Company profile
Energy improving life.
CPL Concordia is today a Group composed of 18 companies (between controlled and linked companies) and which operates in Italy and several other European countries.
CPL Concordia operates in the whole world of energy: energy management, sale and distribution of methane gas and GPL, e-services, information technology, building automation, construction and maintenance of networks for electrical energy, water and gas.
Today CPL Concordia is a Group composed of 18 companies (between controlled companies and associated companies) and operates in Italy, Greece, Romania and Croatia, Algeria.
The initials CPL mean Cooperativa di Produzione Lavoro [“Cooperative of Work Production”]. CPL was formed in Concordia, in provincia di Modena, in 1899 – with the objective of guaranteeing work to a group of labourers – and it grew progressively right up until the present arrangement.
At a glance
Started out as a cooperative of labourers, CPL Concordia today entirely covers the broad spectrum of the world of energy.
The origin of CPL Concordia was long ago, in 1899. On 23 April of that year, at Concordia, the Association of labourers of the ex-Mandamento of Concordia was established. From its constitution until the 1930s, CPL Concordia dedicates itself to works of excavation, land reclamation, canaldigging, construction of embankments, laying out of roads. Following repeated difficulties, between 1936 and 1945, the cooperative ceases its own activities because of lack of work. The activites recommence immediately following the war, with the use of new technologies
is a cooperative company with responsibility for production and work at Concordia, a supporter of the National League of Cooperatives. Up until the start of the 1960s, CPL Concordia continues along the traditional track, though not without elements of diversification, such as in the case of the construction companies in the water sector and the first works in reinforced concrete. But the most significant year for CPL Concordia will be 1964 when Giuseppe Tanferri (President) and Bruno Bighi (Technical Director) decide to take the big step:
in the first years of the 1970s, runs side by side with the transformation of the equipment and apparatus and of the distribution plants for the correct use of methane gas and the “safe gas service”. In the opening years of the 1980s, CPL actively participates in the “methanisation” of the Mezzogiorno; this is how the management business began. They also take the first steps in new sectors which will become consolidated over time: district heating, heat management, combined heat and power. During the 1990s, CPL intensifies
which permit the mechanisation of a large part of the works. The decision to modify the corporate name to CPL dates from 1948: CPL
the construction of networks for the distribution of methane gas. Over the course of several years, they consolidate this type of activity, which,
its presence in the management and distribution sectors, with an eye to the development of ever more innovative solutions.
100 years of history
The entrepreneurial cooperative model contains a challenge; that of combining two elements which tend to conflict: expertise and democracy.
Expertise is the capacity for doing well and for always doing better, in a controlled manner; democracy is the capacity for doing together, making the most of freedom and diversity. It is in the crossing of expertise and democracy that the cooperative expresses its true identity.
vision of only profit, which moves us. It is from here that the full river of cooperative competitivity has its origins, that makes us capable of adapting ourselves to the changes of the market. We want to leave an economic heritage and a heritage of values to future generations.
The cooperative is lively enterprise which can win in the market with an original model, contemporaneously efficient and humane.
This articulate heritage is like a root in the earth, capable of feeding the tree and of making it sound and stable. It is not of our invention, but a precious inheritance sent to us by those who preceded us.
The cooperative, with its concept of generational continuity, wants not to survive, but to live. It is this broad horizon, which goes well beyond the
Being a cooperative
For CPL Concordia, the work is the primary value and the working partners are the proprietors of the business.
This means personal involvement and teamwork. It means truly believing in what you do. It means belonging to a history and to a territory that grows with time. It means questioning yourself, discussing, sharing, living in a structure which makes the democratic capacities of everyone grow. It means working with a profound sense of responsibility towards the partners of the past, the partners and the families of the present and the partners who are yet to come.
Working to guarantee the generational continuity (that is, the existence of this enterprise in the future) means giving great importance to the economic value, an essential factor for maintaining a company healthy. In all of this game of values, in the stadium of the world of economics, one must always have a set of basic rules present. Fair play, honesty, attention to justice, solidarity, respect for the environment are values capable of making the economical enterprise a vital and precious social subject.
Values
The Mission expresses the sense of existing and of acting of an enterprise, its raison d’être.
It tells why an enterprise exists and why it wants to continue to exist. It is founded on the values of the enterprise and is a useful instrument for maintaining the course, directing the efforts of everyone towards a common horizon. CPL means Cooperativa di Produzione Lavoro [“Cooperative of Work Production”]. For 106 years, our mission is to generate real work: regulated, safe, making the most of the person and his or her characteristics. Work which gives dignity to who carries it out, which makes one grow in a professional capacity and in humanity.
Work which becomes heritage for the land. Work carried out to the best of our abilities with reliability, consistency and professionality. Today, we express this our mission operating in the world of energy: heat management, service provision, engineering, sale and distribution of methane gas and LPG, construction and maintenance of networks for gas, water, and electrical energy.
Mission
The CSR is the Corporate Social Responsibility.
In 2001, the European Commission, in the so-called Green book, declared that the Corporate Social Responsibility “consists in the voluntary integration of the social and environmental dimensions in commercial operations and in the relationships among all the interested parties”. Each enterprise has a social responsibility. Each enterprise is therefore responsible towards the entire social framework: it is immersed in an environment, operates in a territory,
subjects is directly involved in the operation of the enterprise: it is influenced by it and influences it, directly or indirectly.
involves people, agencies, institutions in its work.
CPL Concordia invests a lot in this instrument, seeking an ever-greater involvement from the shareholders.
All of these subjects which interact with the enterprise are called shareholders (“holders of interest”). Each of these
Social balance is the measuring instrument of Corporate Social Responsibility: instrument of autoanalysis, of knowledge and of transparency, essential and strategic lever for continual improvement.

