CRA was retained by a property developer to undertake a development feasibility study at an operational aero engine manufacturing and associated test plant facility in Filton, Bristol. The current owner of the site had previously commissioned a consultant to complete a combined Phase I and II Environmental Site Assessment for disposal of the site. CRA completed a comprehensive review of this Phase I and subsequent site investigation, and identified a number of locations where areas of concern identified within the Phase I ESA had not been investigated or sufficiently resolved. Additionally, the site is adjacent to a protected watercourse, which required special attention. CRA undertook a supplementary environmental and geotechnical investigation of the site on behalf of the purchasers, and in consideration of the previous Phase I ESA and potential developers plans for the site. A generic quantitative risk assessment was carried out using the data obtained from the previous consultants and CRA’s own investigations. The risk assessment identified a number of source areas (soil and groundwater) that required remedial works. Based on the findings of the Phase II investigation and risk assessment, the client expressed an interest in purchasing the site from the current owners. Additional groundwater monitoring and a detailed quantitative risk assessment were undertaken to assess potential pollutant-receptor linkages. A number of relevant pollutant-receptor linkages were identified and the findings were used to complete a preliminary remedial options appraisal. The large property developer since agreed to purchase the site and was looking to redevelop the site as a hotel, car showroom and approximately a dozen small to medium sized industrial units. The current site owners relocated to an adjacent new facility in the spring of 2008. CRA finalised the remedial options appraisal and the remedial strategy for the site with the relevant stakeholders. Asbestos removal, demolition, and remedial works commenced in 2009. The remedial strategy involved the installation of a French Drain/Barrier wall adjacent to the watercourse to protect water quality during remediation, the on-site bioremediation of 30,000m3 of hydrocarbon contaminated soils and groundwater, and the onsite treatment and bioremediation of 10,000m3 of chlorinated solvent and hydrocarbon contaminated soils and groundwater.
