Official offers fix for trains Stillwater to get police involved if trash cars aren’t moved away from homes ByLINE: KATHLEEN MOORE
STILLWATER - About a decade ago, Stillwater and Mechanicville officials, working together, got rid of reeking trash trains that were sitting behind Mechanicville’s West Street. The fact that the trains are back is deeply frustrating to Stillwater Supervisor Ed Kinowski, who played a key role in the previous solution as the trains’ engineers also access property that is in the town of Stillwater. Train company Pan Am, which has a rail yard just outside the city, has a contract to pick up residential and commercial trash from Capital Region companies five days a week. The trash is shipped to South Carolina, where it is dumped in huge landfills. But Pan Am does not own all of the tracks
between the Capital Region and South Carolina. So its contract includes a series of other train companies that bring the trash the rest of the way. The second company in line, Norfolk Southern, is having delays in taking the trash to its final destination. Kinowski has now complained to the state and federal Department of Transportation in an effort to get the problem fixed again. But he said he has not gotten much help, and he thinks the only solution will be to get Pan Am to choose to be a better neighbor. That’s what happened last time. So this time, he has met with Pan Am and proposed numerous solutions. If they ignore all of them, he said he has one negotiating card: Police involvement. “We’re going to be posting no trespassing signs,” he said. “We can apply pressure too -- if you cross, we’ll arrest you.” He thinks that would only take a couple days to have an effect. “The trains pull up every day. I could post one shift or two shifts of 24 hours, pay some extra money, arrest them,” he said. “But I’d rather be a good partner with the railroad.” About 10 years ago, he was able to broker a solution. “The arrangement we had -- and it took a meeting with Pan Am officials and U.S. DOT officials -- we met in Mechanicville and we concurred they should stop just as they come over the bridge at the bend. There’s no houses,” Kinowski said. “There is a line of tracks that comes over the Hudson River and does a big bend and turns and then it rolls behind a numPlease see TRASH 13

Isobel can be reached at isobel@ brooksidemuseum.org Time is often referred to as a human construct, but time zones are definitely man-made, and they have a direct connection to Charles Dowd of Saratoga Springs and the month of November, when standard time began in 1883, and 21 years later when time ran out for Charles. Local time once was set by the noon mark. Noon was defined to be the time at which the sun was directly overhead. This meant, for every approximately 69 miles trav-
elled west, the moment of noon differed by four minutes. For example, the clocks in Boston were set about three minutes ahead of clocks in Worcester, MA. This was all well and good, so long as one never left home, or only travelled north and south, but the idea of long-distance travel became more accessible with the advent of the railroads. On May 10, 1869, Leland Stanford, the president of the Central Pacific Railroad Company of California, ceremonially tapped in the “Last Spike” at Promontory Summit, Utah, and the era of trans-continental rail travel across the United States had begun. 2022 Town of Saratoga Calendars Now Available TOWN OF SARATOGA - The 2022 Town of Saratoga calendars featuring pictures from days gone by in the villages of Schuylerville and Victory and in the surrounding areas are now on sale. Deck the halls with DIY decor Decorating is one of the joys of the holiday season. Saratoga Automobile Museum to Host Lost Speedways SARATOGA SPRINGS - After a hiatus due to the pandemic in 2020, the
annual Lost Speedways program returns to the Saratoga Automobile Museum on Saturday, Nov. 27, 2021. Highlighting the event will be an exclusive video interview with Ronnie Johnson discussing his late father Jack Johnson’s career and their relationship, produced by videographer and former Syracuse University professor Dow Smith. The program will feature a varied slate of presentations, starting with the “Motorcycle Guy,” Mark Supley, discussing the Wall of Death caged motorcycle attractions seen at fairs and carnivals. He will be followed by longtime racer Dick Hansen, who has put together a talk about the end of the midget days and the introduction of stock car racing to the Rhinebeck Fairgrounds Speedway. Following intermission, Ken Parrotte will return with an assortment of vintage racing photos and the stories behind them. through the country. These companies defined their own time system, based on the local time of one of the cities in their region. To travel just from Portland, Maine, to Buffalo, New York, took passengers through four different time systems. Something had to change. In 1868, Charles Ferdinand Dowd, a Yale graduate from Madison, Connecticut, together with his wife, Harriet Miriam North, moved from North Granville to Saratoga Springs where they established the Temple Grove Ladies Seminary. He put his mind to the problem of trains and timetables. He