A comprehensive cover will cover all of this, plus storm, flood, subsidence, theft, escape of water, accidental damage, riot, civil commotion and vandalism. There are very few insurance companies

It is extremely unlikely that whoever you buy your car or home insurance from, will arrange self build insurance as this is a very specialist type of policy. Luckily, as we live in an age of the internet, it is relatively easy to locate these insurance companies by searching for “self build insurance.” I did the search as I wrote this article and found four of the main providers in this market, on page one of Google. Also – and surprisingly – many insurance

COUNCIL LEADERS URGED TO BECOME SELF AND CUSTOM BUILD ‘CHAMPIONS’

C

ouncil Leaders from across the UK have been urged to become ‘champions’ of self and custom build housing at a high-level Summit held at Downing Street today. New research undertaken by the National Custom & Self Build Association (NaCSBA) has found that supportive Council Leaders can make a huge impact, and play a big role in helping to boost initiatives to enable more people, including those with low incomes, to build their own homes. At present about 10,000 homes are directly built or commissioned by people in the UK every year (roughly 8% of all new homes). In most other countries the proportion is nearer 50%. This is why there is strong backing to increase the number of opportunities here, and why the UK Government has committed to at least double the number of homes built this way by 2020. The research and development team from NaCSBA has spent the last year looking at how other countries build much higher numbers of self and custom built homes, particularly more affordable homes. The research was funded by The Nationwide Foundation, an independent charitable funder that aims to create decent affordable housing for people in need. NaCSBA was given a grant to investigate how this form of housing could be developed to tackle the UK’s shortage of affordable homes. One of the clearest lessons from the NaCSBA research team’s work is that political backing from senior Council Leaders can have a significant impact. For example, in the Netherlands a recent initiative that focuses on recruiting Council Leader champions has doubled the number of homes constructed this way in three years. Proactive support from the Mayors of Strasbourg, Berlin and Vienna has had a similar impact. There is also strong evidence emerging across the UK. For example the most successful Right to Build ‘vanguard’ councils have proactive Council Leaders. To help councils take forward their initiatives NaCSBA is today launching 6

a comprehensive online ‘toolkit’ that provides detailed technical advice on how local authorities can better support communities that want to build their own homes. The Leaders attending today’s Summit heard from a number of senior politicians including the Housing and Planning Minister Brandon Lewis MP and Richard Bacon MP, the chair of the All Party Parliamentary Group that encourages this form of housing. The presenter of Channel 4’s Grand Designs, Kevin McCloud, also addressed the Summit, together with Lord Gary Porter, the chair of the Local Government Association. Housing Minister, Brandon Lewis said: “We want to see custom and self build grow significantly and believe it can play a role in helping deliver the homes people want to meet their aspirations of home ownership. “We are determined to increase housing supply and I want to thank NaCSBA for assembling their Toolkit and the Nationwide Foundation for supporting its research programme. “And the vanguard councils have shown the important role local authorities play in helping double the number of custom build and self build homes by 2020 so anyone who wishes to design their dream house can do so.” Mr Lewis also said that he was willing to look at the idea of recruiting a custom and self build taskforce to work with planning and housing teams and help realise more custom and self build projects. Richard Bacon MP said: “People are attracted to building or commissioning a home because it enables them to get a tailor-made property that exactly matches their needs. Self build and custom build homes are often much more affordable too. We need to build more housing in the UK and self and custom build homes can play a significant part in this. Lord Porter, LGA Chairman said: “Self build and custom build both provide routes into home ownership for individuals and groups and have a part to play in solving the housing crisis.

OXFORDSHIRE COUNCIL DECIDES TO ADOPT INITIAL GRAVEN HILL SELF-BUILD LDO

F

inding land remains the biggest hurdle faced by would-be self and custom builders – according to the latest analysis of supporters of the National Custom & Self Build Association (NaCSBA). The study, sampling 2,500 supporters registering with the Self Build Portal, found that an overwhelming 56% claimed finding an affordable/ suitable site with which to build their own home was by far the biggest challenge they faced – an increase of 15% since the last survey was undertaken in July 2013. Understanding all the technical information needed to build a home proved to be the next obstacle for 16% of people followed by securing finance (15%) and obtaining planning permission for a project (15%). Linking up with other people to undertake a group self build project proved to be the easiest challenge for half of the respondents. The findings also suggested that the majority (82%) of supporters hope to build a home for themselves within two years – with less than a third (29%) having identified a plot or in the process of building, and just a handful (1%) of people declaring they had already built their own home. Nearly half (49%) of people wish to build their new homes in the South of England.

