CRA is providing a range of consultancy services to a gas refining installation in the UK, including assisting in health, safety and environmental compliance management. The REACH Regulation is a European Union (EU) regulation (EC/1907/2006) concerning the registration, evaluation, authorisation and restriction of st chemicals, which came into force on 1 June 2007. The REACH Regulation is based on the premise that industry should be responsible for demonstrating that all chemicals put on the market do not have an adverse affect on human health or the wider environment. Gas refining produces a range of products and byproducts which are affected by the REACH Regulation. The use of chemicals during gas refining operations also places obligations on operators, including the requirement to ensure that they provide suitable information to suppliers to ensure an adequate risk assessment has been performed by the upstream manufacturer or supplier. CRA was commissioned to assess the client’s obligations, in particular with respect to pre-registration and registration of produced substances, and to develop an action plan to ensure ongoing compliance with the REACH Regulation. CRA initially identified all potentially affected substances produced by, or used in, the gas refining process. CRA also evaluated the possibility of potential products and by-products which may be produced in the future at the installation. In consultation with the competent authority for enforcement of the REACH Regulation (the Health and Safety Executive), the Environment Agency and the Department of Energy and Climate Change (DECC), CRA identified the site manager’s obligations under the REACH Regulation and confirmed that there were no current pre-registration or registration requirements. CRA performed an audit of the existing chemical suppliers to the site to determine compliance in the upstream supply chain. Based on the results of the audit, CRA recommended specific changes to purchasing policy and procedures to ensure the client could maintain compliance with the REACH Regulation as a downstream user of affected substances.