did consider the uniform national time, as adopted in England, but studying solar times for 8000 locations across the United States revealed time differences of up to 4 hours, so this was impractical. In October 1869, Dowd presented a plan to the Convention of Railroad Superintendents, and, following their approval, in 1870, published a pamphlet entitled “System of National Time for Rail-Roads”. In it he proposed 4 regions across the country, with “Washington Time” the standard time for Atlantic States. (He later modified this to start at the 75th meridian west of Greenwich, to stop arguments over Washington or New York). Similarly, the Mississippi Valley States would be one hour behind Washington Time, Rocky Mountain States two hours behind and Pacific States three hours behind. These divisions were based on approximately 15 degrees of longitude, and within each division, the time would be uniform. Unsurprisingly, there was reluctance to adopt the suggestion. Railway com-
panies and their associated cities were unwilling to cooperate. Albany, New York City and Montreal were only different by a minute, but all insisted on keeping their own times. However, Dowd persisted with promoting his ideas and, on November 18th, 1883, at 9am, the regulator clock at the Western Union Telegraph System building in New York City was stopped. After precisely three minutes and 58.38 seconds the clock was restarted, and this was the birth of Eastern Standard Time. During the day, a similar event happened at three other locations across the country to start Central, Mountain Standard and Pacific Times. Charles Dowd earned his PhD from New York University in 1888, and was made a Fellow of the Royal Society of Science, Letters and Arts of London in the same year, but continued working as principal of Temple Grove until his retirement in 1898. Temple Grove was then led by his son, Franklin D. Dowd, until it closed in 1900. In 1903 the buildings were sold to Mrs. Lucy Skidmore Scribner, and ultimately became part of Skidmore College. Tragically, at approximately 5:30 pm on Saturday, November 12th, 1904, Dr. Dowd was killed by the southbound train No. 6 at the North Broadway crossing of the Delaware and Hudson Railroad. According to newspaper reports, his body was thrown thirty feet and was “mangled almost beyond recognition”. The coroner, Dr. Richard H. McCarthy, in his last act before retiring at the end of 1904, declared the railroad company “wholly responsible for the death of the said Charles F. Dowd”, as the crossing was ungated and dangerous with extremely poor visibility for pedestrians. A spherical sun dial honoring Dr. Dowd can be found on Church Street in Saratoga Springs, behind the Adirondack Trust Co.

Cohoes Rotary Ornaments Feature St. Agnes Church COHOES—In 2004 The Rotary Club of Cohoes started a collectible series of Christmas ornaments featuring historic landmarks in the City of Cohoes. This year’s ornament depicts St. Agnes Church. But they agreed at that meeting to stop near the bridge. “We would provide a plowed access for the winter for the crews to catch their (taxi) cabs,” he said. It’s not clear why the engineers stopped using that location during the pandemic. Pan Am officials said they have to park the trains behind West Street when they run out of room at the rail yard, and blamed Norfolk Southern for not being ready to pick up the trains on time. Norfolk Southern said they don’t have enough staff to always get the trains when they arrive. Kinowski said he doesn’t particularly care about their staffing needs. “That’s their problem, not ours,” he said. “That shouldn’t lead to (deciding that) it’s OK to smog out the neighborhood and fill it with odors that are sickening and unhealthy. Pan Am needs to do something to help us out.” He called the smell of the trash trains “horrific” and met with Pan Am last week to propose solutions. Among them: they can back up the trains to get them out of the neighborhood until Norfolk Southern arrives. “I know that’s more time, and time is money, but that’s a resolution,” he said. “Or maybe put the trash trains at the end. Lately, the entrance has been under water, so taxis can’t get in to drive along the tracks to the bend. That left employees to slog through water to get to their taxis if they stopped at the bend. “Their own entrance, off Mulberry Street, was never cared for. It was filled with water. It was easier (for engineers leaving the train) to trespass,” he said. “So they’ve been trespassing basically at the end of West Street, across private property.” On Friday, city and town officials learned the state Department of Environmental Conservation can’t help them. Staff had looked into whether they could do anything about the smell after they checked the trains for leaks on Oct. 19. (The trains were not leaking, just reeking.) DEC officials said Friday they had determined that the smell -- and all other facets of railway waste travel -- is under federal jurisdiction through the Federal Railway Act. They notified federal railroad authorities about the problem. Kinowski was disheartened by that news. “And the feds will write the letter to Pan Am and it won’t get anywhere,” he said.

