Two DeKalb School principals, including “sugar-free” principal Dr. Yvonne Butler, are being fired and Assistant Superintendent Ralph Simpson and a third principal have been demoted for selling books to the school system. Decatur family out of home, rides after vehicle fire By Jennifer Ffrench Parker

Around town, Alvin Dollar is known as a fighter. He fights for his community and for children and adults who are mentally disabled. On Aug. 4, a little of the fight went out of him when a fire that started in the family’s parked 2002 Ford Expedition destroyed both of their vehicles and severely damaged the home they have lived in for 32 years. Dollar, who was out of town at the time, said a neighbor might have saved his wife’s life. Deloris Dollar had gone to bed when a neighbor saw flames rising from the vehicle parked in front of their two-car garage about 10 p.m. “He banged on the door and woke her up,” Dollar said. “I am so grateful my wife was able to get out safely.” The fire burned through one garage door and climbed into the bedroom over the garage of the split-level four-bedroom, twobathroom home on Oregon Trail where Dollar and his wife have lived for 32 years in the Columbia Valley subdivision in Decatur. It also spread to his 2000 Lincoln Navigator parked next to it, melting its front end and passenger door. Dollar said his neighbors tried to douse the fire with water before the firefighters got there and contained the blaze. He shudders to think of what the outcome could have been if the vehicle had been inside the garage when the fire erupted. Since the fire, Dollar said he has discovered that Ford Expeditions have been among a number of Ford trucks and SUVs that have been prone to unexplained fires and that there had been a recall of Expeditions between 1998 to 2000 as part of a massive auto

and trees. Even though he bought his Expedition brand-new, Dollar said Ford never told him about the risk of fire. “They never informed us,” he said. “We didn’t know.” Dollar said the fire started after the vehicle had been parked in the driveway for several hours. Wes Sherwood, Ford Motor Co.’s safety communications manager, said Thursday that he needed the vehicle identification number to determine if Dollar’s Expedition was involved in any recall. He still has a loan on the Navigator, but his insurance company has totaled it for $7,500 and he owes $11,800 on the vehicle. “We are now out of transportation and out of our home,” he said. More federal funds headed to area transportation projects U.S. Rep. Hank Johnson pumped up the volume on DeKalb’s transportation issues with an Aug. 16 visit from the chairman of the House Transportation and Infrastructure Committee, James Oberstar (D-Minn.), and an announcement Thursday of an additional $2.2 million for area transportation projects. The funds will go to the I-20 East Corridor in South DeKalb, the Atlanta BeltLine and Jimmy Carter Boulevard over I-85 in Gwinnett County. In an Aug. 19 statement, Johnson’s office said the bulk of the funds, more than $1.2 million, will go to the I-20 East Corridor for initial environmental work on the first phase of the corridor expansion. The BeltLine gets $475,000. DeKalb earlier received $55 million for transportation projects from the Recovery and Reinvestment Act. Johnson said he also helped obtain $500,000 to replace the existing bridge that carries Jimmy Carter Boulevard over I-85 and reconstruction of the intersections with the existing I-85 on and off ramps. The new

bridge will carry 11 lanes, four lanes wider than the existing seven-lane bridge. “Traffic congestion has gotten so bad it’s choking off our growth, our competitiveness and our quality of life,” he said. “These investments will not only put people back to work, but will go a long way in helping us create sustainable, livable communities that will be better connected and more accessible.”

Johnson is one of the newest members of the powerful Transportation and Infrastructure Committee. He hosted the committee’s chairman at meetings with DeKalb CEO Burrell Ellis and county commissioners to discuss the county’s transportation and infrastructure needs. They showed Oberstar the I-20 East Corridor, Arabia Mountain Heritage Area bike trails, the Atlanta Belt-

I-20 repaving to resume if weather permits After being rained out last weekend, the I-20 resurfacing project resumes and moves to the eastbound lanes on Aug. 20. With weather permitting, the Georgia Department of Transportation said, two left eastbound lanes will be closed between Columbia Drive and the Snapfinger Creek overpass, and the I-285 South ramp to I-20 East will be narrowed to one lane to accommodate the work. Thomas Parker, DOT area engineer, said they are expecting some significant delays. “We recommend that motorists seek alternate routes around the area,” he said.

The $28.6 million project is resurfacing 9.8 miles on I-20 between Columbia Drive and Turner Hill Road in DeKalb County. Since it began on June 18, it has snarled traffic and made the weekend commute difficult for residents and interstate travelers. The resurfacing project will continue on weeknights and weekends until fall, when the temperatures get too low to pave. It will be completed in the spring. Work hours are weeknights from 9 p.m. until 5 a.m. and on weekends continuously from Friday night at 9 p.m. until 5 a.m. on Monday. For more information, call 511 or visit www.511ga.org.

