Rezoning for the proposed Dakova Square development in downtown Duncan has been held over by city council until at least the Dec. 22 council meeting as councillors narrowly voted to seek further information about the site at the intersection of Canada Avenue and Government Street.

Council gave the first three readings to the rezoning application in October, and final approval was expected to pass on Monday, but council voted 4-3 to refer the decision pending a lengthy list of requirements.

That list, which was put forward by Coun. Sharon Jackson, includes a comprehensive traffic study, reviewing the positive and negative aspects of the proposal; a storm water management plan; a geotechnical report; an environmental impact report; an analysis of shadowing on Charles Hoey Park; and the consistency and relationship of the proposal with the defined streetscape, scale, building heights and significant buildings.

It had been a dark and stormy night, more clouds were threatening to chase away the few patches of blue sky and the grass was soaked last Sunday morning but

that didn’t stop them.

A crowd of enthusiastic volunteers descended on a quiet corner of Hemlock Avenue to decorate a new Lake Cowichan Lions Christmas House for Eileen Pilkington and her family after their iconic South Shore Road home burned down during a storm on Nov. 6.

She was away at church and many of her friends in the community had conspired to bring lights and decorations to a work bee at her place while she was out of the house. Emails and posts on Facebook had talked of the “secret� event, urging everyone to join the effort, talking about

Vote leaves Sportsplex with huge financial hurdle ANDREA RONDEAU CITIZEN

The future of the Cowichan Sportsplex has been thrown into uncertainty after funding for the facility was put to nine separate referenda alongside municipal elections on Nov. 15, and some of them failed, while others passed.

“It definitely leaves things up in the air,” said Sportsplex Executive Director Catherine Brandon.

For several years the Cowichan Valley Regional District has provided funding to the Sportsplex of upwards of $100,000 per year through a regional grant-in-aid.

Grants-in-aid are technically supposed to be for one-time funding situations, not annual contributions. In an attempt to switch the funding to a more proper and stable service funding arrangement, the proposed new bylaws were taken to the public.

Funding for the Cowichan Sportsplex, which is located in Duncan, has been contentious at the board table, with some directors arguing their areas should not have to pay for the facility as their constituents use it very little or not at all. Others argue that it is a regionally used facility, important for the entire Cowichan Valley as the area tries to build sports

tourism by attracting more tournaments and large events like the BC Seniors Games and the BC Summer Games.

On Nov. 15, five of the nine areas voted against funding the facility, while four had “yes” votes.

Areas A, C, D, and E made up the “yes” contingent, while the referenda failed in Areas B, F, G, H and I. This leaves the Sportsplex looking at possible financial support from the CVRD of just $42,000, though even that is not fully confirmed yet, rather than the approximately $149,000 they got last year.

“That leaves us quite under what we need,” Brandon said. “We do know that our budget is as tight as it can be. We give great value.”

The Spor tsplex is run for about $400,000 a year, which she describes as a “really good deal.”

Brandon said the society that operates the complex will be watching anxiously on Dec. 10 when the matter of the Sportsplex comes before the CVRD once again. She said the society was holding a budget meeting on Nov. 26 to try to work out where they will go next. She said there’s a possibility they will ask the CVRD for a grant-in-aid, or they may have to look to the Municipality of North

Cowichan and the City of Duncan for increased funding.

“We wouldn’t be able to continue offering the same level of service that we do for that much of a reduced price,” she said.

In spite of the disappointing results of the referenda, Brandon said she was encouraged by what she called “pretty impressive” percentages of support, even from the areas that voted “no” overall.

“It definitely kind of reconfirmed for us that we do have support through every corner of the region,” she said. “That just gives us more encouragement that we’re doing what the whole community wants us to do, which is great.

We just have this period of lots of question marks right now.”

Major road work will take place in downtown Duncan early next year, including the complete reconstruction of the intersection of Ingram Street and Canada Avenue and a significant renovation to the intersection of Duncan Street and Queens Road.

Duncan city council voted on Monday to tender the project, which is estimated to cost just over $1.7 million and will take from February to May to complete.

Within the project, the intersection of Ingram Street and Canada Avenue will be rebuilt to include left-turn lanes, expanded pedestrian areas and new traffic lights, while the nearby intersection of Duncan Street and Queens Road will be converted to a four-way stop.

Bike lanes, curb flares and wider sidewalks will be added throughout the area.

Traffic and parking will be affected during construction, although Canada Avenue will remain open to southbound traffic, and the finished project will result in minimal loss of parking.

The City solicited feedback about the project at an open house on Nov. 18, where a number of concerns were looked at, such as where tour buses will park during construction, how transit buses will be impacted by the work, and how other streets in Duncan’s core will be impacted.

Cowichan Valley recycling added another partner to its impressive ranks last summer as Greasecycle, Inc. teamed up with the University of British Columbia to help further reduce greenhouse gases on the Vancouver campus.

Technology is an increasing part of school life and keeping the Cowichan Valley School District up to date has been a challenge, according to district technology principal Glen Posey.

“Two years ago we were a bit of a sinking ship as regards technology. About 80 per cent of our gear was six years of age and older. We knew we had a lot of work to do,” he told the last board of education meeting.

In addition, a major restructure of the district’s schools meant some sweeping thinking was needed.

“We wanted to try to get technology infused into the classroom, to be sure the tools were there to support personalized learning. And we wanted to move away from configuring technology in our lab spaces where we had to stand our kids up and take them to that space,” he said.

But there was also the idea of bring your own device (BYOD), according to Posey.

“They’re already packing this gear in their pockets or their bags. We wanted to welcome it into our schools. And we wanted to provide teachers with some training to effectively utilize the technology.”