COPS, COURT AND FIRE CALLS Truck damages garage in Albany Warehouse District ALBANY -- A truck struck a building in the Warehouse District Tuesday, causing part of its facade to collapse. Albany police said a truck owned by McCarthy Tire Service was moving tires in and out of the side of the building located at 980 Broadway St., when the driver forgot to put the boom down and hit the overhead of the garage on its way in. Footage shows bricks from the building facade scattered across the ground, and part of the overhang detached from the building. The extent of damage to the building's structure was not immediately known. Rick LaJoy, director of the city Department of Buildings and Regulatory Compliance, said it is not a building collapse and there is no emergency apparatus. A private engineer is assessing the extent of damage to the building.
Victim of biking collision was 59-year-old of Schenectady SCHENECTADY -Police said Monday night that the man killed while riding his bicycle Saturday afternoon near Veterans Park was Elton Garvey, 59, of Schenectady. Schenectady police said at about 2:30 p.m. Saturday Garvey was riding in the area of State and Lafayette streets when he was hit. Watervliet teen charged with attempted murder in Albany ALBANY -- A Watervliet teen is facing an attempted murder charge and recovering from a gunshot wound after he allegedly shot a 17-year-old in the city before accidentally shooting himself in the leg, police said. Albany police were called around 7:45 p.m. to North Allen Street on Saturday for a reported shooting. When they arrived they found a 16-year-old with a gunshot wound to his leg. Shortly after that, a 17-year-old was found inside a nearby home with gunshot wounds to his leg and back. Police said they believe the younger teen shot the older teen as part of a dispute. The 16-year-old was also charged with criminal possession of a weapon. His name was not released due to his age. Both teens were taken to Albany Medical Center Hospital. Police said their injuries are not life-threatening. Police also charged a 36-year-old man in connection with the incident. The man allegedly took evidence from the shooting and put it in another apartment to prevent police from finding it. He was charged with tampering with evidence and arraigned in city criminal court.
Telephone solicitation warning issued by police GUILDERLAND -Town police said Tuesday a phone solicitation has been targeting Guilderland residents. Police said that a caller, who claims to be "Media All Stars," has been contacting residents asking for donations for the school
district's athletics program. The Guilderland Central School District does not fundraise through the company, police said.
Man arrested after alleged kidnapping A man who North police Greenbush say kidnapped a woman last month at gunpoint and drove her around — during which time a hidden passenger emerged and also aimed a gun at her — was arrested Thursday in Colonie, police said. The 32-year-old Rensselaer man was apprehended after local, state and federal authorities investigated the Oct. 23 incident, North Greenbush Police Chief David M. Keevern said. A woman told police the armed suspect and another man kidnapped her in the middle of the night, Keevern said in a news release. The woman knew the suspect and agreed to get into his car. At some point, the second person popped up from the back seat with a gun, Keevern said. She was able to escape when she saw police cars parked in a parking lot. The two fled; the woman was treated for non-life-threatening injuries and released from a hospital. The accomplice was arrested within days of the incident, Keevern said, but he is a youth so no information about him is being released. The U.S. Marshals Service found the driver in Colonie. He was charged with kidnapping, robbery, unlawful imprisonment, menacing, criminal mischief and petit larceny, arraigned and jailed without bail, due back in town court at a later date. The suspect has an extensive criminal history and is wanted by the state parole department, Keevern said. His intent that evening is unknown, the chief said. The investigation is continuing and further charges are possible, he said.

Catholic Charities Hosts 26th Annual Saratoga Festival of Trees Event SARATOGA SPRINGS - Catholic Charities of Saratoga, Warren and Washington Counties invites the local community to unwrap the magic of the holiday season at their 26th annual fundraiser – The Festival of Trees – on Wednesday, December 1 through Sunday, December 5, at the Saratoga Springs City Center. The Festival will once again showcase beautifully decorated trees, wreaths and other holiday and gift items for purchase. Festival proceeds will benefit the programs of Catholic Charities of Saratoga, Warren and Washington Counties. The Annual Festival commences with the Preview Reception on Wednesday, December 1, from 6-8pm. Tickets are $75 each and $60 for anyone under 35. The Festival continues through Sunday with hours that vary as
follows: Thursday 4-9pm; Friday 2-6pm; Saturday 12-6pm; and Sunday 112pm. Tickets are $8 per person, $5 for Seniors, $3 for ages 10-18 and free for anyone 10 and under when accompanied by an adult. The Festival will go on without traditional large group activities, such as Breakfast with Santa. Instead, Santa will be available for family photos, while safely distanced, on Thursday from 4-7 and Saturday from 12-3. In addition, a variety of “Holiday Experiences” are available for interested families. Children will receive a letter from Santa or parents can purchase a DIY Christmas Cookie Kit from The Bread Basket Bakery to decorate at home.
