A potential strike that threatened to shut down garbage transfer stations and Cowichan Lake Recreation and hamper curbside garbage and recycling collection is likely no longer in the cards the Cowichan Valley Regional District announced late last week.

About 50 CVRD employees that are part of the USW Local 1-1937 took a strike vote on May 8 after contract talks failed. The two sides were in negotiations with the Labour Relations Board to ensure essential services would continue, but instead came to a tentative agreement that will be voted on by union members in July.

Until then, details of the agreement are not being released, said CVRD Chief Administrative Officer Brian Carruthers.

Contentious issues, said the union, had included no cost seniority language changes, benefits for casual workers, an equitable wage increase for the first year of the contract and premiums for certification tickets compulsory for job postings.

Sweltering June breaks weather records LEXI BAINAS CITIZEN

Cowichan’s hot, dry June broke all local weather records.

According to Environment Canada meteorologist, Matt MacDonald, “in terms of temperatures, you had some pretty significant records in the Cowichan Valley.

It’s one thing to beat daily records but when you beat a monthly record, that’s pretty outstanding.”

June 2015 was the warmest June on record in North Cowichan.

“The average temperature was 18.4 degrees compared to the normal of 15.3. That’s almost three degrees warmer; it’s incredible.

The average in Duncan was a little cooler at 17.9 but equally the warmest on record for June,” he said.

It was also another extremely dry month, which is not normal in this season.

“Duncan only reported 4.2 mm of rain this month. We often refer to June as ‘June-uary’ because we typically see these upper low pressure systems that become detached from the jetstream and can stay parked over the area for days, sometimes weeks. June is usually showery. There are an average of 10 days with rain in June and this month we only saw three in the Cowichan Valley.”

Even the rain that fell was negligible, said MacDonald, describing 4.2 mm as “visually about the thickness of a nickel”.

The normal amount of precipitation in Duncan is 36.7 mm for the month of June.

“That means you only got 10-12 per cent of normal rain this month. And that’s on the heels of an extremely dry May that was record breaking in terms of precipitation.”

The Cowichan Valley is only part of a much larger area being hit by these extreme conditions.

“All of southwestern B.C. has been extremely dry and warm.

It’s been a record breaking dry and warm spell that’s lasted more or less for two months.”

This recent heat wave set several daily records in Island areas like the Malahat and Campbell River, primarily on Saturday, June 27, which was a really warm one.

“We got up to the mid-to-low 30s across the Island. The hot spot on Saturday was Port Alberni with 36.6 degrees. And it’s only June,” MacDonald said.

Heat waves occur here almost every summer but typically they come in the second half of July and the beginning of August.

“To see a heat wave this early is pretty exceptional and I think it’s an indication of what’s to come this summer,” he said.

A major factor in the consistency of hot-weather forecasts comes from what scientists are calling The Blob. The Blob is sitting off the west coast of Van-

couver Island.

“It’s a mass of water that’s 1,000 km by 1,000 km and 100 metres deep, and it’s three to four degrees warmer than normal. That blob of water was first noticed in the fall of 2013 and it’s been gradually strengthening.

The reason for it is in the last two winters we haven’t seen big intense storms with winds and waves that mix that water. That Blob is injecting the atmosphere with a considerable amount of heat and because all of our weather more or less comes in from the west, that explains the temperature side of things.

“From a precipitation point of view, we’ve just been blocked with a big high pressure pattern that just doesn’t want to budge.

The precipitation forecasts for the next two weeks offer no relief in sight,” he said.

According to the federal government’s Climate and Weather report, Shawningan Lake’s temperature of 33.5 C recorded June 27 was the hottest around the Valley recently. It was also hotter than last year’s June high of 25 C and even beat 2013’s 31.5 C on that sweltering June 30 of 2013.

In North Cowichan, June 27 was also the month’s hottest day, with the mercury reaching 33.1 C. Duncan also reached 33 degrees on June 27, beating the 32.5 C registered on local thermometers on June 26, 2006.

Ratification vote coming next week, says union CVRD STRIKE, From Page 1 At the beginning of June Carruthers described the outstanding issues as related to wages and benefits.

“I think we’ve got a deal that both parties can support,” said Carruthers on Monday of the tentative agreement.

The deal falls “within the parameters” of contracts the CVRD already has with other union employees, he said.

“I think it just took a little bit more negotiating and we were able to come up with a settlement agreement that both parties could live with,” he said.

The USW’s Chris Cinkant said that meetings with union members about the agreement are planned for this week, with a ratification vote coming next week.

The settlement has to be ratified by both the CVRD board and the union.

If you thought Cowichan Neighbourhood House in Chemainus was only a food bank, you’re seriously underestimating the facility.

They operate a youth centre, a gymnasium, a kitchen and a resource centre, and offer programs ranging from arts and crafts and baking days all the way to adult peer support and tutoring in English as a second language.

The group has just relocated down Willow Street from its old location and held a grand re-opening on Saturday, June 20.

Neighbourhood House could be found at the old Chemainus Fire Hall for more than 17 years, but

that building is scheduled for demolition to make way for the new Chemainus Library.

Malcolm Crockett, the association’s past president, said that while the new facility is great — airy and open — it is not a permanent home for Neighbourhood House.

While it will continue to fulfill the group’s goals of providing a welcoming place for everyone in the community, members are aiming high. They’d love one day to buy their own building, he said.

Drop by and check out the new location at 9806 Willow St. They’re open from 1-5 p.m. weekdays, with youth nights on Fridays from 7-10 p.m. and Saturdays from 8-11 p.m.

North Cowichan held an open house on Monday, June 15 to allow residents in the area a chance to learn more about the proposal and offer feedback in a questionnaire.

The session was attended by 23 people and 15 questionnaires were returned, with 14 coming from people living within walking distance of the Regina Drive community.

Asked if they agreed with the exchange of the existing park land for the linear park trail connecting to Lakes Road, 14 out of 15 said they “strongly disagree” with the proposal.

Entries in the questionnaire’s comments section ranged from simple answers like “keep the park” to “my concern is not for the immediate future but for the foreseeable future. A driveway to Lot A plus a driveway to Lot B could very easily become a road from Regina to Lakes in exchange for a trail that will not be used.”

Others were concerned about property values, with one saying “purchased home with the understanding there would always be a park.”

