Shando Bethel was 7 years old when the Rev. Martin Luther King Jr. was assassinated in 1968. She still gets emotional talking about the death of the civil rights leader. “I was very small, but I knew something big had happened,” she said. “I remember my grandmother and great-grandmother crying. To this day, I re- Shando Bethel member my grandmother saying, ‘Oh Lord, what we going to do now.’” Bethel was set to board one of the dozens of buses headed to Washington for Sunday’s dedication of the King Memorial on the National Mall, but late Thursday, Hurricane Irene’s advance toward the East Coast caused organizers to postpone the event to an undetermined date in either September or October. Bethel, now 50, said it would be her first trip to the nation’s capital and that going there to honor King was an opportunity she didn’t want to miss. “This is so important,” she said Wednesday. “To people like myself, to see this come true is phenomenal.” Bethel said she was very excited about the trip. “I have already started packing,” she said. “I’m just like a little 5-year-old getting ready to go on a ride.” The 30-foot King Memorial opened to the public on Aug. 24 with a star-studded cast of celebrities including Aretha Franklin, Bebe Winans, Jennifer Hudson, Al Green, India Arie, Idan Raichel, and Jamie Foxx performing at a variety of events. National Memorial Project Foundation’s president and CEO, Harry Johnson Sr., said Thursday that the last planned event for the weekend would be a national prayer service on Saturday. The monument, which has been described by some spectators as “pinkish” in hue, was to have been dedicated in a West Potomac Park ceremony at 11 a.m. on Aug. 28, the 48th anniversary of the March on

Pretrial program seeks to reduce ranks of repeat offenders A new centralized Pretrial Diversion Program created by the DeKalb County Solicitor-General’s Office will offer counseling and rehabilitative services to low-level misdemeanor offenders to help reduce the ranks of repeat offenders. S o l i c i t o r- G e n e r a l Sherry Boston announced the creation of the program on Aug. 23. She said it will save the county resources and money. “I believe smart pros- Sherry Boston ecution leads to a better quality of life,” she said. “This program is part of that approach because it makes DeKalb safer while increasing offender accountability; saves taxpayers money by reducing the number of days low-level offenders spend in jail; and gives

people the tools they need to avoid repeating mistakes and, instead, live as productive law-abiding citizens.” At its Aug. 23 meeting, the DeKalb Board of Commissioners approved an increase of $103,064 to the Solicitor-General’s Office appropriation to staff the new program with two attorneys and two administrative assistants. Boston said she was grateful to commissioners for approving the PTD program. “It will offer an efficient, centralized method of resolving misdemeanor charges committed by low-level offenders,” she said. As part of the program, low-level, firsttime offenders charged with shoplifting, disorderly conduct, affray, or other minor offenses will undergo counseling, classes and community service.

They will be guided toward alternative methods of managing and understanding the behavior that led to their criminal activity, thereby reducing the likelihood that they will commit future crimes. About 280 new participants are expected to enter the program monthly. Some offenses, such as driving under the influence, vehicular homicide, and family violence battery, are excluded from the Pretrial Diversion Program. Participants will pay $300 to participate in the program and the monies will be deposited directly to the County General Fund. Those who complete the program successfully will receive a dismissal of the misdemeanor charge(s) and their case may be eligible for expungement. The Pre-Trial Diversion Program will be overseen by Kiesha Storey, deputy chief of the

Diversion and Community Alternatives Program in the Solicitor-General’s Office. Storey has more than 10 years of legal experience and an extensive background in working with diversion programs while serving as the lead Kiesha Storey defense attorney for the Hall County Drug Court Program, assisting with the implementation of the Hall H.E.L.P. Court, and with the Dawson County Hybrid Treatment Court. Earlier this year, Boston created the office’s first-ever Special Victims Unit, which handles pending high-risk domestic violence, stalking, and sex offenses; child-victim, elder, and disabled abuse; vehicular homicide; and animal cruelty cases.

