Two Area Chefs Honored at CSSC’s Chefs In Motion ALBANY - Colonie Senior Service Centers honored many area chefs this past Monday night at their annual Chefs in Motion event held at The Beltrone Living Center. The well attended event brought together many restaurants and chefs from around the Capital Region to compete for awards in multiple categories including Judge’s Choice and People’s Choice. Chef Kizzy Williams from Allie B’s Cozy Kitchen won the popular vote for her Meatloaf while Chef Jose Kishimoto Arteche lll from Shogun Sushi of Delmar won the judges’ vote with his Miso Butternut Squash soup and
Beet Chevre Dumplings. The night was an overwhelming success, able to bring together great people and food under one roof. This event allowed all to appreciate local farmers, producers, chefs, cooks, and restaurants. Proceeds from the event go towards CSSC’s Transportation Department, which allows seniors to stay active and independent.

Along with changing colors in the trees, apple picking and cider donuts, the other things popping up around us this time of year are political signs. Local upcoming elections are as granular as you can get when it comes to how your vote can personally affect your community. These elections naturally have lower turn out then the big national elections. That doesn’t mean they aren’t important. With the pandemic and naturally lower turn out, it’s important to learn who these people are, what they believe in, and where you can put your support. It’s a tough business being in these positions and the amount of work that goes into running your town, or county. But it is very important for how your local government really works! You’ll see stories in our pages, ads, and voting information. Please take advantage of this and do your part and vote! Outside of politics, this is my favorite time of year. Cooler weather (even though we had a lot of that this year), our own leaf peeping, college football, and yes another donut comment for myself and my youngest daughter. Who doesn’t love cider donuts? We are all starting to think about buttoning up for the winter. Getting lawns ready, houses ready, wood for fireplaces. Some aren’t as fun, but all things that need to be accomplished. You can always find those local companies that help you take care of these things in our pages. I wish I could do all of it before the snow flies, but I find my help with our advertising partners to make sure we’re ready for winter. I’ll try to keep the ‘w’ word out of my letters as long as possible. Enjoy this time of year! It’s one of the biggest differentiators of upstate New York to the rest of the state, and even other parts of the northeast. Refugee Welcome Center Volunteers Needed ALBANY - The Refugee Welcome Center, located at 104 Ontario St., Albany, is in need of volunteers for our playgroup. During our English classes for refugees and immigrants, we offer a playgroup for preschoolers while their mothers learn English. This would be a 2-4 hour/ week commitment. We have 7-9 children in the playgroup and have 3 volunteers for each class. Class days/times are Tuesdays, Wednesday, and Thursdays from 9:30-11:00 and 11:30-1:00. GREEN ISLAND - Cohoes Fire Chief Joseph Fahd stood on the banks of Hudson River on Sept. 14 watching the village fire department pull its boat out of the river after a man fleeing police had been pulled ashore. Fahd wasn’t there leading Cohoes’ 32 firefighters. Fahd was in his new role of also leading the seven-member Green Island Fire Department as its acting chief. FAHD Without a fire
chief, Green Island has turned to its northern neighbor to help out with the administration of its fire department. That’s what brought Fahd down to the scene. “This seemed like a quick fix. We’re doing it on a trial basis. It seems to be working out,” Green Island Mayor Ellen McNulty-Ryan said. The experiment in joint leadership is about one-third of the way through the three months Green Island and Cohoes have agreed upon. Fahd isn’t getting paid by Green Island. City officials said it’s all volunteer. “Chief Fahd helping out, essentially volunteering his time to Green Island, is not really that unusual. Stewart’s scraps Delmar store upgrade plan Board said gas pump additions didn’t mesh with zoning regulations ByLINE: LARRY RULISON