“The piece of the puzzle we needed to put in place first was stabilized funding for it. We just weren’t able to keep up where we were,” he said.

Careful thought went into what needed to be done first. That meant a look at infrastructure, “our hard-wired highway in our buildings.”

“Then, we needed to increase our bandwidth. It didn’t matter if we put brand new, shiny gear inside the buildings if we don’t have that bandwidth at the door,

we’re in trouble,” said Posey.

An expansion of web services, using things like WordPress and cloud storage have really allowed the district to move forward.

But, it’s also meant a rethink to redefine computer lab space so that it becomes “a learning commons area,” he said.

Posey admitted it has sometimes been hard to accept that there may not be 30 of the same things sitting in that space “but the devices free flow and it’s basically a resource area.”

New wiring is also going into

every building.

“Our secondary schools can support up to 2,000 devices at a time; our elementary schools can support up to 1,000. We’ve also purchased external bandwidth for every building. Then, last year, we started a mentorship program in our elementary schools paired with an iPad rollout. We had two mentors and two teachers in every elementary school so we are trying to build capacity and four people in every building. We will continue to expand on that,” he said.

Servers have been upgraded, too.

“We’ve taken eight physical boxes that were sucking a lot of power and were aging out and pushed them onto one high-end server. That’s been a big success for us,” he said.

The district has also expanded web application services.

“On top of that we’ve started the migration away from labs so every school last year received 35 iPads. They have the mentors in their buildings and as their desktops are aging out they are being removed. Many of our schools are adding to or supplementing that.

Some of our elementary schools have 60-80 tablet computers in play right now. It is expanding like wildfire,” Posey said.

Teachers find using technology offers students the chance to explore new ways to communicate, each at his or her own level, from kindergarten on up.

She showed videos from two students who, tackling similar projects, produced quite different results but at the end, were both able to take pride in using their own skills.

Trustee Mike McKay was delighted at the success stories from the balanced approach.

“Leaping in and buying a lot of stuff and expecting magic doesn’t work,” he said, adding that the group’s efforts to “refresh the tech” and introduce “BYOD” are the way to go.

“It helps create ongoing excitement,” he said.

Sportsplex vote results bad for whole region e’re profoundly disappointed, though not surprised by the outcome of the Sportsplex funding referenda on Nov. 15.

We can now only hope there’s a workaround for the painful lack of regional thinking on display during the vote.

Because make no mistake, the future of the Cowichan Sportsplex is in serious jeopardy. Making up more than $100,000 in funding to keep the place up and running will be no easy feat.

And it all could have been avoided for just, literally, pennies from voters — and not even new

pennies. That’s right. Voting in favour of funding the Sportsplex would have cost voters absolutely nothing extra on their taxes.

The Cowichan Valley Regional District was already providing funding. This would just have seen the money coming from a different part of the budget.

Of course, the vote was designed to produce exactly this result — essentially a failure in funding — by the architects at the CVRD board table.

The directors knew what they were doing when they made it an area by area vote rather than one region-wide referendum. They’ve

all been around long enough to know what the consequences would be.

We don’t let the elected officials off the hook on that one, any more than the individuals who voted — and the thousands who didn’t.

What has the “no” vote in five of nine areas cost us?

The potential for economic development for one.

Many of those who voted against funding the Sportsplex will no doubt tell you they are all for economic development — in the abstract — because it will help to bring prosperity to

the region. But let’s get down to brass tacks.

The CVRD has endorsed a plan to try to attract more multi-sport games and large tournaments to the Valley.

This will bring in dollars.

The Sportsplex is a key facility in allowing us to host such things. Without funding it will inevitably deteriorate. We’re concerned now about our ability to host the BC Summer Games, coming to Cowichan in 2018.

We’ve also heard the argument from individual voters that they don’t use the Sportsplex, so they shouldn’t have to pay for it.

They may not use it, but we bet they know somebody who does, or somebody’s child, brother, sister or friend whose sports team does. Or someone who’s participated in the MS Walk there, or the 12-Hour Relay, or the Walk for Memories.

Not to mention the fundamental idea that we group together to afford amenities as a community that we cannot afford as individuals. Think schools, health care, parks etc.

This vote provided a sad outcome for the Cowichan Valley, one we’ll be desperately trying to correct for years to come.

It is hypocrisy to deny duty to veterans It’s unfortunate that the phenomenon known to texters as TMI (Too Much Information) means news that should have caused an uproar among Canadians, entirely slipped by me.

Late last year Legion Magazine featured an article that briefly mentioned the class-action suit brought against our government by a relatively small group of modern-day veterans. I say our government, because it’s important to note that these are the people to whom WE gave the right to make vital decisions on our behalf. The suit alleges that one of those decisions, the Canadian Forces and Veterans

Re-establishment and Compensation Act, violates the rights of veterans injured in the course of their assigned military duties.

The first attempt to bring this action was denied on the basis of the contention of government lawyers that the suit had no chance of success and that it was frivolous. Since one of the claimants had lost both legs, an eardrum and a testicle while serving our government’s priorities, I’m not convinced that “frivolous” quite covers the situation.

Thankfully a judge from the British Columbia Supreme Court agreed, and the suit continued.

Not being a lawyer, I won’t attempt to offer an opinion on whether the action should succeed or not. What I do take issue

with is the language used by government-employed lawyers and other like-minded federal bureaucrats to deny there is just cause for the action.

Our government’s contention is that they owe no special moral or social obligation to veterans.

Further, they argue, and I quote: “…there is no sacred duty owed by the government to its veterans”. That government purports to speak for you and for me.