CPL Concordia is a cooperative and it belongs to its partners.
The organisation The actors who contribute to the enterprise are: the Assembly of Partners, the Administration Council, the trade union. The operational key of the cooperative is in the Management Committee: here is where the link between property and activity. In fact, the Management Committee ensures the carrying out of the decisions reached by the Administration Council, delegating the definition of plans and strategies to the managerial structure. The new organisational structure of CPL Concordia has been active since 1 January 2007.
There are two innovative aspects: the business model and the general organisational structure. While the business model until 2006 dealt with the divisional structure (poles of expertise), the new structure is based on a mixed model which takes into account homogeneous territorial areas in which to develop all our capacities, while making ise of some centralised services.

Combined heat and power is the combined production of electrical energy and thermal energy
Systems of combined heat and power The combined heat and power generator is formed from an internal combustion engine attached to an electrical generator: the heat developed by the engine during its operation (cylinders, lubricating oil, exhaust gas) is recuperated and converted into thermal energy. In this way, almost 90% efficiency is obtained. The Combined Heat and Power Service accompanies and supports whoever chooses combined heat and power, with the following activities:
maintenance and quick response service training for the qualification and obtaining of green certificates and titles of energy efficiency remote control for the monitoring the installation 24 hours a day. The Combined Heat and Power Service offers you peace of mind and efficiency in one service.

CPL Concordia invests heavily in research in the energy field, with great attention to solutions which respect the environment.
Sources of renewable energy Through the years, we have above all developed a deep experience in the exploitation of energy produced by several sources of renewable energy:
there is a significant consumption of hot water: residences, schools, hospitals, nursing homes, public offices, sports centres, swimming pools.
SOLAR The principal element of a thermal solar plant is the collector which is exposed to the sunlight. The collector is in its turn composed of an absorber, which job it is to absord the solar radiation and transform it into heat. The heat generated in the absorber is transferred
GEOTHERMIC The temperature of the earth, just a few metres below the surface, maintains itself constantly at around 14 degrees throughout the year. The geothermic energy heat pumps exploit this natural phenomenon by extracting heat from the earth in winter for heating, and by
to a reservoir containing water. The water accumulated and heated is then exploited for sanitation or for a low temperature heating installation. This type of operation is applicable wherever
converting it in the summer to cool down. By simply exploiting a free and easily available source, it is possible to heat up and cool down environments using a single system and in a very
functional manner. BIOMASS Modern boilers burn high quality wooden combustibles, such as pellets, chips and rejects of manufacture, with emissions comparable to those of conventional gas or diesel systems. The combustion can be controlled automatically according to the energy demand, the quality of the combustible and the composition of the exhaust gas. Over and above the high efficiency, systems of wood-burning heating do not produce any emissions containing carbon dioxide.

