Introduction The group undertook a self-assessment exercise. The focus of self assessment is to establish a partnership’s current approach and ability to act on reducing child poverty and to identify barriers to achieving success. The purpose of the self assessment training to Communities First partnerships is to teach representatives of the partnerships how to conduct a self assessment so they are able to conduct the exercise with their own partnerships. The materials delegates need to support them to deliver a self assessment for themselves is available to download from www.childpovertysolutions.org.uk The session, facilitated by Geraldine Murphy from the WLGA Partnership Support Unit and Ross Chamberlain from Save the Children, Child Poverty Solutions was well attended. The workshop also developed a shared understanding of the child poverty agenda and drew out ideas from the participants to inform their own action planning for child poverty. The organisational themes to be self-assessed are set out in the self-assessment tool on the Child Poverty Solutions website. Each theme incorporates 6 questions. The themes are as follows: 1. Partnership Governance and Leadership Partnership leaders have developed a clear vision for child poverty and positioned it within partnership priorities and can demonstrate a positive impact through these priorities.

2. Policy Development The partnership has a clear approach to delivering outcomes relating to child poverty reduction

3. Performance Management The partnership has a culture of performance management in addressing child poverty

4. Partnership Working There are robust partnership arrangements in place to tackle child poverty

5. Capacity & Resource Management Appropriate resources have been consistently matched with child poverty priorities

2

Methodology 1. Participants invented a partnership called Cwmtopia Communities First partnership. 2. The 5 workshop tables were assigned one of the 5 self assessment themes. 3. Participants were grouped into 5 separate teams by the facilitator. 4. Each team was assigned a table, their ‘home’ table. For this training exercise it does not matter which team has which home table. If the self assessment was for a real partnership then group membership should be predetermined by suitability to one of the 5 themes. 5. Each table is assigned a facilitator from the group. The facilitator stays on the home table for the duration of the exercise. 6. The other group members complete the questions under their home theme guided by the facilitator and the facilitator’s notes. Group participants were invited to discuss and record examples of strengths and areas to develop under each of the 6 questions and agree a final score between 1 and 6 for Cwmtopia’s performance under each question. Score key 1 = No action taken yet 2 = Intending to develop 3 = Starting to develop 4 = Developing 5 = Developing and embedding 6 = Achieving 7. When the allotted time is up (usually about 15 minutes per table) the group (minus the facilitator) moved clockwise around the room to the next table to review and add to the notes made by the previous group. Comments could be added but not deleted. This process continued until all 5 themes had been visited by all 5 groups. 8. When the groups were back at their home tables they reviewed the body of evidence under their home theme and decided a final performance score for each of the 6 questions. Their final task was to conduct a simple What, How, Who action planning exercise. Based on the body of evidence the groups identified two key actions for under each question and decided how the action should be implemented and who should be responsible for delivering it. 9. The self assessment report and action plan is then used to inform the Cwmtopia partnership child poverty action plan.

3

Self Assessment Bulls-eye The self assessment bulls-eye uses the final scores to plot the partnership’s status with regard to it’s ability to act on child poverty. It shows how much progress has been made under each of the themes and which areas are most in need of organisational development. The bulls-eye is an easy reference tool that can also be used to plot organisational progress over time. This report becomes a baseline and after a period of action, say 6 months to a year, simply revisit the questions under each of the 5 themes and honestly score your organisations position. Visit www.childpovertysolutions.org.uk and use the self assessment on line tool to input your new scores and compare the resulting bulls-eye to this baseline.