When military action by our country results in tragic disruptions to the lives of those sent to do our bidding, it is obscene hypocrisy to deny our sacred duty to them.

My suggestion for Mount Tzouhalem would be building a tapering, pillar-shaped cairn made of white rock or stone (for visibility and durability), with a reflective metal surface at the top to catch and reflect sun rays. Such a project could draw financial support from enough individuals, groups, and businesses to make it happen at no cost to taxpayers.

In 21st century Canada newly constructed mountain top monuments on public land should no longer be religious in nature. In the 2001 Census, 39 per cent of residents of the Cowichan Valley listed “none” as their religion.

At long-term rates the percentage who are “non-religious” will have grown in the Cowichan Valley to 50 per cent or more by now — and it will continue to grow.

The memorials we put on public land should inspire the entire community, not just a shrinking minority within it.

In Canada, religious symbols are no more appropriate on public mountain tops than on public sports fields, on public schools, or on any other form of public property. Individuals and groups continue to be free to put whatever religious symbols they want on their private land; but on public land — especially that as prominent as mountain tops — something that can touch the emotions of the entire population (not just half of it) should be the goal behind the construction of any new public monument.

I would like to respond to the recent articles in the Citizen, and Eleanor Setton’s concerns in regards to woodsmoke, and the use of woodstoves in the Cowichan Valley.

If the B.C. Ministry of Environment would like to go further or dig a lot deeper into the health and welfare of its citizens, then woodstoves would just be amongst a very large list of things that are extremely harmful to our environment and the well being of its citizens.

David Suzuki just recently provided us with articles on the harms of geoengineering. Geoengineering activity has been going on for decades and polluting our atmosphere. This information has been hidden from the greater public.

The Cowichan Valley has just been through two large power outages in the last several weeks. The only thing that is guaranteed in a power outage is the woodstove. Along with climate change, how will most of us cope when we lose power, possibly for extremely long periods of time?

I believe this “great concern” that the Ministry of Environment suddenly has for us is to be completely reliant on Hydro and other sources of heat. We then have no control or are self reliant in any way, and our bills just keeping going up each year.

Our neighbour blows marijuana over our fence all day long. My children and I are told that there are no laws in effect to control this. I doubt very much the B.C. government will look into the effects of this any time soon. Woodstoves have been around for centuries. This is distraction by big corporations that are brainswashing us into believing that the woodstove is our enemy. This is still about misinformation and corporate greed.

I am so glad the Declaration of the Rights of the Child has made it into a newspaper. I want to thank Mary Dolan for her efforts. I first got my official information on it from Bob Ringma, MP on Feb. 27/97 and have not been able to get it recognized; great job Mary.

Parks Dept. did great job clearing up from storm About six days after the recent windstorm that swept through the Valley, I phoned Ryan at the CVRD Parks Department to alert him to the fact that a tree had come down over the Trans Canada/Cowichan Valley Trail near the Bings Creek footbridge.

down on the ground all over, I did not expect him to get to my request for some time. Surprise!

The tree was cleared the next day. And the trail to the bridge was blown of all the smaller twigs and leaves! A BIG thank you, Ryan, and to your crew!

People have spoken on amalgamation study

A while ago, the City of Duncan conducted a phone survey and one of the questions they asked was whether or not residents were in favour of studying amalgamation. Close to 70 per cent said yes.

In last week’s election, there were questions on the ballot regarding amalgamation/ boundary restructuring. A majority of people voted yes.

Yet, will the city actually move forward with having a study done? There is talk about how much a study would cost but, in the Victoria region, most municipalities voted yes to a similar question and the province has now stepped forward and agreed to fund the study.

A phone call from Duncan City Hall to the province could undoubtedly secure the same.

The mayor was quoted as saying it is premature to say how his new council will act. Do we live in a democracy or not? The people have spoken. Isn’t council supposed to represent the people that elected them?

The dust causes very poor air quality in Youbou. [SUBMITTED]

What about the air quality in Youbou?

Good afternoon Minister, I just find it fascinating that the Ministry of Environment issued a bad air quality alert yesterday Nov. 17, 2014 for the Cowichan Valley asking people to please do not burn any wood in your homes.

Yet since I and others have been trying to tackle this dust problem in Youbou no ministry has ever issued a bad air alert here.

We are back to the dust again as the weather has been dry, hence the dust. Yet with the weather changing we will be back to the mud on the road and our new vehicles (that’s always nice on your new investment) plus the sides of the road disappear (the white line). The good news with mud, it does not dirty the siding on your residence as the dust particulates do.

Jackson has expressed concerns about the development since day one.

“This is an incredibly sensitive site and one that requires our best efforts to see that it is handled in a way that will create a positive contribution to our city,” Jackson told council. “In this application, we have a developer, who does not yet own the land, speculating that if he receives the request-

ed spot rezoning, he will have a financially viable development. This is an application to support land speculation. This should be thrown out, not approved.”

Leading up to the Dec. 22 meeting, city staff will prepare a report for council about the viability of the requirements listed in Monday’s decision.

“Staff will be preparing a report that will provide staff’s consideration of the items and the costs, timelines and other impacts of requesting them,” city CAO Peter de Verteuil said. “The report will be accompanied by a draft letter to the developer requesting the listed items to be provided by a certain date. If council approves, the letter will be sent.”

Mayor Ross Forrest and other intrepid climbers were up ladders attaching strings of lights and decorations, while others were bringing boxes or even more decorations and helping out from ground level.

Good cheer was in the air.

“We talked about having a fundraiser but then we thought of this. It will mean so much more right now. And she did so much for the community. It’s time to help her,” Thompson said.

