Asbestos Management Survey Natural Gas Refining Facility, UK

Key Project Elements  HSG264 Asbestos Management Survey  Client Consultation  Abatement and Management Reports  CAR 2012 Regulatory Support  Asbestos Removal  Air Sampling for Respirable Fibres  Review and Background Air Sampling  Data Management

CRA was commissioned to conduct a Management Survey of Asbestos Containing Material (ACM) in ongoing operational areas of a gas terminal. A Material Assessment was performed for all confirmed ACM, scoring for product type, extent of damage, surface treatment and asbestos type as defined in HSG264 (HSE, 2010). The Management Survey consisted of locating the presence and extent of any suspect ACMs across the operating infrastructure. ACM was assessed for damage and the potential for disturbance during normal operations, including maintenance and installation. The Management Survey was undertaken in accordance with current UK Guidance (HSG 264, Asbestos: The Survey Guide, published by the HSE in 2010). During the Management Survey, 386 suspect ACM samples were collected and sent for laboratory analysis, of which 88 samples were confirmed as ACM by the laboratory. The Control of Asbestos Regulations, CAR 2012, requires that employers must prevent exposure to employees or reduce exposure to the lowest possible levels. The survey identified ACM, formed a register of ACM locations, and was used to set priorities for managing ACMs, to ensure compliance with CAR 2012. CRA managed the abatement and clearance where asbestos was identified. CRA also manages the ACM for the site via the GIS-based software programme, e:DAT™. This programme holds all datasheets, laboratory reports, locations of ACM sampling points, and removal reports. The data held in the eDAT™ can also be queried to determine where ACM is present, type of asbestos, extent of asbestos, and condition of asbestos.
