The Rensselaer Plateau Regional Conservation Plan is now available and will be presented at a public meeting. Please come and join others who live, work or play on the Rensselaer Plateau for a presentation and discussion of the Rensselaer Plateau Regional Conservation Plan (The Plan). On Thursday, March 21, from 6:30 PM to 8:30 PM the Rensselaer Plateau Alliance (RPA) will host a public meeting at the Carner-EtmanSmith VFW Post in Grafton, NY (Turn on South Street directly across from the Town Store. The VFW Post is 1/3 mile on the right). A copy of the draft plan is available at www.rensselaerplateau.org. The Plan has been under development for over two years including Community Forums in 2010, public workshops in 201112 and targeted stakeholder meetings to facilitate public input. The purpose of the Rensselaer Plateau Regional Conservation Plan is to: Identify the areas with the most significant ecological, economic and community values, Identify conservation and stewardship needs for those areas, and Create a toolbox for all of the stakeholders of the Rensselaer Plateau region to use. Congratulations go out to the Algonquin Odyssey of the Mind Problem 4 Team on winning the Regional Competition on Saturday, March 9th, at Rensselaer High School. This problem involved the team designing and building a structure made of only balsa wood and glue that balances and supports as much weight as possible. Before weight placement begins, the team had to present a commercial that included the structure rolling down a ramp. The Algonquin team was able to design a structure that held over 600lbs! Team members include: Heath Glasgow, Madison Hasbrouck, Lauren McClure, Leah Paulson, Kristen Schaefer, Kevin Silver, Ethan Stevens Next, the team will bring their winning balsa wood design to the New York State Championships in Binghamton on Saturday, March 23rd. After 32 years of dedicated and faithful service to the Town of North Greenbush and Rensselaer County as Chief of the North Greenbush Police Department, Rocco Fragomeni is retiring. Rocco will serve as director of the Zone 5 Law Enforcement Academy. Rocco’s many friends, family and colleagues in law enforcement and local government came together Saturday, March 16, at the Troy Elks to thank him for his service and to wish him well on his new position. Legislator Leon Fiacco was there to present a copy of a legislative proclamation to Rocco recognizing his service. Brunswick Church Here are some highlights from the March 13, 2013 Meeting of the Sand Lake Town Board: • Design and Construction – Butler Park Stage – The Town has been planning for a replacement for the Butler Park stage that was destroyed by the windstorm of December 21, 2012. The Board approved resolutions authorizing payment for an architectural plan and seeking construction bids. We hope to have the new stage up in time for the 2013 Kiwanis Summerfest June 14th – 16th! • Computel Consultants – The Town Board authorized a contract with Computel Consultants to conduct a utility billing audit. This audit will identify, correct and secure refunds for any overcharges on the Town’s utility accounts. There is no charge to the Town for this service. Since an audit of the Town’s utility bills has not been performed in several years, the Town may be able to recoup some funds. • Hunt Mine Application – Springer Road – The Town has received notification from the Department of Environmental Conservation (DEC) that a mining application has been submitted to remove material from 19.8 acres within a 40 acre parcel off Springer Road (Hunt Mine Application). The Town’s Mining Liaison Committee is continuing a review of the matter. I have already provided preliminary comments to DEC by their 30-day deadline. I have requested that DEC host a public meeting to allow residents to ask questions or voice concerns – I will keep residents posted. • Announcement - Town Sewer Billing – Beginning July 1, 2013, the Town will begin doing “in-house” billing for the Town’s portion of the sewer tax payments instead of paying a fee to Rensselaer County. This will provide a cost savings to the Town, as well as create a better cash flow and an electronic database of sewer customers for better recordkeeping. Residents will begin to receive a separate Town sewer bill, as it will no longer be combined with the County’s bill. The next Town Board Workshop is on Wednesday, March 27th, at 7:30 pm; and the next Town Board Meeting is on April 10th at 7:30 pm at the Sand Lake Town Hall. Please come and participate.

