Police: Men stab, kick victim multiple times in Southeast MemphisÊattack 3 OCTOBER 3, 2018, - MEMPHIS, Tenn. — wreg.comÊ Two men were taken into custody following a brutal attack in Southeast Memphis. On Tuesday, officers were called to the 6900 block of Winchester Road near Riverdale and that’s where they found a man suffering from multiple stab wounds to his arms and legs. Authorities said the victim also had injuries to his face and head.

With Hospital Closures, Tennessee’s Choice for Governor is Clear by Guest Columnist Byron Elam, Chairman of the Madison County Democrat Party Nearly two weeks ago McKenzie Regional Hospital in nearby McKenzie, TN closed its doors. This tragedy is an all too familiar occurrence in Tennessee, particularly West Tennessee. The closing of McKenzie Regional Hospital marks the 11th hospital closure in Tennessee since 2010 and makes our state #2 in the nation for hospital closures. Tennessee Joint Annual Reports on Hospitals by the Tennessee Justice Center revealed that almost half of the rural hospitals still open are currently at risk of closing or making major cuts.Ê The failure of our current governor and state legislators to expand Medicaid in Tennessee has been a major cause of rural hospitalsÊshuttering their doors. Denying the expansion of Medicaid also left 300,000 Tennesseans without health care coverage. A study in the New England Journal of Medicine found that an average of 65 Tennessee deaths per year could have been avoided by the expansion of Medicaid. CONTINUED ON P. 10

2 men charged in Beech Bluff burglary appear in court 505 S. Bells St., Alamo, TN

October 1, 2018ÊÊJulia Ewoldt JACKSON, Tenn.– Two men appear in court on multiple charges related to burglary last week at a Beech Bluff home. Christopher Allen and Juan Simmons are accused of aggravated burglary and evading arrest. According to court documents, they broke into a homeÊThursday morning on Mifflin Road. “Typically what happens in these first appearances is the judge will read off what the person supposedly did wrong,” said Eric Lutrell, Madison County’s assistant public defender and Allen’s attorney. The caller said the man told her to get out of her vehicle and made her wait in shrubs near the home, according to court documents. “The caller stated she arrived at her home and she was confronted by a black male with a handgun,” Judge Hugh Harvey read. “She stated she noticed another black male running from the house.” Court documents say after the suspects left the home, deputies spotted the car and chased them to Watlington Road, where they were arrested. “Investigator Smith found seven long guns on the side of the road where the car pulled over,” the judge read. “Investigators did interview Mr. Allen and Mr. Simmons, and both subjects did admit that they entered the residence at Mifflin Road and stole guns from the residence.” The homeowner was able to identify those guns. Both men are scheduled to return to court for a preliminary hearing.

Officers arrested Scruggs on Thursday after police said a 17year-old came forward. Investigators said the alleged sexual battery started when the victim was 15 years old. Police said the incidents reportedly happened on school property during and after school. Milan Special School District Director of Schools Jonathan Criswell said they suspended Scruggs without pay pending disposition of charges. The school’s assistant band director will take over Scruggs’ duties until further notice. Criswell declined to comment on camera Friday, but said Scruggs has been with the district seven years. He said he has not received any complaints about Scruggs in the past. Scruggs is currently free on $10,000 bond, according to a jail intake sheet.

3 in custody after meth bust at Denmark home WBBJ 7 Eyewitness News DENMARK, Tenn. — Three people are in custody after components of a meth lab were found in a Denmark home early last Wednesday morning. Madison County Sheriff’s Office deputies were serving a warrant on charges of evading arrest for 43-yearold Ricky Alexander, according to a news release. The release says deputies saw components of a meth lab in plain view when they entered the home around 4:45 a.m. Wednesday. Investigators also found methamphetamine, marijuana, and Xanax pills in the home. Marty Alan Deberry, 39, and Shanda Kei Pepper, 29, were also arrested during the search. Deberry is charged with possession of methamphetamine and possession of drug paraphernalia. Pepper is charged with possession of methamphetamine, possession of schedule 6 and possession of schedule 4.

The release says Parks was on parole for cocaine charges at the time of his arrest in 2017.

Corrections Committee recommends Madison County Commission build a $49.5 Million dollar jail

Madison BY DOWNTOWN RICKY BROWN <RICKEYLYNNBROWN@HOTMAIL.COM> County The Madison County Community Corrections Partnership Committee announced Friday the new expansion to the Madison County Criminal Justice Complex could cost as much as $49.5 million dollars to build.Ê Mayor The Committee unanimously voted recommend to the Madison County Commission to approve a plan to build an additional 524 Jimmy beds at the Criminal Justice Center, which would not exceed a cost of $49,407,622 Harris “I think we are making the best proposal that we can with the information we have got deal with,” said Madison County Mayor Jimmy Harris. This plan would increase the size of the overall facility by more than 200,000 square feet to the north and west sides of the current building, including space for storage and anti-recidivism programs for inmates.Ê It will take approximately two years to complete. This figure has been long awaited, as the committee began meeting about four years ago at the recommendation of the State of Captain Tennessee.Ê Madison County jails were running at between 40-60 percent above capacity when the county began researching Tom expansion options.Ê Within the last two weeks, the CJC facility housed a record 425 inmates, 122 over its approved capacity.Ê Rudder If the county does not continue to show progress in addressing the overcrowding issue, it could eventually face a costly federal injunction, according to Madison County Sheriff John Mehr.Ê The committee’s recommendation will be reviewed by the Financial Management Committee on Tuesday October 2, and Harris said they will call a County Commission meeting within the next 10-12 daysÊ to review the proposal. Ê “This is a big step, a big investment for this community, so it needs to be absolutely fettered out, so everybody understands what we are doing and how we are going to pay for it,” said Harris” The $49.5 million “not to exceed“ cost means that the contractor Lashlee-Rich and all subcontractors agree not to charge the county over that cost for the work done on the expansion.Ê This figure, which is somewhat fluid, according to Harris, is locked in until October 19, giving the County Commission 20 days to consider the make their decision. Ê Gary Deaton, Chairman of the Madison County Commission said “approximately $33.5 million has been borrowedÊ via bond issue to improve the jail so far.Ê The county would have to come up with approximately $12 million in additional funds to pay for the recommended expansion plan.” The Committee will also present the County with two alternative plans.Ê The first which costs just under $46 million would add 476 beds to the CJC, a total of 126,492 square feet.Ê the second alternative plan adds 428 beds and 118,108 square feet costing just over $42 million dollars.Ê Mayor Harris said technical experts recommend that new jails be built with excess capacity.Ê “That’s what all the experts recommend, to build 15-20 percent more than you anticipate yours needs are going to be, because over time the studies have shown the population continues to grow,” said Harris. Jail Administrator Tom Rudder said “the recommendedÊ addition of 524 beds is higher than what the consultants projected, but the jail’s recent occupation numbers have been running higher than projected.”