BETHLEHEM - Stewart’s Shops is canceling a plan to replace its Delmar location near the high school with a larger store that would also sell gas. Although Stewart’s will not close the current store -- located at the corner of Delaware and Elm avenues -- the company does not plan to make improvements to that building. Stewart’s says it will now withdraw its application for the new store that is pending before the Planning Board. “Unfortunately for our customers, the existing shop can’t meet their growing needs,” Stewart’s spokeswoman Erica Komoroske said. Although the store and other Stewart’s locations in Bethlehem are extreme-
ly popular and often crowded, the company’s proposal to build a much larger store with gas pumps had faced some opposition from residents over traffic and environmental concerns. But the project’s demise was mainly due to concerns the Planning Board had with the layout of the proposed store that Stewart’s wanted and that it didn’t comply with town zoning regulations. That stretch of Delaware Avenue is in one of the town’s hamlet districts that require new commercial buildings to be built closer to the street, with parking either on the street or in the rear. Stewart’s, which was planning to acquire a parcel next door to its existing store so that it could add gas pumps and make the store larger, said it cannot meet the hamlet guidelines and accommodate the gas pumps, even with the additional land. U.S. Department of Transportation Announces $60.9 Million Grant Award for Albany Washington Western Bus Rapid Transit Project WASHINGTON – The U.S. Department of Transportation’s Federal Transit Administration (FTA) today announced a construction grant award of $60.9 million to the Capital District Transportation Authority (CDTA) for the Albany Washington Western Bus Rapid Transit (BRT) Project in New York. The 8.5-mile BRT line will provide frequent, reliable, green, and safe public transportation, helping residents get to where they need to go, including work, schools, healthcare facilities, and recreational venues, between downtown Albany and the Crossgates Mall. “This bus rapid transit line will get more people where they need to go quickly, affordably, and in an environmentally-friendly way,” said U.S. Transportation Secretary Pete Buttigieg. “We’re proud to help make it possible.” The Washington Western Corridor project will operate from the downtown Albany Bus Terminal through the Harriman State Office Campus and the State University of New York at Albany (UAlbany) to Crossgates Mall. The project will provide crucial transit service to key residential areas and provide frequent, consistent service to reduce travel time and improve reliability. The total project cost is $77.7 million with $60.9 million in funding provided through FTA’s Capital Investment Grants (CIG) Program. “The Albany region has so much to offer and FTA is proud to join our partners in New York in connecting the Capital District with Bus Rapid Transit,” said FTA Administrator Nuria Fernandez. The project, the third BRT route for the Capital District region, includes a one-mile semi-exclusive busway across the UAlbany campus, limited stops, 16 uniquely branded buses, transit signal priority, queue bypass lanes, real-time bus arrival information, and expansion of the existing Albany bus maintenance garage to accommodate the additional buses. FTA’s CIG Program provides funding for major transit infrastructure capital investments nationwide. Projects accepted into the program must go through a multi-year, multi-step process according to requirements in law to be eligible for consideration to receive program funds.