Monday, March 25, 2013 – Friday, March 29, 2013 has been set aside for this purpose. To have appliances removed freeof-charge. AP BOARD OF EDUCATION UPDATE Dear Averill Park Community Members: Dr. Hoffman shared the proposed cuts for the 2013-2014 school year at the March 6th board meeting. Again we are faced with difficult decisions due to the continuing state education cuts. While not anything the district wants to consider, they have to be made to maintain a solid experience for our students while being cognizant of the taxpayer’s abilities. There are 4 principles being followed for the budget work this year: 1. Maintain the integrity of our program K-12; 2. Keep the remaining High School Program intact as much as possible; 3. Use attrition wherever possible to reduce staff; and 4. Follow the established AP2020 goals for the district. In addition, a presentation was made regarding a proposed building proposition. The proposal ranged from upgrading the district’s technology needs to specific maintenance of buildings. The following points were made: 1. Areas to be addressed were a result of the community’s long-range planning committee; 2. An approved building project will maximize the use of the district’s remaining Excel Aid; 3. With current debt being retired, the district’s share of the capital project would not result in a tax increase; and 4. Every capital project since early 1990’s has been smaller in cost than the preceding one. This has allowed for the district to judiciously approach the needed improvements. The budget and building proposition presentations are available on the district website. Our next board meeting will be on Tuesday, March 26th, at 6:30. A public session focused on the proposed budget will be held on Wednesday, March 27th, at 7 in the APHS cafeteria. TENDER LOVING CARE (TLC) OF WSL Trinity Lutheran Church of West Sand Lake continues their work of sewing, knitting and crocheting on the first Saturday of each month in the Fellowship Hall. We continue making special pillowcases for the medically ill children at Albany Medical Center. The first male to attend our class was our own “Pastor Jim” and does he look proud! We also had two lovely young ladies join us with their Moms; Abby Mahar, 10 yrs. old and Arianna Wiltsie, 9 yrs. old. Both girls attend East Greenbush Schools. We have about five great knitters, crocheters to teach our young people to learn the art of needlework and these ladies our anxious to teach! Their work of lap robes, baby afghans go to the Albany VA Hospital and St. Pauls’ Shelter for Women and Children. We meet from 1PM to 3PM in the Fellowship Hall at the church. We have yarn, material, sewing machine, etc., so just “come as you are” and join this wonderful mission work. Again, special thanks go to Gretchen Romanelli, Peggy Oliver, Cora Hoffay, Patti Sinnot, Janet Oliver and now Maureen Hoffman who devote their time making this all come together. A “BAR” ON VAN BUREN AVENUE Letter to the Editor: On Saturday, 3/2/13, I was informed by a neighbor that plans were being formulated for the used car lot at the beginning of our street to be made into a BAR! I spoke to several other homeowners who had heard the same information. I feel that the idea of a BAR on Van Buren is outrageous! We are a residential street. We have several families with small children. Many folks walk their dogs on the street. We have retired persons who wish peace and quiet in their “golden years”. On my end of the street, we often see potential customers of the current used car lot, test driving the vehicles, sometimes at great speed!! I shudder at the potential for damage and mayhem if bar customers have too much to drink, and drive down our dead-end street at top speed! East Greenbush has many vacant locations that would be more suitable – the former McDonalds on 9 & 20, the former Weathervane, etc. We don’t need it here! Another issue: the EXIT for this BAR will be ON Van Buren Ave! (It is assumed that the current redwood rail fence would be removed.) Hence, an impaired patron might turn RIGHT down our street, rather than LEFT out to Columbia Tpk! On Monday, March 4, another neighbor informed me that she had spoken to someone at the East Greenbush Town Hall, and it was a “done deal”. East Greenbush did not have the courtesy to notify the homeowners if/when any public hearings were held about it, and it appears that our safety and property values are of NO concern to this town. Hopefully, the town could AT LEAST install a speed bump to slow drivers down. by Claire Everett Averill Park Warriors are still in the spring pre-season lull. The spring sports have not started, yet there are still some athletes that have been competing outside of AP. The first team I would like to mention is a team that I am personally part of. I assist in coaching a 7th and 8th grade St. Henry’s Girls - CYO basketball team. Many of these players also play on the Averill Park Youth Basketball 7/8th grade team, and the Averill Park Modified Basketball team. This week we entered our first round of playoffs in the Diocesan Tournament. St. Henry’s took on St. Mary’s at Bishop Gibbons on Saturday. There, our Mean Green Machine was ready to win. The game ended with St. Henry’s leading measurably. The team then went on to play in the quarter-finals on Sunday. Unfortunately, we couldn’t pull out another win, but St. Henry’s played a great game. Each lady represented St. Henry’s and our community very well throughout the season and show great potential. Stick with it guys; you are the next generation! Another local athlete that deserves to be