Still other area residents said that there is not a lot of walking done on Lakes Road even now because of heavy vehicular traffic.

Several respondents said that while they were not afraid of development they were still not happy with the idea of exchanging the park for a trail, with one comment saying, “very little effort from North Cowichan staff to properly inform residents; has the appearance of a done deal.”

North Cowichan councillors now have to decide if they wish to go ahead with amending the community plan and the park exchange.

A group of homeowners in North Cowichan’s Regina Drive area have told the municipality’s planning department that they don’t want to see their neighbourhood park swapped for a trail to Lakes Road.

Their concern stems from actions taken by North Cowichan council in late May to start the exchange process.

According to a report from North Cowichan, it was on Aug. 6, 2014 that the municipality received an application from Mark Mitchell on behalf of Greg and Judy Adams to amend the Official Community Plan (OCP) Maps 13 and 17 for the purpose of exchanging an existing dedicated park located at the end of Regina Drive for a linear park trail to connect the end of Regina Drive to Lakes Road.

This proposed exchange would see the developers using the existing park parcel as frontage for an abutting large agricultural parcel and facilitate subdivision of the agricultural parcel into two smaller parcels.

Meanwhile, according to North Cowichan, the municipality would “secure a permanent and municipally maintained trail to serve the community.”

But the switch requires council to approve some significant changes.

The first is to amend the Official Community Plan Maps 13 and 17 to de-designate the current park parcel and identify the proposed park parcel and next they have to exchange the current park parcel for the proposed park parcel in accordance with requirements contained under Section 27 of the Community Charter.

This process includes provisions for an Alternative Approval Process but council still has to make the decision.

The subject property has a frontage of 136.3 metres on Lakes Road which does not meet the requirements for subdivision within the A2 zone.

In addition, North Cowichan’s Official Community Plan does not support the creation of panhandle lots within the rural areas.

Adult students proud to don cap and gown LEXI BAINAS CITIZEN

It’s always a special night for students and educators when the Cowichan Adult Learning Centre holds its annual graduation night at the Quw’utsun Conference Centre.

The positive vibes bubble to the surface because in some cases, the students are the first ever in their families to graduate, while in other cases, older students have returned after years away from school to finally get that diploma.

This year, everyone gathered for the happy celebration on Tuesday, June 23.

The Citizen talked to a trio of women who’ve found their way back to education years after originally leaving school.

Lisa Williams is 43 and has had to re-arrange her working life after an injury.

“I came out here many years ago from Winnipeg and landed in Victoria. About 11 years ago, we moved to Duncan. Then I had an injury and I couldn’t work anymore. Because of that, my doctor ordered me to get back to school and do whatever I had to do so I was not doing physical work any more.

“That meant I had to go back and face my toughest barrier,” she said.

Math.

“I’m dyslexic and I wasn’t ever taught how to do math properly.

I was in a lot of special classes but they didn’t really challenge me to understand more than plus numbers.

“I guess I got my experience out in the world, though. I adopted ways to cover it so people would never know, but I knew at some point I would have to come back.”

She dove into more than simple math at Adult Ed. “I took Accounting 11. That was the first time I’ve ever passed a math class. It drove me crazy, absolutely nuts, but I did it,” she said.

All Wiliams needed for graduation was math, but she also did Community Services and Art 12 while she was at it.

Cathi Dickenson “I love art,” she said.

Planning to continue her studies with some outside funding support came apart at the

seams when the agency found that cutbacks had reduced its available money but Williams has found new avenues.

She’s not planning on going into accounting, though.

“I’m more interested in social work, particularly with women who are starting all over again,” she said.

Miya Inkster, 40, moved back to the Cowichan Valley this year from Edmonton.

How did she end up at Adult Ed? She knew about it before she even returned.

“I came back Feb. 1 and on Feb. 2 I was enrolled and in full-time classes. It’s funny, I hadn’t planned it all but the chance came up to go back to school and the staff there were ready for me, so I went back,” she said.

The instructors are able to deal with real life adult situations.

“They were able to balance their schedule around me. It was amazing.

“I took English 12, Family Planning 12, Psychology 12, Biology 12 and Foundations of Math 11.”

Biology 12 and English 12 are heavy-duty academic courses, and she’s now looking to follow an academic path.

“I’m entering psychiatric nursing in November,” she said.

She knew she needed those courses when she went back to the classroom.

“I did do those courses specifically because I knew of them but school was also just so great that I was able to pick up a couple of electives and get my graduation. It hadn’t been my first intention but it came with good guidance,” she said.

People sometimes forget that Adult Ed can get them headed where they really want to go.

“These courses are university prerequisites. And you can work at your own pace. They’re just so flexible. The teachers are amazing. I haven’t been in school in 25 years and to be able to jump into Grade 12 courses with the guidance of the teachers has been phenomenal.”

She did it in just four months. Her family is excited for her.

“They’re really supporting me in my adventure,” Inkster said.

Cathi Dickenson, also 43, was encouraged by her daughter-inlaw, who was also attending adult education.

Dickenson took Grade 12 English, Planning 12, and Math and Communications 11.

Getting back into the swing was tough.

“It was hard,” she said.

But the thing about adult edu-

cation is that the instructors are there to help with those kinds of problems.

“They were really helpful. They even sent me to Literacy Now to get tutoring help with my courses,” she said.

Dickenson said that it took her a year to complete her courses but she’s glad she did it.

Now that she has that diploma in hand, she’s got plans for the future.

“I want to go into social work or early childhood education,” she said.

Those who ‘don’t believe’ need to wake up

I

t’s baffling, but we still hear it and read it. Even here in Canada where we have an educated population.

“Oh, I don’t believe in climate change, or global warming, or whatever you call it.”

Or those that have finally conceded climate change might be real after all, but who still deny, deny, deny that human beings have anything to do with it.

Those who still don’t “believe” in climate change need to wake up. It’s not Santa Claus or the Easter Bunny.

It’s the baking hot summer weather with very little rain

for months on end. Right here in Cowichan. It’s the increasing number of severe weather incidents across the globe, from unprecedented hurricanes to blizzards and floods.

It’s not just that we know about them more because of the 24-hour news cycle and video from around the world.

For those who don’t think human beings can possibly have any part in causing it, well, they need to wake up, too.

Our population has exploded across the globe and continues to expand. But we’re little, right? Small dots on this

blue and green earth. Sure, as individuals.