Historic Cherry Hill Receives Funding for History is Now, A New Afterschool Program for Albany Teens ALBANY - Historic Cherry Hill is pleased to announce that the museum has been awarded a competitive grant from the Institute of Museum and Library Services (IMLS). The funding will support an afterschool teen guide training program, History is Now, for the 2021-2022 school year. The historic house museum, sometimes known as The Yellow House on the Hill, tells a story of America through the lives and experiences of one Albany household. Built in 1787 for Philip and Maria Van Rensselaer, Cherry Hill was lived in until 1963 by extended family, people who were enslaved, descendants, and servants—who left artifacts, documents, and stories behind. The museum collection includes 70,000 artifacts and manuscripts, all of which were accumulated by the Cherry Hill household over the course

Participants will examine the lives of people at Cherry Hill and connect stories from the past to their present day lives and shared experiences. Participants will also train to give historic house tours, and receive training from professionals in public speaking, dialogic interpretation, and working with diverse audiences. Guest speakers from the community will share their experiences and the skills they use in their careers and everyday lives. During the 2021-2022 school year, participants will receive volunteer hours for training; the museum is happy to work with schools to accommodate high school volunteer service requirements. Participants who complete the training will be offered positions as paid tour guides at the historic house for July and August 2022. The program is open to 10th, 11th, and 12th grade students (ages 16 through 19) in the City of Albany. No prior experience is nec-
essary, and acceptance is not contingent on academic performance; applicants need only commit to completing the program. “Despite our efforts to find a suitable compromise with the town, we were unable to overcome minimal differences,” Komoroske said. “The Planning Board has indicated that no plans would satisfy the zoning requirement and their requests outside the requirement, making it impossible to move forward with the new shop.” Stewart’s, which is headquartered in Malta and has nearly 350 stores in upstate New York and Vermont, is going through a building boom as it seeks to modernize its stores and add more space for prepared and frozen foods to compete with convenience store chains like Cumberland Farms, which have been building large new stores across the state as well. Stewart’s typically will also add gas pumps when it rebuilds its locations, if they did not already exist. In some cases, Stewart’s has chosen to close stores when its expansion plans were thwarted by local planning departments. For instance in the village of Voorheesville, Stewart’s closed an existing store there, which also lacked gas pumps, even after plans to build a new one nearby on a separate parcel were not approved by the village Planning Board. Town planning officials said they were

unaware that Stewart’s was going to scrap plans to rebuild the Delmar store. The project initially came before the board nearly a year ago but has languished over discussions with the town. Town Planning Board Chair Brian Gyory could not immediately be reached for comment. Stewart’s also has a proposal before the town to rebuild its store on Route 9W in Glenmont with additional gas pumps and a larger building, although that store is located in a heavily industrial area of town that is not residential. Back in June, a senior staffer in the town of Bethlehem’s planning department informed the head of permitting at Stewart’s that the latest proposal the company submitted in May for the store near the high school was still deficient. The planner noted that a project Stewart’s proposed in the city of Albany at the corner of Washington and Colvin avenues was more in line with Bethlehem’s hamlet requirements than the Delmar plan. The Albany Planning Board, however, rejected that proposal twice. Still, the town urged Stewart’s to try again on the Delmar store. “Currently, there is a lack of evidence demonstrating why a compliant design ... would prevent Stewart’s from meeting its redevelopment goals for this site,” the senior staffer wrote in a June 30 email to Stewart’s.

With just seven firefighters, Green Island doesn’t have the staff with all the training required to serve as a chief, McNulty-Ryan said. The village has mutual aid agreements with its neighboring municipalities of Cohoes and Watervliet. The three departments respond to each other fires. Watervliet and Green Island have shared equipment and Watervliet provides ambulance coverage. Watervliet has 25 firefighters. “We see it as natural to work with Cohoes on the firefighting end of it and we work with Watervliet on the EMT end,” McNulty-Ryan said. Cohoes and Green Island firefighters train together all the time making it ideal to turn to Fahd to step in as Green Island’s acting fire chief, McNulty-Ryan said. “It’s totally natural for the fire chief to be participating,” Keeler said.

It’s a three-month arrangement to share Fahd for now. Keeler said he believes Green Island will eventually have its own chief. McNulty-Ryan wants to see how things develop. The last time Cohoes was involved in the consideration of sharing any portion of firefighting services was in 2010 and 2011. That’s when the cities of Cohoes and Watervliet carried out a joint $45,000 study on merging their fire departments. That proposal drew opposition from the public and the firefighters in both cities. Keeler said Cohoes is not looking for a merger. He pointed to the mutual aid pacts as providing a sharing of services that each community need for responding to fire calls. Keeler and McNulty-Ryan view Fahd’s dual role as both city and village fire chief as a shared service. Fahd won’t be fighting fires, he’ll be leading operations and taking care of day-to-day administrative tasks for the departments while they otherwise remain independent.

NSHA Museum Reopens!
NEW SALEM - The New Scotland Historical Association is excited to announce that its museum has reopened! The Museum is located in the Wyman Osterhout Community Center on Route 85 in New Salem, New York 12086. Featured is its World War II Exhibit. Originally planned for 2020, the exhibit is a celebration of the 75th anniversary of the ending of World War II. The items on display are owned by the museum and come from the Town of New Scotland community. They represent the service and sacrifice of the soldiers and those affected on the home front.
