CRA was commissioned by a property consultant on behalf of its client who owned a commercial property which was located on part of a former smelting works. The landowner was constructing a new access road to the site, which would replace the existing partly unsurfaced track. Prior to construction of the new road, the existing track was to be excavated and the waste material removed. The assessments were conducted for the purpose of assessing environmental risks (human health and controlled waters) and assessing the waste disposal options for the material that was to be excavated as part of the construction of the new road. In order to facilitate the construction of the new road, the land owner needed to know whether the material within the existing track posed a risk to human health, and the options for disposal of the material in addition to the likely associated costs. In light of this, CRA undertook the following scope of works: •

A targeted environmental site assessment (ESA), comprising excavation of trial pits in and around the sections of the existing track, with collection of representative soil samples and logging of the trial pit arisings; Environmental laboratory testing of soil samples; and Liaison with local licensed waste contractors.
The ESA confirmed the presence of made ground across the subject area, which recorded elevated concentrations of metals that were consistent with the site’s former use as a smelting works. Further to this, the concentrations of the metals were such that the material was likely to be classified as hazardous waste. Following liaison with local licensed waste contractors, CRA obtained cost estimates for disposal of the material from the existing track, which were supplied to the landlord.