An enthusiastic member of the Lions Club, Pilkington and her family decorated their house to the nines every year and

opened it to raise money for the club, and also for muscular dystrophy.

By 11 a.m. she was home and friend Darlene Weberg-Pohn shared on Facebook, “I just saw a very happy lady at 49 Hemlock!

I drove by and she was just getting home.

She said, ‘There’s lights!!’ so happy, she was lit up.”

There still is a fundraiser scheduled to help the family replace their lost treasures. It will be held Wednesday, Dec. 3 from 4-8 p.m. at Jakes at the Lake.

The Cowichan Energy Alternatives Society and its offshoot, the Community Carbon Marketplace, are making a bid at $10,000 in BC Hydro’s Community Champions contest.

Many people ignored backyard burning ban WOODSMOKE, From Page 13 the Cowichan Valley. At around 5 p.m. on Nov. 14, the average level of fine particles measured at the monitoring station in Duncan rose above the provincial guideline, and remained elevated for six straight days. People with chronic conditions were advised to limit their exposure by staying indoors, keeping windows and doors closed, and to use air cleaners equipped with HEPA filters.

Like thousands of municipalities across North America, the Cowichan Valley Regional District now manages the impacts of backyard burning on local air quality. Burning is completely banned in the City of Duncan, and the towns of Ladysmith and Lake Cowichan. In Electoral Areas A, B, C, D and E, back yard burning is restricted to March 15 through April 15 in the spring, and Oct. 15 through Nov. 15 in the fall, and only when the B.C. Venting Index for southern Vancouver Island (SRN VAN ISLD) is “good”, indicating that weather conditions are adequate to disperse the smoke before it builds up and creates a problem.

No backyard burning should have been occurring on Nov. 8 because the B.C. Venting Index was “poor”, and even though burning is not allowed in most areas of the CVRD as of Nov. 15, many backyard fires were observed during the advisory period. Any backyard fire that violates these bylaws can be put out by the Municipality of North Cowichan or CVRD at the property owner’s expense. If you are being impacted by the smoke from an illegal backyard burn, you can report it to CVRD or MNC bylaw enforcement (www. cvrd.bc.ca/index.aspx?NID=1464).

The hugely popular ride through the decorated woods at the BC Forest Discovery Centre north of Duncan at 2892 Drinkwater Rd. has become a colourful, entertaining tradition for many, many Vancouver Island families.

Sampson, the steam locomotive that dates back to 1910, puffs its way through thousands of twinkling lights adorning the 100 acres of trees for a memory-making excursion.

For Chris Gale, manager of the BC Forest Discovery Centre, this is always a special time of year at the FDC. “We love bringing the Christmas Express out and seeing the magic of the holiday in the faces of everyone that attends. Our attendance has been growing, so we are hoping to exceed previous attendance this year with 11 evenings of holiday magic,” he said.

“We invite islanders to come out to see the light displays, enjoy the seasonal music, make a Christmas craft, and ride the Christmas Express train.”

The Express is the facility’s largest fundraiser of the year and its success plays a big part in the ongoing operation and maintenance of the antique vehicle collection, trains, maintenance of the historical buildings and even the preservation of an important ecosystem within the Cowichan Region.

Families can suppor t the museum by attending the event or purchasing a membership for the 2014 season and businesses can even book a Christmas Express Office Party.

The Christmas Express runs on weekends from Friday, Dec. 5 to Sunday, Dec. 23, with the addition of Monday, Dec. 23 and Tuesday, Dec. 23 for a total of 11 magical days.

The BC Forest Discovery Centre opens at 4 p.m. on these dates with train departures every 20 minutes beginning at 4:30 p.m. The last train departs at 8:30 p.m.

Admission is $8 for adults, seniors and youth and $6 for children.

Little ones under two years old are admitted free.

T he 24th annual T ree of Remembrance celebration held

by Cowichan Valley Hospice to help those who’ve lost loved ones during the past year is scheduled for Wednesday, Dec. 3.

Starting time is 6 p.m. outside the entrance to Cowichan District Hospital.

A yearly partnership event between Cowichan Valley Hospice and Cowichan District Hospital, this event offers an evening of gentle togetherness and the chance to help to light up the tree in front of the hospital in memory of loved ones.

“The holiday season can be a difficult time for those who have lost someone,” said Cowichan Valley Hospice client services coordinator, Shelley Kuecks.

“This is an evening for the bereaved to honour the memory of their loved one in a meaningful way, with others who understand how hard it can be.”

Why not go and share your presence with others or just quietly contemplate in a safe and nurturing ceremony?

Many people find significant comfort in it and return year after year.

This free event includes poems, songs from the Threshold Singers and choristers from Queen Margaret’s School as well as refreshments in the hospital cafeteria.

Take a trip to Christmas Past at Duncan museum The Cowichan Valley Museum and Archives is bringing Christmas Past alive during the Duncan Christmas Kick-off this Friday, Nov. 28.

Head to the train station from 5:30-7:45 p.m. to see museum volunteers dressed in period costumes and assuming identities from Cowichan’s past. They will be ensconced throughout the museum displays.

In the King’s Daughters’ Hospital exhibit, Nurse Ellen Lukaitis works to save her patient — a young woman afflicted with a mysterious illness — which she

has to do by the end of the evening. Mrs. Ford, standing in for her husband, Post Master Mr. Ford, is working at the post office, stamping copies of archival postcards of winters past for visitors.

There will also be a Christmas craft for kids to do, at a suggested donation of $1.

