Parents file lawsuit to halt school closings By Carla Parker

The DeKalb School Board’s March 7 vote to close eight schools, seven of them in south DeKalb County, is now the subject of a lawsuit. The day of the controversial vote, four parents – Kim Ault, Annette Davis Jackson, Kendall London and Latasha Walker – filed suit in DeKalb Superior Court asking a judge to intervene and halt the decision to shutter the schools and redistrict thousands of students until an audit of school operations is done. In the lawsuit, parents said the children have no voice in redistricting and that the

decisions have “threads of segregation and gentrification.” Jackson, whose two children used to attend DeKalb schools, said parents want the school system to stop the closings. “We want an audit of the entire system because we want to know the numbers,

the finances, and how the district operates each dollar,” said Johnson, who relocated to Lilburn. Her ex-husband and children’s father still lives in DeKalb, and she has been advocating for DeKalb students for six years. She said the school system does not have the interest of every child in the district and is giving more resources to schools in the north. “Most students are going to northside schools because southside schools don’t have the best instructional quality,” Jackson said. The lawsuit also lists the citizens of DeKalb and DeKalb NAACP President John Evans as a petitioner, but Evans said his name was added without his approval. Still, he said he supports what the parents

are doing. “It is the right move to make,” he said. “Sometimes you have to go through the justice system to get what you want.” The case has been assigned to Judge Michael Hancock, but his office said Thursday that no court date has yet been set. Monday night, the School Board voted 7-2 to redistrict 6,000 to 7,000 students and close eight schools to save about $12.4 million a year. Antioch Manor Begins Expansion 106 new units going in at senior living complex By Jennifer Ffrench Parker

By early winter next year, 106 new elderly families will be moving in at Antioch Manor Estates in Stone Mountain. They will join 120 residents, 55 years and older, who are already living at the gated independent-living facility developed by Antioch AME Church. Antioch Manor, which bills itself as “gracious living for seniors,” offers studio and one- and two-bedroom apartments. On March 5, the church held a ceremonial ground breaking for a three-story building with 60 apartments and a second building with 46 villas. The ground-breaking ceremony, which was forced indoors by rainy weather, included AME Church leaders, lenders, contractors, elected officials, church members, and current and potential residents. The Rev. Dr. Stafford J. Wicker, Antioch’s pastor, hailed the $14.6 million expansion as evidence that the church is meeting community needs. “These buildings will be here long after we are gone,” he said. Antioch AME, which was Decatur’s first black church when it started in 1868, relocated to South Stafford Wicker Hairston Road in 1995. When Wicker arrived in October 1992, the church had 350 members. Today it has 2,100 members at two locations in Stone Mountain and Conyers. Antioch Manor is located on 32.5 acres the church purchased in 2000 across the street from the Hidden Hills subdivision on South Hairston Road. its own money into the construction project, which has been funded with federal lowincome housing tax credits. Between the $7 million first phase and this expansion, the total construction cost is $21.6 million. “In 10 years we have gone from zero holdings to $30 million,” he said. “You can see that somebody has been at work.” The Stone Mountain-based church broke ground on the first 120 studio and one- and two-bedroom apartments in 2004. Its 450-square-foot studios lease for $387 to $775. Its 600-square-foot, onebedroom apartments are $415 to $975, and its two-bedrooms range from $498 to $1,395 monthly, depending on whether they have one or two bathrooms. The community includes a mix of subsidized and market-rate apartments. To qualify for the subsidized units, seniors must meet federal low-income guidelines. The market-rate apartments lease for $1,300 a month. The facility opened in 2005 and has been

Cora Outlaw, who was among the first residents to move there in 2005, said she has enjoyed living in the community. “It’s comfortable and peaceful,” she said. “I wouldn’t want to live anyplace else.” Outlaw said she downsized from a threebedroom ranch in the Woodmere subdivision in Lithonia after her kids grew up and left the house. “I didn’t want to cut no yard or do any upkeep of a home anymore,” she said. After visiting Outlaw’s apartment, which was open for a tour after the ceremony, Annie Simmons of Decatur said an apartment like that would be perfect for her in-laws. Shirley and Nathanial Simmons, in their 70s and 80s, live in Dayton, Ohio, and their daughter-in-law said it would be great to have them closer. “They have no other family in Ohio and we are spending a lot of time going back and forth to visit them,” Annie Simmons said. “I am thinking of putting their name on the

Art Queen and the glass firm he launched mark 25th anniversary By Jennifer Ffrench Parker

