MORNINGS AT THE MUSEUM, PRESCHOOL PROGRAM AT RCHS The Rensselaer County Historical Society (RCHS) offers a monthly program , Mornings at the Museum, geared to preschoolers. Children ages 3-5 are introduced to the museum through a program that includes story-time, exploring an item from the collection and making a craft. Each month has a different theme. Sheriff Jack Mahar announces the promotion of three Correctional Officers to the rank of Sergeant Eric Morin, a 10-year veteran of the Sheriff’s Office, who earned the top score on the Civil Service Exam, was appointed along with David Galuski, a three-year veteran of the Sheriff’s Office. Also, Justin Walraed’s status as Sergeant was confirmed. Walraed has been working as a provisional Sergeant since July 2012. The new Sergeants are currently receiving four weeks of in-house training and will be required to attend a two-week Commission of Corrections Supervisor’s School at a later date.

As legislative representatives of District 3, including the towns of Brunswick, Schaghticoke and Pittstown, we are happy to provide our constituents with a report on actions taken at the February 12, 2013 legislative meeting. We joined in renewing our call for a state review of chronic callers, persons on Medicaid who repeatedly call for costly ambulance rides for non-emergencies. Two years ago, we reviewed information that some were calling for ambulance rides for headaches, hunger and foot pains. These calls unfairly cost taxpayers money and tie down valuable emergency resources. Since supporting this legislation in 2011, the situation has only worsened and emergency services providers have told us even more chronic callers wrongly access ambulance services. We are hopeful the state will undertake a review and empower counties and municipalities to deal with this situation. We also asked for state review of the way electronic benefit cards are used by welfare recipients. There have been numerous reports of fraud and abuse and believe additional safeguards may be necessary. The legislative chambers were packed at the February meeting as Rensselaer County became the latest county to oppose the NY Safe Act and support the Second Amendment. A number of speakers spoke in opposition to the NY Safe Act and supported our legislative resolution on the issue opposing the state legislation. We thank the many residents who came out for the meeting, including members of the Brunswick Sportsman Club. We have also recieve many calls, letters and emails from residents who are very upset with this legislation and the infringement on the rights of law-abiding citizens. At the meeting, we welcomed a new colleague, Kelly Hoffman, to serve as a member of the Legislature. Kelly succeeds Lou Desso, who left the Legislature to take a position with the county Department of Mental Health. Legislators have met recently with Hudson Valley Community College, who are experiencing budgetary issues due to a change in the state’s aid formula. We greatly value the contributions of HVCC and have resolved to keep working with the college to ensure educational excellence while safeguarding county taxpayers, who help sponsor the college. The next meeting of the Rensselaer County Legislature is Tuesday, March 12, 2013. VANDERHEYDEN ELECTS HUGHES TO CHAIR BOARD

Patrick Hughes of Brunswick was elected as Chair of the Board of Directors of Vanderheyden, a nonprofit youth and family services agency in the Capital District with a service area of more than 30 counties. Vanderheyden is celebrating 180 years of service this year. Hughes is a partner with UHY LLP, a full service national CPA firm, in the firm’s Albany office. He is a leader of the firm’s national Financial Services industry practice. Hughes has focused his professional career on serving financial institutions, public companies, employee benefit plans and not-for-profit organizations. Hughes joined the Vanderheyden Board of Directors in 2005 and has served as First Vice Chair, Treasurer and as member of the Executive Committee. Hughes is a graduate of the College at Brockport, State University of New York. He is a member of the American Institute of Certified Public Accountants (AICPA) and the New York State Society of Certified Public Accountant (NYSSCPA). He has also served as President of the Northeast Chapter of the NYSSCPA. Hughes was honored as a “40 Under Forty” award recipient by The Business Review in Albany for his professional career and charitable activities. $5 million to be used to bolster Public Safety Communications System Rensselaer County Executive Kathleen M. Jimino has announced that the County’s application for $5,066,512 in State grant funding to make upgrades and improvements to the County’s emergency communications system has been approved. According to the Award letter, the “Statewide Interoperability Communications Grant (SICG) is provided to facilitate the development, consolidation and/or improved operation of public safety communications to support and enhance statewide interoperable communications to first responders throughout New York State”. The County’s application for funding sought financial support for a number of projects that will expand and enhance radio coverage for both law enforcement as well as fire and ambulance first responders. The grant funding includes the replacement of a tower site, the upgrade of connectivity between the County’s 7 tower sites, the expansion of available radio frequencies, as well compliance with Federal Communications Commission’s mandate to narrow-band certain frequencies. As well, once the work is completed the County system will allow interoperability with State and Federal emergency responders. Additionally the grant will fund the purchase of new mobile and portable radios for local law enforcement agencies. “These upgrades to our emergency communications system are vitally important to our first responders’ ability to help those in need. I want to commend the New York State Division of Homeland Security and Governor Cuomo for recognizing how important this grant funding is to our ability to create and maintain a radio communications system that our first responders can count on,” said Rensselaer County Executive Kathleen M. Jimino.