Oberstar said he was impressed with the progress Atlanta has made since his last visit more than 13 years ago. “Increased traffic congestion is a complex problem that can adversely affect the nation’s economic growth, our competitiveness in the world marketplace, and the quality of life in local communities,” he said. “While the federal government must lead the way in infrastructure investment, it is great to see firsthand innovative projects, such as the BeltLine, which can improve connectivity and lead to sustainable, vibrant communities.”

Local news organizations reported recently on a letter that the Southern Association of Colleges and Schools sent to the DeKalb County School System. The group ordered DeKalb to respond to seven questions by the end of August. According to Mark A. Elgart, SACS president and CEO, the response to the seven questions will be used to determine if a full-scale investigation of the DeKalb School System is needed. Several members of the DeKalb School Board have downplayed the questions. However, this writer is concerned that the questions, though not exactly the same as the mandates by AdvanceEd prior to Clayton County Schools losing their accreditation, are in substance the same. After I viewed the mandates and compared them with the questions put to DeKalb, I became concerned about the future of the accreditation of our county schools. These are the mandates for Clayton County Schools, and what I believe are similar to what is being

requested of DeKalb. You can draw your own conclusions regarding the impact of the questions by SACS. n Mandate 1: Establish a governing board that is capable of fulfilling its roles and responsibilities. DeKalb question: How does the district enforce policies and prevent breakdowns in checks and balances? n Mandate 2: Remove the influence of outside groups/individuals that are disruptive to the work of the school district. DeKalb question: Describe the checks and balances to make sure board is following hiring and firing policies. n Mandate 3: Enact and commit to an ethics policy that governs the actions and work of the members

Common sense should tell you to stay out of South River Much has been said recently about irresponsibility of civic leaders and politicians concerning pollution in the South River that flows through southern DeKalb and the citizens who say they were never aware of the water’s condition. At some point people are going to have to stop looking for a scapegoat, blaming state and county officials, and take a good look in the mirror and ask themselves: “Why didn’t I learn more about the river before allowing my child to play in it?” I have lived in DeKalb County for 28 years, and with one look at the South River I concluded it wasn’t fit for casual swimmers like me, much less for kids who like to frolic. Before moving to DeKalb Coun-

ty, I lived nine years in Leominster, Mass., and before that, nine years in Philadelphia. At one time the North Nashua River in Leominster was one of the most polluted rivers in North America – so polluted in fact that it was unfit for sewage. On my way to school, I walked the Fifth Street bridge over the Nashua and watched it change color from red to purple to gray almost every day due to dyes from paper companies. There was never a need to tell my brothers and me not to swim in the river or attempt to cross it barefoot, even in tempting areas where the pollution started to disperse because of the natural filtration process. Likewise, no New Englander worth their salt would want to swim in the Merrimack

River that was less visibly polluted than the Nashua, but of which the Nashua was a tributary. When I lived in Philadelphia, you had to be crazy to even think of dancing in the Schuylkill River, despite the fact citizens receive their drinking water from it after treatment. The point is that in other states where water abounds more, common sense has to be prudent when it comes to drinking or swimming in water. Where a water supply is scarce, as in metro Atlanta, people must possess a double portion of common sense because it is more in demand by businesses as well as recreation. The likelihood of contamination is going to be higher. Residents within South DeKalb must take initiative for themselves

and stop waiting upon Big Brother to lead them by the hand and declare when something is so and isn’t so. Do not assume an activity is safe simply because everyone is doing it. Water test kits can be purchased with ease. Certainly, people have the right to protest the lack of information while performing an inquiry. However, contrary to the words of Jerry Wyatt in the Aug. 14 edition of CrossRoadsNews, the last thing people need to do is recall current political leaders and elect new ones, replacing one group of purported political opportunists with another. Based on the similarity of the mandates and questions, this writer is concerned when members of the DeKalb School Board imply that the SACS inquiry letter is not connected to possible loss of accreditation, when the listed mandates led to Clayton County Schools losing its accreditation. Successful applicants will get assistance insulating their attics and walls; installing weatherstripping; replacing inefficient furnaces, water heaters and stoves; and testing for carbon monoxide in their homes. The applications are open to all DeKalb residents. Applicants must meet federal income guidelines. For example, a family of two cannot earn more than $29,140 per year and a family of five cannot make more than $51,580. Applicants must bring a valid picture ID; Social Security cards for all household members; proof of address (utility bill); and their 1040 tax return for 2009 or their 2010 Social Security, SSI, pension or retirement award letters. The federal Weatherization Assistance Program says families who get weatherization services see their annual energy bills reduced by an average of $437. Jeff Dickerson, a schools system spokesman, said Thursday that while there are no policies prohibiting employees from selling goods and services to the school district, the employees manipulated the district’s purchasing guidelines to make the purchases. He said principals can spend up to $5,000 without needing a request for a proposal. In all the cases, several invoices were generated to skirt the purchasing cap. The investigation found that Butler, who was principal at Browns Mill Elementary for 12 years, used the school’s funds to buy more than $11,000 worth of copies of her books – about transforming Browns Mill into a sugar-free school – from her company Ennovy in 2007. Butler, who was relocated to the district’s