Most would-be self/custom builders revealed a site purchase and construction budget between £100,000-200,000 to deliver a home. And nearly a third (31%) of supporters wish to build a flat-pack kit home instead of a brick/block building.

Mike Hardwick, NaCSBA CEO, said: “These figures make interesting reading and echo the views of self and custom builders that I meet. The demand for land is still well above the available supply and so many of our supporters are eager to start their projects in the next couple of years but are held back by this critical shortfall.

n ancient civilizations of the world, most dwellings were vulnerable mud or timber hovels, with little or no protection from the elements, wild life or undesirables. Whether you were among the majority `poor` or the fortunate wealthy few, all habitats had one thing in common – they all had just one entrance. One opening to defend and one exposed area of heat loss. Regardless of social standing the entrance was their weakest and most vulnerable, yet common access point. In Rome, magnificent gigantic metal and timber doors - built to withstand any unwanted guests, still survive to this day and in the early Chinese `Thang` dynasty, entrance doors always faced south as protection from the cold North winds. In addition, Chinese building disciplines were nearly always driven by philosophy and the wealthy few believed the entrance to a building portrayed the status of its occupants with the more imposing the entrance, the more important the occupants within. Though the perpetrators may have

changed slightly, these values of weather protection and security are still as important to us today as our ancestors and whereas this philosophy may not occupy the minds of modern man, there lives within us all an instinctive, undeniable and sub conscious recognition of an entrance that says “this house and its occupants are very special indeed”. Security is something that is not only growing in importance in the list of homeowners’ priorities but, as of last October, it is now the subject to a new category of Building Regulations known in short as Document Q. PLANNING PERMISSION Building Regulations

Since 1 April 2002 building regulations have applied to all replacement glazing. The regulations apply to thermal performance and other areas such as safety, air supply, means of escape and ventilation. An external window or door is a “controlled fitting” under the Building Regulations and as a result of this classification these Regulations set out certain standards to be met when such a window or door is replaced. You could use an installer registered with the relevant competent person scheme. A registered installer will be approved to carry out the work to comply with building regulations without involving local authority building control. When work is complete you will receive a certificate showing the work was done by a registered installer Alternatively, you could use an 50 www.selfbuildhomesmag.com 16 www.selfbuildhomesmag.com

unregistered installer or DIY, in which case approval can be sought from the relevant Building Control Body – either at your Local Authority or an Approved Inspector. They will check the replacement window(s) or door(s) for compliance and, if satisfied, issue a certificate of compliance.

Thermal Heat Loss

Dwellings are required to be energy efficient. A method of achieving greater energy efficiency is to take steps to reduce the amount of heat that is lost through the glazing in both windows and doors. If you are to install windows and doors you should be aware that they need to comply with the requirements of the Building Regulations in relation to the amount of heat that can to pass through the glass and framework, which is measured as a U-Value. This U-value should not be exceeded.

Safety glazing

Safety glazing should be provided to any glass in a critical area. Below is a list giving general view as to when safety glazing is required: • Any glazed area within a window below 800mm from floor level • Any glazed area within a window that is 300mm or less from a door and up to 1500mm from floor level • Within any glazed door up to 1500mm from floor level

Ventilation

Windows and doors provide ventilation to rooms within a dwelling and rules apply to how much ventilation. The type and extent of ventilation will be dependent on the use and size of the room. For example, rooms where steam will be produced (kitchens, bathrooms, utility rooms etc) should be provided with higher levels of ventilation (normally

Fire Safety

There are two aspects to be considered: • Fire spread between properties through “unprotected areas” • Means of escape in case of fire

Unprotected areas

External doors and windows may need to have fire resistance and (in the case of doors) be self-closing or (in the case of windows) be fixed shut to limit the risk of fire spread between adjacent properties. The area of walls, doors and windows permitted to have reduced or undetermined fire resistance (known as “unprotected areas”) will be dependent on how close these elements are to the boundary.

