About Otay Mesa Otay Mesa, a border community within the City of San Diego, located east of I-805 and South of Chula Vista, was developed as an industrial area in 1985 because of the creation of the Otay Mesa Port of Entry. Otay Mesa has become California’s largest commercial land border port and the second busiest commercial land border crossing in the U.S. Mexico border. Otay Mesa is a business powerhouse with more than 1,150 companies and 24,000 employees, among them more than 100 manufacturers with 11,000 employees. Otay Mesa is home to large parcels of value priced industrial land, an airport, and numerous economic development incentives programs such as the Enterprise Zone and the Foreign Trade Zone. Otay Mesa is also home to the ﬁrst Secure Electronic Network for Traveler’s Rapid Inspection (SENTRI) Program and the recently established Free and Secure Trade (FAST) Program for commercial trucks.

ENTERPRISE ZONE Otay Mesa is a California Enterprise Zone, which enables companies to claim significant state income and sales tax savings, as well as other advantages. Please see page 10 for additional information on this important program. FOREIGN TRADE ZONE This program allows companies that manufacture, assemble, package, test, or re-export merchandise with imported materials, to eliminate many U.S. customs duties. The Foreign Trade Zone (FTZ) is a City of San Diego program, which can be established by any individual company or FTZ services can be obtained through a third party provider. For more information, please contact the City of San Diego at (619) 236-6320. SENTRI PROGRAM The SENTRI program identifies travelers who pose little risk to security in the San Diego/Mexico border, verifies their low risk status through extensive record checks, and allows approved participants easy access from Mexico to the United States through a dedicated lane. Applications for the SENTRI program should be submitted on line via the Customs and Border Protection website www.cbp.gov (Travel/Frequent Travel Programs). 8

FAST PROGRAM The Free and Secure Trade (FAST) Program is a SENTRI like program for the commercial port, where the entire supply chain members of a product voluntarily embrace several established security measures and background checks– C-TPAT Certification- in order to participate in a dedicated commercial lane program, which expedites crossings. Similar to SENTRI, FAST is a program that reconciles law enforcement with, in this case, trade facilitation. RECYCLING MARKETING DEVELOPMENT ZONE (RMDZ) 6,300 acres of industrially zoned land is designated the San Diego/Otay Mesa RMDZ, a cooperative effort of the City and County of San Diego with the California Integrated Waste Management Board.The zone allows manufacturers of recycled products and other recycling companies to take advantage of permit and financial incentives, low interest loans, and site and feedstock identification, among other benefits.

Enterprise Zone An Enterprise Zone is a geographically designated area in which businesses can receive substantial state tax breaks and other beneﬁts. Enterprise Zones were created in California to stimulate business investments and to increase job opportunities in areas that are economically disadvantaged, as well as to spur job growth in areas with high unemployment. The San Diego Regional Enterprise Zone includes portions of San Diego, including Otay Mesa, San Ysidro, as well as parts of the City of Chula Vista and National City. The major beneﬁts of the Enterprise Zone Program are tax savings through the following credits:

HIRING CREDIT Your company could earn a tax credit of up to $37,000 per qualified new employees over a five year period. If you have been paying California income taxes and have not taken advantage of the Enterprise Zone, your company could be eligible for a significant refund. Employees living in a Targeted Employment Area (Otay Mesa, San Ysidro, Chula Vista, among others) at the time of hire, would automatically qualify for the credit. SALES & USE TAX CREDIT Enterprise Zone Businesses may reduce taxes by the amount of sales or use tax paid or incurred on certain property purchased for exclusive use in an Enterprise Zone.

About the Chamber WHO WE ARE The Otay Mesa Chamber of Commerce seeks to promote economic development and vitality in Otay Mesa; enhance economic opportunities in the region and develop competitive international trade infrastructure for companies in San Diego. Poised by the economic impacts developed by the creation of the Otay Mesa Port of Entry in 1985, the Chamber was founded in 1987 under the leadership of a group of visionary businessmen who wanted to have their interests represented. For more than twenty years, the Chamber has monitored and strongly advocated for major infrastructure projects in the region, engaged in public education and supported the needs of the region’s business community. The Chamber is entirely self-funded.

COMMITTEES Transportation Committee Chairman: Greg Hulsizer, South Bay Expressway This bi-monthly meeting provides regular updates on key transportation projects affecting the Otay Mesa community. Projects of interest include the Southbound Truck Route, State Route-905, State Route-125, the Otay Mesa Port of Entry and the proposed East Otay Mesa Port Crossing, among others.

TRANSPORTATION

State Route-905 The proposed State Route 905, a full ﬂedge 6 mile freeway running roughly 1,300 feet to the south, parallel of Otay Mesa Road, will connect I-5 and I-805 with the Otay Mesa Port of Entry. Construction for this important project is ongoing and it is scheduled to be open by late 2012. State Route 11/Otay II Port of Entry CALTRANS, in conjunction with Mexican transportation ofﬁcials, has proposed adding a third border crossing in Otay Mesa. The new port would be located approximately 1.2 miles east of the existing Otay Mesa facility. State Route 11, is the proposed four-lane freeway that will serve as the primary link to the new port of entry.

Otay Mesa Port of Entry Modernization Project The existing Otay Mesa Port of Entry is being modernized and expanded.This project is expected to be ﬁnalized by 2013. Cross-Border Facility Otay Tijuana Ventures, a binational investment group is developing a facility along the border in Otay Mesa with an international pedestrian bridge connection that will exclusively serve Tijuana Airport customers.