central office in April 2009, long before the investigation, is being fired from her $105,615 position. Her sister, Annette Roberts, who is principal at Rainbow Elementary School, bought $14,184 worth of copies of her sister’s books for Rainbow Elementary. She is being fired because she refused a demotion to assistant principal. Both Butler and Roberts are suspended with pay, pending a tribunal hearing into their terminations. Reached Thursday, Butler said she is fighting her suspension and termination. She referred all other questions to her attorney, B.A. Thomas. Roberts has said she was being unfairly targeted because she is related to Butler. Dickerson said that a date has not yet been set for the tribunal hearing for the

sisters. Simpson, who sold more than $15,260 worth of his autobiography – “From Remedial to Remarkable” – to the district, was demoted to assistant principal at Tucker High School and his $115,405 annual salary reduced to $89,599. Children’s at Hughes Spalding to cut ribbon on $43 million remake Children’s Healthcare will cut the ribbon on its $43 million transformation of Hughes Spalding hospital into a cheerful, full-service hospital for children on Aug. 22. The hospital, which began operations in 1952 as the Hughes Spalding Pavilion to serve Atlanta’s middle-class African-Americans in a segregated South, now offers specialized and primary care services to children. Atlanta Mayor Kasim Reed, U.S. Rep. John Lewis, Children’s Healthcare of Atlanta’s President and CEO Donna Hyland and other Children’s officials will attend the private celebration and tours of the new, four-story facility, which begins at 2 p.m.

Children’s at Hughes Spalding includes child-friendly inpatient beds; an enhanced and expanded Emergency Department; and specialty clinics for sickle cell, asthma and child protection. It also provides primary care services with evening and weekend hours. The hospital closed in 1989 but was reopened by Grady as a children’s hospital in 1991. By 2006, Grady’s financial struggles threatened its viability, but a management agreement with Children’s Healthcare helped save the facility. Children’s launched a $43 million capital campaign to raise the funds to remodel the

hospital. It worked with the community, physicians, employees and others to create a plan to ensure the hospital’s viability for future generations. Contributions to the capital campaign came from corporations and individuals, including the family of Herman J. Russell, Kaiser Permanente and music mogul Devyne Stephens. Russell, chairman of H.J. Russell & Co., the nation’s largest African-American-owned real estate development and construction firm, donated $1 million toward the pediatric facility last fall. It was the largest gift ever from an African-American family to

Children’s. The hospital named the lobby for Russell and his late wife, Otelia, a former teacher and community advocate. Kaiser Permanente donated $5 million in December to help fund the hospital’s construction and operation. Columbia cited for sportsmanship Columbia High School has won the 20092010 Cooperative Spirit Sportsmanship award for exemplary sportsmanship. Kilombo Academic and Cultural Institute in Lithonia will be featured on Atlanta Interfaith Broadcasters’ “Stepping Out on Faith” programs on Aug. 21, 22 and 24. The AIB segment Aminata Umoja will explore the school’s history, its culturally relevant curriculum, and First Afrikan Presbyterian CDC’s support of the program. “You will see pictures of the classroom and see the teachers at work,” she said.

“We teach children from their cultural perspective,” said Umoja, an educator with more than 25 years in Los Angeles and Atlanta public school districts. “We have a rigorous academic program with an emphasis on culture,” she said. “The children learn their history and see themselves in the curriculum. If we are learning about the Declaration of Independence, they find out what was happening to their people at the time and where they fit into it and why they need to achieve academic excellence to help their community.” The AIB program airs on Comcast Channel 5 in DeKalb County on Aug. 21 at 5 a.m., on Aug. 22 at 6:30 p.m., and at 10 p.m. on Aug. 22.