But consider that in 1970 there were about half as many people in the world as there are now.

That’s right. Half. There are over seven billion people in the world in 2015. At the beginning of the 20th century (1900) there were less than two billion people in the world.

And think of the technologies we have developed since. Cars have proliferated. Power plants.

Feats of engineering those who came before could never have imagined. We’ve slashed down forests and fracked the ground.

And yet people still think our actions — the actions of billions — aren’t enough to have devastating consequences.

If you don’t get it now, what is it going to take?

It may be momentarily comforting to live in that kind of denial, so that nothing has to change in your life, but it’s not realistic long-term.

We’re seeing the effects now, imagine the world your children and grandchildren, nieces and nephews will be living in.

What will you tell them when they ask you why you didn’t stop the calamity when you had

Our way of life, pillaging non-renewable natural resources until there’s nothing left, cannot continue indefinitely.

That’s just not how reality works. We need to take off the blinders.

We need to encourage new ideas, develop new sources of energy, not be scared into inaction and chained to conventional thinking.

As destructive as human beings can be we are also inventive and innovative, dreamers and survivors.

We can build a better future.

Older generation in good hands in Cowichan I moved to the Island in 1998. I truly believed that I had arrived in paradise. Little has happened over the years to change my opinion.

Yes, there are always a few bad apples. But, by comparison, Duncan and the Cowichan Valley is a stable, family oriented region.

On Friday night while watering my plants, I slid down my asphalt driveway on my face. I bent down to get something and just kept going. There is damage to my face, arms, legs and ribs. I was pretty stunned.

A car drove by. They slowed down to take a look then went up the road to turn around and

come back. There were three young people in it.

They got out of their car and proceeded to help me. Robert Jeeves informed that he is a first responder. He, along with his friends Kaylee Keck and Richard Masur got me to my feet and helped me into the house.

They looked me over and suggested that I go to the hospital.

After some hesitation, I agreed.

I was about to call a cab when they told me that they would drive me over. This was greatly appreciated. Kaylee was especially helpful and aware of my female needs.

They drove me to the hospital, came into emergency with me, stayed with my while a nice doctor explained my injuries in terms that I could understand.

They then drove me home, escorted me to my room and helped me get ready for bed.

They stopped by the next day to assure themselves that I was alright.

I was grateful and amazed.

Three young people gave up their Friday evening to help a senior citizen that they had never met before. They did it without thought of recompense or reward. With this calibre of young people, I now feel safe in going through the aging process.

I often wondered who would take care of us as our generation ages. Now I know without a shadow of a doubt that we are in very good hands.

The letters to the editor section in Wednesday’s Citizen was rather depressing.

Crystal Sackett likes invasive broom, despite the crowding out of our native species caused by that pestilential plant.

Pat Mulcahy does not seem to understand that some people might make an uneconomic decision to install solar panels just because they want to do their bit against climate change.

Worst of all was Martin Barker’s long electioneering letter about the oil industry and CO2.

This letter is a selective presentation of the facts. Canada has in fact done quite poorly in CO2 emission reduction compared to most other developed economies.

It is true that we are heavily dependent on the oil and gas industry in Canada, but it is a great exaggeration to say that the Green Party or the NDP would shut down this sector of our economy.

Mr. Barker does not mention the risk and uncertainty of the continuing rise in the amount of CO2 in the atmosphere.

Does he not care about the world we will leave to our grandchildren? Isn’t it clear to him that big changes in our carbon lifestyle will be needed if atmospheric CO2 is to be held to levels that will not cause disastrous climate change?

I believe it is the lack of vision and conviction of the Conservative Party that will lead to “economic ashes”, not the modest proposals we have seen so far from the three main opposition parties.

UNAUTHORIZED VEHICLES A PROBLEM

People ignoring speed limits, stop signs at Chemainus intersection I live at the corner of Daniel and Pine streets. The errors that I observe on a daily basis are frankly quite frightening.

This corner is extremely busy especially with all of the new homes to the north on Daniel and beyond. That combined with the through traffic off of Chemainus Road down to Esplanade Street is a recipe for disaster.

Simply put, the posted speed limits and stop signs are being ignored on a fairly regular basis.

The stupidity is further compounded by the idiots who come to a stop, on Pine, where there is no stop sign, and always it seem when there is someone behind them. The worst offenders are driving north on Daniel, not stopping at Pine Street, but barreling on through, often just missing a driver going east or west on Pine. Add to this the sloppy and dangerous habit of beginning a left hand turn long before you are into the intersection.

The near misses that I see every day will eventually result in an accident be it just a fender bender or something much more serious. Mark my words, it is going to happen unless our driving habits improve considerably. Possibly a four way stop on this corner will slow the traffic down.

Community complex needed, not a new library building A few days ago I attended a meeting to discuss the library in Chemainus.

The organizers wanted to know how the community felt about relocating the library.

About 40 people were there, most of them probably over the age of 50.

We were asked to arrange ourselves into groups of four according to our birthdays. We were then told to interview each other by answering four prepared questions. The groups then broke up and re-formed and the game continued on. The outcome was to record the information collected from the discussions.

By this time I had left.

This game was complicated enough to have been thought out by a business analyzer with a PhD, although its purpose was simple: It was about control.

The questions did not allow anyone to give an opinion; they let the organizers know what they wanted to hear. They said this game would give everyone a chance to have a say, and everyone did have a say, but not to the whole room, and the data collected was guided by the questions on the handouts. Where was the freedom in this?

I cannot know what is in another person’s mind; therefore I cannot answer for the community, which is what the questions asked me to do. I can only say what I want.

I like libraries, I have used them ever since I could read and write. I have hung paintings on their walls, taught writing classes and given art and literary presentations. I’ve even performed small theatre pieces, and I once worked

in a library. My local librarian and library helped me through the angst of my teen years.

Thank you my wonderful librarian with your cool head; you helped me graduate. I should like to go on using library services, but large expensive buildings are no longer economically feasible just to house books for a select small reading public. These days, many people use technology to read. Fewer hard copies of books are published and printed.

Chemainus does not offer enough social outlets for its residents. We have cafes and shops, when they are not closing all the time, but we also have a great many lonely people and we have young people who need more along the lines of what they like.

