CRA was commissioned to provide environmental consultancy support for the development of a combined cycle steam power plant to be built at a thermoplastic manufacturing facility in the UK. The installation was already regulated by the UK Environment Agency with an Environmental Permitting Regulations Permit and this permit would therefore require a variation as well as developmental approval through Planning Permission from the Local Authority. Environmental Permit Variation The Environmental Permit variation incorporated an Environmental Risk Assessment in which CRA identified that assessments of air and noise emissions would be required. The Air Quality Assessment completed by CRA included dispersion modelling for the potential impact of oxides of nitrogen on local receptors. CRA also undertook a noise assessment, identifying the potential change in noise levels at local receptors. The variation also included assessments of pollution prevention techniques and monitoring, emissions to water and land, fugitive emissions and management techniques, as well as raw materials and energy consumption reviews. Environmental Scoping Opinion The proposed development was potentially regulated under the Town and Country (Environmental Impact Assessment) Regulations and therefore CRA produced a screening opinion for the Local Authority. In addition to the air and noise assessments undertaken above, a visual impact assessment was also needed. CRA successfully demonstrated that a full EIA was not required. Planning Application CRA completed the Planning Application which included a Design and Access Statement, a flood risk assessment and a review of biodiversity and geological conservation. CRA also undertook the work required to describe the existing land condition and the land contamination assessment. CRA designed and published the advertising material for the public consultation and collated and responded to public queries during this time. CRA provided continuing support to the client throughout the application process including representation at various regulatory meetings and response to regulatory correspondence.
