California’s Unemployment Rate Again Falls to Record Low in February Posted: March 23, 2018 California added 14,000 jobs in February, and the unemployment rate dropped to 4.3 percent — the lowest level recorded since 1976, according to numbers from the state Employment Development Department. Over the last year, the state created 383,600 jobs, a 2.3 percent annual increase. Industries that added the most jobs in February from the month before include professional and business services, up 8,300 jobs; construction, up 6,800 positions; and manufacturing, up 3,500 jobs. The educational and health services sector created 2,800 jobs; leisure and hospitality added 2,000 positions; and financial activities added 100 jobs. Of industries that reported job losses, trade, transportation, and utilities posted the largest decrease over the month, down 3,100 jobs; followed by other services, down 2,800 jobs; government, down 2,500 jobs; information, down 1,000 positions; and mining and logging, down 100 jobs.

WEEKLY PRACTICE TIP: Solar Energy Systems in Sale Transactions Q: I represent a Seller of a house with a leased solar energy system. The Seller leased the system from a solar company five years ago and he insisted that my advertising tout this as a benefit. We have ratified a contract with a Buyer represented by another brokerage. During the Buyer’s contingency for review of the leased items, the Buyer decided she does not want to take the Property if she must assume the lease; she believes the lease terms are not as favorable as other leased or financed solar systems that are currently available on the market. The Buyer wants the Seller to pay for removal of the solar system and to pay any penalties that may exist to terminate the existing lease. Both principals want to go forward with the deal but the Seller cannot afford the high cost of removing the solar system and/or the termination penalties on the lease. How can we resolve this impasse – should the deal be cancelled? A: In this situation, if the Seller is financially unable or unwilling to terminate the lease and remove the solar system, both Parties have the right to cancel the contract. Property equipped with solar energy systems can be a blessing and a curse. Sellers may see the solar energy system as a benefit because it reduces their energy use from the power grid, as well as their total electric consumption costs. They may also feel that it is eco-friendly, reducing their carbon footprint. Buyers may share the Sellers’ views regarding the general benefits of using solar energy systems; however, Buyers are not always in agreement with the Sellers regarding the efficiency and/or economic benefit of the specific lease or finance obligations for the system chosen by the Sellers.
