CRA was commissioned by a major UK property developer to assist with the redevelopment of a 10 hectare site in Scotland. The site was formally agricultural land bisected by a dismantled railway line. The project provided the client with environmental consultancy support from the planning application stage to the discharge of contaminated land related planning conditions. CRA carried out a review of historical land use and environmental site assessment data to determine the potential risk posed to the proposed development of a storage and distribution unit and also the wider environment. The review was documented in a report that presented a conceptual site model and summarised plausible pollutant linkages. The submitted report formed an integral part of the planning application process. Environmental planning conditions were applied to the planning permission granted for the site, which included a requirement for further intrusive investigation. CRA liaised with the local authority to produce an agreed scope of work that allowed the client to collect soil data during the ground works portion of the redevelopment, which was considered as a more time and cost efficient approach when compared to a standalone intrusive investigation. Due to geological conditions and historical coal mining beneath the site, CRA also carried out a ground gas assessment that comprised: drilling and installation of monitoring wells in the shallow soils; six rounds of ground gas monitoring over three months to target various atmospheric pressure conditions; and an assessment of the gas data to determine the magnitude of risk and therefore the level of mitigation required to protect the development. CRA worked with the construction contractor assigned by the client to produce a remedial strategy for the site. This included a soil validation scheme with remedial target criteria, an imported materials assessment strategy, and gas protection measures.
