SLCA PRESENTS FOUR SEASON, FOUR YEARSTHE CIVIL WAR: A MUSICAL JOURNEY
On Sat., April 20th, at 8pm experience a unique musical journey as extraordinary musicians Greg Artzner, Dan Berggren, Betsy and Steve Fry, Reggie Harris, Terry Leonino, John Roberts, Bill Spence, Toby Stover, Susan Trump, and George Wilson, perform at the Sand Lake Center for the Arts as part of its Squire Jacob concert series. Several of these musicians will be recognized from performances. This presentation of both solo and ensemble work was produced, compiled and directed by Old S ongs, Inc. executive director, Andy Spence, in collaboration with the musicians, and includes songs of the Civil War era as well as those composed in response to the War. Rensselaer County fielded a Novice, Junior and Senior Team. Many thanks to our team coaches; Scott Michel of Valley Falls, Rachel MacNeil and Lisa Coluccio of Hoosick Falls - Junior and Novice, and Tara Cottrell of Johnsonville - Senior. The Novice Team led by Captain Caroline Cipperly and members Travis Michel, Amber MacNeil, Chantz Boleski and Sydney Helou placed 3rd. Travis and Amber placed 8th and 9th respectively as individuals. The Junior Team led by Captain Isabella Wiley and members Wyatt Coluccio, Brigham Logue and Tyler Helou placed 6th. Brigham and Wyatt placed 5th and 9th respectively for individuals. The Senior Team placed 2nd and was led by Captain Olivia Logue and members Lindsey McMahon, Courtney Luskin, George Lamb and Patrick Michel. Olivia and Courtney placed 5th and 7th respectively individually.The Capital District Dairy Bowl event encompasses 14 different counties that make up the greater Capital District Region of New York State. The event always allows a great venue for challenging youth to sharpen their teamwork skills as well as their Dairy Industry knowledge. Another benefit to the event is providing an environment where youth from different counties can get to know each other and start developing life-long networks. A huge thank you to all the parents and volunteers who made Dairy Bowl possible. “WRITING WITH MELVILLE” The Troy Public Library is pleased to announce the program “Writing with Melville,” presented by local writer/teacher Amy Halloran. This five-week fiction workshop is based on Herman Melville’s life and writing. Students will learn a bit about the author’s history in Troy and read his shorter fiction, which will serve as a starting point for writing short stories. The writing series will be held on Saturdays at 10 am on April 27th, May 4th and 11th and June 1st and 8th at the Main Branch, 100 2nd Street. AVERILL PARK ROAD RUNNERS YOUTH CLUB NOW TAKING REGISTRATIONS The Averill Park Road Runners youth club is now taking registrations for the 2013 Track & Field season. The club is open to anyone ages 7-14 who likes to run, jump, throw and most of all, have FUN! You do not have to be a resident of the Averill Park School District. Kids can choose from many events including sprints, distance running, hurdles, long jump, high jump, shot put, turbo javelin and discus. Practices will be held Monday & Thursday evenings at the Averill Park High School. There are several meets throughout the season, which runs from April 8th through the Junior Olympics in June. Registration is now available on our website at www.aproadrunners.com. The registration fee is $50 plus uniform if needed. There is a $10 sibling discount. A $15.00 late fee will be added on April 1st. Membership in the United States Track and Field Association ($20) is also required to participate and provides insurance coverage. ANTIQUE BOTTLES & BOTTLE COLLECTING Gary Mercer will present a program on antique bottles and bottle collecting on April 18th at 7:30 PM at the Pittstown Town Hall in Tomhannock. Mercer, an antique bottle aficionado, will bring a portion of his large collection of antique bottles and will talk about how to identify the ages and uses of these bottles. He also encourages those who attend his presentation to bring their own old bottles for discussion and identification. Mercer is currently a member of the Albany Bottle Club and was formerly active in the Bottle Museum in Ballston Spa. He has been an avid bottle collector all his life and is nationally known for his encyclopedic knowledge of antique bottles and their uses. HIGHER EDUCATION FINANCIAL AID WORKSHOP AT HVCC Hudson Valley Community College, 80 Vandenburgh Avenue, is sponsoring free, hands-on workshop on higher education financial aid on Wednesday, April 17, from 6 to 7:30 p.m. in the college’s Bulmer Telecommunications Center first floor meeting rooms. The savings will be transferred into the Tax Stabilization Fund, a dedicated fund for the protection of taxpayers and needed county services. Authorizes Contracts – Acting in the best interests of the senior residents of Rensselaer County, the Legislature passed legislation authorizing contracts to provide personal care services under the Expanded In-Home Services for the Elderly Program (EISEP). EISEP assists seniors who need help with everyday activities to take care of themselves, want to remain at home and are not eligible for Medicare. Supports Audit –To protect local taxpayers, the Legislature supports a comprehensive audit of the New York State Medicaid Program. Significant instances of alleged waste, fraud and mismanagement in the state Medicaid program were discovered by a Congressional Committee on Oversight and Government reform. Opposes Reduction of Veteran Benefits – In recognition of the enormous service and sacrifice of our veterans and their families, the Rensselaer