FASHIONS FROM 1760-80 DISCUSSED AT THE PITTSTOWN HISTORICAL SOCIETY Historian Eric Schnitzer and his wife, Jenna, will give a talk titled, “What Shall I Wear” on March 21st at 7:30 PM at the Pittstown Town Hall in Tomhannock. Eric and Jenna will talk about the clothing (head to toe, inside and out) of men and women (and boys and girls) of Anglo-America, from the late 1760s through early 1780s. We see these “colonial” clothes at reenactments, we see them in movies, and we see them in pictures. Now, see what it all meant...and see how most movies and reenactments don’t get it right! Museum-quality reproductions and even some originals will be shown. Eric is a Park Ranger/Historian at Saratoga National Historical Park, and Jenna is an expert in 18th – early 20th century women’s clothing. The meeting is free and open to the public.

“AGING PAIN AND EXERCISE” The Rensselaer County Troy Senior Center, 19 Third Street, Troy, will be presenting “Aging Pain and Exercise” with Ellio LeMaro, on Monday, March 19th, at 11AM in the Rose Room. TOWN OF BRUNSWICK RECEIVES RISK AWARD At the 2013 Annual Meeting and Training School of the Association of Towns of the State of New York held this week at the New York Hilton in New York City, the Town of Brunswick was honored by receiving the New York Municipal Insurance Reciprocal (NYMIR) Risk Management Award which is given annually in recognition of a member municipality’s commitment to sound risk management, safety and training efforts. The award was presented just after an address from U.S. Senator Charles Schumer at a general session attended by more than 1500 town officials from all across New York State. The award’s inscription reads: “In recognition of a commitment to sound risk management, safety and training that makes a difference.” The award was presented to Supervisor Phil Herrington who was joined by Town Councilman Sam Salvi and by the Town’s broker, David Fazioli of the Rose and Kiernan Insurance Agency. In presenting the glass crystal award, NYMIR Executive Director Kevin Crawford stated that, “effective risk management requires a team approach, everyone working together to reduce the liability and exposures which are inherent in so many local government operations, whether they be highway and public works, recreation or public safety. Brunswick is being recognized today not only for an outstanding claims experience – although at 14% their loss ratio is truly exceptional – but more because they have demonstrated again and again that risk management and safety is an important value which they integrate into the day-to-day operations of all their departments. The fact is that the Town of Brunswick has stood out among the 700 counties, cities, towns and villages who now participate as members and owners in the NYMIR insurance reciprocal. They have a group of officials and employees who are dedicated to safety and take risk management into account and are proud to do so. Likewise, NYMIR is proud to recognize their efforts today.” “NYMIR’s outstanding results year after year are a testament to aggressive risk management programs which have been embraced enthusiastically by its membership,” noted Tim Whitesell, President of the Association of Towns. He continued, “ those results have permitted NYMIR to stabilize and reduce premium levels while returning more than $8 Million in capital funds back to its members over the past four years.”

$1,000 SCHOLARSHIPS TO BE AWARDED The Rensselaer County Agricultural and Horticultural Society, otherwise known as The Schaghticoke Fair announces that up to ten $1,000.00 scholarships will be awarded to current New York State high school seniors and/ or students currently enrolled in college. The New York State Association of Agricultural Fairs and the New York State Showpeople’s Association (NYSSA) sponsor the scholarships. The qualifying students must be active at the Schaghticoke Fair or with the NYSSA. All applicants from Rensselaer County must submit their applications through the Schaghticoke Fair or the NYSSA no later than Friday, April 12, 2013. CENTER BRUNSWICK UMC ANNOUNCES COLLEGE FINANCIAL AID GRANT The Finance Committee of the Center Brunswick United Methodist Church announced that it will award $1000 to a student to be selected from the Tamarac High School Class of 2013. The money may be used for any type of expenses related to further education. Students do not have to belong to this Church or any other church or religion to be eligible for this award. Interested students must apply for this award no later than April 1, 2013. Application forms can be obtained from the school’s guidance department or directly from the Church. This award is given in memory of Harold and Mabel Keyes, whose last will and testament created the trust that provides the funding for it. Harold and Mabel were prominent members of the Center Brunswick United Methodist Church for many years. Mabel taught in the Brunswick schools that preceded Tamarac, and continued teaching Sunday School for many years after she retired. Through this award, her love of helping young people learn and grow will continue to reach the youth of our community. The Center Brunswick United Methodist Church is located at the intersection of Routes 7 and 142, just 3 miles east of Troy. LEGISLATURE RECORDS SAVINGS OF $115,000 FOR 2012 The Rensselaer County Legislature recorded a savings of just over $115,000 thanks to various efficiencies employed during 2012, Chairman of the Legislature Martin Reid announced. The savings will be assigned to a special Taxpayer Protection Fund established by the Legislature to help protect taxpayers and safeguard needed county services. The transfer of the savings to the fund is expected to take place at the March meeting. The Taxpayer Protection Fund has been employed by the Legislature to reduce the amount of a tax increase during the 2013 budget and to reduce a tax increase during the 2012. The Legislature utilized $129,000 for the 2013 budget and $167,000 for the 2012 budget. “The savings show the County Legislature continues to do more with less, and produce a savings that help reduce taxes and protect taxpayers and needed services,” said Reid. The savings of $115,000 in 2012 follows a savings of $141,267 in 2011, $129,200 in 2010 and $160,000 in 2009. The savings came about largely from a reduction in personnel, delays on filling vacancies and fewer purchases during 2012. A switch to electronic tablets also helped reduce cost for paper, personnel and other supplies. Thanks to the savings, the Legislature operated in 2012 on a budget of $1.25 million, which is similar to the cost of operating the Legislature during the early 1990s. The Legislature is responsible for conducting legislative duties, research, constituent service, administration of the county insurance policy, various communications with the public and other duties. In addition, competitive rebidding of the county insurance policy netted a savings of $900,000 over three years on the current county insurance contract. The county today pays less for insurance than the county did in the early 1990s.

