his first B.C. Hockey League point when he assisted on Neher’s third goal of the game.

Matt Zentner earned the win in goal, making 37 saves on 41 shots.

The Caps were out-shot 43-23 back home on Saturday as the Clippers ran the show on offence. Brendan Taylor led Nanaimo with two goals and two assists,

Prior to Saturday’s loss, the Caps had picked up four wins and a tie in their previous seven games. Despite that, they remain last in the five-team Coastal Conference with 11 wins, 23 losses, one tie and one overtime loss through

36 contests. Their 24 points are 10 back of the Alberni Valley Bulldogs, who are currently holding down fourth place and the last playoff berth.

After a brief respite for Christmas, the Caps will return to action next Sunday at home against Powell River at 2 p.m., followed by a visit to the Victoria Grizzlies the following Tuesday.

The jr. B Kerry Park Islanders will play an exhibition game against the Mill Bay Rec Hockey League all-stars on Dec. 27 at 7 p.m.

The game is a rematch from last year’s popular event. Tickets will be available at the door for $5.

Start by ensuring that your vehicle is prepared for the inclement weather. That means getting a tune-up at your authorized dealer service centre.

This will cover a number of important vehicle checks and detect any potential problems.

For example, a tune-up will ensure your brakes, tires and battery are in good condition, and that the fuel, air and transmission filters are clean. It will also check that the heating system, defroster and

wipers are working properly, which are critical, especially during unpredictable winter weather.

Winter tires are not mandatory in B.C., except on certain roadways. Still, ICBC recommends them for your safety and the safety of other drivers. According to Transport Canada, all season tires begin to lose their elasticity and grip on the road at temperatures below 7°C. Drivers should also make sure their vehicle is equipped with an emergency kit which includes items such as jumper cables, a flashlight, flares, blankets, candles and matches, and bottled water.

It’s also a good idea to check the pressure of the spare tire in the trunk.

According to an ICBC survey, almost four in 10 respondents felt less confident driving during the winter, likely due to unpredictable road conditions. This includes black ice and hydroplaning, both of which are common during the winter months.

Black ice often forms on roads when temperatures change quickly and may not be visible. Hydroplaning, which happens when water builds between the road and the vehicle tires, can also be dangerous.

In both instances, vehicles can skid out of control. If this happens to you, experts recommend easing off the gas, but avoid braking, which can make it worse.

“For all types of winter hazards, remember two key tips: reduce your speed and increase your following distance,” ICBC recommends. “The more time you have to react to any hazard, the better.”

In blowing snow and rain, using daytime running lights is often not enough. Drivers should also ensure their lights are on in winter driving conditions.

With the cold winds of December also comes the annual CounterAttack campaign, which

encourages drivers to plan ahead during the holiday party season. The campaign, launched by the B.C. government, police and ICBC, includes roadchecks across the province and promotion of designated drivers with businesses, sports facilities and community groups.

While attitudes toward drinking and driving have changed over the years, ICBC statistics show an average of 86 lives are still lost every year in B.C. related to people being impaired behind the wheel. Do yourself and everyone on the road around you a favour: Please, don’t drink and drive. I urge everyone to do their part to keep our roads safe this holiday season.

The BC Safety Authority (BCSA) is reminding everyone to protect themselves and their homes at Christmas by following a few basic lighting safety tips.

First, keep small children away from the lights and watch pets, too, as they can be fascinated by a hanging cord.

Faulty wiring of seasonal lights can create electrical hazards and result in injury or property damage and it’s also a good idea to turn off all electrical lighting and decorations before leaving

the house or going to bed.

Check to make sure you’ve got the right cords for the job, too.

Many people have already switched to LED lights which produce less heat and reduce the risk of fire.

An important thing to remember indoors is never yield to the temptation to run cords under

rugs where people will walk over them or through doorways or windows where they may become pinched. Breakage of pinched wires can cause a fire.

And while they’re talking about breaking and pinching cords, the BCSA reminds everyone not to use staples or nails to attach cords to walls or roofs.
