TAI CHI FITNESS PROGRAM

The Troy Public Library will offer a Tai Chi Fitness Program on Thursdays, February 24th – March 31st from 12:30PM – 1:30PM at the Lansingburgh Branch. IS MY DOG DANGEROUS?

Both New York State and local law have restrictions on dangerous dogs. A dog that bites someone may be declared dangerous, but a dog that threatens or intimidates a person to the degree that a reasonable person feels that he is at risk of being bitten can also be declared dangerous. Tickets can be issued for local municipal violations. A court appearance will be necessary and fines may result. New York State has a dangerous dog hearing procedure that can result in a court appearance. If a dog is found to meet the criteria for a dangerous dog in New York State, the court may impose restrictions on how a dog is maintained as well as other serious penalties. Harboring a dangerous dog can result in lawsuits that can be very costly. It is important to maintain all dogs in a safe and secure manner to both protect the public and the dog. Dogs should never be allowed to run at large. What a dog is doing or what is happening to a dog when you are not there leaves too much risk for all concerned. Most dog bites to strangers occur as a person is entering the property either into the home or onto the property. If your dog barks at people, rushes at people or threatens in any way, this behavior can lead to more aggressive actions as time goes on. Electric fences work fine for some dogs, but are particularly dangerous when the dog, so confined, is exhibiting aggressive behavior. A stranger may be cautious when opening a fence gate, but if there is no such barrier he may find himself well into the dog’s property before he meets an aggressive dog. Every year there are bites to people in just such a scenario. How a dog acts with the family, people he knows, and other animals he is familiar with, is not indicative of the way he will behave in the presence of strangers. Many people are shocked when their dog is accused of aggressive or dangerous behavior, especially if they are not there to see it. Pets are members of our family and it is difficult sometimes to consider the fact that, beloved as they may be, we should still keep in mind that they are, in fact, animals. ~For questions, call Catherine Crawmer, Animal Control Officer 477-8230

The Commission on Economic Opportunity (CEO) wants to remind the public that the Regional Food Bank of Northeast’s Extra Helping Food Program is available to all, without regard to income or age. This program provides many different food packages at lower-than-retail prices and is a great way to feed a family. CEO’s food pantry is one of the many distribution sites for the Regional Food Bank. 22 First St., Troy, NY 12180 As legislative representatives of District 3, including the towns of Brunswick, Pittstown and Schaghticoke, we are happy to provide residents with an update on actions taken at the February 8, 2011 legislative meeting. With the difficult economic times our nation and state are now facing, the need to achieve a savings with new efficiencies is even more important. We are proud that we have generated savings in different areas in recent months. We are proud to announce that during 2010, we reduced spending in the legislative departments by $130,000. The savings during 2010 follows a savings of $160,000 in 2009 in legislative offices. At the February 8 meeting, we moved the savings into a taxpayer protection fund used to protect taxpayers and county services. The savings during 2010 and 2009 is due to different efficiencies, including reduction of positions, leaving vacant positions open for longer periods, deferral of purchases and other steps. We are continuing with this approach during 2011 as we try to save taxpayer funds whenever possible and thank legislative staff for doing more with less. Along with the savings in legislative operations, the Legislature generated an important savings through an aggressive rebid of the county’s insurance contract. The new contract will save county taxpayers $900,000 over the next three years, and followed months of work on the insurance issue. The county now pays less for insurance than we did in the early 1990s. Several years ago, the state ordered the county to expand the county jail. We expanded the jail and created room for the county to board-in inmates from outside areas. At the February 8 legislative meeting, legislators also approved a resolution that may allow the county to board-in inmates from Vermont at our county jail. Currently, some Vermont counties are experiencing over-crowding and these revenues could help defray our costs for operating the jail. We also supported a resolution that seeks to have information about Department of Motor Vehicles services included on county mailings and communications. DMV transactions conducted in the county generate revenues that are also used to defray the cost of providing the service. The next meeting of the Rensselaer County Legislature is Tuesday, March 8, 2011. AMPHIBIAN MONITORING TRAINING TO BE HELD AT GRAFTON LAKES STATE PARK

Are you interested in helping protect frogs and toads? The North American Amphibian Monitoring Program (NAAMP), an effort coordinated by the U.S. Geological Survey and a network of regional coordinators, will lead a training session for volunteers to collect data on frogs and toads during the spring and summer. This free training will be held on Wednesday, March 2, from 6:00 to 7:30 PM at the Shaver Pond Nature Center at 194 Shaver Pond Road in Grafton Lakes State Park. Amphibian populations are declining and long-term monitoring helps scientists determine steps to protect them. Volunteers drive a pre-determined route after sunset 4 times during the spring and summer, and listen for calling frogs and toads. There are 10 stops per route, and volunteers listen for 5 minutes at each stop, record their data online and send it to the state coordinator. Volunteers must be 16 years or older and are required to register for the training with the New York Regional Coordinator, Hudson River Estuary Program, Suzanne Beyeler, PhD at FrogandToad@gw.dec.state.ny.us.

Mayor Harry Tutunjian announced special promotions for public skating at the city’s Knickerbacker Ice Arena. “This weekend, when many couples are looking for something different to do or families are looking for a break from the winter weather, ice skating at our Knickerbacker Ice Arena is a wonderful way to spend time together,” said Mayor Harry Tutunjian. “This is a great opportunity to get out of the house for a healthy activity.” Tutunjian added the city will offer free admission and rentals for public skating in honor of President’s Day from February 21st thru 27th to Troy residents only. The Averill Park Road Runners Youth Club is now taking registrations for the 2011 Track & Field Season. The club is open to anyone ages 7-14 who likes to run, jump, throw and most of all, have FUN! Brunswick Baseball is currently registering players age 13-16 for the 2011 House League season. New for the 2011 season are the on-line registration process and an expanded 2011 House League season. FRIENDS OF CHERRY PLAIN STATE PARK TO HOST “WINTERLUDE� EVENT

On Saturday, February 26th, the Friends of Cherry Plain State Park (FCP), is hosting Winterlude, an outdoor Winter fun-day. The event will be based at the Cherry Plain State Park entrance on Miller Road from 10 AM-3 PM . There will be a bonfire, hot chocolate, hot dogs, and marshmallows for roasting. Depending on weather and interest, FCP will host snowshoe hikes, cross-country ski treks, or simply a good long walk. An animal tracking and nature observation event will be featured. Members of the FCP will be on-hand throughout the day to direct and guide small parties ready to head out into the various areas of the DEC’s Capital District Wildlife Management Area. This is a free event. Please come with your outdoor equipment, winter clothing gear, and potluck items to share. The park will also have a snowshoe demo available for kids and adults. FCP thanks the Town of Berlin for plowing a loop near the park entrance to provide parking. However, as parking will be in short supply, everyone is encouraged to car-pool when possible. The Sidney Albert Albany Jewish Community Center announces the opening of a Driver Fitness Center in the Albany JCC’s Massry Senior Center, 340 Whitehall Road- to be unveiled on Monday, February 28, during the Sixty-Plus Dining program at 5pm. An innovative program for older drivers developed by Colonie Senior Service Centers in collaboration with the Capital Region Older Driver Network, the DriverFitness Center provides information about support services to older drivers, including assistance in identifying and addressing at-risk behaviors. The Driver Fitness Center is open to the community- to seniors, their family members and caregivers. According to Ed Neary, Executive Director of Colonie Senior Service Centers, “all too often there is a knee jerk reaction to remove an older driver from the road once he or she shows signs of deteriorating motor skills. The fact is many of the challenges faced by seniors are easily corrected.