County Legislature oppose a reduction of financial and medical benefits and urges maintenance of the current level to qualified veterans, and their dependants and surviving spouses. Introduced Legislation – A Resolution Recognizing April 22, 2013 as Earth Day in Rensselaer County – Rensselaer County commits itself to undertaking programs and projects that enhance the community’s natural environment. MORNINGS AT THE MUSEUM, PRE-SCHOOL PROGRAM AT RCHS The Rensselaer County Historical Society (RCHS) offers a monthly program , Mornings at the Museum, geared to preschoolers. Children ages 3-5 are introduced to the museum through a program that includes story-time, exploring an item from the collection and making a craft. Each month has a different theme. WAVE RIDERS HELPS CHILDREN COPE WITH LOSS Children grieve personal losses just as much as adults do and also need support. The Wave Riders program of The Community Hospice helps children “ride the waves of grief” in a caring environment. Thursdays at 5:00 p.m., starting April 11 through May 16, the program of peer support groups, for children in grades K through 8th grade, will take place at the Hospice office at 295 Valley View Blvd, Rensselaer. In these group experiences, children develop skills to help them cope with the losses they may encounter throughout their lives and build self esteem. According to Liz Smith, Supervisor of Bereavement Services, “It is important that children be able to recognize their normal feelings of sadness and grief, and have the opportunity to express them in a safe and comfortable setting. When they share with other grieving children, they feel less isolated.”

LEGISLATURE WORKING TO ACHIEVE SAVINGS FOR TAXPAYERS Letter to the Editor: Local budgets and taxpayers have been under increasing stress in recent years. The Rensselaer County Legislature recognizes this fact, and has been working to save resources to help the taxpayers we serve. For the past several years, the Legislature has come in under budget, generating a savings. The year 2012 was no exception, as the Legislature produced a savings of $115,000. This was done with a cooperative effort by legislators and staff. Vacant positions were left unfilled for longer periods, purchases of supplies and equipment were delayed and cancelled and other efficiencies and cost-cutting measures applied wherever possible. The Legislature has also used innovation to save funds. In 2012, the Legislature significantly reduced paper costs by switching to electronic tablets. The savings generated is more than $12,000, and that savings is expected to grow during the coming years. The Legislature has generated savings in other areas. A comprehensive re-bid of the county insurance policy netted a savings of $900,000 over three years. Energy performance projects have generated a savings that exceeds initial expectations. Also, legislators have rejected numerous requests for purchases to stretch dollars even further. The $115,000 in savings from 2012 will be assigned to a Taxpayer Protection Fund which has been used in recent years to protect taxpayers and needed services. The fund has helped the county put in place two budgets that have been under the statewide property tax cap, and has also helped maintain services for seniors, veterans and youths. The new 2013 fiscal year will be filled with challenges as we continue to navigate out of a prolonged recession and deal with the continuing problem of unfunded mandates. The commitment by county lawmakers to saving money whenever possible and protecting taxpayers and needed services will continue in 2013 in the County Legislature as it has during previous years. ~ Phil Danaher, Vice Chairman for Finance

Rensselaer County Executive Kathleen M. Jimino has announced that the County Health Department and Cornell Cooperative Extension are continuing the Primary Lead Prevention Program. The program was established in 2010 using State grant funding applied for and received by the county to target childhood lead exposure in the 12180 and 12182 zip codes. “This program has already had an impact by assisting or participating in the stabilization of 370 homes thereby preventing the possibility that a child could be impacted or harmed by lead exposure,” said Rensselaer County Executive Kathleen M. Jimino. “I want to thank Cornell Cooperative Extension and all of the groups and organizations that have already assisted on this endeavor as we work to prevent childhood lead exposure.” As part of the program, renovation, repair, and painting, training programs are offered and lead safety educational materials are available. Lead risk assessments of households within the targeted area are provided through the program as well. Professional recommendations will be available for residents seeking to address lead issues effectively and cost efficiently. Tools and materials needed to appropriately remediate lead are also provided and a HEPA vacuum is available for use in household cleaning. TROY RESIDENT HONORED AT SUNY OSWEGO FOR ONE-ACT PLAY SUNY Oswego junior Dylan Fredette of Troy, a cinema and screen studies major, is one of six winners in the college’s 20th annual “New Voices” 10-minute-play competition. Winners received staged readings of their plays in March in Tyler Hall’s lab theatre at SUNY Oswego. At the readings, student actors for each role read from scripts with direction from another student. Brad Korbesmeyer of English and Creative Writing mentored the competition with Mark Cole of the theatre department. A committee of faculty and students judged “New Voices.”
