Second track new railway link Divača–Koper

No doubt the Second track is a necessity The existing Divača–Koper railway line was built over half a century ago. At the time, it enabled the development of the Port of Koper and provided a connection from the Slovenian coast to its hinterland. The line’s capacity is currently stretched to its limits, while traffic has also been influenced heavily by unexpected events such as summer forest fires and rock falls due to the nature of the terrain, as well as frequently required maintenance works.

More trains, shorter travel times The Second track will increase throughput capacity from the Port of Koper. It will take freight trains 25 to 35 minutes to cover the distance from Divača to Koper. The route will once again be used for scheduled passenger trains, shor­ tening travel times to under 20 minutes.


Connecting Europe The Second track is part of the Trans-European Transport Network (TEN-T network). The terri­ tory of the Republic of Slovenia is crossed by two corridors of the core network, an integral part of which is also the Divača-Koper line:

the Baltic-Adriatic corridor (Poland–Italy) in the direction Świnoujście–Gdynia– Katowice–Ostrava/Žilina–Bratislava/ Vienna/Klagenfurt–Udine–Venice/ Trieste/Bologna/Ravenna, and GrazMaribor–Ljubljana–Koper/Trieste

the Mediterranean corridor (Spain–Ukraine) in the direction Almeria–Valencia/ Madrid–Zaragoza/Barcelona– Marseille–Lyon–Torino–Milano– Verona–Padova/Venice–Trieste/ Koper–Ljubljana–Budapest–Zahony (Hungary–Ukraine border)


Quality connection feeds economic growth The Second track will increase mobility between the only Slovenian port, Slovenian hinterland, and countries of Central and Eastern Europe. It will secure better travelling conditions, accelerate the development of logistics and international trade. Slovenia shares a long history with countries of Middle and Eastern Europe, which are also among Slovenia’s important economic partners.

New jobs During construction and after completion the Second track will create new jobs in Slovenia, both in the field of logistics in greater Port of Koper area, and indirectly in the economy at large. The Second track will play a vital role in development and success of Slovenia.


Environmentally friendly The Second track will reduce environmental impacts and risks. Railway is an environmentally friendly mode of transport in respect of lower energy consumption, air pollution and CO2 emissions. The Second track will divert transport from roads to railways, in line with green EU transport policy's key guideline.

The Second track line is planned to bypass the RiĹžana water resource protection area as much as possible, as it is the main source of drinking water for the entire Slovenian Istria (providing for households, tourism, industry and agriculture).


Great developmental opportunity Construction of the Second track is a big developmental opportunity, enabling faster growth of transshipment and increasing the competitive edge of the Port of Koper, while development of logistic activities throughout Slovenia will further enhance the development in other industries, including tourism.

Safe line The Second track will be a safe line, built in accordance with the European standards. Tunnels will be equipped with service and exit tubes, allowing passengers to retreat safely in case of emergency. Emergency exits in tunnels will be fitted with fireproof doors. The Second track will include an ambulance station, located in the middle of the line, between the second tunnel and the Gabrovica viaduct.


Second track facts • The Second track will be a 27.1-kilometre-long new railway line from Divača to Koper, including 8 tunnels, 2 viaducts, 2 bridges and 1 gallery. • Maximum speed for freight trains will be 120 km/h, 160 km/h for passenger trains. • Maximum longitudinal gradient: 17 ‰. • 20.5 km or 75 % of the line will consist of tunnels. Total length of tunnels, service and exit tubes: 37.4 km. • Maximum tunnel length: 6,714 m. • Investor and concession holder: 2TDK. • Construction time: 7 years. • Estimated value of the entire project of construction of the Second track DivačaKoper, including expansion of service tubes in the longest three tunnels, is set at EUR 1,194 million (current prices, not including VAT and already invested funds).


User financed Funding for the project will come from multiple sources, with Slovenia’s capital share as the highest among all investments. The final sum of Slovenia’s capital share will depend on potential collaboration on part of another EU member state. In the event of no collaboration, Slovenia will secure the entire capital from its state budget. The remaining funds necessary to complete the new rail­ way line will come from European grants, loans by international financial institutions, Slovenian Export and Development Bank, and commercial banks. All investments, both capital and loans, will be refunded, as the construction of the Second track will be financed entirely by users of port and railway infrastructure, and heavy goods vehicles on motorway stretches, and not by Slovenian taxpayers. In this, the Second track follows the contemporary European method of financing large infrastructure projects.


8 tunnels The Second track will be a so-called tunnel track. It will include 8 tunnels covering 20.5 kilometres. The total lendth of tunnels, service and exit tubes will be 37.4 kilometres. Special care will be taken during construction of the first two tunnels, which are also the longest and will have to be built through the delicate environment of the Karst landscape. In order to minimize the risk, additional geological and geo-mechanical surveys have been performed. Characteristics of the Karst landscape will be taken into account when choosing technology for tunnel building. The majority of the track is predicted to run over a slab track, and the minority outside the tunnels over classic ballasted track.

2 viaducts Gabrovica viaduct allows the railway line to bridge the Osp valley just underneath the existing highway viaduct ÄŒrni Kal. The height of the 452-metre-long viaduct will range between 10 and 60 metres. Further on, the line will bridge the Vinjanski potok valley with a 647-metre-long Vinjan viaduct. The superstructure will be fitted with wind and noise barriers.


2 bridges and a gallery The Glinščica valley will be traversed with two bridges, connected with a gallery. The three constructions will be built in the form of closed box structures. This will limit the impact of rail transport on the protected area of the Glinščica valley, the site of a 14-kilometrelong aqueduct built by the Romans.

Double track The Second track will be built in addition to the existing and currently overburdened track. The majority of the Second track will run through tunnels. Expanding service lines of the longest three tunnels will make 61 % of the Second track ready for the construction of an additional track. The Second track will be upgraded to a double track railway line, following the preparation of all the necessary documentation. The completion of the new double track line of the Second track will alter the existing line’s purpose into a bicycle and tracking path, intended for tourism and encouraging development of the countryside.