By any measure, 25 years in business is worth celebrating. When that milestone is achieved by an African-American firm in a business – glass installation – not traditionally opened to blacks, it’s a victory most sweet. On March 3, Arthur “Art” Queen and his wife, Sandra, allowed themselves to savor their accomplishments as their company, EGM Services Inc., marked 25 years in business. On March 5, their children Robert and Kelsi and employees celebrated them at a 25-year anniversary reception at Café 267 in Tucker. Queen, who started Ebony Glass & Mirror, a commercial glass and glazing firm, in 1986 on Jimmy Carter Boulevard in Norcross, says it feels really good to make this milestone. “Being an African-American business in this business is tough,” he said. “Being an African-American in the construction industry is tough.” To stay in business, Queen diversified his business, maintained a well-trained work force, provided quality and professional work, finished his contracts on time, and treated his employees right. Today, the company, now located on 4251 East Side Drive in Decatur, is focused on so much more than glass. Its new name, EGM, stands for Engineering, Glass and Management, and the company is now involved in engineering design and project management as well as glass installationfor goverment, commercial and educational clients. Today, the executes construction projects from idea to final review, and manages everything from solicitation, bid award and construction, to move-in and post-construction activities. Queen, a native of Washington, followed his wife South in 1983 to be close to her sister Grace Washington, the pastor of Love Life Christian Fellowship Church in Ellenwood. With 20 years as a general manager with General Glass Corp., one of the District of Columbia’s largest glass contractors, he was certain he could land a job in the “city too busy to hate.” But for three years, all he heard from potential employers was that he “was too qualified.” With a family to feed, Queen faced the prospects of returning to his home city or launching his own company. He opted for entrepreneurship and set about carving a niche for himself. That turn was no easy task. He found white contractors reluctant to use his company, and he also lacked the family, college and political connections of Atlanta’s “old boy network.” “I was a little naive,” he said this week. “I thought that if you had the skills, the work would come. But I had to pay my dues. I wasn’t a Grady baby and I wasn’t a Georgia boy.” From installing auto glass for All-State

Insurance Co., Queen moved on to contracts at Underground Atlanta and to HartsfieldJackson International Airport, where he worked on the air cargo and Concourse E four gate expansion and the Technical Support Campus. His firm also worked on the Adamsville Recreation Center in Atlanta. Along the way he had to convince white contractors that his company could do quality work and finish a job on time and on budget. EGM had its best year in 2008. That was the year the stars aligned and it won a $4 million glass installation contract for the $300 million Conrad Rental Car facility at Hartsfield-Jackson, and became one of three minority firms on the $29 million engineering design team for DeKalb County’s $800 million Snapfinger/Polebridge Waste Water Treatment Plant. EGM’s share of DeKalb contract was $3 million. So 23 years after launching his company, Queen had his biggest year ever – $7 million in revenues. “I had one good year,” he said. “It felt good.” But that high revenue was both a blessing and curse. On the positive side, EGM was able to grow its work force to 48 employees, its largest ever. The curse – that one-time high revenue now disqualifies EGM from DeKalb County’s Local Small Business Enterprise program that caps a construction firm’s gross annual revenues at $3 million. “I never did it before and haven’t done it since and it disqualifies me,” said Queen who now employs 28 employees. During Saturday’s anniversary celebration, business partners and employees praised Queen and his wife, who is the company’s treasurer, for always focusing on quality work and being loyal to them. The employees spoke of Queen’s generosities and said that once when business got tough and hehad to lay off workers, he refused to take their keys to the company. “That’s the kind of person he is,” one said. A high point of the celebration was the unveiling of a portrait of Queen, which daughter Kelsi says will be hung in the company’s lobby. The company also presented him with a $25,000 check and gave his wife $2,500. Kelsi joked that the employees were going to do without salaries for two weeks. A surprised Queen took the microphone and reminded her that checks over $5,000 needed two signatures. Along the way, Queen became national president of the National Association of Minority Contractors, a group he led for four years, and in 2001, he was inducted the association’s Hall of Fame in Washington. Right now, Queen is president of the group’s strongest chapter, its 75-member Georgia-Atlanta chapter. On April 17, Queen will celebrate his 69th birthday. He says he is happy that his daughter Kelsi has joined the firm.

Born to Hawkins’ comatose teen daughter, Tara BottomsHawkins, in 2004, Emmanuel, who weighed 2 pounds, 9.8 ounces, was not expected to live. But his “Grammy” wouldn’t give up on him. His mother was taken off life support and died two days later. Emmanuel suffered from a host of severe neurological and other health issues but has defied the odds. His grandmother became his teacher and physical, occupational and speech therapist. Hawkins said this week that she now wants him to attend school so he can be with other children. She is seeking a private school with a smaller class size that can help him with his speech and fine motor skills challenges, and she is trying to raise money for his schooling. The green and white signs adorning the I-285/ Memorial Drive overpass bridge say it all. The $54.8 million interchange is now the Tom Scott Interchange, named for the late DeKalb tax commissioner, who died in 2006. The signs went up March 3 just as Scott’s family, relatives, friends, and local and state officials were gathering at the DeKalb Tax Commissioner’s Office on Memorial Drive for a ceremony officially dedicating the interchange and a memorial garden to him. The ceremony was held on March 3, Scott’s birthday. During the ceremony, Scott’s widow, former DeKalb Commissioner Jacquie Scott, said that they were very lucky to have had Scott in their lives. “He’s so special and we miss him,” she said, still speaking of him in the present tense. During his tenure, Scott modernized the DeKalb Tax Department into Georgia’s most technologically advanced tax collection agency. When he took office in 1992, the tax office was infamous for long lines that circled the block and frustrated tag holders and property owners who spent hours waiting to pay their taxes. He decentralized the office into three locations and made technological improvements that allowed taxpayers to pay through the Internet, the telephone or by mail. He also added Saturday hours so that people didn’t have to take time off work to pay their taxes. Before he was elected tax commissioner, Scott was a state senator for DeKalb’s District 43. During his eight years at the Capitol, he wrote Senate Bill 372 that made Dr. Martin Luther King Jr.’s birthday a state holiday. Former DeKalb Police Chief Bobby Burgess praised Scott’s legislative contributions. “We got a lot of good laws put into public safety through the Senate and legislation through