EMPTY BOWLS On Sunday, April 14th, an Empty Bowls event to benefit the Heifer Project will be held at the Church of the Covenant United Methodist Church, Rte 43, near the intersection with Old Route 66 in Averill Park, NY. The Heifer Project provides animals for needy families and villages all over the world. The animals provide food and/or clothing for the families. DEC REMINDS SMALL COMMUNITIES OF STATE BAN ON BRUSH BURNING Residential Brush Burning Prohibited March 16 - May 14 New Yorkers who reside in smaller communities should be aware that all residential brush burning is prohibited during the state’s historically high-fire-risk period beginning March 16 through May 14, Department of Environmental Conservation (DEC) Commissioner Joe Martens reminded today. “Since the open burning regulation passed in 2009, there are a fewer number of fires reported in New York State this time of year,” Commissioner Martens said. “I urge everyone to be cautious with the risk of wildfires and remind all New Yorkers that the statewide ban is in effect through mid-May beginning this week.” In 2009, New York toughened restrictions on open burning to reduce harmful air pollutants and help prevent wildfires. While the regulation allows residential brush burning for most of the year in towns with a population of less than 20,000, it prohibits open burning in all communities during early spring when the bulk of New York’s wildfires typically occur. The new regulation prohibits the burning of garbage at all times and places. Violators of the open burning state regulation are subject to both criminal and civil enforcement actions, with the minimum fine of $500 for a first offense. To report environmental law violations, call 1-800-TIPP DEC (1-800-847-7332), or report online on DEC’s website at http://www.dec.ny.gov/ regulations/67751.html . A list of questions and answers on the new open burning regulation is available at http:// www.dec.ny.gov/chemical/58519.html on DEC’s website. TIMOTHY H. GIFFORD SCHOLARSHIP The Timothy H. Gifford Memorial Scholarship Fund was established in 2011 by the Gifford Family in memory of Timothy H. Gifford. Tim Gifford was an active farmer and an enthusiastic member of Rensselaer County 4-H, showing both sheep and cows at the Schaghticoke Fair. Tim always lived life to its fullest. This $1500 scholarship has been made possible due to the generosity and kindness of the local community which Tim grew up in and belonged to. Applicants are encouraged to apply multiple times, although each recipient can only receive the scholarship once. One scholarship is available annually to anyone pursuing postsecondary education in agriculture or mechanics. Although special consideration is given to current/past members of a county 4-H program, the applicant need not be a member to apply. RENSSELAER COUNTY CLERK RETURNS RECORD SURPLUS TO COUNTY COFFERS Rensselaer County Clerk Frank J. Merola reports that the Rensselaer County Clerk’s office has posted the largest revenue surplus to date, returning close to $1,000,000.00 to county coffers for FY 2012. The Clerk’s office reported a record 2012 revenue of $2,945,012.00 against expenditures of $1,964,000 for a surplus totaling $981,012.00. County officials will use this surplus revenue to offset any potential increases in the county tax rate which has risen due to explosive increases in state mandated programs such as Medicaid. “As a former businessman, the bottom line was finishing in the black every year. A company or a government that continually operates at a deficit will not be in business for very long.” Mr. Merola said, “I am extremely pleased that my department is able to return a sizable surplus to the county coffers despite the challenging economic times. More importantly, our expenses declined $40,000 from 2011-2012. I am confident that we will continue to return surplus revenue for years to come.” In the past seven years, the Clerk’s office has returned surplus revenues totaling over $3.7 million dollars to the general fund. The past three years have seen over $2.2 million returned to the county. This is a result of aggressive revenue enhancement programs such as the