By Downtown Ricky Brown Sun, Aug 7, 9:34 PM The Madison County Commission will welcome eleven new members to the county’s governing body starting September 1, when the new members take office. It appears the new make up of the County Commission will be 2 independents, 7 democrats, and 16 republicans.

Long time candidate Shelia Godwin (r) was successful this election securing a seat on the commission by defeating J D Hale by a vote of 640 to 250.

Also Jackson’s director of parks and recreation, Tony Black defeated and unseated long time Commissioner Doug Stephenson who was also chairman of the Commission’s budget committee. Former Commissioner Gary Tippett was elected back after an absence since 2014. In the races for school board one Incumbent Doris Black lost to newcomer Republican Harvey Walden by a vote of 1,583 to 1,193. Also elected to the school board were: James Pete Johnson - independent Kenneth Newman - independent Andre Darnell - independent- defeated Julia Howell. 1,178 to 576 Republican Scott Gatlin and Republican Jason Compton Constables elected were: Democrat William Byrd. SWAG Host the Dangers of Human Trafficking Teen and Parent Workshop By Ella Watkins SWAG and Jackson Recreation Park was delighted to Host the Dangers of Human Trafficking Teen and Parent Workshop. The event was held at the Westwood Community Center on July28, 2022 from 5:30 – 7:00 pm. The Westwood Community Center is located at 3 Westwood Gardens Dr. Jackson, TN. This is the second year we have sponsored the event to continue to bring awareness that human trafficking is active in our community. We hope that the information shared at the event can help educate the public and hopefully save lives. We would like to take this opportunity thank our Master and Mistress of Ceremonies, Speakers, Sponsors, program participants, vendors and staff for their assistance in providing our community with such pertinent information on Human Trafficking Awareness. Also thanks for the participating in Red Sand Project. THURSDAY, WE HAD A GREAT VICTORY IN OUR LOCAL COUNTY ELECTIONS!

All Constitutional Officers, Mayor, Sheriff, Trustee, Circuit Court Clerk, Register of Deeds, County Court Clerk, Juvenile Court Clerk, Assessor of Property (elected in 2020), All Judicial Positions; All these offices were won by Republicans! The County Commission remained in the Republican majority with no change in the number (16 Republican Commissioners) While this is good, I would point out we lost two seats by less than 100 votes. This with extremely low Republican turnout. In the first School Board Election allowing Party identification, 6 seats were open. We had candidates for four positions and won three. With all this good news, on the downside, turnout was poor.

ONLY 1 OUT OF 5 REGISTERED VOTERS VOTED.

Bolivar woman dead in overnight shooting; BOYFRIEND CONFESSES August 9, 2022 Kyle Peppers BOLIVAR, Tenn. — A Bolivar woman is dead after allegedly being shot by her boyfriend. According to the Bolivar Police Department, around 1 a.m. on Tuesday, August 9, officers responded to 211 East Jefferson Street after a report of a shooting. A news release states that when they arrived, officers found 31-year-old Chiquita Lanea Stanley with a gunshot wound to the head. Stanley was transported to the Bolivar General Hospital where she later died. The release says that while officers were still conducting their investigation, 28-year-old Nathaniel Ellis, identified as the victim’s boyfriend, returned to the scene and confessed to shooting Stanley. According to the release, the incident appears to have occurred as a result of an earlier domestic dispute. Ellis was taken into custody without incident and is currently being held in the Hardeman County Criminal Justice Complex. He’s charged with second degree murder as well as being a convicted felon in possession of a weapon.

Former Madison County deputy indicted for assaulting inmate August 3, 2022 Kyle Peppers MADISON COUNTY, Tenn. — A former Madison County deputy has been indicted following an investigation by the Tennessee Bureau of Investigation. According to a news release, TBI agents began investigating an allegation involving Edward James Vince in May 2021. The release states that agents determined Vince assaulted an inmate while serving as a detention specialist at the Madison County Jail. Vince is no longer employed by the Madison County Sheriff’s Office. The Madison County Grand Jury returned an indictment charging Vince with one count of official misconduct on July 1. On August 2, Vince was taken into custody and is currently being held in the Chester County Jail.

