SARATOGA - For two weekends, starting on Friday, June 9, Home Made Theater will present the classic musical, The Sound of Music, music and lyrics by Richard Rodgers and Oscar Hammerstein, and book by Howard Lindsay and Russel Crouse.

This beloved musical tells the uplifting story of Maria, a young postulant who brings joy and music into the lives of the von Trapp family as their governess. Set against the backdrop of World War II, The Sound of Music is a tale of resilience, courage, and love that has captured the hearts of audiences for generations.

On Saturday, June 10 at 2:00pm Sam von Trapp, the grandson of Georg and Maria von Trapp, will be in attendance and will speak about his family history after the performance. The performance on Saturday, June 17 at 11:00am will be a special “sensory friendly” performance. This performance will be designed to make theater accessible to patrons who may be prone to sensory overstimulation, including those on the autism spectrum.

Shuffle sends Park Police south

Spa, Thacher, Grafton to keep coverage while troopers add sites, some on only-if-called basis

MOREAU — Visitors at state parks across the Capital Region and upstate may notice a change this summer.

Rather than seeing the familiar white-andgreen Park Police cars patrolling the grounds, they’ll see state troopers. And in some parks, they may only come when they are called for emergencies.

That’s based on a little-publicized road map culminating a yearslong turf battle between Park Police and State Police, which started in 2019. At the time, then-Gov. Andrew Cuomo decreed that State Police would have “operational” and “command” control over the Park Police. Critics then said Cuomo wanted to eventually fold the Park Police into the State Police.

Now, according to a planning document circulated among State Police and park managers but which has not been made public, dozens of parks and historical sites starting this summer will no longer have regular Park Police patrols.

Instead, they will be covered by State Police who are assigned to certain parks under a “Response Only” status — meaning they will come if called by park managers.

Moreau, Peebles Island, Schodack Island, Saratoga Lake, Stockport Island, Schuyler Mansion, the Pine Bush and Bennington Battlefield are among the parks and historic sites in the Capital Region where State Police are supplanting Park Police, according to the document. Park Police have also been pulled from the Albany-Hudson Electric Trail and Ta-conic State Park.

“They are not our parks anymore,” said Troy Caupain, director for the PBA union division that includes Park Police.

Park Police have been removed from patrols at 196 state parks, cultural and historic sites, replaced by State Police, he said.

Other parks, mostly downstate, will continue to have Park Police coverage. Locally, Park Police are also still going to cover Saratoga Spa State Park, which includes the Saratoga Performing Arts Center, Thacher State Park and Grafton Lakes State Park.

The switch is not resulting in layoffs, but Park Police transfers to downstate sites.

The new plan went into effect on Memorial Day weekend, but Caupain believes it will turn into what he calls an unworkable boondoggle that is a remnant of Cuomo’s animus toward Park Police.

The Park Police union has filed a complaint over the change with the state Public Employees Relations Board, which handles labor-management disputes among the state workforces.

“This isn’t a plan that the Park Police were included in,” Caupain said. “Park Police have been frozen out of discussions on where to deploy Park Police personnel.”

The State Police and Office of Parks, Recreation and Historic Preservation in a joint statement said nothing will change with the new arrangement.

Former assessor alleges her firing was retaliatory

— The city’s assistant assessor, who was dismissed by the Commissioner of Accounts Dillon Moran, has filed a notice of claim against the city in which her attorney alleges that her firing was retaliatory because she wouldn’t “engage in unlawful conduct.”

In the notice of claim, Carrie Schermerhorn’s attorney Kelly Magnuson said that her client was fired “for reporting violations of law including

retaining a firm with ethical conflicts” at “greatly inflated rates” and “ordering her to grant tax privileges to his friends.”

“Retaliation is palpably illegal” under labor law, Magnuson wrote in the March 17 notice sent to Mayor Ron Kim.

Moran said Schermerhorn’s claims are “100 percent false.” And that Schermerhorn was incompetent and that is why she was fired.

“She has absolutely no standing on anything,” Moran said. “She is trying to grind an ax because she lost her job. This woman was horrible at her job.

... Anybody can file a lawsuit.”

Moran, a Democrat, also wanted to know who are the friends that he’s allegedly giving tax privileges to, but the letter did not name individuals nor the firm with “ethical conflicts.”

