JAIL OVERCROWDING PROBLEMS! Madison County Sheriff Mehr shares his concerns ByDowntown Ricky Brown rickeylynnbrown@hotmail.com Madison County Sheriff John Mehr and Captain Tom Rudder speaks about the “overcrowding crisis” in Madison County jails. “The number of inmates booked into the Alex Leech Criminal Justice Center on a daily basis puts a strain on staff, inmates and the building itself.Ê And eventually, in the worse case scenario, this overcrowding could lead to the jail facing a federal injunction,” said Sheriff John Mehr. Ê Gavontai McDonald The Criminal Justice Center has been under a plan of action with the State of Tennessee to address this issue for the last four years, allowing it to keep its certification while administrators work to fix the problems.Ê The jail has failed to meet the Tennessee Corrections Institute minimum standards since 2014 due to the number of male prisoners continuously exceeding certified capacity.Ê Sheriff John Mehr said our overcrowding is - I mean, I lose sleep at night thinking about it.”Ê Plans to build an extension for the jail have been underway for at least two years.Ê The Madison County Commission voted in favor of borrowing $40 million through a bond issue in March, with $30 million to go to the proposed expansion and $10 million to fund the Jackson Madison County School System.Ê The CJC was built in 1998 to hold a total of 303 inmates.Ê On August 29th, it held a total of 401.Ê The overpopulation issue is most drastic here, but the Madison County Penal Farm and Annex are also at or near capacity most days. “Running at capacity is not ideal for a jail either,” said Jail Administrator Captain Tom Rudder. “Most people see a jail’s working capacity to be around 85 percent full, giving officers the ability to move inmates around. The jail is a society within a society. You’ve got people that cant get along, you’ve got witnesses, you’ve got medical problems, and you’ve got mental illness issues. All these inmates have to be separated and its a very CONNELL REDDICK small area to try to do that with that kind of different people and issues.” This is also true to gang members said Mehr and Rudder, and sometimes the jail ends up with fights and inmates in the hospital. Simply missing a meeting (even if you call,Ê make contact, and show up at a rescheduled meeting) can land you in jail. Before you say, “they’re just doing their job” consider two things (1) The decision to arrest is fully left up to the probation officer. (2) Even non-violent offenders are made to see and pay probation officers long after their sentence has been served and their fines have been paid.Ê Our county jail is a revolving door because it was designed to be that way. Just because you CAN put somone in jail doesn’t mean you SHOULD (especially when it’s already overcrowded). TOP TEN FUGITIVE FROM HARDEMAN COUNTY CAPTURED IN JACKSON NASHVILLE – The fugitive who was added to the Tennessee Bureau of Investigation’s Top Ten Most Wanted list on Friday is now in custody. Johnathon Shaquille Genes of Hardeman County was apprehended at a residence in Jackson on Sunday, with the assistance of the U.S. Marshals Service Gulf Coast Regional Task Force and a K-9 unit with the Jackson Police Department. He was taken into custody without incident. Johnathon Genes was wanted by the Hardeman County Sheriff’s Department for Attempted First Degree Murder, Especially Aggravated Robbery, Aggravated Assault, and Employing a Firearm during the Commission of a Dangerous Felony.