Means of escape

When replacing any window, the opening should be sized to provide at least the same potential for escape as the window it replaces. If the original window that is being replaced was larger than necessary for the purpose of escape, then the new window opening could be reduced down to the minimum as specified in the criteria below. The means of escape should be considered for any new window installed to an extension or existing dwelling. If an escape window is required then criteria set out below should be followed. It is also generally good practice to replace any window on the first floor that is not used as an escape window with an escape window. See below for the general criteria for egress windows: • Width and Height - Either of these are not to be any less than 450mm

• Clear Openable Area - No less than 0.33m² • Cill height - No less than 800mm and no more than 1100mm from floor level. • Only one window per room is generally required.

Access to buildings

When replacing main entrance doors in a dwelling unit that has been constructed since 1999, it is important to ensure that the threshold remains level otherwise the works will not comply with the Building Regulations as it would be making the threshold worse than it was when constructed. This is to enable people, including those with disabilities, to have continued access to the dwelling. How to enhance and improve a contemporary space

uilding your dream home is clearly an opportunity to design it in exactly the way you want. While it is obviously important to ensure that the property meets your exacting specifications and that aesthetically it’s as impressive as possible, what can sometimes be wrongly deemed less of a priority is selecting the best heating option. However, making the right decision now could not only provide you with considerable savings over the longer term, it could also generate thousands of pounds in additional income and even raise the value of your property. While many people opt for a conventional boiler in the design process – afterall, for most of us it’s all we’ve ever known – slowly but surely more self-builders are becoming aware of the benefits provided by renewable energy heating systems such as heat pumps. Then there are the environmental benefits. Heat pumps emit no noxious gasses and contain no dangerous or explosive substances, making them a safer and more environmentally-friendly option for your home. With fossil fuels diminishing and their price therefore increasing, by installing a heat pump, you are future-proofing your supply, shielding yourself from continued energy price increases and protecting the environment for future generations. Another driver in the increased awareness of heat pumps is the advent of new funding in the form of the Renewable Heat Incentive (RHI) which, when launched in spring 2014, will provide owners of heat pumps with quarterly tax-free, index-linked payments made over seven years, which are designed to help recoup the cost of installation. The rate and therefore cumulative value of payments will vary depending on the amount of renewable heat generated and the type of heat pump installed. Air-source heat pumps will benefit from a rate of 7.3p per kilowatt hour of renewable heat generated, while owners of ground-source heat pumps will benefit from rates of 18.8p per kilowatt hour to reflect the larger installation costs. What this means in real terms is that a property producing approximately 20,000 hours of renewable heat from a groundsource heat pump could receive in the region of £3,744 per annum from the RHI. That’s

eating accessories will help to integrate the system into your home, further enhance efficiency as well as make things that bit cosier. Some are modern inventions, others are classic add-ons that really create those homely touches…

Carpets and rugs underfoot

As absorbers of warmth, carpets and rugs are a great addition to homes, particularly in bedrooms and living areas where having warm, soft flooring beneath your feet in winter is one of life’s little luxuries. As Rupert Anton, spokesperson at carpet industry body The Carpet Foundation, points out: “Carpet can ensure a toastier room as it is heat retentive – 15 per cent of all household heat disappears through uninsulated floors, but not with carpet and underlay.” Mr Anton adds that it is important to consider how much the carpet will contribute to insulating rooms, which will depend on its thickness, the fabric(s) used and also which type or types of heating systems you have. “The higher the tog rating, the more insulating the carpet – and remember that carpet can be fitted over underfloor heating systems,” he says. There are several practical and safety considerations to examine when choosing a carpet though. Carpets will need to be fire rated, and it is generally a good idea not to have them installed close to fireplaces or in

wet areas where constant soaking can damage both the carpet and the flooring underneath. Also consider hypo-allergenic versions if you or anyone in your family suffer from allergies. Some fabrics, pile lengths and carpet styles more easily collect dust and dirt, which can work its way down into the fabric and become difficult to vacuum out. Carpets are made from a variety of materials and blends, including wool, nylon and polypropylene. Finally, be careful to pay close attention to the colour and style of the carpet you choose, because it is much more difficult, not to mention expensive, to replace carpets as fashions change than it is to simply give the walls a new lick of paint in a different shade. “Fashion colours, patterns and textures have been migrating from the catwalk into our homes for some time, but it is now happening quicker than ever before. Everything is completely intertwined,” says Joanna Ramsden, creative manager at Wools of New Zealand. “Fashion in the home is so strong now. Colour is coming from all avenues and people are a lot bolder. There is no right or wrong. People are not frightened of it now and are happy to live with what they want. “As far as the future goes, I forecast green, in all its varieties from leaf to jade will be to the fore. It is sophisticated and liveable, and gives a feeling of energy and vitality.” The other option is to use rugs instead of carpets. Rugs have several benefits over fixed carpet, including the fact they can be