Schermerhorn said that she did a good job in Sara-

toga Springs and was commended by the Saratoga County Real Property Tax Services. She now works as a certified assessor in Argyle.

The potential suit comes at the same time that Moran is mired in an improper labor practice complaint filed by CSEA on behalf of Schermerhorn. CSEA claimed that Moran contracted with GAR Associates for $115,000 in 2023 to do work that CSEA said violated civil service law article 14, 209a, when it “vacated” the position and then opened a request for proposals in December to “seek a vendor qualified to assist with the collection and valuation of Residential and Commercial inventory.”

On Friday, Moran said that GAR Associates has been under contract for years and that on Dec. 20, 2022, when City Council approved the GAR contract, the city was simply renewing the contract.

However, at the time, Moran said their contract was to cover a “recently

But members of the Park Police union say park managers have been told not to call State Police unless there is an emergency and that other personnel will have to deal with the dayto-day quality-of-life problems on their own. Moran had other troubles regarding labor law. The Public Employees Relations Board also ruled against his department in a labor-management dispute with employee Lisa Ribis. The secretary to the City Council claimed that Moran and his Deputy Commissioner Stacy Connors would no longer allow her to accumulate compensatory time or pay for the hours she worked taking council meeting minutes, something she was allowed to do for years. The board ruled that she should be able to accumulate comp time.

ed before he took office in January 2022. However, Ribis said that is not true and that she filed the grievance in 2022.

On May 9, CSEA Capital Region President Ron Briggs sent a letter to Kim and all four city commissioners saying that he “has serious concerns about the climate at City Hall, city management and the toll it has taken on city employees.”

“City employees report feeling anxious, stressed, targeted and concerned for their personal safety while working in a highly divisive workplace that can only be described as toxic,” Briggs wrote in the letter obtained by the Times Union. “We hope you share in our concerns

The residents of Ballston Spa have been busy painting and decorating birdhouses to prepare for this special celebration of creativity and community spirit. The Village of Ballston Spa will be hosting the 5th Annual Ballston Spa Birdhouse Festival in Wiswall Park and on Front Street.

More than 1,000 birdhouses have been decorated by community members and from as far away as Albany and Vermont. These fantastic creations will hang throughout the retail district all summer. Along with a 16-foot tall sculptural birdhouse sitting in the center of

Wiswall Park.

The Birdhouse Festival is the kick-off of Ballston Spa’s summer arts and entertainment season.

The Birdhouse Festival is family-friendly with free crafts and games for children, music, entertainment, food and vendors. Miller’s BBQ will serve their delicious BBQ chicken and pulled pork meals to eat in or take out.

In addition, the Ballston Spa Fire Department will show off their new Heavy Rescue Fire Truck, because who doesn’t love big trucks, and the Village Department of Public Works (DPW) will show off their recently purchased equipment. This and much more will entertain the family throughout the day.

Of course, the big draw is getting a first look at the more than 1,000 birdhouses and new banners displayed along Village streets. A favorite activity at the yearly festival is selecting favorite birdhouses and artists searching for their own works of art. Participants range in age from 4 to 94 years old and no two are alike.

“The Birdhouse Program is an incredible community-oriented program that’s unique to the Village of Ballston Spa”, says Mayor Frank Rossi, II, “It’s what makes Ballston Spa so special, to see people work together to make our Village come alive with color, artwork and community spirit”. Mayor Rossi had the honor to select the 60 “Mayor’s Awards” with Deputy Mayor/Trustee, Bernadette VanDeinse and the Birdhouse Festival Chair, Mary Price-Bush. The Awards will be presented at 1 p.m. at the Birdhouse Festival.

a.m. the Saratoga Springs History Museum is presenting “Brandtville Boogie,” a fun, family-friendly walking tour where guests can enjoy the scenic beauty and historic interest of the neighborhood known as Brandtville. During the nearly 1-mile loop participants are invited to look for the oldest homes in the neighborhood and identify other interesting remnants of this historically African American rural community that dates back to the late 1800s.