If you can’t get to the museum Friday night, the Christmas train display is on until Dec. 19, and features a model of the heritage designated Duncan Train Station and photographs of Duncan in decades past.

The museum is open Wednesday to Friday, 11 a.m.-4 p.m. and Saturdays 1-4 p.m. Admission is by donation.

COFFEE time • Original Joe’s Restaurant and Bar has joined the Mealshare partnership.

“As part of OJ’s growing Community Care Fund, partial proceeds from a featured item off of the winter and summer seasonal menus will go towards Mealshare to purchase a meal for someone in need,” a press release announced. “The addition of all 62 Original Joe’s locations will nearly double the number of restaurants currently involved with the Mealshare program.”

With their Winter Warm-Up menu, for every Miso Ramen Bowl ordered, Mealshare will provide a meal to someone in need.

• Burger King returned to Duncan at the end of last month.

A grand opening held Oct. 29 ushered in its new restaurant at 371 Trans Canada Hwy. in Duncan.

The new 58-seat restaurant is open from 7 a.m. to 11 p.m. seven days a week.

• Kate Marsh announced that the hardworking crew at the Chemainus Health Care Auxiliary Thrift Shop won the Outstanding Philanthropic Service Club award at the Association of Fundraising Professionals National Philanthropy Day awards presentation on Nov. 18.

• Duncan’s Bret Torok-Both received his CPA, CMA designation from the Certified Management Accountants Society of BC at a convocation ceremony held Nov. 15 in Vancouver.

• Young Duncan musician Mikayla Varga, 10, who earned a Gold Medal for scoring the top mark in B.C. on the Grade 1 Voice examination, received the award on Sunday, Nov. 16 in Vancouver.

Regional gold medals are awarded each academic to Conservatory examination candidates in Preparatory A and B and

• Gloria Collins and Ron Joiner just shared with us that $3,255 was raised at the Jo Wright & Friends Fundraising Concert for the Cowichan Valley Food Bank Sunday, Nov. 23 as a nearly-sold-out house really stepped up for the event.

I’ve enjoyed some memorable interviews over the years

F

I remained on her for nearly a year when they sold her. As I was junior captain of the company, they had no ship to give me so I went to New York and sailed in some ships there for about 14 months.

“Finally, I came back home, to St. John’s, Nfld., where I was offered a position as manager of a whaling station. Well, I didn’t know a thing about whaling, and they said, ‘It won’t take you long to catch on, we’ll show you.’ I stayed on that job for five years until the whales were finished then I went back to sea again for about three years.

“When I came in, the owner says to me, ‘We’ve had telegram

Capt. G.J. LeMarquand was 101 years old when I interviewed him in 1971.

—TWP from Victoria, Canada; [they] wants you to go out there and go in the whaling industry. I says, ‘I’m satisfied where I am.’ My owners said it would be a better position for me with a higher wage and more time at home. I told the wife about it; we agreed to come to Victoria. That was in February 1910.

“I went on one of the whaling stations in the Aleutian Islands for four years then they shifted me over [to Washington] where I spent another two years as manager of a whaling station.

And they made me general manager of the company here in Victoria. I was manager here for two years of both companies [on

both sides of the border which operated] under different names.

I remained in that job until 1933 when I could see that the whales were failing and I gave up the job. I was 63. That was the end of my whaling career. I didn’t go to sea any more [although] I was offered some jobs...”

With these broad strokes, Capt. LeMarquand covered his maritime career of almost half a century. Obviously, there was much more to tell, of hazardous voyages and memorable characters he’d served with over those years. We shall chat with him again. www.twpaterson.com

Heart and Stroke Foundation offers free life saving session

Whippletree Christmas helping local food bank The merchants at Whippletree Junction are using their Christmas kick-off to support the Cowichan Basket Society.

On Friday, Dec. 5 they are hosting a TrickleTree Lighting Festival from 4-7 p.m.

It was a year ago that 11-year-old Caleb Kroffat suddenly collapsed outside the Island Savings Centre during his Cowichan Valley Capitals Junior A hockey game.

Immediate efforts to revive the unconscious defenseman were unsuccessful and Kroffat died.

Although an automated external defibrillator (AED) was used, it couldn’t bring him back.

There are, however, many times when an AED can help. There are many times when quick bystander support can save a life.

The Heart and Stroke Foundation encourages the pubic to be trained in CPR and AED use and know what to do when someone has a sudden cardiac arrest. In B.C., sudden cardiac arrest takes one life every four hours.

The Foundation is offering free CPR and AED training to the public on Nov. 29 at the Caleb Kroffat Memorial CPR/AED Training Session from noon to 3 p.m. Everyone is welcome to join in the drop-in, open-house style training, which is being offered at the Island Savings Centre along with the RBC Sports Day recreation activities and public skate.

Participants can go through four stations featuring information and hands-on practice for recognizing a cardiac emergency, calling 911, performing CPR, and using an AED. Blood pressure measurements will also be available, as well as information on healthy lifestyle choices. Visit all stations and receive a free CPR Anytime kit.

The Island Savings Centre has four AEDs and is one of several recreational centres in the area equipped with the devices. AEDs are also at the Kerry Park Recreation Centre, Cowichan Lake Sports Arena, Cowichan Aquatic Centre, Fuller Lake Arena and Frank Jamieson Community Centre.

Sudden cardiac arrest can happen to anyone, anytime, anywhere and a person suffering a sudden cardiac arrest needs immediate attention. Quick CPR and AED use within the first minute doubles the chance of survival.

This weekend, when there is so much going on, Cowichan Valley firefighters are urging Valley residents to remember their fight against neuromuscular disorders.