Suspect arrested in connection to fatal April shooting in Jackson

August 2, 2022 Tristyn Fletcher JACKSON, Tenn. — The Jackson Police Department says a man has been indicted and arrested in connection to a fatal April shooting. The department says that 19-year-old Christopher Hines has been arrested in the shooting of Charles Tyus, Jr., who was 19. Tyrus was found in his vehicle the morning of April 9 around East Deadrick Street and North Hays Avenue with gunshot wounds. During the investigation, police say they developed Hines as a suspect, and he was then indicted for first-degree murder on Aug. 1. He was found by U.S. Marshals on Tuesday at a home on Taylor Street around noon. JPD says he will be arraigned in Circuit Court at a later date.

August 7, 2022 WBBJ 7 Eyewitness News Staff TRENTON, Tenn. — One person fatally shot in Trenton. According to information from Trenton Police Chief, Bill Cusson, at around 7:30 p.m. Saturday, August 6, Trenton police officers were dispatched to the area of 191 Westwood Drive for a shots fired call. Upon arrival, officers found two adult females and one adult male. The shooting victim was 26-year-old Joshua Warrington. He was treated for his injuries, but ultimately died on the scene. The person of interest, 22-year-old Timothy Fields, fled the scene prior to the officers arrival. With great compassion I share the story of a 59 year old woman who was sexually assault by her sister’s husband when she was their 16-years old babysitter. Her pain reflected in the tears steaming down her cheeks as she recalled those horrific repeated encounters with her brother-in-law. This traumatic physical and emotional experience has prevented her from having a relationship with her sister because her sister didn’t believe that

her husband was repeatedly raping her minor sister. “To this day they are still married,” she said. Breonna Taylor’s family may finally get justice after the Department of Justice charged four current and former police officers in Louisville, Kentucky, who were involved in the fatal March 2020 raid on her apartment. The DOJ accused the officers of lying to obtain a warrant that was used to search her home when they knocked her door down and opened fire. U.S. Attorney General Merrick Garland announced that members of an investigative unit within the Louisville Metro Police Department had included false information in an affidavit that was then used to obtain a warrant to search Taylor’s home. He told reporters at a hastily called news conference that prosecutors believed the officers “violated federal civil rights laws, and that those violations resulted in Taylor’s death.” Three of the officers also misled investigators who began looking into Taylor’s death, Garland said, including two that he said had met in a garage in the spring of 2020 and “agreed to tell investigators a false story.” “On March 13, 2020, Breonna Taylor should have awakened in her home as usual, but tragically she did not,” said Assistant Attorney General Kristen Clarke. “Since the founding of our nation, the Bill of Rights to the United States Constitution has guaranteed that all people have a right to be secure in their homes, free from false warrants, unreasonable searches, and the use of unjustifiable and excessive force by the police. “These indictments reflect the Justice Department’s commitment to preserving the integrity of the criminal justice system and to protecting the constitutional rights of every American.” According to a DOJ release, the first indictment charges former Louisville Metro Police Department (LMPD) Detective Joshua Jaynes, 40, and current LMPD Sergeant Kyle Meany, 35, with federal civil rights and obstruction offenses for their roles in preparing and approving a false search warrant affidavit that resulted in Taylor’s death. The second indictment charges former LMPD Detective Brett Hankison, 46, with civil rights offenses for firing his service weapon into Taylor’s apartment through a covered window and covered glass door. The third charging document — and information filed by the Department of Justice — charges LMPD Detective Kelly Goodlett with conspiring with Jaynes to falsify the search warrant for Taylor’s home and to cover up their actions afterward. The first indictment — charging Jaynes and Meany in connection with the allegedly false warrant — contains four counts. Count One charges that Jaynes and Meany, while acting in their official capacities as officers, willfully deprived Taylor of her constitutional rights by drafting and approving a false affidavit to obtain a search warrant for Taylor’s home. The indictment alleges that Jaynes and Meany knew that the affidavit contained false and misleading statements, omitted material facts, relied on stale information, and was not supported by probable cause. The indictment also alleges that Jaynes and Meany knew that the execution of the search warrant would be carried out by armed LMPD officers and could create a dangerous situation both for those officers and for anyone who happened to be in Taylor’s home. This count alleges that the offense resulted in Taylor’s death. Count Two charges Jaynes with conspiracy, for agreeing with another detective to cover up the false warrant affidavit after Taylor’s death by drafting a false investigative letter and making false statements to criminal investigators. Count Three charges Jaynes with falsifying a report with the intent to impede a criminal investigation into Taylor’s death. Count Four charges Meany with making a false statement to federal investigators. The second indictment —against Hankison — includes two civil rights charges alleging that Hankison willfully used unconstitutionally excessive force, while acting in his official capacity as an officer, when he fired his service weapon into Taylor’s apartment through a covered window and covered glass door. Count One charges him with depriving Taylor and a person staying with Taylor in her apartment of their constitutional rights by firing shots through a bedroom window that was covered with blinds and a blackout curtain. Count Two charges Hankison with depriving three of Taylor’s neighbors of their constitutional rights by firing shots through a sliding glass door that was covered with blinds and a curtain; the indictment alleges that several of Hankison’s bullets traveled through the wall of Taylor’s home and into the apartment unit occupied by her neighbors. Both counts allege that Hankison used a dangerous weapon, and that his conduct involved an attempt to kill. The information charging Goodlett with conspiracy contains one count. It charges Goodlett with conspiring with Jaynes to falsify the warrant affidavit for Taylor’s home, and file a false report to cover up the false affidavit. All of the civil rights charges involve alleged violations of Title 18, United States Code, Section 242, which makes it a crime for an official acting under color of law — meaning an official who is using or abusing authority given to that person by the government — to willfully violate a person’s constitutional rights. A violation of this statute carries a statutory maximum sentence of life imprisonment where the violation results in death or involves an attempt to kill. The obstruction counts charged in the indictments carry a statutory maximum sentence of 20 years; and the conspiracy counts carry a statutory maximum sentence of five years, as does the false-statements charge. Actual sentences, in case of conviction, are determined by a judge. The charges announced today are separate from the Justice Department’s Civil Rights Division’s pattern or practice investigation into Louisville Metro Government and the Louisville Metro Police Department, which Attorney General Garland announced on April 26, 2021, the DOJ news release stated. The charges are criminal against individual officers, while the ongoing pattern or practice investigation is a civil investigation that is examining allegations of systemic violations of the Constitution and federal law by LMPD and Louisville Metro, the DOJ noted. The civil pattern or practice investigation is being handled independently from the criminal case by a different team of career staff. Further, the charges are also separate from the charges previously filed by the Commonwealth of Kentucky against Hankison related to the shooting at Taylor’s home. The federal charges allege violations of the U.S. Constitution, rather than of state law. “They also allege excessive use of force with respect to Taylor and a person staying in her apartment; violations not included in the Commonwealth’s case,” DOJ officials wrote in the news release. 08-11-22 CSENEWS P.18