Tom,” he said. Community activist Joe Bembry pitched the idea of honoring Scott by naming the interchange, which is close to the office where he worked. State Reps. Stephanie Stuckey Benfield, Randall Mangham, Billy Mitchell, Michele Henson and Stan Watson sponsored the state resolution in 2008. A vacant lot at the corner of Memorial Drive and Northern Avenue was donated by DeKalb County government for the Tom Scott Memorial Garden. Jacquie Scott has started planting trees and shrubs in the garden. “The garden has crape myrtle and cedar trees now,” she said. “Eventually it will have wildflowers and more.”

Marquez Konnell (Thirst) Montgomery Sept. 5, 1991 – March, 15, 2010

Family and friends are remembering Marquez Konnell (Thirst) Montgomery, the popular and beloved Redan High School student who was killed in a tragic auto accident on March 15, 2010. Marquez was musically gifted.

He played a myriad of instruments such as the snare and tenor drum, baritone and trumpet, but he was a force to be reckoned with on cymbals. This percussionist and trumpet player played in the schools' Blue Thunder Marching Band. The day before his death he was working on beats in the music lab.

Although "Thirst" loved the marching, symphonic and jazz band he never lost his passion for the church service where he was the lead drummer for both the choir and praise team. Marquez you will never be forgotten. You will always remain in our hearts forever.

The high school will remain open for magnet DeKalb School of Arts students. Medlock Elementary in North DeKalb is the only other school that is closing. Flat Rock and Bouie elementary schools will stay as is, after it was recommended to transform Flat Rock Elementary into a theme school and Bouie Theme School into a neighborhood school. The board also decided not to make some of the recommended changes in Dunwoody and other North DeKalb areas. Thomas Bowen, board chairman, said the closings and consolidation were needed to bring in money to the school system. “We’re closing the buildings because it’s inefficient for us,” Bowen said. “What we want is the savings, the $12.4 million savings that will now go into the classroom.” South DeKalb parents and community leaders say the changes unfairly targeted their area with school closings because they weren’t as Thomas Bowen vocal against the first redistricting plan like their North DeKalb counterparts. David Schutten, president of the Organization of DeKalb Educators, said the board did not give any consideration to the southwest part of the county and other neighborhoods that will be devastated from the closings. “Basically every adjustment that was made – other than for Bouie and Flat Rock – was done for the parents north of Memorial Drive,” Schutten said. “Some communities are not as politically savvy as others and the politically savvy communities got their way.” Bowen said the decision was not based on the outcry from North DeKalb parents but on declining population in the south. “This is not a situation where there was a surprise that there is a low population in those areas. There just hasn’t been the redevelopment that has hit other areas.” Although interim Superintendent Ramona Tyson said all of the resources will follow the students and no jobs will be lost, Cindy Smith, a secretary at Glen Haven, believes her job will be lost. “How many secretaries can one building have? The other buildings already have secretaries and staff.” Smith said she’s more concerned about the children. “The kids know that when they come to our school they are safe and loved. We’re a family and every school is not like that.” Redistricting is one of eight mandates that the Southern Association of Colleges and Schools has recommended for DeKalb to keep its accreditation. The schools are all scheduled to close in June.

DUI warning for St. Paddy’s revelers Corned beef, all things green and lots of drinking are on tap for the annual St. Patrick’s Day celebrations on March 17, but the Governor’s Office of Highway Safety does not want DUI on the list. In a statement this week, Director Harris Blackwood encouraged celebrants to designate a sober driver. “Don’t depend on the ‘luck of the Irish,’ ” he said. “It’s no blarney! If you drink and drive, not even your lucky four-leaf clover will save you from a DUI this St. Patrick’s Day.” Blackwood said that Operation Zero Tolerance will be strictly enforced and cautioned Georgians not to test their luck by riding with a drunk driver or climbing behind the wheel while under the influence of too many green beers. “Just like on Cinco de Mayo, Halloween and Super Bowl Sunday, about half the fatal crashes on St. Patrick’s Day now involve at least one driver with a blood alcohol concentration of 0.08 or higher.”

Over the 2009 St. Patrick’s Day holiday, 103 Americans were killed in traffic crashes. Roughly half of the fatalities involved at least one driver or cyclist with a blood alcohol concentration at or above the illegal limit. Blackwood says partyers should plan for a designated driver, don’t drink and drive, program local cab company numbers into their cell phone, and always buckle their safety belt. For people hosting parties, he said they can be held liable and be prosecuted if someone they overserve alcohol ends up in a DUI crash.