Of the $114 million already raised, Woodward said $3.8 million was raised in Georgia. The ceremonial ground-breaking for the monument took place on Nov. 13, 2006. Evans said King’s impact is significant. “All the laws that prohibited housing, voting, public accommodations, and the civil and human rights of black Americans changed because of him,” Evans said. “That

year and was mesmerized by the turnout. “It was mind-blowing to see all those people last year,” she said. “I can’t wait to see how many people will come this year.” The unsettling weather began threatening the events early in the week. Before Irene picked its path up the East Coast, earthquake tremors shook Washington on Tuesday. Johnson was philosophical about the interruptions. “We are reminded of the natural and human distractions Dr. King so often faced as he pursued justice, democracy, hope and love,” he said after Tuesday’s earthquake damaged the National Building Museum, which was the venue for the “Honoring Global Leaders for Peace” opening event. It was relocated to

the Washington Convention Center. “Dr. King showed unshakable strength against daily distractions on the way to reaching the dream,” Johnson said. Bethel, who is a DeKalb County Schools bus driver, said she could hardly wait to gaze upon the King Memorial. “If we can’t do it this weekend, we will have to do it another time,” she said. “If it’s not this weekend, it will be another weekend.” The King Memorial has the same operating hours as all other national memorials on the National Mall. The public may visit the park 24 hours a day, but rangers are on duty to answer questions from 9:30 a.m. to 11:30 p.m. daily.

Suspect held in shooting of officer The 37-year-old man accused of shooting DeKalb police Officer Deron Fulton is in custody. After a two-day manhunt, Michael Hughey was captured about 3 a.m. Thursday at the America’s Best Value Inn and Suites hotel in Stockbridge in Henry County. He is accused of shooting and injuring Fulton, a four-year member of the police force, during a traffic stop Tuesday night on Bouldercrest Road in Atlanta. Fulton, 24, was released from Grady Memorial Hospital on Wednesday. Hughey was a passenger in a vehicle stopped by Fulton about 8:30 p.m. on Aug. 23. DeKalb police spokeswoman Mekka Parish said Hughey ran and Fulton chased him. The two ended up in a church parking lot, where they exchanged gunfire. Fulton got off at least one shot before a round allegedly fired by Hughey hit him in the rear shoulder. The arrest was a joint effort by DeKalb police, Henry County police, U.S. Marshals and the DeKalb County Sheriff ’s Fugitive Squad.

Shoal Creek II Park’s basketball courts will reopen on Aug. 27 with a celebration of the improvements at the 23-acre recreation area in Decatur. A $10,000 grant from the Sprite Spark Parks Project paid for improvements that include the resurfacing of two full basketball courts and four half courts, which had been closed since July. The backboards also

were replaced. DeKalb CEO Burrell Ellis and the Department of Recreation, Parks and Cultural Affairs are hosting a 9 a.m.-to-noon reopening celebration that will include other county officials, the Coca-Cola Co. and recreation staff. Other beautification projects also have been completed in the park. Shoal Creek II Park features baseball, soccer, a multi-use field,

tennis courts, a multi-use court, playground and picnic area in addition to the basketball courts. The Sprite Spark Parks Project is a multiyear commitment to refresh, refurbish and improve outdoor active spaces across the country. Shoal Creek II Park is at 3643 Glenwood Road. Buddhists to pay homage to fallen troops The 30 Americans who died after their helicopter was shot down in Afghanistan will be honored at a religious ceremony at the Lao Buddhist Temple in Conley on Aug. 28. The fallen Americans, who

included 22 Navy SEALs, were killed on Aug. 6. Chantho Vorasarn, chairman of the board of directors at the temple, said one of the fallen heroes was a Laotian-American “who dedicated his life to protect the democracy of

