Wide array of artists got chance to shine at the Folklife Festival Event part of efforts to celebrate region's culture ByLINE: SHRISHTI MATHEW

"If you live in the state of New York, you are a part of New York culture," said Ellen McHale, the executive director of the New York Folklore Society. Based in Schenectady, the Folklore Society aims to support folk and traditional artists living in New York state, along with community cultural experts, community-based cultural organizations, and academic and public sector folklorists. "Our mission is to assist and amplify work of artists, organizations within their community," said McHale. To showcase the art and artists that the organization has worked with and been documenting, the Folklore Society hosted the Mohawk Hudson Folk Festival on Sunday, Oct. 3, at the Washington Park Playhouse in Albany. West Mountain seeks resort

OCTOBER 7, 2021

Hotel, condo, homes would be included as part of plans for $50 million project ByLINE: LARRY RULISON

PROVIDED BY WEST MOUNTAIN

West Mountain is planning a $50 million resort on a parcel of land it owns at the northwest base of the mountain. This is a rendering of what it would look like.

QUEENSBURY - West Mountain wants to create an Adirondack resort on the year-round ski mountain that would include a hotel, condos and homes, along with retail shops and dining. The $50 million project is still in the planning stages, with approvals required from the town of Queensbury. Spencer Montgomery, a co-owner of West Mountain whose wife, Sara, runs the day-to-day operations, said the plan has always been to create a mountainside resort that would offer a “ski-and-stay” experience after he and his ownership team invested $20 million in infrastructure improvements and getting the mountain out of debt. Montgomery said there is a huge demand for a true ski resort experience where people and families can get away for days at a time to ski and relax without having to pack up their ski equipment and drive home at night. Families can let their kids ski all day and night while Please see RESORT 11

‘It took my breath away’ Homes near Mt. McGregor smell tear gas release ByLINE: WENDY LIBERATORE AND MIKE GOODWIN

MOREAU - On Monday night, a couple on Old Saratoga Road thought their house was on fire. A cloud of smoke that smelled like burning wires surrounded their house. The fog stung their eyes, nose and throats and it was hard to breathe. But as the woman of the house, who wanted to remain anonymous, said on Tuesday afternoon, it wasn’t smoke coming from her home--it was a plume of noxious fumes pouring off Mount McGregor. “I called 911,” said the woman, who lives directly below the now-shuttered Mount McGregor Correctional Facility. “It was

explosive. ... I had burning in my eyes, in my throat. It took my breath away. It was bad.” She said her property and several neighboring homes were engulfed. “It covered acres and acres,” she said. “I’m aware they do training for correction officers. I was told they do tear gas. That’s what I think it was.” The Department of Corrections and Community Supervision confirmed Tuesday morning that it was chlorobenzylidene malononitrile or tear gas, commonly used in crowd control, that was released during a training exercise at the mothballed prison. Tear gas can cause teary eyes, runny nose, burning in the mouth and other irritations. “I’m so glad my grandchildren were not here,” she said. Please see SMELL 11

the parents ski or relax -- and they can shop and go out to a restaurant or cook for themselves -- whatever they choose. Plans that have been shown to the town of Queensbury show a hotel, a conference center, a spa, condos, duplex apartments, a retail plaza, and a new summit chairlift among other amenities all built on the northwest base of the mountain. There is already an existing chairlift. “You pull into a gated complex, and you know you are in a resort,” Montgomery said of his vision of the project. Montgomery compared the project to Holiday Valley in Ellicottville south of Buffalo, as well as places like Collins Lake Resort in Mount Hood, Ore. Montgomery said he is also looking for investors in the project -- mostly institutions that can afford such a large investment. Condos and homes will be sold directly to families and individuals. “We will most likely have to partner with a developer,” Montgomery said, that would also build the project. The mountain would make money through the hotel and managing the