On Saturday and Sunday, Nov. 28 and 29, volunteers will once again be continuing their fight with the 29th Annual Cowichan Valley Fire Fighters Boot Drive for Muscular Dystrophy.

Organizer Cam Ferguson of the Cowichan Bay Fire Department said, “Last year firefighters across Canada raised $3 million for Muscular Dystrophy Canada. Funds raised by the Cowichan Valley Firefighters are used to provide support for those living with one of over 150 neuromuscular disorders covered

by Muscular Dystrophy Canada. These funds support research, education, services and equipment.

A single power wheel chair can cost between $25,000 and $40,000.”

Cowichan Valley firefighters are widely known for their support of this fundraising effort.

“These funds also have a direct impact on the Cowichan Valley, which is home to 12 registered clients of Muscular Dystrophy Canada,” he said. “The ongoing generous support of the Cowichan Valley residents is directly aiding these individuals. Cowichan Valley firefighters have raised over $370,000 through our Boot Drive alone, and this is due to the great support of our community.”

Ferguson urged folks to look for the fundraiser’s volunteers between 5-9 p.m. this Friday and Saturday. Members from Crofton, Sahtlam, Cowichan Bay, Duncan, Mill Bay and Malahat Volunteer Fire/ Rescue will be out holding their boots at a number of Cowichan Valley locations including downtown Crofton, Catalyst Pulp and Paper, Great Canadian Superstore, Country Grocer Cobble Hill, Liquor Plus Cobble Hill, Save-On-Foods, Beverly Corners and Mill Bay Thrifty Foods, Beverly Corners Liquor Store, 49th Parallel Grocery Store, Mill Bay Co-op and Mill Bay Tim Hortons.

Caps get Griz, up to two in a row KEVIN ROTHBAUER CITIZEN

The newest additions to the Cowichan Valley Capitals’ lineup had key contributions on Wednesday night as the team won two games in a row for the first time in the 2014/15 B.C. Hockey League season.

Adam Osczevski scored on a penalty shot in the third period and Kade Kehoe had an emptynet goal and set up Rylan Bechtel’s eventual game-winner in the second period as the Caps beat the Victoria Grizzlies 5-2 at the Q Centre.

“They seem to be enjoying themselves,” Beatty said of the duo, who came to Cowichan from West Kelowna earlier this month.

“They play hard; they play the right way. They’re good team players. We’re certainly happy with their impact. We didn’t expect them to score as much as they have, but they have been getting some goals for us as well.”

“We had a good first period,” Beatty said. “We played the type of game we need to be successful.

Ryan Burton opened the scoring four and a half minutes into the first period. The Grizzlies tied the score just over a minute later, but Sean Harrison put the Caps ahead again and they carried that lead into the first intermission.

Rylan Bechtel had the lone goal of the second period. Former Capital Dane Gibson got the

Grizzlies back within one with a powerplay goal in the third, but Osczevski added some insurance with his successful penalty shot, and Kehoe wrapped it up with an empty-netter.

Lane Michasiw picked up the win in goal with 34 saves on 36 shots. The Caps fired 26 shots at the Grizzlies’ net.

“We regressed a little in the second and third, but Lane played a solid game in net for us,” Beatty said.

With the win, the Caps improved to 6-18-0-1 on the season, but still sit 13 points back of fourth-place Victoria in the Island Division.

They will play two more key division games this weekend as they travel to Powell River for back-toback matches with the Kings on Friday and Saturday. The Kings sit third in the Island Division.

“We have to keep going forward,” Beatty said. “Powell River is not an easy place to win, but we have to come out with some points.”

Last-play try gets Piggies past Hornets KEVIN ROTHBAUER CITIZEN

A try by Mike Roberts on the last play of the match gave the Cowichan Piggies a 17-15 win over the Nanaimo Hornets in a pivotal Cowichan Cup rugby test last Saturday.

Roberts got the ball off a strong scrum, then switched directions and went on a hard run, bowling his way over the line to score.

Trailing by three points, the Piggies played desperation rugby down the stretch, missing two chances to tie the game with a penalty kick.

With one more late opportunity, they went for the scrum instead, and Scott McLeod picked up the ball, which eventually found its way to Roberts.

The game had started slow for both the Piggies and Hornets.

“The first 20 minutes were a bit of a defensive struggle,” Cowichan coach Gord McGeachy said.

“Both teams struggled to get their offence going.”

About 20 minutes in, the Piggies were trying to run the ball deep in their own end when the knocked the ball on and turned it over, leading to a Nanaimo try.

Cowichan replied soon after when McLeod scored and Wood slotted the conversion, and the teams were deadlocked at the break.

Cowichan came out strong in the second half, getting a quick try from Jenner Teufel to take a 12-7 lead. The score stayed that way until late in the game when the Hornets launched a counterattack that resulted in a try that tied the score at 12-12. Nanaimo continued to press, and Cowichan gave up a pair of penalties, one of

which the Hornets kicked to go ahead by three points with five minutes to go.

The Piggies spent the last five minutes pressuring the Hornets in their own end, and ended up capitalizing on a bad decision by a Nanaimo player to score the winning try.

McGeachy was particularly impressed with Roberts, who had a great game even before scoring the winning try, and with forward Ryan Spooner, who provided a big physical presence on defence.

The match was the last in the Cowichan Cup season until January, and keeps the Piggies in contention for a home playoff game in the spring.

The Piggies will be in action again on Dec. 6 when they host Castaway Wanderers for a Times Cup game.

Isles shut down by Cougars KEVIN ROTHBAUER CITIZEN

The Kerry Park Islanders continued their struggles against the Vancouver Island Junior Hockey League powerhouse Victoria Cougars, losing 4-0 at home last Saturday.