My kind of Chemainus would have a community complex that houses a swimming pool; meeting rooms, that could also be used for an indoor weekly market; a café; an art gallery for local and travelling shows; a small revue theatre; a computer room for teaching the use of computers and, of course a room for books.

Houses are constantly being built.

Chemainus will need more cultural and social outlets for their new owners.

I need more than a library.

Why spend money on erecting a building that is based in the past when a cultural complex could be started that complies with my needs and maybe the needs of today’s community.

We should be building for the future.

We should be building what is of the most use.

I feel that giving someone a soap box to make a personal attack on some else is not a good thing.

The kind of car you drive and the type of cuisine you serve should not be up for public criticism. Also, expecting cheap food in a beautiful oceanfront restaurant is just ridiculous.

Trien works hard to make a pleasant, friendly place to have a meal or just a very good cup of coffee, something that Maple Bay needs. I say if you don’t have something encouraging to say, keep it to yourself.

Area E talks climate change and Official Community Plan HILARY STEAD SPECIAL TO THE CITIZEN

A

bout 80 people came out June 22 for the Area E Town Hall Meeting on Climate Change hosted by area director Alison Nicholson. It was an opportunity to rethink land use through a climate change lens as we move forward in development of a new Cowichan/ Koksilah Official Community Plan.

Guest speaker Dr. Andrew Weaver provided an overview of the science and the challenges, followed by a productive discussion with four additional panelists and many engaged members of our community.

Dr. Weaver is a member of the Intergovernmental Panel on Climate Change (IPCC), the group that shared the 2007 Nobel Peace Prize with former U.S. Vice-President Al Gore, and that, based on the published literature, has consistently projected an increase in global warming from pre-industrial times of between 1.5 and 4.5 C from the humancaused release of carbon dioxide into the atmosphere. Tens of thousands of scientific articles, 35 years of science, have left no ambiguity. We will see more extreme weather events, more flooding, drought, ice melt and forest fires.

“We do not need more science. It’s all political now,” he said.

What remains are ethical and moral questions that science cannot answer.

The people making decisions right now will not be around to experience the consequences of those decisions. And with young people disengaged from the political process, they have no say in the direction their government is taking.

Alison Nicholson, Area E director Projections into 2090 show that very different outcomes are possible if reduction in fossil fuel dependency is chosen over the business as usual option. Developed nations have the technology and the ability to adapt, but societal inertia has worked against investing in renewable energy and instituting cap and trade or carbon pricing.

“It is in every individual’s interest to do nothing,” Dr. Weaver said, because the cost of action is immediate and the cost of inaction is down the road, on the backs of future generations.

The immediate impacts are disproportionately experienced in developing countries and in natural ecosystems with alarming rates of species extinction.

Several of the panelists and community members stressed the importance of a change in government in October’s federal election so that Canada can more appropriately respond to climate change.

Dr. Weaver reminded us of what many of us here on Vancouver Island already

know — we are living in one of the best places on the planet for weathering the impact of climate change. That triggered a discussion about how we prepare for an influx of climate refugees. Fisheries biologist Tom Rutherford noted that the OCP is a road map for how we want our community to develop. If we are anticipating an influx of people then we must plan so we can manage the impacts, avoid the scattering of people throughout the region, zone for sustainability, such as the creation of community gardens, and continue with watershed planning.

Already in Cowichan there are numerous community responses to climate change, including the bulk solar panel purchase spearheaded by Peter Nix and the Cowichan Carbon Busters, the geothermal system at The Hub in Cowichan Station, the Cowichan Bio-diesel Co-op and One Cowichan’s solar campaign that is hosting the Cowichan Solar Tour of properties from Chemainus to Mill Bay that already have solar installations. Locally, we are lucky to have Lake Cowichan, but we have a water storage problem and much work to do on water conservation.

Dr. Weaver invited us to look toward Langford and be wary of the development pressures that change the dynamic of a community and lead to loss of farmland within and outside of the ALR, and that are destroying valuable countryside from Victoria to Campbell River.

“Cowichan has been the bread basket of Vancouver Island,” he said.

As forestry land is logged, subdivided and sold the current practice leads to the loss of countryside, as we have seen in

Sooke, Malahat and Parksville. Shawnigan Lake’s Bruce Fraser stressed the need for a Shawnigan watershed management plan and discussions with the large forest companies. When the next industrial rotation becomes available in 30 to 40 years they won’t have the social licence to continue current practices so they should start now, he said, thinking of it as a community forest.

Several people made an argument for regional planning rather than the current piecemeal process of one electoral area at a time.

“We don’t have enough time for so many conversations,” said Duncan councillor Michelle Staples.

Environmental communications expert Cara Pike agreed, pointing to how planning on a larger regional level and making larger system decisions are necessary for good climate action planning. Kathleen Sheppard of Social Planning Cowichan said that high levels of poverty in the Cowichan Valley will worsen with climate change and that social cohesion is essential to ensuring that all are able to adapt. Designer and builder David Coulson encouraged people to pick something that interests them and get involved, and especially to make it interesting for youth. The final comment of the evening, from a woman in the audience, summed it up quite well. “We all know part of the answer,” she said. Collectively we bring a broad range of interest and expertise to the problem, and by getting involved we can mitigate the crisis.

Mocking solar short-sighted

trees, recycle, donate to charity, protect land, volunteer, build churches, write letters to the editor, and do other things that offer a very poor payback or no payback at all. We do them because we care about the future, even if we are not likely to be here to enjoy it.

We have solar collectors on our roof.

They are not there as an investment, but because we hope they can make a small contribution to the future by lowering the demand on BC Hydro, inspiring our neighbours, and supporting the local tradespeople in the co-operative who did the installation.

I don’t know if our solar panels will do any good, but I hope our grandchildren will be proud of us for trying to help, and not just being selfishly concerned for the short-term bottom line, to the exclusion of all other values.

In the letter headlined “Solar investors stupid”, Pat Mulcahy expresses the belief that people who install solar systems are “idiots” and “eco-freaks”, with “loose screws”. Yet there is also a mention in the letter of a group who “proudly” announced their commitment to solar energy. Are they proud of being stupid?

Mulcahy asks the question, “why would I invest in a minimum 25-year amortization at my age?” Perhaps answering this question can help explain why some people who invest in solar are proud that we do. Rather than subscribing to the narrow, selfish, self-centred, short-term economic thinking expressed by Mulcahy, maybe we are trying to do the right thing and build a better world for the future, even it doesn’t pay for itself.