Air conditioning From thermal energy and refrigeration plants to internal installations. The service is adaptable to all areas: service sector: blocks of flats, shopping centres, residential centres, banks public sector: schools, hospitals, sports centres, public structures in general trade
The service has an average contractual duration of between 3 and 9 years, during which CPL Concordia offers a service of maintenance with a total guarantee and which is customisable according to the needs of the client. The direct management of the installation makes us particularly flexible. By managing the whole process ourselves – feasibility study, planning, overseeing the works, management and maintenance – we guarantee an optimal result: increase in performance, increase in installation lifetime, lower running costs.

Today more than ever, public administration warns of a need: the regulation of installations of public lighting.
Public lighting This in combination with a general decrease in human, technical and financial resources. The contracts for the management and maintenance of the public illumination installations are brought about for this very reason. Following that already tried and tested with the thermal installations, CPL Concordia proposes contracts of several years’ duration, within which the technological innovation becomes the principal lever for the reduction in costs.
With the contract for public lighting, CPL Concordia establishes, in agreement with public administration, the type of investment that it wants to tackle. Starting with this and the regulatory requirements, the operation begins, which then develops along two key elements of the installation: the aesthetic impact, the energy impact.

CPL Concordia proposes integrated installation solutions: planning and engineering, construction and testing, technical management and maintenance.
District heating systems The district heating installation is made up of one or more remote energy sources and is situated in the production centre. The hot water produced is channelled through the underground pipes of the city, to reach the connected buildings. Upon reaching the destination, thanks to heat exchangers which substitute the traditional boiler, the hot water is used for sanitation use and environmental heating. All the equipment is controlled and operated through a system of computerised management.
The district heating installation is characterised by an extreme simplicity of management: a boiler no longer exists, but simply a heat exchanger. This means eliminating danger and the necessity for checks. Thanks to this service, the management is entrusted to CPL Concordia. The cost of management is in proportion to the consumption: you pay only for what you consume, through reading an authorised energy counter.

The problem of the quality of air in closed environments is extremely topical in the broadest area of the protection of the environment and of the respect of the current regulations.
Reclamation of Aeraulic installations What of the awareness, widely known by now, of the risks connected with the quality of the air that we breathe (the World Health Organisation estimates that 30% of people in non-residential buildings are hit by some form of illness). It is therefore essential that the installation be maintained in hygienic conditions and at optimal efficiency.
The best method for the reclamation of aeraulic installations is therefore COLLOM technology, which permits and provides the following benefits: The certificated observance of the requirements of the law; The cleaning and uniform hygiene of the piping of all types and dimensions;
The guarantee of hygienic conditions of the air so as to exclude every possibility of infection or illness for the people who occupy the workplace; The restoration of the normal values of the micro-climate; The reduction in both the medium and long term of maintenance costs for the installation.
A saving of time equal to 30% with respect to other mechanical systems; A reduction of operation costs;

Management integrated into the services to improve the efficiency and obtain an optimal economic management.
Global Service Through the Global Service contract, the client entrusts all the services that they wish to tertiarise to CPL Concordia – according to the forms anticipated by the legislation. The client and the provider draw up a long-term contract: the duration is a function of the requirements, the methods a function of the requested services. A central element of the Global Service contract is the technical management. This consists of all the actions (organising, checks, engineering) which are aimed at: streamlining the procedures, reducing the costs, integrating the activities, optimising.
» Computerisation » Call Center » Plant and architectural register and census » Remote control » Building automation » Budgeting » Executive planning and management of works » Accountancy » State of progress of works » Energy diagnosis and certification » Management of normative practices » Management of property tax » Fiscal and contractual assistance » Management of internal and external resources
The activities of technical management refer to a single interlocutor – the Contract Manager – who supervises a staff of specialists for each specific activity anticipated by the contract.