DeKalb District Attorney Robert James has been recognized as one of the top lawyers in Georgia under age 40. The Fulton County Daily Report’s annual On the Rise issue highlights the accomplishments of a select group of lawyers who represent various legal disciplines. James was one of 13 lawyers making the list. “This is a tremendous honor to be

recognized with a distinguished group of lawyers from across the state of Georgia,” he said in an Aug. 22 statement. James, who was elected DeKalb solicitor-general in 2006, became district attorney in 2010. A graduate of Georgia State University’s Law School, James started his career as a prosecutor in Rockdale County. He was later hired by former DeKalb District Attorney J. Tom Morgan

to serve as an assistant district attorney. In 2010, he was appointed to the Judicial Nominating Committee by Gov. Nathan Deal. James and wife Karria have a daughter, Brookelyn. Dax Lopez, a DeKalb County State Court judge, and District 81 state Rep. Elena Parent, who represents part of DeKalb, were honored as well.

Under the 1965 Voting Rights Act, Georgia is one of nine states that must get any change to voting or election law approved by

Mosby said the state has asked for expedited review and that the Justice Department should return the maps by late November or early December. “We are in a limbo until they return,” he said. The state House also approved the redrawn congressional maps, which put John Lewis’ District 5 deeper into DeKalb County and

extends Hank Johnson’s 4th District deeper into Rockdale County. Lewis’ new district would come all the way to Candler Road. In an Aug. 24 statement, Deal praised the Legislature for its open, transparent process that he said produced compact districts and kept communities of interest together. “Georgians can be proud of what their legislators produced in

these new maps,” Deal said. “After all the shenanigans we saw 10 years ago with multimember districts and outrageous gerrymandering, we have upheld our vow to keep communities together.” He said both bodies produced maps that obey federal laws and honor the one-person, one-vote principle. “The maps also pass the ‘optics test,’ meaning that a casual viewer could look at the districts and tell they make sense,” he said. “It’s a benefit to our state and a benefit to our taxpayers that we have accomplished this important part of the special session so quickly.” The House voted 104-56 to approve Senate maps, and the Senate voted 36-16 to approve the House maps.

Metro area posts modest job gains SBA urges disaster preparedness Modest job gains in July drove down metro Atlanta’s unemployment to 10.4 percent, the state Labor Department said Thursday. The preliminary unadjusted jobless rate is down one-tenth of a percentage point from 10.5 percent in June. The July 2010 rate also was 10.4 percent. In DeKalb County, the unemployment rate was 10.7 percent. Metro Atlanta’s rate declined because there were 14,000 more metro residents employed in July than in June, and there were fewer layoffs in health care and social assistance, educational services, and accommodations and food services.

The lowest unemployment rate of 7.9 percent was recorded in Athens and Warner Robins. The Heart of GeorgiaAltamaha area near Dublin recorded the highest rate of 12.8 percent. Georgia’s seasonally adjusted jobless rate rose to 10.1 percent in July, up twotenths of a percentage point from 9.9 percent in June. The unemployment rate also was 10.1 percent in July a year ago. July marked the 48th consecutive month Georgia has exceeded the national rate, currently 9.1 percent, down from 9.2 percent in June. Local area jobless rates are not seasonally adjusted.

DeKalb’s credit rating downgraded DeKalb County’s credit rating has been downgraded. Moody’s Investors Service said Aug. 8 that it is correcting the rating for DeKalb’s Revenue Bonds Series 2004 to Baa2 with a negative outlook from Aa3 with a negative outlook. On May 3, the New York-based company warned the county of a possible downgrade because of its $415 million of outstanding general obligation, unlimited tax-backed and parity debt issued through various public authorities, and its A1 rating on $18.9 million of appropriation-backed debt. Moody’s said the rating was inadvertently