NASHVILLE- Fisk University Gymnastic Head Coach Corrinne Tarver announced the hiring of Kourtney Chinnery as a graduate assistant. Chinnery starred in gymnastics at Penn State University from 2017 through 2022. During her time as a student-athlete, she earned a spot on the dean’s list for six out of eight semesters. Chinnery while competed on Vault, Uneven Bars, and Floor Exercise for the gymnastics team. “I am excited to welcome Kourtney to the gymnastics staff,” said Tarver. “She brings a wealth of experience as a collegiate gymnast and will be a great asset in helping the gymnasts transition from club to collegiate gymnastics.” Chinnery’s accolades includes being named the Women’s Collegiate Gymnastics Association All-America Scholar Athlete and Winter Academic All-Big 10 Conference Team member from 2018-2021. In 2019, she won the Big 5 Vault title. She earned a degree in Biology degree in 2021 and Master’s in Management and Organizational Leadership in 2022, both from Penn State. “I am delighted to assist Coach Tarver, whose program will be a first for HBCUs,” said Chinnery. “I want to help young African American gymnasts and women of color succeed in sport, school, and life.”

During the fiscal year, 2021-2022, the City of Jackson expended approximately $1,279,866 in Community Development Block Grant (CDBG), CDBG CARES Act, and HOME Grant funds for these objectives. The Consolidated Annual Performance and Evaluation Report (CAPER), has been prepared to describe the activities funded by these programs including, Assessment of Five-Year Goals and Objectives, Affirmatively Furthering Fair Housing, Affordable Housing Continuum of Care Narrative, Leveraging Resources, Self Evaluation and Other Actions. Also, the Summary of Consolidated Plan Project, Summary of Accomplishments and Activity Summary for Grantee reports from the Integrated Disbursement and Information System (IDIS) will be included.