taken outside for cleaning and you can also incorporate different colours, patterns and styles to suit different rooms. Kids’ rooms are a prime example of this, where colourful and playful rugs can be incorporated into the design without being a permanent fixture that may detract from the property should you decide to sell it or as the kids grow up and their tastes change. A common concern for home builders is how to ensure windows and doors are properly sealed from drafts, to avoid that precious warm air escaping out into the cold. However a new door developed by Urban Front has just achieved Passive House Certification. The E98 Passiv door is highly insulated, made with a steel reinforced core achieving up to 0.8W/m2K and 32db sound insulation with an airtightness up to class 3. a bespoke staircase is not a decision taken lightly and have structured our project process to put clients firmly in charge, ensuring each stage is signed off before moving onto the next. People are different and we are happy for clients to get involved as much or as little as they want, depending on how much time they have, or whether they prefer to work directly with us or through an interior designer, builder, architect or joiner etc. We are often asked how much a Bisca staircase costs – this is a simple but tricky question - as we are essentially being asked to price for something that does not exist. Every commission is unique and has its own character, simply because it’s designed for a different person or property and as such we cost based on the design and materials chosen by clients. We can provide a loose estimate based on an existing design, architects drawings or photographs. If this is acceptable we recommend commissioning a set of Concept Design sketches. In a nutshell, Concept Design defines a staircase in terms of layout, style and materials, allows a client to visualise their new staircase or balustrade from a number of angles in the property, and tailor the cost into their overall budget - even though the property itself may still be at 80

planning stage! Once clients are happy with the style and layout and have been presented with material samples, our designers get down to detail and it’s this attention to detail which sets us apart. The measure of a great commission is one that fits its environment and it is extremely important to us that every staircase or balustrade we design completely integrates into the character of a property, regardless of period. Throughout design and manufacture of your staircase or balustrade we talk to other members of your project team. In our experience retaining project cohesion is the key to a trouble free and seamless installation. Finally, very important for self-builders, especially if managing the project themselves, staircases MUST conform to UK building regulations. With the plethora of information and images available on the website we

often see, even in UK media, staircases and balustrades by overseas manufacturers active in the UK market which simply do not conform to UK regulations. Sometimes the nonconformance is unintentional, for example we were recently called in to remove and replace a 3 flight concrete staircase which in its cast form complied with building regulations, but no allowance had been made for cladding. Another example was a builder who forgot to leave room for the handrail and we had to modify ceiling soffit to fit a balustrade. Balustrades are notoriously easy to get wrong –large open-weave designs look fantastic, but do not conform to regulations. We often see glass balustrades in properties more suited to shopping malls with clunky fixings. It is always best to consult an expert, however prohibitive the cost may first appear. Staircases Designing the Interior of Your Self-Build Project

THE FINISHING TOUCHES Deciding whether to kit-out your self-build yourself or whether to get the professionals in to logistically plan all the details for you is a tricky decision. We asked Stommel Haus for some advice…

Kitting out a Brand New House

When going down the self-build route to build your dream house, you have the option to build it all by yourself from scratch, to order a shell and kit it out yourself, or order the fully fitted house from either a house builder or off-site manufacturer. Whatever your personal choice, at some stage the new house needs to be kitted out and this needs careful consideration, expert knowledge, the right suppliers of materials and fittings as well as good craftsmanship for their installation. So how do you go about kitting out an entire house? You will need to think about absolutely everything from the heating to plumbing and the drainage, the electrical cables and sockets as well as outlets for your 38 40 www.selfbuildhomesmag.com www.selfbuildhomesmag.com

lighting. How many sockets, where do they go, where do you find a reliable electrician, plumber and heating engineer and which systems are the right ones? You might want to use the opportunity to lay PC and loudspeaker wires. And what about TV cables, antenna, satellite dish, CCTV or other security items? You need to fit bathrooms with tubs and showers, shower cabins, shower heads, WC and basin, taps, mirrors, paper role and towel holders and more. You need to look at flooring and tiles. Is the chosen timber floor good with under-floor heating? Can you find fitters who install your bathrooms, tile the floors and walls? You might want to think about a flue for your log burner and proper

ventilation for it. Where do you get the stair case, what about interior doors, window and door handles, what about … Well, the list seems endless. And what about cost control? Besides knowing what to buy and where to buy it, it also needs to be shipped at the right time, installed and tested. What if something does not fit, what if it goes wrong, what if you have incorrectly installed it?