The Board of Commissioners, which was set to vote Aug. 23 on an amendment to the county’s Clean Indoor Air Ordinance that would extend the smoking ban outdoors to businesses, parks and other outdoor venues, deferred the vote until Sept. 13 to give advocates the opportunity to consider proposed changes to their amendment. Some commissioners wanted to narrow the ban because of its effect on businesses. District 5 Commissioner Lee May said that people can already eat a meal smokefree in restaurants in DeKalb County and that 97 percent to 98 percent of businesses are already smoke-free. “I am not for any particular industry, but we ought to include in this amendment the ability of 2 or 3 percent of businesses who have smoking to be grandfathered in,” he said. “You ought to grandfather them in. I believe that’s fair.” Dr. S. Elizabeth Ford, DeKalb’s district

health director, said she remains hopeful about the proposed amendment’s prospects. “While I am disappointed that the Board of Commissioners did not approve the no-smoking ordinance as written, we S. Elizabeth Ford are encouraged by the fact that the Board of Commissioners did not walk away and that dialogue continues,” she said on Aug. 24. “We are not done yet.” The DeKalb Board of Health is urging the commissioners to amend the ordinance to make more facilities smoke-free. The amendment is co-sponsored by District 6 Commissioner Kathie Gannon and District 2 Commissioner Jeff Rader. The current ordinance allows smoking at free-standing bars, adult entertainment establishments and outdoor venues, including parks.

The proposed amendment bans smoking in those places and a number of others, such as playgrounds; entrances and exits to buildings; outdoor entertainment venues; and outdoor service lines, such as the line at an ATM. The proposal also decreases the number of rooms a hotel can designate for smoking from 25 percent to 10 percent. A survey conducted this spring found that 71 percent of residents polled don’t want smoking at outdoor public events and 93 percent want to keep tobacco advertising away from places often used by children. The telephone poll of 1,000 randomly selected adult residents was conducted by Market Decisions on behalf of the Board of Health. The poll indicates that residents support amending the ordinance, which currently bans smoking in most workplaces. Findings also indicated that the majority of DeKalb residents don’t want smoking at outdoor recreational facilities including public parks, in outdoor areas of restaurants, and inside bars and adult entertainment

establishments. The Board of Health says that eliminating smoking in public places has been proved to reduce the number of tobacco-related illnesses and deaths, which number more than 11,000 each year in Georgia. Smoking bans in places of employment also have been shown to lower maintenance expenses related to cleaning and insurance premiums including medical and fire, the board said. If the amendment is approved by the Board of Commissioners, DeKalb would join several other metro areas that have banned outdoor smoking. Roswell passed a smoking ban for its 18 municipal parks last summer. Marietta’s 19 parks went smoke-free in 2009, and Alpharetta approved an ordinance in March banning tobacco use at city parks and along greenway trails. State gets $2.5 million grant to improve Medicaid, PeachCare for Kids A $2.5 million grant to the Georgia Department of Community Health will help streamline member enrollment and renewal for Medicaid and PeachCare for Kids. The two-year grant from the U.S. Department of Health and Human Services, the largest awarded across the nation, will be used for technology to enhance Medicaid and PeachCare for Kids, the state’s Children’s Health David Cook Insurance Program. Other Georgia grant recipients include West End Medical Centers Inc., which received a $1 million grant to help with enrolling eligible African-American and Hispanic uninsured children in Medicaid and PeachCare for Kids in four counties, including DeKalb. David Cook, the state’s Community Health commissioner, said that reducing costs and becoming more efficient is a top priority for the department. “The work to be accomplished by this grant will help simplify the enrollment and renewal process for eligible children while

