CHEMICALS & PHARMACEUTICALS Environmental Permit Variation and Planning Application for Combined Cycle Steam Power Plant Thermo-plastic Manufacturer, UK
Project Summary
Environmental Permit Variation and Planning Application for Combined Cycle Steam Power Plant Thermo-plastic manufacturer
Key Project Elements Application for Variation of Existing Permit Environmental Risk Assessment Air Quality Assessment Noise Assessment Regulatory Support
CRA was commissioned to provide environmental support to the development of a new combined cycle steam power plant to be built at a thermo-plastic manufacturing facility in the UK. The installation was already regulated by the Environment Agency under an Environmental Permitting Regulations Permit and would therefore require a variation of this permit as well as Planning Permission from the Local Authority. Environmental Permit Variation The Environmental Permit variation incorporated an Environmental Risk Assessment in which CRA identified that assessments of air and noise emissions would be required. The Air Quality Assessment completed by CRA included dispersion modelling for the potential impact of oxides of nitrogen on local receptors. CRA also undertook a noise assessment, identifying the potential change in noise at local receptors. The variation also included assessments of pollution prevention techniques and monitoring, emissions to water and land, fugitive emissions and management techniques, as well as raw materials and energy consumption reviews. Planning Application The proposed development was potentially regulated under the Town and Country (Environmental Impact Assessment) Regulations and therefore CRA produced a screening opinion for the Local Authority. In addition to the air and noise assessments already undertaken, a visual impact assessment was required; however, an EIA was agreed to be unnecessary. CRA completed the Planning Application which included a Design and Access Statement, a flood risk assessment and a review of biodiversity and geological conservation. CRA’s Land and Property team undertook the work required to describe the existing land condition and the land contamination assessment. CRA designed and published the advertising material for the public consultation and collated and responded to public queries during this time. CRA provided continuing support to the client throughout the application process including representation at regulatory meetings and response to regulatory correspondence