Solar energy aside, many of us do this now. We support schools, save money for our grandchildren’s education, plant

Teens are reaching out a helping hand to seniors in Crofton and Chemainus this summer through the Youth for Community program offered by North Cowichan Youth Outreach.

The program will employ 12- to 18-year-olds who have been regular participants in Youth Outreach programs. The primary focus this summer will be to assist seniors with tasks such as gardening, watering plants, small paint jobs, household chores, and other odd jobs, at no cost for the seniors. The young participants will earn a wage as well as gaining employment experience and on-the-job skills. They will also have opportunities to take part in employment workshops and learn from the mentorship and supervision of the Youth for Community Program Coordinator.

“We are so excited to be able to bring back this program to Chemainus and Crofton for the fourth year,” North Cowichan Youth Outreach Programmer Laura Chappell said. “Having the youth and seniors working together helps foster a unique community connection, while serving the needs of both groups. We are so grateful for grants we have received for this program, each donation means we can assist more youth with in their first steps of employment.”

Funding for the program comes from the Ministry of Justice Civic Forfeiture Fund, the Coast Capital Community Investment Fund, CUPE Local 358, and Mid-Island Co-op. Grants and donations will fund youth wages, employment workshops, and tools for the youth participating in the Youth for Community program.

The Youth for Community program will begin in July and run until the end of August. Anyone over the age of 55 in Chemainus or Crofton with an odd job that a young person could help with should contact North Cowichan Youth Outreach at 250-246-4217 or youthoutreach@northcowichan.ca for more information.

Rabble rouser Amor de Cosmos was our ‘first Canadian’ “The few who formed the cortege was a sad commentary on the evanescence of public gratitude...” ioneer journalist, politician and self-proclaimed “man of truth,” William Alexander Smith was CHRONICLES called many names during his stormy career — T.W. Paterson many of which can’t be repeated here.

But these unflattering sobriquets were the work of his political enemies and have mostly been forgotten. History has come to accept that “Bill Smith,” eccentric that he was, was one of our most remarkable pioneers to make his mark on our province.

Photographer, speculator, journalist, reformer, premier and member of parliament, he’s been remembered for his “blazing magnetic eyes,” as being “strange, wrathful, ambitious... eccentric,” and as “Victoria’s most active pest”.

Nevertheless, historians credit him with having been a champion of the oppressed and a “leader in the struggle for confederation and responsible government”.

Think of him as a Don Quixote tilting at establishment windmills with sharpened pen and tongue for a lance and with a zeal that at times, as it was often charged, “greatly outran his discretion”.

Born plain William Smith in Windsor, N.S., in 1825, of English Loyalist stock, he arrived in Victoria in 1858, drawn, like thousands of others, by delirious tales of gold. But instead of seeking his fortune in the gravels of the Fraser River, as he had in Utah and California, he turned to journalism and founded what was to become B.C.’s oldest newspaper, the British Colonist, today’s Times Colonist.

From his little harbourside shack of an office, he vowed that the Colonist would be “an independent paper, the organ of no clique or party — a true index of public opinion”. He declared himself to be pro-British, pro-Vancouver Island (there was no British Columbia then), and pro-law and order.

By this time he’d discarded his true Christian name for one much more in keeping, he thought, with his philosophy. It’s by his pen name Amor de Cosmos — “lover of order, beauty, the world, the universe” (his definition) — that you’ll find him in our history books and on our maps: Mount de Cosmos, north of Nanaimo, Amor de Cosmos Creek in the Sayward region and two points and a lagoon bearing variations of his name, on the mainland.

Writer Barry Broadfoot has criticized mapmakers for their Sayward “tribute” to such an outstanding pioneer: “...Amor de Cosmos Creek, a hinky-dink of a creek...about 10 feet wide on one of its better days”.

As a journalist de Cosmos waged battle against any and all, no matter how high the office nor how vulnerable his own position.

Not even the formidable Gov. James Douglas could muzzle the noisy editor, although he certainly tried. A leading proponent of Vancouver Island’s union with the mainland colony of B.C., he was elected to the legislative assembly; in 1872, while sitting as a member of parliament after Confederation, he became the second premier of B.C. 7045393

But, upon his death in 1897 at the age of 72, his enormous contribution to what had become a dominion from sea unto sea seems to have been overlooked. Few attended his brief funeral service in Victoria and a newspaper bitterly editorialized: “The few who formed the cortege was a sad commentary on the evanescence of public gratitude and led one honourable pioneer to remark, ‘And this [is] fame!’”

Although long a political opponent of de Cosmos, Dr. John S. Helmcken was angrier: “A few [carriages], a score of men at the residence, the footfall of a dozen men sounding from the wooden sidewalk, three-score men and a few women at the church, no sepulchral tones from the organ, no singing of sacred, hopeful hymns, a short reading of the burial service — all dead, dead, as cold and lifeless as the corpse in the dismal coffin.

“At the graveyard some 20 or 30 saw the casket lowered to its last resting place — ashes to ashes, dust to dust.

“This is the mockery paid to Amor de Cosmos who, 40 years ago, a large section of the people of Victoria considered a hero, a patriot, who fought for the emancipation, improvement, progress and welfare of the country.”

Such was the sad end of fiery Amor de Cosmos, “inveterate boat rocker” and B.C.’s “first Canadian”. Ironically, some believe that forsaking Bill Smith for Amor de Cosmos cost him dearly by enabling his opponents to ridicule him. But, you do have to admit that Mount de Cosmos does have a much better ring to it than Mount Bill Smith!

For those who’d like to learn more about de Cosmos, the latest biography of this remarkable pioneer by Gordon Hawkins has just been published by Ronsdale Press.

Ain’t it nifty, we’ve turned 50: Beta Sigma Phi thrilled to host milestone in Cowichan SUE EMBLEM SPECIAL TO THE CITIZEN

Beta Sigma Phi members celebrated 50 years in the Cowichan Valley recently. One hundred seventy members of the women’s service organization from around the Island and Lower Mainland came to help celebrate this anniversary at an area conclave. All Cowichan Valley chapters were involved in putting on the celebration.

