A marijuana constitutional amendment is on Ohio’s November ballot, and business groups are lining up against it. The latest is the Council of Smaller Enterprises, which on Sunday, Aug. 16, announced it is joining the Greater Cleveland Partnership, the Ohio Manufacturers’ Association and the Dayton Area Chamber of Commerce, among others, in opposing passage of the initiative that would legalize the production of marijuana and its sale for medical and recreational purposes to Ohioans age 21 and older. Secretary of State Jon Husted last Wednesday, Aug. 12, announced that the ResponsibleOhio campaign had submitted the number of signatures necessary to get on the ballot. It will be Issue 3 when voters go to the polls on Nov. 3. Several other groups have begun campaigns to legalize pot use in the state, but only ResponsibleOhio gathered enough See COSE, page 22

PUBLIC SQUARE IS TAKING SHAPE Team NEO reports City’s ‘smartest investment’ is on schedule and on pace to cover all costs Cleveland has undergone a few facelifts and tummy tucks in recent years, but now the city is in the throes of open-heart surgery with the dramatic reconstruction of Public Square. Crews began dismantling Cleveland’s main artery in March, and what remains is a vestige of its former self. The iconic Soldiers’ and Sailors’ Monument remains, but the concrete prairie it used to oversee now is a dirt-filled basin showing the bones of what its organization says will be pedestrian-friendly central hub.

The ambitious construction project — one that carries a $32 million price tag — is on pace to be completed ahead of the Republican National Convention next summer, according to Jeremy Paris, the executive director of the Group Plan Commission, the nonprofit overseeing the work. The northeastern edge of the square is showing the seeding of what will become the Mandel Concert Hill. Also, the contour of the KeyBank Promenade that will ring the square is taking shape. Paris said nearly all the funds to

cover the cost of construction have been raised, but he noted that organizers are raising additional dollars to ensure construction is complete by the convention and to cover operational costs to maintain the reworked public space. “This is the smartest investment the city and the civic community can make to stimulate further growth,” Paris said. “We feel really good. The project has represented a change in thinking around a lot of the civic and business community about the need to invest in these spaces.” — Timothy Magaw

Since 2000, Northeast Ohio has lost jobs. The current total of 1.92 million jobs in the 18-county region is 8% below the number of people employed in 2000. Team NEO calculates that’s a loss of about 170,000 jobs. The region also is home to fewer Fortune 1000 companies, as firms like National City Corp., TRW Inc. and OfficeMax Inc. have departed either by merger or sale. The region had 25 companies on the list in 2000, but that number now is down to 20. Despite all that, employment in the whitest of white-collar jobs has been growing significantly. According to the quarterly economic review released Sunday, Aug. 16, by Team Northeast Ohio, employment in the region at corporate and divisional headquarters and the professional services firms that serve them has grown in the last 15 years by nearly 21,000 jobs, to