WHOSE DOG IS IT ANYWAY? Letter to the Editor: ‘First he hits my dog with his car, leaves me with a stack of vet bills and now he is suing me! My dog is gone. The dog control officer should go get my dog and bring him back to me. After all, he was picked up only a block away from my house. My neighbor is complaining barking. After all, dogs bark. I got a ticket for my dog running loose. Why do I have to go to court? Every dog control officer gets similar laments from dog owners who seem to forget that with dog ownership comes responsibility. State and local law determines what the owner’s responsibilities are much to the surprise of many dog owners. Dog owners are responsible for the actions, welfare and whereabouts of their own dog at all times. The dog owner is responsible for damage to a motor vehicle that may hit the dog. A dog must have a current license and proof of it must be affixed to the collar. A dog without such is deemed “unidentified” by State Law and must be transported to the town kennel. No dog can legally leave the town holding kennel without proof of a valid license. Municipalities have laws about barking dogs. Local law restricts dogs to the owner’s direct control. AVERILL PARK ROAD RUNNERS YOUTH CLUB NOW TAKING REGISTRATIONS The Averill Park Road Runners youth club is now taking registrations for the 2013 Track & Field season. Cornell Cooperative Extension of Rensselaer County will host (Hazardous Occupations Safety Training in Agriculture). This course is designed to teach agricultural safety to essentially anyone who owns or operates any type of farm tractor or equipment. Time to Sign-up for LANSINGBURGH LITTLE LEAGUE 2013 REGISTRATION Lansingburgh Little League Baseball and Softball Registrations for 2013 will be held online and by mail this year. Baseball Divisions/Ages include: Tball 4-6 (must turn 5 in 2013), Pony 6, Farm 7-8, Minors 9-10, and Majors 11-12. Players cannot turn 13 before May 1st. Girls Softball is open to all girls ages 7 to 16 for teams of 10U, 12U and 16U. Registration fees are $85 for the first child, $50 for each additional child from the same household address. TEENAGE BASEBALL AT TWIN TOWN LITTLE LEAGUE Twin Town Little League is now offering baseball for players 12 & 13 years old through a new Intermediate Division. The Intermediate (50/70) Baseball Division, the first new program in Little League since 1999, bridges the transition from Little League (46/60) to Junior League Baseball on a full-size field (60/90). It is a league for 12-13 year-olds whose advanced skills permit rules that are closer to conventional baseball, such as leading off bases, pickoff attempts, etc. Registration is currently open to all capital district 13 year old players, and as of March 1st, registration will be open to all capital district 12 year old players.12 year old players must also register and play in their neighborhood Little League to be eligible to play in the Twin Town Intermediate Division. Registration opportunities are very limited and registration is subject to close without notice. Twin Town Little League offers T-Ball & Rookie (ages 4-6), Farm (ages 7-8), Minors (ages 9-10), Majors (ages 11-12) Intermediates (ages 12-13) and a Challenger division to any boy or girl interested in playing baseball.
