Exploring Data Tools Workshop
RBA & Using Data • Why an Exploring Data Tools workshop? • Population Accountability • Performance Accountability • Reporting
Why an Exploring Data Tools Workshop? • RBA asks you to take accountability and to quantify achievement – data helps you do this • Perfect data not always possible but we can often improve • “Don’t try to measure everything” means we may have to choose • FAQs: Where can we find data? How can we develop data? How do we make sure it is as good as possible?
Performance
Population
Keeping Accountability Straight Population Outcome A condition of well-being for a population (or sub-pop) stated in plain language
• Articulates & organises collective ambition
Population Indicator Measurable information which helps quantify achievement of population outcome
• Data, percentages etc
Performance Measure Measurable information which helps quantify if a service etc works
• How much did we do?
• Starts collaborative planning and provision
• Tells us where we are & measures change
• How well did we do it? • Is anyone better off?
Population Accountability 1. Condition of Well Being
Families in Cardiff are safe
2. What does this look like?

Baselines & stories
5. Which partners? 6. What works to do better? 7. What are we going to do?
% crimes per population etc
Police, YOTs, communities, families etc DD2
Best ideas, new ideas etc Action plan and budget – by when and how?
Population Indicators Outcomes not themselves measurable. We use Indicators to quantify achievement & measure change For RBA the best indicators: • Relate to same population as outcome • Say something of central importance (Proxy P.) • Communicate well (Communication Power) • Are robust and regularly available (Data Power) BUT . . DON’T WAIT FOR PERFECT DATA TO GET STARTED!
Population Indicators Example from a (draft) Community Strategy A Prosperous & Thriving City • % Unemployed • % Children in Workless Families • # New Business Start Ups • Economic prosperity ranking
Performance Accountability 1. Who are our Customers?
Young people on ed. Support project
2. Better off? (LR)
% key stage passes etc DD1
3. Delivering services well? (UR) 4. How are we doing on the most important of these?
% sessions delivered to schedule etc Baselines & stories
5. Which partners? 6. What works to do better? 7. What are we going to do?
Teachers, young people, families etc DD2
Best ideas, new ideas etc Action plan and budget – by when and how?