The Isles got off to a decent start, and the game was scoreless after 20 minutes. However, the Cougars got going early in the second, and led 3-0 by the end of the middle frame after adding two powerplay goals. Victoria added one more midway through the third period for good measure.

“I thought we played a good game in the first period, but in the second period, we took some penalties, and you can’t take penalties against those guys,” Islanders owner Mark Osmond said. “We ended the game strong.

I can’t fault our guys for the effort they put in.”

The game marked the Islanders’ annual tribute to Nick Collins, a young minor hockey goaltender and volunteer who died in November 2007 after he was struck by a car. His parents, Bob and Jan,

remain heavily involved in the organization.

“It would have been nice to get a win for the Collins family,” Osmond said.

Kerry Park goalie Leighton Williams had an excellent outing as he was peppered with 45 shots, and managed to turn aside 41.

Victoria’s Grant Payne needed to make just 16 saves for the shutout.

Despite the loss, the Isles remain third in the VIJHL’s South Division with 22 points, just ahead of the Saanich Braves, who have 18. The second-place Westshore Warriors have 33 points, while the Cougars lead the way with 41.

The Isles have another light weekend coming up as they play just once, hosting the Nanaimo Buccaneers on Saturday night at 7:30 p.m.

The Bucs sit second in the North Division and prevailed 7-5 last time they faced Kerry Park, but Osmond believes his team can knock them off.

“They have a good team, but we have good games against Nanaimo,” he said.

Brentwood, Kelsey host volleyball provincials Brentwood College School is competing for the AA provincial girls volleyball championship this weekend in a tournament hosted jointly by Brentwood and Frances Kelsey Secondary.

The tournament began Thursday and will continue at both schools on Friday and Saturday.

Following pool play, which took place on Thursday, playoffs will begin on Friday with games at 10 a.m., noon, 2 p.m., 4 p.m., 5:15 p.m. and 7:15 p.m.

Games on Saturday run at 9 a.m., 10:15 a.m., 11:45 a.m., 1:45 p.m. and 3 p.m. The bronze medal match will be contested at Brentwood at 5 p.m., followed by the gold medal match at 6:30 p.m.

Spend a night out with the Cowichan Capitals The Cowichan Valley Capitals are inviting their fans out for an evening of food, drink and music on Saturday, Jan. 10.

The team is hosting a “Triple B” (beer, burger and band) night at the Duncan Travelodge, an allages event featuring dancing, prizes, a silent auction, and a chance to meet the entire B.C. Hockey League team.

Tickets are $25, including a burger and beer, or $20 for a burger and soft drink. Tickets are on sale at the Capitals office in the Island Savings Centre, and are also available at the booster booth at all home games.

According to Cowichan LMG head coach Glen Martin, the key to success in Div. 1 of the Vancouver Island Soccer League is to score the first goal.

“If you score first, you’ve probably got a 95 per cent chance of not losing,” Martin said. “I don’t care who you are.”

After winning their first 10 games of the season, LMG has failed to score first in their last two contests, and both have ended in 2-2 ties — including last Saturday’s game against Lakehill.

After dominating the league in the first half of the season, Cowichan has slowed their pace early in the second half, but Martin isn’t concerned.

“With 18 games in six months, you’re going to have ups and downs,” he said.

“Teams are pumped up for us. The second time through the league is always harder, and we were unlucky.”

Lakehill took advantage of inattentive play by Cowichan to score the first goal 10 minutes in, and it remained 1-0 for Lakehill into halftime. New addition Craig Gorman, who entered the game at halftime along with Cooper Barry, tied the score three minutes into the second half. Cowichan got a big boost from Gorman’s goal.

“After that, we were relentless.”

Cowichan worked hard to get ahead, but were repeatedly denied, hitting crossbars and posts and having a goal called back.

It looked like Cowichan would hang on for the victory, but early in extra time, a “ghost call” for a free kick gave Lakehill a chance to tie it, and they capitalized with a “one in 100” perfect shot.

With the tie, Cowichan remains undefeated, but the team did lose a little of its lead over second-place Saanich Fusion, who beat Castaways 7-0 last Friday. Cowichan is still eight points ahead of Saanich, with six games remaining in the season.

LMG will play host to third-place Vic West at Ladysmith this Saturday, beginning at 7:30 p.m.

U14 Lightning edge North Island twice The U14 Mid Island Lightning won a pair of close battles against their North Island rivals at the Cowichan Sportsplex last Sunday.

Caleb Nordstrom scored four times as the Lightning won the first game of the doubleheader 6-4, with Derian Thompson and Tyler Smith also hitting the net.

The remarkably consistent Jackson Doucet scored twice in each game as Shawnigan Lake School continued to run the table in the Canadian Sport School Hockey League with four wins in Calgary last weekend.

Shawnigan improved to 12-0 in its first season of play in the CSSHL’s Varsity Division through three weekends of play, one in each month since school started in September.

Cael Halvorsen got Shawnigan off to an excellent start on Friday afternoon, making 28 saves to shut out Banff Hockey Academy 6-0. In addition to Doucet’s two goals, Kyle Bell scored once and added two assists, and Noah Crumb, Triston Lebrun and Liam Kennedy had one goal apiece. Reid Irwin and Devin Williamson each registered two assists, and Tyler Knelson, Gavin Yee and Seth Purdey had one assist apiece.

The following morning, Doucet again scored twice, Crumb had a goal and an assist, and Lebrun rounded out the offence as Shawnigan downed Compete Hockey Academy 4-1. Bell, Irwin, Williamson, Purdey, Kennedy, Olin Webb and Kei Lowes had assists, while Merek Pipes stopped 27 of 28 shots for the win.