“I can’t imagine what it did to the animals. It’s making me shake.” Local fire companies, led by South Glens Falls Fire Company, responded to her call, wearing gas masks, she said. Meanwhile, the Saratoga County office of Emergency Management urged people Monday night to “shelter in place” in the area near Old Saratoga Road. The recommendation was lifted two hours after it was made shortly before 10 p.m. A spokesman for DOCCS confirmed the agency held a training exercise at the former prison, “in order to be properly prepared for possible emergencies.” “It appears that the smell of the chemical agents was picked up by the wind and the resident smelled remnants of the chemical agents that were deployed,” DOCCS said in a written statement. Another neighbor, who also wanted to remain anonymous, said a fireman told him it was tear gas. He was told by the Saratoga County Sheriff’s Office that it was an accident, and that there will be an investigation. “We were told there was nothing to be

Let’s Celebrate the Changing of the Seasons HADLEY/LAKE LUZERNE - The fall season is upon us with the Hadley Lake Luzerne Historical Society’s first annual Lantern Walk, October 20th. All are welcome to participate as lanterns are made and then used to light the way through town embarking on characters sharing their story of Lake Luzerne’s hey-day of the mid 1860s to the early 1900s. One may encounter Edward “Ned” Garnar, his brother William, Benjamin Butler, Annie Kinnear, Henry Ketchum, Fredrich Roider, Warren Hall and if Elizabeth Winsor is in town, she may invite us in for apple cider. Bring a lantern for guided tours starting at 7PM and 7:30PM or you may create your own lantern at the Rockwell Falls Library at 6:30pm. Montgomery said he is also grateful for the existing hotels and restaurants that already serve West Mountain guests off-mountain. “There is more demand than supply,” Montgomery said of on-hill ski properties, especially those that skiers from New York City, the Capital Region and elsewhere can get to easily. We don’t want it to happen again, to be at peace.” A third neighbor on the road said he also saw the smoke and that helicopters swarmed the area for hours Monday night. DOCCS said it notified State Police about the training exercise before it was carried out. However, Moreau Supervisor Todd Kusnierz said that the town was not notified prior to the training. Still, he said Saratoga County and Momentive Performance Material deployed hazmat teams to the scene. Carl Zeilman, commissioner of the county Office of Emergency Services, said an alert was sent to residents via landlines, email and texts telling people to shelter in place. A second alert went out to tell them it was clear. Some residents said they didn’t get an alert. Zeilman said those without landlines must sign up for alerts on the Saratoga County website. The woman who called 911 said she thought the area was under a chemical warfare attack. “It was frightening,” she said. “I just don’t want to experience it ever again.”

OPINION

Verbosity Isn't Biden's Problem -- Misreading the Room Is Jonah Goldberg, Tribune Content Agency

If you've spent any time in Washington, you've heard stories about Joe Biden's loquaciousness. Asked to give brief remarks, he'd famously meander for 30, 40 or more minutes about whatever came into his mind. But his verbosity is a symptom of his larger problem: a lack of situational awareness. After all, this is the guy who once asked a man in a wheelchair to stand up and take a bow. My favorite example came just after the 9/11 attacks, when Biden met with his Senate committee staffers and went into a "stream-of-consciousness monologue" about how to respond. "I'm groping here," he confessed after a while, and then had a eureka moment. To assure the Arab world the U.S. "wasn't bent on its destruction," Michael Crowley reported in the New Republic, Biden declared: "Seems to me this would be a good time to send, no strings attached, a check for $200 million to Iran." According to Crowley, Biden "surveys the table with raised eyebrows, a How do ya like that? look on his face." Staffers eventually broke the perplexed silence, offering a number of objections. It didn't matter: "Joe Biden is barely listening anymore. He's already moved on to something else." Two decades later, his White House staff reportedly lives in a constant state of anxiety about the boss' inability to police his own words, and White House Press Secretary Jen Psaki has admitted that they try to keep him from taking too many questions. Biden himself has acknowledged the problem, but he