On May 29 registrants were welcomed at the Cowichan Valley Inn where they received a goody bag full of local trinkets, donated items from many local businesses and Beta Sigma Phi members. The highlight of this evening was the camaraderie shared by those attending and the photo booth where participants could capture the moment with friends on a book mark memento.

On May 30 we all gathered for a continental breakfast at the Quw’utsun’ Cultural Centre. These beautiful surroundings were the venue for our day. A welcome was given by the conclave chairs Joanne de Lure, Billie Vanderlinde and Jean Dunbar. Jean Crowder, our local MP, was the morning guest speaker. She told us of her experiences as a “Female in the World of Politics”. Wendy Bowen spoke in the afternoon about the “Secrets of Aging Wisely”.

Both were very informative and were well received.

In an Island exclusive, the Cowichan Performing Arts Centre is bringing Xavier Rudd and the United Nations to Duncan for their Canadian Flag tour on Saturday, Oct. 24.

He’ll be featuring music from his new album, Nanna.

Following sold-out appearances at Canadian Music Week in Toronto and a big show in Montreal, the gang has decided to hit the road this fall.

With 30-plus dates in North America, the band kicks off the Canadian leg of the tour in Vancouver on Oct. 22, before hitting Duncan on Oct. 24 for their only Island date.

If you remember the Farmer’s Song, then the Cowichan Performing Arts Centre has a show for you.

It’s An Evening in Concert with Murray McLauchlan and although it’s not scheduled until Oct. 16, tickets are on sale now.

McLauchlan is one of Canada’s most highly regarded singer/songwriters. Over a 40-year career, this icon has released 18 albums and won 11 Juno awards.

Along with Farmer’s Song, there’s Down by the Henry Moore, Whispering Rain and Sweeping the Spotlight Away: all now considered Canadian standards.

McLauchlan is also a painter, an author, an actor and a radio host.

He’s been bestowed an Honourary Doctor of Laws and appointed to The Order of Canada.

He’s even found time to visit the Cowichan Valley a few times.

Whew! That’s quite a ride.

He’s done some touring recently but other interests prevailed and he restricted his touring to shows with Lunch At Allen’s, the supergroup he co-founded, whose members also include Ian Thomas, Marc Jordan and Cindy Church.

Now, though, McLauchlan is on the road in his own right once more, figuring its time for his songs to come off the kitchen table and be heard.

Mill Bay offers Good Old Daze fun in July LEXI BAINAS CITIZEN

Ninety scarecrow people celebrate the Good Old Daze in Mill Bay from July 6-17 and you can join them.

“This is a totally unique look at history,” said the Mill Bay/Malahat Historical Society’s Maureen Alexander. “We guarantee you have never had a glimpse of the past like this before.”

This event features hand-crafted scarecrow people humorously portraying various aspects of South End history.

It’s all part of a fun promotion put on by the Mill Bay/Malahat Historical Society in combination with Mill Bay Centre.

You can vote for your favourite and win prizes.

Looking at the scarecrows also adds an extra element of family fun to visiting the shopping centre and surrounding businesses.

The decorated dummies are on display from 9:30 a.m. to 5:30 p.m.

It all winds up with a barbecue, with live music and prizes Friday, July 17 from 4:30 to 6:30 p.m. at the Mill Bay Centre.

Music in the Park enlivens Chemainus

Lake Cowichan hosts evening music shows

Summer music has started in the Chemainus Valley Cultural Arts Society’s annual concert series, Music in the Park, at beautiful Waterwheel Park in Mural Town.

The fun continues. On July 7, starting at 7 p.m., the concert will feature De Bruces A Mi, a wonderful band visiting the area from Colombia.

Organizers are promising some great ska, reggae and salsa music from this lively group.

On Saturday, July 11, the Chemainus Rockabilly Rumble will take place, featuring some top rockabilly bands, along with a display of old cars and hot rods. Get on down and enjoy the wonderful old rock ‘n’ roll music of the ’50s with this nifty show.

One of the most popular concerts in this series each year is the appearance by the Royal Canadian Navy’s Naden Band from Esquimalt.

This year the show is scheduled for Tuesday, July 14 at 7 p.m. so don’t miss it. Get there early for a good seat.

On the weekend of July 18-19 the park will play host to the fifth annual Chemainus Bluegrass Festival.

No fewer than eight bands will be in Chemainus for this great weekend, so look for some great pickin’, twangin’ and singin’ over the two days of the festival.

Summer music at Lake Cowichan’s Central Park bandshell kicks off again Saturday, July 4.

From 5-6:45 p.m. there are children’s activities and an open stage.

Later, from 7-9 p.m., there’s a full evening of entertainment from Duncan’s multi-talented McCandless Family.

New at the event this year is an on-site food concession vendor as well.

Summer Nights offers a free, family friendly evening of fun and entertainment presented by the Lake Cowichan 50+ Centre, the Kaatza Station Museum, the Kaatza Arts Group, Lake Cowichan Animal Rescue and Radio Station CICV.

Maple Bay Marina hosts Stew for month of July Sunday Music with Stew is going to continue bringing live entertainment to Maple Bay Marina for the month of July.

Stew is a dynamic duo comprised of accomplished musicians: Brent Hutchinson, from Uncle Wiggly’s Hot Shoes Blues Band, and Terry Wicks, whose commercial CD recordings include The Best of Both Sides.

The public is welcome to attend, free of charge, and enjoy a blend of smelodies that takes in everything from the swing

sounds of the ’30s through sweet ballads, spicy blues, a dash of country and classic folk rock favourites from this knowledgeable duo.

Jesse Roper headlines free July 4 Duncan show On July 4 Rock The Shores is shoring up interest by presenting the first ever Tour de Shores, with free live performances across Vancouver Island one, energetic, day.

The performances, one of which hits Duncan at the stage in Charles Hoey Park at 2:13 p.m., feature Jesse Roper in a 25-minute set.

There will be on-site giveaways to Rock the Shores and all ticket types for the big concert weekend, taking place July 18-19 at West Shore Parks and Recreation fields in Colwood, will be available for purchase, free of service charges.

TANIS DAWN DENNIS August 12, 1963 – June 28, 2015 “Don’t cry because its over‌.smile because it happenedâ€?

Tanis will be incredibly missed.

She is survived by her Dad (Eric), Mom (Donna) and her special brother (Dale) as well many family and friends in Campbell River, the Cowichan Valley, Okotoks, AB and Honeymoon Bay. Tanis had a very good heart, a great sense of humour and a gregarious laugh. She loved to sing, loved coordinated fashion, movies, National Geographic TV, and all animals but especially dogs. She was also very creative and artistic.