highlighted for her performance outside of Averill Park High School is Katy Toth. The Chief column covered Katy earlier this year for her exceptional performance in the Empire State Winter Games. Katy, a speed skater, deserves congratulations for becoming the Silver medalist in the 777m at the US Speed Skating Age Group National Championships. In addition to her silver, Katy also took 5th in the 1000m, 2nd in the 500m, and 2nd in the 1500m. She took Silver overall at the event in Omaha, Nebraska. This week was also the week of the Uncle Marty’s 5 K Kilt Run! Josh Foust, a student at Averill Park High School, finished first. Josh ran the race in a time of 17:50. Congratulations to Josh for his race, and we look forward to reporting all of the AP track results in the weeks to come. Great job to my team! And great job to all the athletes who are taking the initiative to compete outside of school. I don’t know about you, but I am excited to get back to the Averill Park School sports that we all know and love. Only a couple more weeks! The school year is flying by, and we have already reached our last season of sports here at Averill Park High School. That being said, it is my pleasure to introduce to you the first scholar athlete of the girl’s varsity lacrosse team, Sam Scanu. Sam has played soccer all her life, and then, when she was twelve years old, her mom signed her up for lacrosse camp and she absolutely loved it. Her position is mainly defensive wing, though she occasionally plays in the midfield. As a defender, Scanu loves the satisfying feeling of shutting down an offensive attack. In general, however, Sam’s favorite part of playing is the team dynamic and how they treat each other like family. Game days for Scanu are composed of one big adrenaline rush. As soon as she wakes up, she channels all her energy into mentally preparing for the game. Then, when she finally gets out on the field, it’s like she was meant to be there. Sam is captain of her team this year, and also a three- year varsity player for both lacrosse and soccer. She maintains a steady 95 GPA, and is the treasurer of the National Honors Society. You may wonder how one can be such a successful athlete while also maintaining outstanding academic performance. It doesn’t come easy for Scanu though. She spends countless hours working out and catching up on school work. Sam plays indoor lacrosse in the off season and conditions on her own to stay in shape. As for academics, she is currently taking Statistics, Advanced Placement English, Physics and Economics. In the fall, Sam will be attending Springfield College for Physical Therapy. She plans to spend the next six years there earning her Doctorate degree and also continuing with athletics. “Being a scholar athlete to me means that I take pride in not only my athletic achievements, but my academic achievements as well. It teaches discipline and time management, and these are traits that I hope to carry with me throughout my college career and beyond,” says the athlete. Sam would like to thank her parents for supporting her throughout the years. They drove her to and from practice and never missed a game regardless of the date or location. They have always been the ones to push Sam to play and be involved, and they are always there to cheer her on. We wish Sam the best of luck for the last bit of high school and the future!

On Saturday, March 9th, a group competed at the Mohawk Valley International Wrestling Festival at Canastota High School, a Freestyle tournament. Max Tempel broght home first place, Allan McNeil finished second, Logan Brunick and Jake Lanzillo both took third, Gary Goodermote finished fourth, and Alyssa Lindeman, Aaron Lindeman, and Derrick Gardenr also competed. On Sunday, March 10th, at the Mohawk Valley International Wrestling Festival at Canastota High School, APWC wrestled in a Greco-Roman tournament. Place finishers are as follows: 1st place: Allan McNeil, 2nd place: Logan Brunick 3rd place: Tyler Moses and 5th place: Derrick Gardner, Toby Moses. Finally, also on Sunday, March 10th, a group of wrestlers competed in the Folkstyle tournament at the NYWAY State Qualifier at Albany Academy. The place finishers for this tournament are as follows: 1st place: Nick Tempel, 2nd place: Max Tempel, Alex McCullen, and Carl Nitz, 3rd place: Ben Winters, and 4th place: Jacob White. It certainly has been a busy month of planning and meetings. I would like to thank all of our volunteers who are working to bring many programs to our residents in the upcoming months. We could not do all we do without you. At a recent meeting, we heard updates on numerous upcoming events. In particular, please mark your calendar for the Youth Committee’s Easter Egg Hunt on March 30, 2013 at the Hoags Corners Fire House at 10:00 am. The 2nd Annual Small Farm Animal Tailgate Sale will be April 27th at 9:00 am at the Nassau Highway Department. There are a number of other upcoming events. Please visit the Town website at townofnassau.org for more information. The Historic Preservation Committee has ongoing exhibits at the Nassau Library and we thank Councilman Carpentier and the Committee for all their efforts to continue several projects for 2013. The Town’s Emergency Plan is currently being updated and the Town Board has authorized the purchase of identification equipment for all emergency services partners. This purchase, centralized at the Town, will consolidate efforts by all fire and ambulance companies to save money and time. We appreciate our strong partnership with our emergency services. The Town Board has recently extended