CRA was commissioned by a major UK property developer to assist with the redevelopment of a 12 hectare site in the south east of England. The site was formally used for vehicle manufacture. The project comprised environmental consultancy support from the initial acquisition of the site to the design of a remedial strategy as part of the planning application for the redevelopment of the property into distribution warehouses. CRA carried out a Phase I ESA to determine the potential environmental liabilities associated with the client’s purchase of the site. Due the site’s industrial past, CRA conducted a Phase II ESA to investigate the degree of contamination present in the soil and groundwater beneath the site. CRA provided the client with expected costs to remediate soil and groundwater contamination at the site as a result of the Phase I and II ESA findings. CRA produced a Phase I and II ESA report tailored to compliment the planning application for the site. Due to the presence of contamination at the site, environmental planning conditions were assigned to the redevelopment. CRA liaised with the Local Authority and Environment Agency to gain approval of a scope of work designed to aid discharge of the conditions. The scope of work comprised a Phase II ESA to delineate contamination, completion of a detailed quantitative risk assessment (DQRA) to evaluate the risk to the potable water aquifer and the human health of future site workers, production of remedial targets, and preparation of a remedial strategy to mitigate pollutant linkages found to pose an unacceptable risk, including remediation of hydrocarbon free product and the presence of asbestos in the Made Ground. CRA developed a good working relationship with the Local Authority and Environment Agency, and ultimately enabled discharge of planning conditions through submission of reports documenting the Phase II ESA, DQRA and remedial strategy in a timely manner. CRA continued to support the client through the selection of a construction and ground works contractor for the site’s redevelopment.