DIY to Save Money?

Have you really got the knowledge and the time to manage the kitting out yourself? If you’re not sure, then you will find that some premium off-site manufacturers will guide you throughout this process. At first glance

it may look as if the price for a fully fitted house is high compared to purchasing and installing all the items yourself. hall to switch the hall lights), the position of outside sockets and lights, possibly movement detectors, the number and positions of outlets of Cat-7 computer cables, the position of telephone and TV outlets of possible antenna or satellite dishes, the cabling for photo voltaic systems, alarm and surveillance systems etc. The kitchen plan is reviewed to plan the correct cabling for high power appliances such as hobs and stoves. Again, both knowledge of the technologies and building regulations involved, as well the experience of fitting hundreds of houses, are required to successfully complete the fitting out process. Stair case, banisters around open galleries and interior doors are selected at the very end. The stair case will be made to measure and the high quality interior doors will be delivered and installed by qualified joiners as soon as the flooring is finished. Such good craftsmanship ensures that stairs don’t creak and doors shut properly and quietly. Stephen Passmore, Technical Delivery Manager at the Energy Saving Trust, shares his insights into saving money on your energy bills

t’s funny how that only a few years ago energy was one of the UK’s top success stories. It was scarcely mentioned in UK politics and no one was worried about leaving the bedroom light on! But now, soaring domestic energy prices means that the demand to conserve and save energy has never been greater. Energy efficiency within the home seems the easiest, quickest and cheapest option for helping to solve the energy crisis to counteract extortionate utility bills. We speak to Stephen Passmore, Technical Delivery Manager at the Energy Saving Trust about how we can ensure our homes are as efficient as possible.

3. What does it mean to reduce your carbon-footprint and what are best ways to reduce this? Best ways to reduce your own carbon footprint are to look at your lifestyle and your home. With regards to lifestyle, this might mean looking at how you use energy in the home, such as your domestic appliances. By making some simple changes to everyday behaviours to become more energy efficient, a family could save

Our advice is making sure that the energy performance of your home is considered at the design stage rather than leaving it as a last minute add-on. It’s all about installing energy saving technology and measures that are relevant for a specific home which is why it’s so important to consider energy performance at an early stage. Also we would encourage self-builders to get expert insight in helping to decide the best technology and measures for the home. Instead of paying for the full cost of the improvements up front, household pay over time through a charge added to the energy bill. ECO (Energy Company Obligation) – Funding from the big six energy suppliers to support energy improvements for people on certain benefits, for those in solid wall properties and for households in the poorest parts of the country. Feed-in Tariffs – On-going financial support for people generating electricity from renewable sources such as solar PV and wind. Renewable Heat Incentive (starting in Spring this year) – UK Government financial support scheme for renewable heat installations, targeted at, but not limited to, off gas grid households