the Special Permit for J&M Auto on Route 20 and has heard a request for an amendment of a Special Permit for QRT on China Hill Road. The QRT project is expected to be back before the Board at the April meeting. The Board has set the audit date of all town departments for May 9, 2013 and authorized repairs to the upstairs meeting room and hallway of town hall utilizing a financial gift. The bid specifications for this project may be found on the Town website. Our Summer Youth Camp is slated to begin July 1 and will run until August 2. The cost will be $70 per child and $140 per family. This is a great program and we thank all who work with our staff to make it such a success. Please watch for registration information in the coming weeks. March 31st will mark the 207th anniversary of the founding of the Town of Nassau. AGRICULTURE LITER. WEEK TO FEATURE BEES Agriculture Literacy Week (March 18th to March 22nd), coordinated by New York Agriculture in the Classroom at Cornell University will be featuring the role honey bees play in agriculture and our food system. The books being utilized for this program are “The Beeman” by Laurie Krebs and Valerie Cis as well as “The Honeybee Man” by Lela Nargi and Krysten Brooker. Rensselaer County, will be celebrating and providing programming toward Agriculture Literacy from March 18th to June 14th. This program targets 2nd grade classrooms but is also appropriate for most elementary grade levels. Participating classrooms will receive a reading of one of the books from an individual that has an agricultural background, be introduced to basic bee keeping techniques and equipment, as well as a donation of the book to their school library. The estimated time to deliver the program is 30 to 40 minutes with additional lesson plans that compliment concepts students learn in the book/ s that fit into the NY Learning Standards. Thank you to the Rensselaer County Farm Bureau and Dairy Princess Committee for providing funding for the purchase of books to be donated to Rensselaer County Schools that participate. Berlin students have been focusing on plants as a theme this year in art class, using plants as a point of departure to study elements and principles of design as well as integrating New York State Art learning standards. Berlin art teacher Jackie Monette collaborated with the Dyken Pond Environmental Education Center to teach across curriculum and added science and English Language Arts (ELA) to their study of plants. Students explored what artists and scientists have in common; learning that observation, sketching and looking closely in detail are common traits. Dyken Pond Center staff brought in plants from nature with a variety of adaptations to their habitats, microscopes to look closely and challenged the children to invent their own plant that have adaptations for survival. Teaching across curriculum is one way to show how everything in life is connected and all subject areas are interwoven. The War of Jenkins’ Ear was a conflict between Great Britain and Spain that lasted from 1739 to 1748, with major operations largely ended by 1742. At the conclusion of the War of the Spanish Succession, the Treaty of Utrecht in 1713 gave Britain a thirty-year asiento, or contract-right, to supply an unlimited number of slaves to the Spanish colonies, and 500 tons of goods per year. This provided British traders and smugglers potential inroads into the traditionally closed markets in Spanish America. However, Britain and Spain were often at war during this period, fighting one another in the War of the Quadruple Alliance (1718–20), the Blockade of Porto Bello (1726) and the Anglo-Spanish War (1727–1729). Over time the Spanish became suspicious that British traders were abusing the contract and began to board ships and confiscate their cargoes. After very strained relations between 1727 and 1732, the situation improved between 1732 and 1737, when Sir Robert Walpole supported Spain during the War of Polish Succession. But the causes of the problems remained and when the opposition against Walpole grew, so did the anti-Spanish sentiment amongst the British public. The war’s unusual name refers to an ear severed from Robert Jenkins, captain of a British merchant ship. The incident that gave its name to the war had occurred in 1731, off the coast of Florida, when the British brig Rebecca was boarded by the Spanish patrol boat La Isabela, commanded by Julio León Fandiño. After boarding, Fandiño cut off the left ear of the Rebecca’s captain, Robert Jenkins, whom he accused of smuggling. Fandiño told Jenkins, “Go, and tell your King that I will do the same, if he dares to do the same.” In March 1738, Jenkins was ordered to testify before Parliament, presumably to repeat his story before a committee of the House of Commons. According to some accounts, he produced the severed ear as part of his presentation, although no detailed record of the hearing exists. The incident was considered alongside various other cases of “Spanish Depredations upon the British Subjects”, and was perceived as an insult to the honor of the nation and a clear casus belli. The conflict was named by essayist and historian Thomas Carlyle, in 1858, one hundred and ten years after hostilities ended. Carlyle mentioned the ear in several passages of his History of Friedrich II (1858), most notably in Book XI, chap VI, where he refers specifically to “the War of Jenkins’s Ear”. After 1742, the war was subsumed by the wider War of the Austrian Succession involving most of the powers of Europe. Peace arrived with the Treaty of Aix-la-Chapelle in 1748.