believes it gives him an air of authenticity. And he probably has a point. But it's his inability to read the room, not his long-windedness, that is the source of his political problems. His explanations of his handling of the withdrawal from Afghanistan were often poorly matched to the moment, sounding defensive or defiant when remorsefulness or humility were called for. Sometimes, it's not his fault. He declared victory of sorts over the pandemic, right as the Delta variant threw everyone for a loop. The best example of his misreading of the moment, however, is his entire domestic agenda, or at least the chunk of it that falls under the rubric of infrastructure. Biden came into office with the narrowest majority in Congress, arguably in history: a 50-50 Senate with very small margin in the House. And yet, he let people convince him that the moment was ripe for a "transformative" agenda, one that would rival the New Deal. He misinterpreted the passage of his $1.9-trillion COVID relief package -- on the heels of trillions of additional spending under the Trump administration -- as a green light for vastly more spending. Adjusted for inflation, New Deal spending was a little less than $1 trillion in today's dollars. He's proposing, at minimum, several New Deals in spending. Put aside the fact there is scant evidence the country is yearning for a new New Deal. Disregard that our national debt is around 125% of gross domestic product. Biden, with a half-century of political experience under his belt, can't count votes. FDR and LBJ had huge majorities to work with for their major accomplishments. Even

Obamacare would have been impossible in today's Congress. Of course, a major driver of Biden's predicament is that the base of the Democratic Party can't read the room either. But they don't care. Biden, however, is the president. He's the one who insisted on the campaign trail that "To lead America, you have to understand America," and he touted his mastery of how Washington works. Historically, presidents adjust to reality. They choose sides in intraparty debates. Bill Clinton had a miserable first two years, but that guy knew how to read a room. After the 1994 midterms, he tacked to the center, declared "the era of big government is over," and cruised to reelection. Biden may still get something that passes for a victory, but even if he does, odds are Republicans will be well-positioned to take back Congress in 2022. In June, on the heels of his COVID relief package, Biden brokered a bipartisan infrastructure deal with the Senate, garnering support from 19 Republicans. It was the highwater mark of Biden's presidency, fulfilling his vow to be a competent president who gets things done. But before the bipartisan backslapping subsided, he misread the room again, announcing that he wouldn't sign that deal unless the Senate also passed another $3.5 trillion in "human infrastructure." It's no coincidence his approval ratings have been sliding ever since. (Jonah Goldberg is editor-in-chief of The Dispatch and the host of The Remnant podcast. His Twitter handle is @ JonahDispatch.)

OPINION The Age of Progressive Misinformation By Rich Lowry

How does a stupid and ridiculous lie come to be embraced and promulgated by top officials of the United States government? Well, as it turns out, it's easy. You start with an easily misinterpreted news photo that seemingly confirms the assumptions of progressive opponents of immigration enforcement that the agents policing our Southern border are cruel racists. T hen, you work up a Twitter mob saying that the photo has captured a tableau of hideous abuse. You add open-borders advocacy organizations and civil rights groups denouncing the supposed misconduct in the harshest possible terms. You throw on top a vice president and White House press secretary who have no regard for the truth and are happy to push any narrative convenient to them. Finally, as the piece de resistance, you deploy a president of the United States who is too cynical or doddering to bother with the facts and is usually following the crowd rather the leading it and get him to make a statement endorsing the ludicrous fictions about the misleading photo. This was t he pat h to President Joe Biden condem ning border patrol agents on horseback for having "strapped" Haiti migrants at Del Rio, Texas, and declaring that they "will pay" for their "horrible" and "outrageous" behavior. Never mind that there