Network inspection The systematic search of gas escape from the distribution networks is an essential safety activity. The Authority for electrical energy and gas has ordered the obligation (order 168/04) to inpect pre-established percentages of the distribution networks.
The speed of response of the signal system permits the recording of all presence of methane less than several metres from their indentification.
The service offered by CPL Concordia sets alongside the traditional search techniques of pedestrian means, the most efficient employment of automatic means, provided with sensors for the presence of methane traces in the air to the concentration of 1ppm. It is thus possible to identify escapes of a minimal amount.

To guarantee safety means protecting life, the business, the building.
Anti-incendiary installations Hospitals, apartment block, offices, hotels, factories, warehouses. A fire can have very serious consequences, which can be easily limited or even avoided. In every case, timely intervention – in the initial phase of the fire’s development - can reduce the potential damage to a minimum.
All the automatic detection and warning systems of fire alarms planned by CPL Concordia are studied with double attention: an evaluation of the risks and a choice of the most innovative and appropriate solutions for the needs of the customer. All of this in complete respect of the anticipated regulations.
The systems of automatic detection, of manual signalling, of fire alarms are actually a great help in protecting the buildings and the people who live and work in them.

The objective of domotics is to improve the quality of residing.
Domotics Domotics is a neologism which derives from “domus” (home) and from informatics and it means simply bring information technology into the house to improve the quality of residing there. Adding technology to the place where you live, over and above improving the well-being of whoever uses the rooms, means being able to optimise energy consumption and therefore reduce running costs. Domotics can be seen as an application of Building Automation which deals with developing technologies for homes to create an “intelligent house”.

Systems of video surveillance have become a fundamental component of security systems
Video surveillance Through systems of video surveillance, we have the possibility of visualising live images (in real time) or even recorded so as to monitor environments or areas and be able to identify dangerous situations, organising then the intervention of the emergency services. Consequently, the heaviest employment of telecameras in other sectors (medical, checks on industrial work, robotics, video-conferencing, etc) has opened the market to new and exciting challenges, making necessary the continuous research of innovative solutions, such as the image enhancement adaptable to various types of systems and installations.

Access control This is a type of installation which allows for permitting people and/or vehicles to enter or exit determined zones or areas. With access control systems, it is possible to manage access to an area based on:
the characteristics of the person requesting access (for example: staff, visitor, vehicle)
the date and time in which the access request is made, etc
To limit access, we use: electric shutters, bars, turnstiles, revolving doors, etc... The potential users of these systems are: businesses, sports centres, hotels, public places, hospitals, banks, stadiums, car parks, etc.

HVAC systems The automation of the regulation can be applied to installations » Newly-constructed » Renovated » Existing In the planning of the regulation system for an HVAC (Heating, Ventilation and Air Conditioning) installation, the objective is to provide it with its own autonomous intelligence for controlling the heating and air conditioning.
To reach this goal, it is necessary to conduct a thorough analysis of both the electrical and the functional characteristics of the elements which make up the installation. The experience and the know-how of our staff permits us to provide customised solutions capable of responding to the most pressing requests, thanks also to a time-tested production process, fruit of years of experience in the sector.

Today, CPL Concordia is able to take on complex infrastructural projects in project financing.
Project financing was introduced around the 1920s in the oil sector and it developed further in the 1960s. Since the 1980s, project financing has spread into the energy and infrastructure sectors, in search of financing methods uniquely at the expense of the state.
In order to be activated, the project financing requires are preparatory period of approximately one year. The duration of the contracts of concession range from 1 to 30 years or more, in function of the type of initiative being promoted.
The procedure for activation of project financing is ideal for initiatives with a certain economic relevance and for businesses capable of generating sufficient cashflow for the payment of the investment.
