Pacific Union International Marin Region Weekly Update October 27, 2017


Dear Marin Colleagues, Most of you are probably asking “what’s next?”. What will the impacts of this recent devastating regional disaster be? Where will all of the displaced people go? How long will it take to rebuild? These questions and many more will be asked in the coming days, weeks and months. It is important to understand the phases of a disaster and then recovery. We are still in the emergency phase. Containing the fires, securing properties, sheltering the homeless and finding alternative housing for thousands of people is a major undertaking and will require the combined efforts of the public supported by local, state and federal resources. Once this initial phase in under control we will transition to the recovery phase. The questions of how to rebuild and what processes will be implemented to streamline the permitting and regulatory process will all be key to a more robust recovery. The affected fire areas have been declared by FEMA to be hazardous materials sites and will need to be cleaned up before anything else can occur. That will be a daunting task. We are in for a long road to full recovery and the impacts to the entire region will be felt for a long time. In Marin, we are already seeing strong interest in rentals and relocations for the affected areas. It is my guess that as the recovery process begins to be defined and insurance settlements are made, many of the displaced residents will look elsewhere to relocate. In the Oakland fire in 1991 about a third of the residents left the area and relocated. If that applies to this event it will impact the entire region. Trends will begin to develop over the coming months and it will be very important for us to pay attention to our market in Marin. The impacts to inventory and pricing will most likely be even more difficult to define and the questions will abound. Pay attention at your open houses and talk with your visitors to learn as much information as to who and where your buyers are coming from. Collecting that information will be key to defining the impact of this event to our market and allow you to share this information with your sellers to help make an informed decision. It is going to be interesting to say the least. There was a bright spot this week here in Marin and I am happy to announce that Chelsea Lindman has joined Pacific Union! Chelsea comes to Pacific Union from Vanguard and many of you already know her. Thank you to Kristin Sennett and Laura Reinertsen for introducing Chelsea to me. Pacific Union just got even better!

Selma Hepp’s Latest Article Bay Area Unemployment Rates Fall to Lowest Levels Since May Posted: October 24, 2017 Executive Summary:

• Hiring bounced back in California in September, with 52,200 jobs created, according to the latest numbers from the state Employment Development Department. August data was revised to 7,700 job losses versus the 8,200 that was previously reported. • At 1.7 percent year-over-year job growth, the state again outpaced the national rate of 1.2 percent. Nevertheless, national numbers were impacted by hurricanes in September and are likely to be revised in upcoming months. Over the last year, the state has added 280,300 jobs, and its unemployment rate remained at 5.1 percent in September. The number of employed Californians increased by 113,000 from August and is up 183,000 from last September. The number of unemployed Californian residents was up by 13,000 over the month but down by 37,000 compared with September of last year. • Half of the September job gains came from local government, which reflects the return of public school teachers. Other sectors that added positions include trade, transportation and utilities, which was up 13,000 jobs, and other services, up 5,200 jobs. Gains in trade and other services reflect increased consumer spending and should further improve.

Weekly Broker Tip WEEKLY PRACTICE TIPS Dealing with Leased Personal Property Fixtures and Systems Q: I represent the Buyer who is trying to buy a home that the Sellers renovated to be more energy efficient. The home was advertised as having a solar system on the roof, new windows and a builtin security/alarm system. My client is stretched pretty thin to qualify for this home but she can just cover the mortgage, taxes and other anticipated monthly and annual taxes and fees. The Sellers were exempt from completing the TDS and they answered “No” to every question on the Exempt Seller Disclosure (“ESD”). Right after the inspection contingency was removed, the Sellers disclosed that the solar panels and the security system are leased. After insisting that we needed to see the relevant paperwork, the Buyer has just now received the leases. Both leases require monthly service fees that my client cannot afford; that paperwork also makes it clear that it is very expensive to remove either of these leased systems. These additional, unexpected costs will make it impossible for my Buyer to afford this home.