Tanis has overcome many challenges in her short life, but the past 5 years have been a source of pride, independence, accomplishments, happiness and reconnection’s.

Thank you to all the organizations, support groups, outreach workers, medical workers and the staff at Rose Harbour who all helped make this possible. We are very proud of her.

A gathering of friends and family for remembrance will be held at a later date.

Special thanks and appreciation to the staff at the Campbell River Hospital, the Air Ambulance Crew, the amazing doctors and nurses and all the support staff in the ICU at the Nanaimo General Regional Hospital. Your hugs, words of encouragement, caring and guidance were deeply appreciated.

Giovanni (John) Maria Nardino November 7, 1927 - June 18, 2015 Passed away June 18, 2015 at Cowichan Lodge. He was 87 years old.

John was born in Buisse, France and lived most of his early years in Incino Rocca D’Arsie, Italy. In 1951 he immigrated to Canada.

John worked in Canmore, Alberta, Powell River and various jobs in the forest industry in the Cowichan Lake area including the Honeymoon Bay Saw Mill. He worked at the mill for 20 years until it closed. John was not ready to retire so he moved on to the March Meadows Golf Course in Honeymoon Bay where he worked as a grounds keeper.

John loved the outdoors. Spent many hours hunting, fishing, cutting firewood or tending his garden.

John was predeceased by his son Glen (1973). Survived by his wife Perina, son John (Terri), grandchildren Travis, Jaleesa and sister Lena in Italy.

Samuel David RUBENSTEIN (Dave) January 2, 1948 to June 22, 2015 Dave, born in London, England, passed away peacefully at Cowichan District Hospital after a brief courageous battle with cancer. He leaves behind his loving wife of 19 years, Bonnie; step-son Bobby Dubois (Rosanne), grandson Samuel; and stepgrandchildren David and Nicholas. Dave was predeceased by his parents Norman and Millicent Rubenstein.

Dave was a fan of all sports. He was a huge fan of football (soccer), an avid Boston Bruins fan, as well as being a proud member of Red Sox Nation!

He had a love for harness racing and was part owner of a horse named after him – “Dave’s Showboat�. In recent years Dave’s passionate love of tennis grew. He became well-known for his photos in the tennis world, travelling to England numerous times as an accredited reporter/photographer to cover a tournament in Eastbourne. He smoothly interviewed a number of the top-ranking tennis stars. Dave also had a monthly tennis column in the Citizen newspaper called “Love 40�.

Peewee A2 Thunder get the best of Eagles KEVIN ROTHBAUER CITIZEN

The 13th and 14th meetings of the season between the peewee A2 Cowichan Valley Thunder and Victoria-Esquimalt Eagles were by far the biggest.

The Thunder and Eagles met at Kerry Park Arena on Saturday in the first two games of the Vancouver Island championship.

Although it was a best-of-three series, the third game, which had been scheduled for Sunday, wasn’t necessary as the Thunder swept the first two contests. It was a true triumph for Cowichan who earned their ninth and tenth victories over Vic-Esquimalt.

“We have a pretty amazing little team,” coach Gord Macdonald said. “We only had 24 or 25 kids try out; that was the smallest number of kids for any association in the A2 division.”

In the first game, the Thunder battled back to tie the score in the last minute of regulation and win the game in overtime.

Cowichan trailed 8-7 with less than a minute to play, but pulled goalie Jackson Owen for the extra attacker, and Parker Klippenstein was able to score the tying goal with 36 seconds left on the clock.

That set up a 10-minute overtime.

Josh Macdonald put the Thunder ahead early on, but the Eagles were able to pull even.

Finally, captain Michael Daniels put Cowichan ahead for good at 10-9 when he scored with 1:47 remaining.

[KEVIN ROTHBAUER/CITIZEN] Daniels finished the game with three goals and one assist, while Klippenstein had two goals and two assists, and Dawson Elzinga scored twice and set up four goals. Joshua Wong had a goal and two assists, Keegan Martin had a goal and one assist, and Josh Macdonald scored once.

Walker Smith, Luke Ellison and Jacob McCluskey each had one helper.

The teams had a couple of hours to recover before they hit the floor again for the second game.

The scoring went back and forth, but the Thunder never trailed, and secured the Island banner with an 8-5 win.

It is often said that a team’s most important penalty killer is the goalie, and that proved true in the second game on Saturday when Owen stood on his head

down the stretch as his teammates’ exuberance led to a bunch of penalties.

“We played most of the third period with two guys in the penalty box,” Macdonald said. “The guys were just getting so excited, so wound up. The whole year it’s been like that. They play with so much effort and heart, they end up with quite a few penalties.

When they’re going 100 per cent,

sometimes their sticks slip up a shoulder pad.”

Daniels scored another hat trick and added one assist, while Dawson Sears had two goals and a helper, and Elzinga had a goal and two assists. Klippenstein and Josh Macdonald potted singles, while Dominic Adelborg had two assists, and Wong, McCluskey, Martin and Kyler Smith had one assist apiece.

The Thunder will head to the provincial championships on July 9-13 in Maple Ridge, where they will compete for the B.C. title with five teams from the Mainland and two from the Interior.

“There are two teams in [provincials] who we’ve beaten at tournaments by quite a bit, and they finished one-two in the Mainland league,” Macdonald pointed out.

“We’re hoping to win the gold, for sure. We have a really good chance of doing well.”

The team is made up of half first-year, half second-year players, while most A2 teams are primarily second-year players.

The veterans are relied on when games get tight.

“We really count on all eight of our second-year players, especially in the last five to 10 minutes of a close game,” Macdonald said.

All season long, the coaches have been aware that this is a special bunch.

“Right from the star t, we thought it was an amazing team,” Macdonald said. “It’s a really good group of kids.”

A total of $910 was handed out to the four teams at the Gord Closson Forest Products Skins Shootout at Glenora’s Waldon Park last weekend.

Unfortunately, the lion’s share didn’t go to the Gord Closson Forest Products Fastball Club.

The host team lost the final of the unique tournament and finished with the second-highest overall total, collecting $290 to the $410 won by the Braves, a Victoria team. Baker Supply was third with $120 between the round robin and the semifinals, while another Victoria crew, the Thunder, raked in $90 for the weekend.