The amount that will be available at the time of death is depends on how well the money was invested. * Universal life: Individuals have more control over the policy, being able to vary the amount of the premium by using part of the accumulated earnings to cover part of the premium cost. Purchasers can also vary the amount of the death benefit. Flexibility comes with a higher price tag, however. How Much Life Insurance Is Needed? Many factors come into play when deciding how much insurance to purchase. Debts, dependents, other income, risk for illness, and other components should be considered. A general rule of thumb is to acquire a policy that pays between 5 and 10 times one’s annual salary. Therefore a person who makes $85,000 should get a policy between $425K and $850K to be safe. Cost of Life Insurance Each company will have a different rate schedule and commissions paid to insurance agents. There may be hidden fees that careless consumers are unaware of. On average, a healthy 35-year-old man may pay $3,000 per year for a $300K whole life policy. A term life insurance policy for the same amount could run $300 a year. HOW TO WRITE YOUR OWN LAST WILL AND TESTAMENT Few people, young or old, look forward to writing a will. A will is not an easy subject to broach, but it is important to have documents in place to ease the burden for family members. When a person dies without a will, his or her assets might not go where he or she intended. In some instances, assets might go to the government. For parents who die before their children are grown, a will can also serve as a legal document indicating a plan for custody of the kids. Although it is often preferable to consult with a local estateplanning attorney who understands the language and legalities surrounding a will, it is also possible to write a will yourself. There are forms that can be purchased from office-supply stores, or a will can be prepared online by answering questions and then generating a form to print. The will also can be typed or handwritten. Handwritten wills are called holographic wills and may not be recognized unless written during an emergency situation, such as a fatal illness. Laws regarding wills vary based on where you live. Therefore, learn the legalities before preparing a will so you will have a document that holds up in a court of law and can be executed to your desires. Here is some of the basic information that may be included in your will. * Include your name, address, date of birth, and social security numbers if they will better help identify you should there be confusion. * State that you are of sound mind when writing this will and of contractual capacity. * Write a statement indicating that this will revokes all other wills that may have been executed before. * List the names and addresses of all of your children. If the children are minors, at this point you can also specify your wishes with regards to their guardianship. List the names and addresses of the people whom you wish to have custody of your children. * Appoint an executor or executrix to carry out the affairs of your estate and instructions specified in the will. This person typically must be over the age of 18. Select someone whom you trust to honor your wishes. * Indicate how you want the executor to handle your financial affairs, including paying taxes, funeral costs, final expenses, etc. At this point you also may want to spell out where you would like to be buried and any specific requests with regard to the funeral, viewing, and any otherfuneral-related details. * Indicate the executor has permission to sell your home and personal belongings that are not included in personal gifts to be distributed. * List any gifts you would like to be distributed to certain people. This may be a doll collection to a daughter, coins to a son, china to an aunt, etc. * Specify the percentages of your assets to be distributed should the listed beneficiaries survive you. Maybe you want to divide your estate evenly between two children. If so, allocate 50 percent to one and 50 percent to the other. You may have more specific breakdowns. Should these people not survive you, you can establish an alternate or list nothing, in which case the assets will be put back into the general pot. * Include a residuary clause that states how to distribute any remaining assets. * State whether you want the executor to be reimbursed for any expenses that result from executing the will. * Indicate that you would like the executor to post bond as a form of insurance so that the executor can’t run off with the money for himself. * Name an alternative executor should the first pass away before executing the will or if he or she is unable to serve upon your death. * Sign the will in front of two or three witnesses (check what is required where you live) and a notary public. Merola is pleased to inform all Rensselaer County pistol permit holders that they can request to keep their pistol permit information confidential under the newly enacted SAFE act effective February 15, 2013. “On February 15, the State Police will have what is known as the “opt-out” form available on their website for those permit holders who desire to keep their information confidential. This form allows the holder to request the County licensing authority to keep their information confidential, thus preventing the record from being made available to FOIL requests.” Mr. Merola said, “We will also have a supply of forms available at my office for those in person applicants to pick up at their leisure and we will upload the form onto our website at www.rensco.com for online retrieval. Those permit holders who wish to have these forms mailed or e-mailed may contact us at this web address www.pistoloptout@rensco.com.” The SAFE act amends the former law which allowed individuals, organizations or any interested party to request the entire pistol database, including names and addresses of license holders, under the Freedom of Information Law (FOIL). Concerns over safety issues, such as criminals targeting homes based on this information, revealing the names and addresses of law enforcement or those who have orders of protection for security reasons prompted County Clerks to lobby the legislature to modify the law under the SAFE act to allow holders to keep their records private. Under the SAFE act, current license holders have 120 days from February 15, 2013 to file this form with the NYS Police.
AVERILL PARK ROAD RUNNERS YOUTH CLUB NOW TAKING REGISTRATIONS The Averill Park Road Runners youth club is now taking registrations for the 2013 Track & Field season. The club is open to anyone ages 7-14 who likes to run, jump, throw and most of all, have FUN! You do not have to be a resident of the Averill Park School District. Kids can choose from many events including sprints, distance running, hurdles, long jump, high jump, shot put, turbo javelin and discus. Practices will be held Monday & Thursday evenings at the Averill Park High School. There are several meets throughout the season, which runs from April 8th through the Junior Olympics in June. Registration is now available on our website at www.aproadrunners.com. The registration fee is $50 plus uniform if needed. There is a $10 sibling discount. A $15.00 late fee will be added on April 1st. Membership in the United States Track and Field Association ($20) is also required to participate and provides insurance coverage. Army National Guard Pfc. Kayla M. Rost has graduated from basic combat training at Fort Jackson, Columbia, S.C. During the nine weeks of training, the soldier studied the Army mission, history, tradition and core values, physical fitness, and received instruction and practice in basic combat skills, military weapons, chemical warfare and bayonet training, drill and ceremony, marching, rifle marksmanship, armed and unarmed combat, map reading, field tactics, military courtesy, mil itary justice system, basic first aid, foot marches, and field training exercises.