DALLAS COP CHARGED A Dallas police officer who fatally shot a man she thought was inside her home when he was actually inside his own apartment has been arrested for manslaughter, records showed. Officer Amber Guyger was arrested and booked into the Kaufman County Jail Sunday night for the killing of 26-year-old Botham Jean, Dallas ABC affiliate WFAA reported. She has since posted $300,000 bond and was expected to be released from jail shortly, WFAA reported. “We demanded for Officer Amber Guyger to be arrested and it happened,” Jean family attorney Lee Merrit told ABC News Sunday night. OBITUARY -- Ollie Ruth Claybrook Farmer -- CONT’D FROM PAGE 2 She met and married her Stigall High School sweetheart, Mr. Calvin Farmer, who is left to cherish the memory of his life long mate. Ollie could truly teach any subject and she dedicated herself to teaching others, including 37 years as a teacher and educator; 50 plus years as a Sunday School and Bible study teacher at he beloved Morning Star Baptist Church; and after her retirement, as a tutor for those studying for the state insurance exam. Ollie was also dedicated to the Humboldt and world community at-large, having served on the Humboldt Housing Authority and led the building of a church and school in Kenya, Africa, to name a few of her many contributions. Ollie was a Life Member of Alpha Kappa Alpha Sorority, Inc. and was a charter member of the Theta Eta Omega Chapter in Humboldt. Most importantly, she was revered by her family, those born into the family as well as those she adopted in love. Among her family who will continue to cherish her memory are a dear sister, Guernia Flenoy (Darryl) of Chicago, Illinois; a daughter, Berneta Miles of Memphis, Tennessee; a son, Calvin Tyrone Farmer (Jane) of Guntown, Mississippi; three grandchildren, Erica Miles of Washington D.C., Dedra Williams (Kevin) of Atlanta Georgia, and Nathanael Farmer of Guntown, Mississippi; two great grandchildren, Jonathan and Kristen Williams of Atlanta, Georgia; and a host of nieces, nephews, cousins and friends who live across the country and around the world. Members of Alpha Kappa Alpha Sorority, Inc. are welcome to participate in Ollie’s Ivy Beyond the Wall ceremony on Friday, September 14, 2018 at 4:30 p.m. at Morning Star Baptist Church in Humboldt. Visitation and a wake service will follow from 5:00 - 7:00 p.m. at that location. Her celebration of life service will be held at The Church at Sugar Creek in Humboldt on Saturday, September 15, 2018 at 1:00 p.m. She will be interred at the Tennessee State Veterans Cemetery at Parkers Crossroads on Monday, September 17, 2018 at 10:45 a.m. In lieu of flowers, the family has requested that memorial donations be made to the St. Jude Children’s Research Hospital in Memphis, Tennessee, or the Alpha Kappa Alpha Educational Advancement Foundation.

Dr. Jerry Woods announced his candidacy for Mayor of the City of Jackson last Thursday.Ê Dr. Woods is a long Dr. Jerry Woods time educator and made his formal announcement Monday September 10 at 5:00 p.m. at the Carl Perkins Civic Center in downtown Jackson.Ê Woods is the President of the 100 Black Men of West Tennessee and serves on the boards of the Jackson Arts Council and the Jackson Madison County Library.Ê He currently works as an educational consultant but said he is now focusing on his mayoral candidacy. Woods also serves on the executive committee of the Jackson-Madison County NAACP Branch and is a former interim executive vice president of Lane College.Ê He has been an associate professor of educational leadership at the University of Tennessee at Martin and was formerly superintendent of schools in Covington, Tennessee and Forrest City, Arkansas.Ê He is a Pinson native and attended Madison County public schools.Ê He holds a bachelors degree from Lambuth University a masters degree from the University of Memphis and his doctorate from the University of Mississippi.Ê He is also a graduate of WestStar, a leadership program at the University of Tennessee at Martin, Leadership Jackson and Leadership Anderson County.

Black Cops are Defending Colin Kaepernick ByÊKathrina TiangcoÊ|ÊSeptember 9, 2018 In the wake of Nike’s launch of their newest campaign featuring NFL player Colin Kaepernick, the advert is setting off a whole new wave of controversy. In fact, there were a number of protests to boycott the giant sports brand. Meanwhile, the Natl. Fraternal Order of Police didn’t shy away from criticizing the ad. The group declared that choosing Kaepernick was an insult to the law enforcement officers. In addition, the Natl. Association of Police Organizations is calling to boycott Nike. They continued to emphasize that the football star disrespected the flag that Americans fought and died for. Kaepernick has been embroiled with controversies on racial injustice before but perhaps the most prominent fight he had was with President Donald Trump. During a football game, the NFL quarterback knelt while the national anthem was playing as a protest to police brutality. This led the president to attack Kaepernick on social media saying that anyone who does the same should be fired. Meanwhile, the Natl. Black Police Association or NBPA has a different point of view. The chairperson Sonia Y.W. Pruitt expressed her dismay in the reactions of the police organizations. Hence, she felt the need to clarify and address the issue since the NBPA does not agree with what the police enforcers are saying. Instead, the NBPA fully supports Kaepernick and what he stands for. Pruitt explained that as black enforcement officers, they were not asked what their opinion on the matter is. So, she issued a letter representing the NBPA and said that they believe Kaepernick’s view on the matter is actually aligned with what the police stands for which is to protect the Americans along with their rights and safety. She also said that her organization was motivated to say their piece to add another police point of view in the conversation especially since they disagree with many of these social issues. However, people instantly assume that all police officers have the same beliefs. The NBPA was founded in 1972 after black officers from various law enforcement organizations met to discuss the problems of racial representation in the police force. Pruitt said that they have dozens of chapters across the nation and that the NBPA is the biggest police organization following the Natl. Organization of Black Law Enforcement Executives.