In your personal experience, what are the most effective, regardless of cost, ways of saving energy in the home? The most effective way at saving energy in the home is through energy efficiency measures, such as wall insulation, that keep the heat in the home. Nearly 60% of all heat loss in the home is lost through the walls and roof so it’s important that these parts of the home are adequately insulated to help prevent this. Topping up your loft insulation from 100mm to 270mm and installing cavity wall insulation – if your home has cavity walls – could save you up to £160 and 660kg of carbon dioxide a year. 7. How important is it to ensure that your home is properly insulated? It’s very important when you consider that nearly 60% of all heat loss in the home is through the walls and roof. This highlights the importance of having your walls and roof insulated as a way to prevent this heat loss and to ensure a warm and cosy home that is economic to run. 8. Upgrading your boiler can be a daunting process, do you have any advice for prospective buyers? The right fuel – If you have mains gas, then a gas boiler is usually the cheapest heating system for you. If you don’t have a gas supply to your home, it might be worth looking into getting a gas connection. If there is no gas pipe near your home then this may not be an option, but if it’s available just round the corner then it might be worth paying for a new connection. funded. To discuss a new gas connection, and to find out if you can obtain help towards all or part of the cost, contact the company that owns the gas network in your area. The right boiler – Most old gas and oil boilers are regular boilers - they have a separate hot water cylinder to store hot water, rather than providing it directly from the boiler. When you replace your boiler you have a choice of buying a new regular boiler, and keeping your hot water cylinder, or buying a combi boiler that doesn’t need a cylinder. A regular boiler is more efficient than a combi at producing hot water in the first place, but then some heat is lost from the hot water cylinder, so a combi may be more efficient overall. The best option for you will depend on a number of factors: • How much hot water do you use? A large family using lots of hot water could be better off with a regular boiler – a smaller household using less may be better off with a combi. • Are you short of space? A combi boiler doesn’t need a hot water cylinder, and so needs less space. • Are you thinking of installing solar water heating? Many combis are not compatible with solar water heating or cannot use it so effectively. Finding an installer – For a list of registered installers go to the competent person website, SNIPEF, or www. centralheating.co.uk For gas and LPG boilers, the installer must be Gas Safe registered. You may also want to check that installers: • have a local office • have been in business locally for several years • have customer references that you can check. The Heating and Hotwater industry Council website at www.centralheating. co.uk also has advice and information, including a useful list of what should be included on a quote, and everything you should be told after your new boiler is fitted. Your registered installer will ensure that your system complies with Building Regulations and will make sure you get all the documentation to prove this. Keep these documents safe – you will need them when you sell the property. 9. Is there a cheaper alternative to solar panel technology in renewable energy? Solar panels are the cheapest form of domestic renewable energy on the market, simply because the market and the Feedin Tariff for energy generation has been well-established for several years. This has led to the price of the technology falling as more and more households install solar PV on their roofs. However, the Renewable Heat Incentive (RHI) is starting in Spring this year with financial incentives being provided for renewable heat technologies (air source and ground source heat pumps, biomass boilers and solar thermal heating) for the amount of heat they produce as well as the technology providing savings on energy bills for homes off the gas network on oil and electric heating systems. This could see this form of renewable

It is a well-known fact that you get paid for the energy you send back to the grid, but are you able to say how much on average a household can make annually? For solar panels, the average savings and income are the following: Till End of March 2014 = The average 4kWp system could save around £770 and 1.8tCO2 a year (£555 Fit income, £90 export payments and £125 saving on electricity bills). From April 1st 2014 = The average 4kWp system could save around £750 and 1.8tCO2 a year (£535 Fit income, £90 export payments and £125 saving on electricity bills). 11. Are there any new advances in low-carbon technologies that will be appearing on the market soon? Smart energy management systems could be the next big thing. This ensures full control of the amount of energy you use in the home by having a system that manages all heating and electricity. For many energy efficiency measures, controls are key as these measures work most effectively when the consumer is in full control and aware of their energy use in the home. To get the most out of insulation, it’s vital that households have the appropriate heating controls installed.

f you have bought a plot of land and planning to build your own home, whether from scratch or from a kit, you need a “Self Build” insurance policy to cover the land and the works in progress. A good insurance policy will cover a wide range of risks that could occur such as storm, flood, fire, theft, vandalism and accidental damage. There are only a very small number of self build policies available in the insurance market and are all from specialist providers. commence – anything between 3 – 6 months depending upon the insurer’s rules. So, if you start work 9 months after commencement of cover, you may find that the policy is invalid. We ask you when the work is likely to start so that you do not buy a policy which is not suitable. The premium and cover for self build insurance varies from each insurer, but although you may be looking for the cheapest quotation, consider other things that you may wish to insure as well as your new house and the materials you are building it from. Examples are tools, plant (which you may own or hire in) and portable buildings. It is not uncommon to live in a caravan whilst you build your home and many policies can insure this as well. Another thing to think about - are you

getting any help? Any tradesmen that you use, such as the ground workers, carpenters and roofers should carry their own insurance (make sure they have a public liability insurance certificate) - but what if you have friends or family assist you? What if you use any contractors that do not carry public liability insurance? To be safe, choose a policy with public and employer’s liability insurance.