making the program more efficient and cost-effective,” he said. “By being able to use the latest technology to verify eligibility and improve the application process, we hope to improve access to quality health care for our Medicaid members.” The funds will be used to introduce a series of technology solutions including pre-populated renewal forms and redesigned notices; enhanced citizenship verification; equipment to facilitate off-site enrollment and verification; implementation of an on-line renewal module; and development of an electronic referral from Medicaid to PeachCare for Kids so that children may access care sooner and not lose coverage when their family circumstances change. Jerry Dubberly, chief of the Georgia Medicaid Division, said the grant comes at a time when the division is facing increased enrollment and will help support the delivery of high quality care for its young members. Parents, citizens and other stakeholders will get to meet DeKalb Schools superintendent finalist Dr. Cheryl Atkinson at a community meet-and-greet on Aug. 27. Atkinson will answer questions and mingle with the community for the first time since the DeKalb School Board picked her on Aug. 12 as the lone finalist to fill the position that has been vacant for two years. The board is set to vote on her appointment on Aug. 29, and a majority of board members support her appointment. The meet-and-greet starts at 10 a.m. at the school district’s Administrative Complex, 1701 Mountain Industrial Blvd. in Tucker. Atkinson, a 30-year educator, is coming from a smaller district and her record of modest success has drawn criticism from some. The Lorain, Ohio, City Schools district, where she has been superintendent for four years, has 7,600 students, 17 schools and academies and only one high school, and 955 full-time employees. DeKalb County has 98,300 students in more than 100 schools and centers and 20 high schools and 13,000 full-time employees. Atkinson will give a brief overview of her vision for the school system and answer presubmitted questions from the community.

She also is expected to take questions during the meeting. School Board Chairman Tom Bowen said the board is pleased to introduce Atkinson to the community. School started this week in Lorain where Atkinson is currently superintendent, and Bowen said she is coming as quickly as she can to share her vision with DeKalb Schools parents and citizens. “We are confident that once DeKalb

residents get an opportunity to hear directly from her, our parents and community members will be impressed with her creative approaches to increasing academic performance,” he said. Even though a majority of board members support Atkinson’s appointment, District 1 and 2 board members Don McChesney and Nancy Jester have been publicly vocal in their opposition, claiming that the board had several candidates with better records of

student achievement and that the Lorain City Schools was on “academic watch.” Last year, it met only one of 24 academic indicators on its state report card for schools. But this week, the district was upgraded from academic watch to a continuous improvement rating on Ohio’s report card. An Aug. 23 story in the Lorain Morning Journal said the district passed four of 24 tested categories and improved scores in 18 of the 24 tested areas. The district also made its attendance goal for the first time. Atkinson told the newspaper that the district instituted rewards systems for students to help it attain attendance goals. The incentives included being able to dance using the Wii on Friday mornings or participate in dress-down days, which were widely popular with students. With the rise in attendance across the board, test scores for grades three through 11 all went up for the most part. Questions can be submitted at www .dekalb.k12.ga.us through noon on Aug. 26. A fire on Aug. 9 destroyed two historic cottages in Warm Springs built by President Franklin Delano Roosevelt, including the McCarthy Cottage, FDR’s home until 1932.

Devastating loss for Warm Springs Two historic cottages built by President Franklin Delano Roosevelt in Warm Springs were destroyed by fire on Aug. 9. The fire at the cottages, which are now part of the Georgia Department of Labor’s Roosevelt Warm Springs Institute for Rehabilitation, is under investigation, but authorities believe it may have been caused by an electrical storm in the area. The McCarthy Cottage was the first home Roosevelt built in Warm Springs. The building and 28 other cottages are part of the Warm Springs National Historic Landmark District. In May, Rotary District 6900 launched the Adopt a Cottage Campaign to restore all 29 cottages. Labor Commissioner Mark Butler said the destruction of the cottages was a great loss for the nation. “Because President Roosevelt resided there for four years, the McCarthy Cottage was the cottage of most historical value,” he said. “We greatly appreciate the efforts

of the Warm Springs and Flint Hill volunteer fire departments, who responded immediately but were unable to save the cottages.” Built in 1927, McCarthy Cottage was Roosevelt’s Warm Springs home until 1932 when he moved into the Little White House. Roosevelt first came to Warm Springs in 1924, seeking a solution for the paralysis of his legs caused by polio that he contracted three years earlier. Later, after Roosevelt founded his worldfamous polio treatment center at Warm Springs, the cottages became the homes of prominent polio survivors and their families who required ongoing treatment. McCarthy Cottage, named after Leighton McCarthy, a Canadian businessman whose son also had polio, had been used for staff and VIP housing since 1974, when the state of Georgia assumed ownership and operation of FDR’s famous treatment center.