very successful RENEW RENSSELAER motor vehicle and passport program which has dramatically increased the number of passports processed by the Rensselaer County Clerk’s office. Mr. Merola also credits an outstanding DMV department, and an aggressive DMV outreach program that has attracted significant auto dealer business to Rensselaer County and significantly increased DMV revenue. The photo ID program instituted by Mr. Merola in 2006 has proved to be extremely popular, with residents all over the Capital District coming to Rensselaer County for photo ID. “Like many other departments in County government we are doing more with less.” Mr. Merola said, “Our courteous and efficient service has given our office the well deserved reputation as the most customer friendly Clerk’s office in the capital region. These next few years may prove challenging as a result of the economic downturn, but I am confident that we will continue to return needed money to the County for the benefit of our taxpayers.”

CUTOFF DATE FOR NRCS WILDLIFE CONSERVATION PROGRAM Rural farmers and landowners in targeted counties have until April 19, 2013 to apply for Round 2 of 2013 conservation program funding for the USDA-NRCS Wildlife Habitat Incentive Program (WHIP) Working Lands for Wildlife (WLFW) program. In New York State, Working Lands for Wildlife assists private land owners in the creation and maintenance of habitat necessary to sustain breeding populations of the following species: New England Cottontail (parts of Westchester, Putnam, Orange, Dutchess, Columbia and Rensselaer Counties); Golden-Winged Warblers (parts of Jefferson, St. Lawrence, Clinton, Essex, Sullivan, Orange, Rockland, Putnam and Westchester Counties); and Bog Turtles (parts of Wayne, Seneca, Cayuga, Onondaga, Oswego, Sullivan, Ulster, Orange, Rockland, Westchester, Putnam, Dutchess, Columbia and Rensselaer counties). This conservation program focuses on the creation, management and maintenance of appropriate habitat in close association with forested landscapes or adjacent to active agricultural land. Applications are competitive and are ranked based on national, state and locally identified resource priorities. Interested land owners, in targeted areas, are encouraged to call or visit the NRCS office at their local USDA Service Center to learn more about the program, submit an application and complete the necessary paperwork to establish program eligibility. COMMITTEE PRESENTS SPIRIT OF LINCOLN AWARD Brunswick Supervisor Phil Herrington, at left, presents the Spirit of Lincoln Award from the Brunswick Republican Committee to Congressman Chris Gibson on February 21. Congressman Chris Gibson was presented with the 2013 Spirit of Lincoln Award from the Brunswick Republican Committee at the committee’s annual Lincoln Day observance February 21, Committee Chairman Ronald D’Alessandro announced. Congressman Gibson received the award in recognition and honor of his leadership skills and record of outstanding service as a member of the House of Representatives and during a 24-year career in the U.S. Army. Brunswick Supervisor Phil Herrington presented the award to Gibson on behalf of the committee at the event. The Spirit of Lincoln Award has been presented by the Brunswick Republican Committee for over a decade, and has recognized local Republicans on various levels of government and public service. “With our nation facing major challenges, real leadership is needed more than ever. The Brunswick Republican Committee is proud to recognize Chris Gibson, who has shown outstanding leadership skills and integrity, and award him the Spirit of Lincoln Award,” said Chairman D’Alessandro. “Those of us in Brunswick have been impressed with how accessible and responsive Chris Gibson is to the people of our town. He is always ready to listen and lend help whenever possible,” said Herrington. Gibson was first elected to represent a congressional district that includes Brunswick in 2010, and was re-elected in 2012. Rensselaer County was the first county to endorse Gibson for election in 2010. A native of Columbia County, Gibson lives in Kinderhook with his wife, Mary Jo, and three children.