was no strapping, that the border agents did nothing wrong besides trying to enforce a border crossing while working for an administration fundamentally uninterested in the task, and that there is an ongoing investigation of the agents -- itself a travesty -- that Biden was pre-judging. Sawyer Hackett, an apparatchik running Julian Castro's PAC, was an early proponent of the whipping lie on Twitter. He tweeted the picture showing a border agent on horseback grabbing at the shirt of a migrant -- his reins flying in the air -- and said agents were "rounding up Haitian refugees with whips," and this represented "unfathomable cruelty." It was, to the contrary, entirely fathomable and not the least bit cruel. The agents were, in a common, long-standing practice, using horses because of the difficulty of the terrain and attempting to block migrants from entering the country illegally. They didn't have whips and were twirling reins to control their horses. Within hours of the photo creating a stir, these facts were readily ascertainable. Even Homeland Security Secretary Alejandro Mayorkas defended the agents before getting the memo from his superiors that they had become hated figures to be used as punching bags. Days later, media stories still made reference to the nonexistent whips supposedly wielded by the agents. Advocacy groups simply willed the whip story to be true, and for a swath of America -- basically any-

one foolish enough to take what Harris and Biden say at face value -- they have succeeded. D e s pit e t h e h a z e o f misinformation, the fact-checkers didn't descend en masse. No Twitter accounts were suspended. All the people who pride themselves on purportedly defending American democracy from falsehoods and propaganda spreading on social media (and there's unquestionably a lot of it) stood aside or joined the pile-on. Press outfits went out their way to label falseho o d s pr omu lgat e d by President Trump as such, indeed gave every indication that they relished doing it. In contrast, The New York Times stor y about Biden castigating t he agents didn't suggest that he m ig ht be w rong . In fact, the original version of the article reinforced his smear by referring to "the images of agents on horseback chasing, and in some cases using the reins of their horses to strike at running migrants." The paper had to run a correction. It's long been the case on college campuses that woke narratives have the power to trample facts and fairness. This phenomenon has escaped the confines of academe and now plays out at the highest echelons of American political power. Neither hacks on Twitter nor the president of the United States cared what really happened at Del Rio, not when the lie was more seductive and useful. Rich Lowry is editor of the National Review.

Code Cash By Bob Franken

The phone company is going about it all wrong: The Washington, D.C., area is getting a new area code (771), and instead of fending off complaints because new lines aren't getting the traditional 202, they should charge more for the new one. That way, the customer can avoid being associated with Washington, the seat of national government. Is it any wonder there's no argument when the District of Columbia is called "the Swamp," where progress goes to die in a quagmire of corruption, ineptitude and bureaucracy? Once again, we've faced the threat of that very government shutting down -- well, not shutting down fully, more like partially. Essential services will continue, like military and federal law enforcement, etc., and lifesaving financial services continue. But unessential services -- and that includes most of them -- will by law expire, because Congress can't get its act together. We will put off a discussion about why so much of the nation's business is "unessential"; that's for another day. But a government shutdown means the poor schlub who's "essential" must work but not get paid right away, while Mr. and Ms. Unessential don't work but will eventually get paid, just not right away. It's a huge amount of bother for nothing, and expensive, too. But that's not the worst of it. There's this little thingy called the debt limit, or debt ceiling. And we've already punched right through it, but not really. Our money people are doing a little check kiting. In addition to taxes, the federal government actually sustains itself on borrowed money; consider it something similar to a Ponzi scheme. Over time, it's maxed out at $22 trillion. Now we need permission to take out more loans. Hence, raising the debt ceiling. If the United States defaults -- and we will in the next couple of weeks after the financial tricksters have moved all of the funds around and all the financial trickery has been exhausted -- we will face a calamity. At that point, the United States of America will have defaulted on its sovereign debt for the first time in history. Trust me, that'll be ugly. But now it's in the hands of the politicians, which means the worst game of chicken imaginable. We are toying with catastrophe. Chicken Cruz, Chicken McConnell and, yes, Chicken Biden are playing with our future. Unless they reach an agreement to either raise the debt ceiling or suspend it -- which means the sky's the limit -- we are like the car loan that isn't paid. But unlike a car loan, the repo man can't tow a government away. But it could be more difficult to get credit at such low rates. In fact, Treasury notes would be reduced to junk bonds, since they'd be hugely more expensive to buy. That increase, in turn, will drive up credit costs to finance most of what we buy privately. It means that inflation will run wild, because our farmers, for instance, borrow to finance the machinery that they need to grow food crops. Which will be OK, because we will not have a kitchen, which is part of the house that defaults on its mortgage. Obviously, the potential for disaster is such that one side or the other must blink. One side or the other successfully must call the other's bluff. And they have, so far. But you only get one chance in the apocalypse game. But it's a dopey way to do business. And it's dopey to brag about doing business that way. If you think of it, that's what an area code is: bragging rights. Why would anyone want to boast about 202? Particularly since it is running out of numbers, a form of obsolescence. Or perhaps we can return to a neighborhood being identified by words that preceded the numbers, like Pennsylvania 6-5,000 in New York. In Washington, we could ring up a direct line on K-Street, where all the lobbyists have offices, by dialing "Greedy" and then a number, or one in the Capitol building like "Corrupt" and a number. Or, if we insist on staying with area codes, bring on 771. Bob Franken is an Emmy Award-winning reporter who covered Washington for more than 20 years with CNN.