FORMER PRISON EMPLOYEE ACCUSED OF HAVING $37K WORTH OF DRUGS SEPTEMBER 7, 2018Ê- WBBJ-TV7 SAVANNAH, TENN. — Investigators arrested a now former private prison employee accused of having tens of thousands of dollars worth of drugs in her possession. Savannah police said they arrested Regina McAfee, 35, (right) on Wednesday on multiple drug counts. Savannah police said they found more than 2 pounds of a green, leafy substance believed to be marijuana and about 7.4 ounces of a white crystal substance believe to be “ice” style methamphetamine in McAfee’s home on Guinn Street. Savannah police said the drugs they seized are worth about $37,000 on the street. “I didn’t know nothing about it,” Gammill said. “I was sound asleep.” A CoreCivic spokesman said management at the South Central Correctional Facility in Clifton reached out to law enforcement and the Tennessee Department of Correction Tuesday after an officer refused to cooperate with a routine security check and resigned. Clifton authorities said police found a green, leafy substance believed to be marijuana inside McAfee’s vehicle at the facility.
Sheriff Mehr shares his concerns CONT’D FROM PAGE 3 Whatever the cause, the jail and its staff are left deal with the resulting influx of inmates. Sheriff Mehr said “expansion is the only way to fix this situation, but in the meantime, Captain Tom Madison County is looking for options to relieve the pressure.” Rudder Ê Mehr said they are reaching out to private facilities to see how many inmates they might be able to take and how much it would cost Madison County.Ê “The base cost for housing an inmate in a private facility is between $70 and $100 per day.Ê This does not include transportation to and from courts and medical appointments and medical cost, which Madison County would still have to pay,” Mehr said. “The extra transportation required would likely mean hiring a transport agency, as Madison County manpower is already overtaxed.” Ê According to Mehr, the CJC must submit quarterly progress reports, and remains under close state inspection.Ê “You can’t use the same program that you did four months ago,” said Mehr”. “You’ve got to have something new to add to that document.”Ê The latest update included opening bids for subcontractors and anticipating the “price not to exceed” for the jail addition, which they hope to have within the first two weeks of September.Ê This price is guaranteed by the contractor, if the cost to build the addition exceeds that quoted price, the contractor will have to pay the difference.Ê If it ends up costing less, the county receives the unused funds.Ê The Sheriff said all of this is being done to meet federal standards and limit liability. “Madison County does not want to end up in Federal Court, said the Sheriff. “Tennessee is trying to look out for us, and we appreciate that because you don’t want to have the federal courts breathing down on Madison County. But if Madison County cannot show progress on their plan of action and an injuction is ultimately placed, federal monitors will take over the project, dictating what will be built and how it will be constructed. Then the county will have to foot the bill for the project, in addition to potentially hefty fines. If you’ve got an injunction, it does not mean that tomorrow when you get if completed you’re out, Mehr said, its going to follow you for a number of years and its going to be costing you all along” Mehr said he feels good about what they are doing to limit liability and avoid an injunction, but the clock is ticking.Ê “You’ve got to show you are making progress, and so far we have been able to do that.Ê But we are going to reach theÊ point that were not going to have anything we can say we’re doing, and when its at a standstill, that’s it,” said the Sheriff.

WOMAN CUTS OFF GENITALS CONT’D FROM PAGE 1 The unnamed woman had grown suspicious about her boyfriend’s activities after he continually told her he was working late at the office, which happened several times each week. During those times, the boyfriend did not reply to his girlfriend’s messages for several hours, causing her to grow suspicious. Suspicious, she secretly installed an app on his phone to view his GPS location. Last night, after he said he was stuck working late again, she used the app to discover he was actually at a motel. CCTV footage shows her going from door to door with her phone in hand, trying to dial her boyfriend. Eventually, she heard his ringtone outside a room and started pounding on the door. Perhaps hoping to calm her down, he did open the door eventually, and the woman burst inside before quickly slamming the door shut.