The tour is led by Carol Daggs, a descendant of the original Brandtville residents and author of Saratoga Soul Brandtville Blues. The starting/ending point is 29 Doten Avenue, located at the southeastern edge of Saratoga Springs. Between the dog park and the Racino, this quiet neighborhood is like

10th Annual Beekman Street Art Fair

SARATOGA - The Beekman Street Art Fair, Saratoga’s ever-popular kick off to summer is celebrating 10 years of bringing artists, neighbors and visitors together in a festive art and music filled environment.

The 2023 fair features artists tents, entertainment coordinated by the Ballston Spa Community Band, culinary venues and street performers. And thanks to CDTA, fairgoers can easily get to and from the fair via a free shuttle bus running from the Saratoga Casino to Beekman and Grand Ave.

The one-day annual Art Fair will be held Sunday, June 11, 2023 from 10 am to 5 pm. Historic Beekman Street will be closed to traffic from Grand Ave. to West Circular St. for this family-friendly event. This year 60 juried artisans will set up tents along Beekman Street showcasing a diverse collection of artwork by accomplished New York State artists and makers, most from the Capital District. The Beekman Street Art Fair welcomes new, emerging artists and nationally-known artists including Frankie Flores, Gary Zack, and Leonie Lacouette. Alongside painting, drawing and photography, the fair will feature fiber art, pottery, glass, woodwork, fashion, jewelry, and mixed media artwork. Saratoga Springs Arts District, Inc. is thrilled to partner with the Ballston Spa Community Band who will be hosting the fair’s Music Tent from 10 am to 5 pm. Now in its 18th season, the Ballston Spa Community Band was founded as a Continuing Education program of the Ballston Spa School District with 16 musicians. Today, it numbers almost 50 musicians from all walks of life. While there are music teachers and professional musicians, it also counts engineers, developers, business professionals, artists, students, and retired people among their members.

The Fair is produced by the Saratoga Springs Arts District, Inc. (SSADI) and is funded by a Community Arts Grant from Saratoga Arts. Joseph Uscinski, PhD, is a professor of Political Science at the University of Miami in Coral Gables, FL. There is no denying the relief cool air provides when the temperatures outdoors are particularly steamy. In fact, having a place to cool off is a necessity for those who have succumbed to heat exhaustion or have difficulty regulating their body temperatures. Even though air conditioning can provide relief, some

people are reluctant to turn it on because of the drain on electricity and the subsequent high energy bills that come with it. Certainly running the air conditioning can be costly, but regular maintenance helps a system to work more efficiently. It also enables homeowners to recognize issues that can lead to expensive repairs if left unchecked.

‘‘We’re not about strict enforcement. If I see something I don’t always have to write a ticket,” said Caupain, who added that Park Police also act as guides, rescue personnel and educators for park visitors.

“That’s going to be different,” he said.

State forest rangers and Park Police work in different agencies. Park Police work for the state Office for Parks, Recreation and Historic Preservation. Forest rangers work for the Department of Environmental Conservation.

Park Police patrolled developed parks such as Moreau, as well as boat launch areas or beach areas on Long Island. Rangers generally patrol forested wildlands including designated wilderness areas such as the Adirondack and Catskill Forest Preserves. In addition to rangers, the Department of Environmental Conservation also employs conservation officers who enforce hunting and pollution regulations.

They may know where youths like to gather and party, or wooded areas where visitors can get lost. They also study the rules and regulations pertaining to state parks. The Park Police in May graduated a class of 32 officers, but they are assigned to sites on Long Island, New York City and the lower Hudson Valley. Park Police total about 300 members.

Caupain stressed that Park and State Police work together and cooperate when needed in the field.

“This is administrative,” Caupain said of the change. And when there is a true crisis or emergency, dispatchers know to send the closest officers, be they Park or State Police or local sheriff’s deputies.

Ballston Spa Lions Club Dedicates Memorial Bench and Plaques to Deceased Members

BALLSTON SPA - On Saturday, May 27, as part of the Memorial Day Weekend Celebration, the Ballston Spa Lions Club dedicated a Memorial Bench and plaques to deceased members.

Nineteen (19) Lions Passed away in service over the last 25 years. Each deceased Lion’s name was inscribed on an individual plaque attached to the bench. Each name was read slowly in progression. One of the deceased members is Joseph Austin. Joe was a Charter member, a local businessman, and served with the Lions Club actively for 62 years.

Malta Spotlighter’s Theatre Troupe’s Production of ‘The Lady Pirates of Captain Bree’