Liam Kennedy completed a hat trick and Shawnigan outshot their opponents 70-16 in a 9-1 crushing of Calgary’s own Edge Hockey Academy. Doucet had another two goals, Knelson and Williamson had one goal and two assists each, Irwin had a goal and one helper, and Matthew Kors also scored.

Kieran Furlonger recorded two assists, and Webb, Bell, Crumb and Lebrun each had one assist. Ethan Schovanek made 15 saves for the win.

Lebrun scored his own hat trick on Sunday morning and added two assists as Shawnigan beat Banff Hockey Academy 8-2 in a rematch of Friday’s opener. Doucet added a pair of assists to his customary two goals, while Purdey also scored twice, and Kennedy had a goal and two assists. Irwin registered two assists, and Knelson, Yee, Crumb, Williamson, Tomas Redl and Cody Friedman had one each. Halvorsen returned to the net and stopped 34 of 36 shots.

Shawnigan’s next CSSHL games are set for Dec. 12-14 in Penticton.

Kalissa Fellows came up big in the clutch as the Lake Cowichan Lakers beat Cowichan Secondary School for the Mid-Island midget girls volleyball championship in Lake Cowichan on Nov. 18.

The Lakers won the first game of the championship match 25-20, but the Cowichan Thunderbirds bounced back to win the second game 25-19, setting up a winner-takes-all final. The T-Birds were ahead 8-6 halfway through, and appeared ready to take the title with a 14-12 lead, needing one more point to win.

Kendall Bergstrom made an extra effort to keep the ball in play, and regained the serve for the Lakers, setting up Fellows’s chance to shine.

“With the pressure of one missed serve to lose the match, Kalissa took control, serving the next point, and she and her team tied the game, forcing Cowichan to use their time out,” coach Mike Waller said.

When the teams got back on the court, the Lakers scored the next two points to win the game 16-14 and take the title.

The meeting with Cow High in the final was a rematch of the Lakers’ opening match, a 25-22, 25-14 Lake Cowichan win, in which setter Jordyn Waller set the pace.

Bergstrom led the way with strong passing and hitting in the third match as the Lakers beat the Duncan Christian Chargers 25-10, 25-19. Lake Cowichan wrapped up the round robin against Frances Kelsey, losing 25-21 in the opening game, then coming back to win the second 25-9, forcing a decisive third game that they also won.

As the first-place team after the round robin, the Lakers then faced the T-Birds in the final.

The Saunders Foundation returned to the Cowichan Valley earlier this month to hand out another $10,000 to local groups, with sports organizations collecting the bulk of the donations.

Bob Saunders, owner of Victoria’s Saunders Subaru and founder of the foundation, was born and raised in Duncan, and has made annual pilgrimages in the last few years to pass out thousands of dollars to a wide range of organizations.

“My heart is here still,” Saunders said.

The big beneficiary was KidSport Cowichan, which received $5,000, raised specifically for the group through a golf tournament organized by Saunders’s brother, Bill, at the Cowichan Golf and Country Club in September.

Cowichan Secondary School Thunderbirds basketball, Cowichan Eagles soccer, the Cowichan Valley Soccer Association and the Admiral Mainguy Sea Cadets each

received $500, while the Cowichan Valley Lacrosse Association, South Cowichan Lawn Tennis Club and Duncan Christian School athletics each received $1,000.

The Cowichan golf course is also the location of the Saunders foundation’s annual tournament each May, which this year raised $45,000.

The tournament, which sells out every year, is a big part of why the foundation can be so generous. According to Jim ten Hove, who organizes the big event, the foundation tries to fill all requests for funding in addition to handing out donations like they did earlier this month.

“Anybody that comes and asks, we don’t turn anybody down, but we also want to give back to the community,” he said.

The foundation has also provided extensive funding to high school music programs on Vancouver Island, and is particularly proud of the Comfy Car program that helps get young cancer patients from the Island to the BC Children’s Hospital.

Player-coach George White praised the Cowichan Steelheads’ effort last Saturday night in a 1-0 loss to an experienced Vantreights in the Vancouver Island Soccer League’s masters B division.

“It was a hard-fought battle,” White said.

“Barring the penalty shot given against us in the first minute of play, it was like a boxing match that went 15 rounds — no decisive winner and likely a split decision.”

The Steelheads got off to a strong start against Vantreights, which sits fourth in the division.

“In the first half, we held our shape well and won many 50-50 balls,” White said. “We are also becoming more composed with the ball and we were able to knock it around a bit and maintain some possession. Our attack came up the flanks and also built up through the middle and we were able to get several corners and some good scoring opportunities.”

Cowichan faded a little down the stretch, but managed to keep pace with Vantreights.

“The second half was maybe not quite as disciplined, but exposed some weaknesses with fresh legs coming on, and it never really felt like we were in too much danger with our defence playing deep to eliminate foot races,” White said. “All-in-all the type of game we hope for, where anyone can win, reminded me that we can compete with any team in this league and with a bit more polish we will get some results.”

In Div. 2 of the VISL, Cowichan United lost 4-0 to Vantreights last Sunday.

“We came out flat and they punished us with four quick goals,” manager Neall Rowlings said. “We rallied back and made a game out of it from there.”

Goalkeeper Darian Achurch had a topcorner save to hold Vantreights to four goals.

“We have gone back to the basics this week and are preparing to get back on track with some positive results,” Rowlings said.

Cowichan will play Sooke this Saturday night at 6 p.m. on the Ladysmith turf.
