During the weekend of September 25-26, 2021, the Saratoga County History Center is hosting a wide-ranging scavenger quest that includes a dozen of the county’s charming local museums and historical societies. Participants will

receive “passports” which list locations and unique historical items. They will then hunt for each object and record its location in their passport, learning about local and regional history along the way. The first three completed passports received by the History Center will win prizes. Participants are also encouraged to post their sleuthing adventures on social media, tagging the History Center as appropriate. Cohoes proposal chops spending Taxes, water, sewer rates unchanged in $24.85 million plan ByLINE: KENNETH C. CROWE II

COHOES - The city’s proposed 2022 budget of $24.85 million cuts spending by 1 percent while holding the line on property taxes and water and sewer rates, Mayor Bill Keeler said. The spending plan adds a police officer and a firefighter. It doubles the code enforcement officers to four inspectors as well as restoring the public works ranks to full strength. “Public safety is the number one job of our city,” said Keeler, who retired as the major commanding Troop G of the State Police before becoming the city’s

executive officer. The police department strength will climb to 35 while the fire department will have 33 firefighters. Keeler said the additional code inspectors will protect the quality of life in the city by ensuring properties are safe and meet building standards. The city tax rate will stay at $18.18 per $1,000 of assessed valuation. It means the owner of a home assessed at $150,000 will continue to pay a city property tax bill of $2,727. The city water remains at $3.70 and the sewer rate will continue to be $3.60. The general fund dropped by 0.9 percent to $20.3 million from $20.5 million for the 2021 budget year. CLIFTON PARK - The forested lot in the center of town that residents fought to preserve will become an accessible park, with a loop trail to enjoy the trees and a grassy glade for events. After a pandemic delay and much work this year, the plan for phase one of Town Center Park has been finalized. The town board will refine the details through one more public workshop, at a date not yet announced, and hope to go out to bid this year for work to begin in the spring. Then the town bought it to preserve as a park. The plan calls for preserving as many trees as possible, while building two parking lots and two paved walking trails. History Center Publishes New Book: Saratoga County Stories SARATOGA COUNTY – The trustees, staff, and volunteers of the Saratoga County History Center, in partnership with the Saratoga County History Roundtable, are thrilled to announce the publication of Saratoga County Stories. A collection of essays and articles from local historians, the book is aimed at the general public, and will delight readers of all ages with snapshots of the past and true tales of crime, heroism, and colorful personalities. Saratoga County Stories, which is slated for an October 2021 release, is a major achievement for the History Center and the Roundtable, and the product of over a year of writing and editing. Comprised of fifty-eight short articles, the collection is a veritable who-what-where-whenand-why of Saratoga County history. Contributing authors include familiar names of local historians, as well as many regional

“history buffs.” Readers will be impressed with the research and charmed by the narratives. To accompany the book’s launch, the History Center has planned two in-person events: Saturday, October 23, 2-5 p.m. at Brookside Museum in Ballston Spa; and Sunday, November 7, 2-4 p.m. at Historic Grooms Tavern in Clifton Park. The public will be able to meet contributing authors and the editorial team, purchase copies of the book, and have their editions signed by the historians. Did You Receive an IRS Notice About Changes to Your Tax Return? CAPITAL DISTRICT The IRS has been sending “math error” notices to taxpayers. The notices list changes the IRS has made to the amount the taxpayers owe in tax or how much they will receive as a refund. If you receive this type of notice, it does not necessarily mean there was a math or compu-

tational error on your return. There are time limits to act if you think the notice is incorrect. So far this year, the IRS has sent about 11 million math error notices. This is many times more than in past years. The IRS sent most of these notices to taxpayers who filed a return seeking the Recovery Rebate Credit. Taxpayers claimed this Credit on their tax return if they did not receive the full amount of the Covid-19 economic stimulus payments they believed they were entitled to. The IRS used these notices to advise taxpayers that it believed they were wrong and that all or part of their Recovery Rebate Credit was not allowed. If you receive a math error notice and do not agree with it, you have sixty days from the date on the notice to contact the IRS and let them know you disagree. The phone number to contact the IRS is provided in the notice. There are still limited things you can do even if you miss the

deadline. Some math error notices the IRS sent taxpayers in early 2021 did not have any information about the sixty-day deadline. The IRS is therefore correcting that problem by issuing new math error notices that give the taxpayer a new sixty-day period to object. Please be aware that the notices may not say “math error” on them. If you have questions about this or other income tax issues, the Legal Aid Society of Northeastern New York’s Low-Income Taxpayer Clinic (LITC) may be able to help. The Clinic’s services are free of charge. You can call the LASNNY Legal Line at (833) 628-0087 and ask for our LITC. The Clinic does not generally provide tax preparation services.

area,” said designer Joe Dannible of Environmental Design Partnership. On Monday, he showed the town board drawings of how the glade would look at night, to emphasize the need to add a lot of lights. The plan calls for 46 ornamental light poles, costing $350,000. The plan “is worthy of all the effort that’s been invested by many, many people throughout the process,” said Town Supervisor Phil Barrett.

He noted that he had negotiated with the school district and offered $1 million for 34 acres. The school district rejected that. After the referendum, the district sold the town 37 acres for $1.1 million -essentially the same as what he’d offered beforehand. “It’s a unique park in a great location with a very interesting history,” Barrett said. “Phase one will obviously improve the accessibility and safety of the park.” So far, people who wanted the site preserved like the plan, he added. “We appreciate their involvement and they are tracking our progress with keen interest,” he said.

The city has generally recovered from budget cuts made to offset revenue declines resulting from the impact of the coronavirus pandemic in 2020. “Spending is down, revenue is up, and we have more city workers serving the public. This is a recovery budget we can be proud of. We have been through a historically difficult fiscal time, but with fiscal discipline we have produced a sound budget for a strong future.” Keeler said. The city will continue to pursue grants to undertake development programs and is targeting building repairs and environmental initiatives with the $9 million it projects to save from changes in street lighting. City Comptroller Michael Durocher

said the city’s budgeting remains conservative, particularly in revenue forecasts. The city predicts sales tax income will rise $200,000 to $5.75 million in 2022. Durocher said the city’s population growth will help fuel the increase. The city’s property tax base expanded by 6.2 percent to $444 million from $418 million. Part of this $26 million increase was due to the end of the Brookfield Power property payment in lieu of taxes agreement placing the power operation completely on the tax rolls. This will generate a tax levy of $8.08 million. A public budget hearing is set for 7 p.m. Tuesday, Oct. 12, in the Common Council chambers in City Hall. COPS, COURT AND FIRE CALLS Man faces drug and weapon charges ALBANY -- A 29-yearold city man was arrested Thursday on Sherman Street while holding cocaine in both of his hands and carrying a bag with a 9mm pistol in it, city police said Friday. The man was arrested at 10:45 a.m. Thursday in the 200 Block of Sherman Street between Robin Street and North Lake Avenue. The arrest was made following an investigation by detectives from the Albany Police Department's Community Response Unit, police said in a news release. He was charged with second-degree criminal possession of a weapon, third-degree criminal possession of a weapon and seventh-degree possession of a controlled substance. The man was also arrested on an Albany City

Man facing drugs, weapons charges An Albany man was arrested in Newburgh Tuesday night after State Police said they found he had cocaine and a stolen, loaded pistol during a traffic stop.