“Even the losers won money, and that’s why the format is good,” GCFP manager and tournament organizer Joe DiLalla said.

The Braves finished with $160 after the round robin, in which teams were awarded $10 for each

inning won, followed by GCFP with $130, Baker Supply with $80 and the Thunder with $50.

The Braves and GCFP both won $100 in the semifinals, which awarded $20 for each inning won, while Baker Supply and the Thunder each collected $40. In the final, with $30 at stake in each inning, the Braves made away with $150, while GCFP made $60.

This was the second year for the skins-format tournament, and DiLalla was pleased with the result. He expressed gratitude to GCFP player Dom Mansueti, who spent most of the weekend behind the counter at the concession. Mansueti in turn thanked White Spot, Old Dutch and A&W for helping him out.

Last Thursday, in their final game before the tournament, GCFP won a Nanaimo Senior Men’s Fastball League game against Baker Supply 7-0. The team will be in action again this Thursday, hosting Lantzville Pub at Waldon Park at 7 p.m.

Cowichan Rugby Football Club senior women’s player and Shawnigan Lake School rugby coach Laura Russell is leading the Canadian national women’s team at the Women’s Rugby Super Series in Alberta.

Russell was named team captain by head coach Francois Ratier last week as Canada prepared to face New Zealand in the series opener in Calgary, succeeding her sister, Kelly, in the coveted role.

“To be named as captain is a huge honour,” Russell said. “To represent these ladies as we head into the Super Series is an amazing feeling.”

Russell had 12 games with the national team under her belt prior to the Super Series, and was part of the squad that had Canada’s best-ever finish at a World Cup, winning a silver medal in France last summer.

“We have strong leaders from the World Cup last year,” Ratier said.

“It makes sense to pick Laura as she’s young and is the future of the team if you think long term. She’s

“She leads by example, we can trust her. That’s wonderful to have in a captain. She has a great relationship with the staff and we can talk about game plans.”

Canada fell to New Zealand 40-22 in the first game of the series in Calgary last Saturday. The team will face the U.S. in Red Deer on Wednesday, and England in Edmonton next Sunday.

The field of golfers, including five from Cowichan Valley clubs, shot 54 holes from Wednesday to Friday, but it wasn’t until the very end that Stouffer pulled ahead. Stouffer hit a clutch birdie on the 16th hole Friday and made par on the final two holes to finish at 224. Luciuk could have forced a Softball City, Cloverdale Athletic Park, Surrey, British Columbia, Canada playoff with a six-foot putt on the 18th, but finished with a bogey to end up one shot back.

In the Stableford A Flight, Wheatley and Kloske were among seven tied for fourth with 97 points, while Braithwaite was 18th with 84 points. Michell was third in the B Flight with 97 points, and Hunt tied for 13th in the C Flight with 87 points.

Michell and her teammate Brenda Samis of Vernon shot a nine-under round of 63 to take the best-ball competition over Kloske and Murdoch. The Zone 5 team of Murdoch and Penny Baziuk finished tied with Zone 6’s Little and Josee Deslauriers in the zone competition, but the Zone 5 pair took the title because of a better score on the back nine.

Some of the same golfers, including Stouffer and Luciuk, are remaining in the Cowichan Valley this week for the BC Golf Women’s Amateur and Mid-Amateur Championship at Duncan Meadows from Tuesday to Friday.

Kloske finished seventh in the Women’s Mid-Master, shooting a 24-over 240. Wheatley tied for 12th at 31 over, Michell tied for 20th at 42 over, Braithwaite tied for 22nd at 44 over, and Hunt placed 50th at 75th over.

The Mid-Master Championship was held in conjunction with seven other competitions: the Senior and Super Senior championships, the Stableford A, B and C flights, the zone competition, and the best-ball competition.

In the Senior category, Port Alberni’s Jackie Little shot 231 to beat Victoria’s Alison Murdoch by two strokes. Murdoch won the Super Senior title by three strokes over Holly Horwood of Shaughnessy.

Kloske placed fifth in the Women’s Senior, while Wheatley was 10th, Michell was 18th, Braithwaite was 20th and Hunt was 44th. Michell also tied for

An incredible eight Brentwood College School students and graduates are representing Canada or the U.S. at international events this summer, something rowing coach Brian Carr doesn’t think any high school anywhere can match.

“This is the second year in a row that Brentwood has put athletes onto all three levels: senior, U23 and junior,” he said.

“I would challenge any school in the world to beat that. For us as a rowing club, I think that’s very special.”

Brendan Hodge, a 2003 Brentwood graduate, will sit in the bow seat of the Canadian lightweight men’s four at the highest level, the Senior World Championships, which will be

held at Aiguebelette, France at the beginning of September.

In the Pan Am Games in Toronto later this month, 2012 graduate Martin Barakso will row with the Canadian men’s pair and men’s eight. Barakso was most recently at the Henley Royal Regatta in England with the Princeton University team. Barakso will captain the Princeton crew next season.

Also later this month, 2014 graduate Rielly Milne will row with the U.S. men’s coxed four at the U23 Worlds in Plovdiv, Bulgaria.

Three 2015 graduates will compete for Canada in the World Junior Championships in Rio de Janeiro at the end of August. Rowing this year in the junior men’s quad, Elliot Rogers will make his second trip to

the World Juniors after placing ninth with the men’s pair last year. Women’s pair teammates Yvonne (Evie) Anguelov and Sydney Payne will row in the women’s pair.

The World Juniors will serve as the test regatta for Rio’s Olympic race course to make sure everything is ready for the 2016 games.

“They’ll be treated like royalty, treated like Olympians,” Carr said.

F i n a l ly, A l ex R i d e n o u r and Ellis Hollands of the Class of 2016 will head to the CanAmMex Regatta in Mexico City on July 5-12 with the Canadian junior B team. Ridenour will compete with the sculling team, which is coached by Carr, while Hollands will row with the sweep team.

The Cowichan Valley Capitals have announced their inaugural Celebrity Golf Tournament, set for Friday, Aug. 21 at the Cowichan Golf and Country Club.

Participants can enjoy a round of golf alongside Capitals players and coaches and special guests, followed by an evening at the Cowichan Exhibition grounds including dinner, entertainment and a live auction.