Letter to the Editor

This letter is in response to a previous Letter to the Editor printed on September 23, 2021 that presented incorrect information regarding the property taxes for Hudson River Community Credit Union’s (HRCCU) operations center. Below are the facts. HRCCU’s operations center was built on land purchased from International Paper Company in 2011. When the land was purchased the vacant land assessment was set at $330,000 with annual property taxes for the school, village, town and county set at $6,619. The 2021 property taxes the credit union paid totaled $32,296, which is a 388% annual increase when compared to the original value of the land. The credit union specifically built the operations center in Corinth in an effort to continue its support of the local community as the Board of Directors are very dedicated to the village and wanted its operations to remain here. When the operations center was completed in 2013, the final assessment was set at $1,800,000. The current assessment is the same ($1,800,000). Property tax information is a matter of public record therefore HRCCU’s current assessment can be easily accessed on the Saratoga County Assessment Database at www.saratoga.sdgnys.com/search.aspx. In regards to Section 485B of the Real Property Tax Law that the author noted in their letter, this a special tax exemption designed to encourage businesses to build and improve commercial property in New York. This exemption allows the taxable value to be increased over time at a slower rate, which in effect helps the business absorb the increased cost of the new building. The taxable value is then increased each year for a total of 10 years until the taxable value is at 100% of the assessment. The credit union applied for and received this exemption back in 2013 when construction on the operations center was completed. This same exemption is offered statewide in many municipalities. The exact calculation for this tax exemption can be found here: https://www.tax.ny.gov/ pdf/current_forms/orpts/rp485bins.pdf . The point is the credit union invested in a piece of vacant land, built an operations center on it, increased the tax revenue on the parcel by approximately $190,000 over the past 9 years, and currently is paying 388% more annually in property taxes than it was when the land was originally purchased. The credit union has been dedicated to the success of the Corinth community since it was founded in 1954 by the employees of the International Paper Company. It has and will continue to pay its “fair share” of taxes as well as provide “economic growth” through steady job creation and specialized financial services that help improve the financial success of members living in the community. Respectfully, Sue Commanda, CEO Hudson River Community Credit Union One Third Street, Corinth, NY 12822 - 518-886-3400

The design of the house is pulled from a variety of architectural styles.

T

he term “custom” is thrown around pretty liberally these days, and it’s often not appropriate. This house deserves the adjective — it was clearly built in keeping with the owner’s specific tastes. Built in 1998 on an acre 3.3 miles from downtown Saratoga Springs, the house has three floors and 4,680 square feet of living space. There are four bedrooms and four and a half bathrooms. The main entrance opens into a dramatic hallway finished with cherry and stone. Stairs lead to the main living space and a deck off the second floor.
