City of Watervliet Lead Service Line Phase II Replacement Program
WATERVLIET – The City of Watervliet is commencing with Phase II of the Lead Line Replacement program. Phase II is for any eligible household within the City that may currently have a lead waterline service. This phase of the project will be the replacement of lateral line from the main to the homeowner’s house. Application period will be an open for the from
October 1st thru December 1st, 2021. The Program will concentrate on homes built prior to 1940 for the application period. Wide array of artists got chance to shine at the Folklife Festival Event part of efforts to celebrate region's culture ByLINE: SHRISHTI MATHEW
"If you live in the state of New York, you are a part of New York culture," said Ellen McHale, the executive director of the New York Folklore Society. Based in Schenectady, the Folklore Society aims to support folk and traditional artists living in New York state, along with community cultural experts, community-based cultural organizations, and academic and public sector folklorists. "Our mission is to assist and amplify work of artists, organizations within their community," said McHale. To showcase the art and artists that the organization has worked with and been documenting, the Folklore Society hosted the Mohawk Hudson Folk Festival on Sunday, Oct. 3, at the Washington Park Playhouse in Albany. "They probably already have recognition within their own communities. But we feel it's important to show the diversity that's been the Capital Region welcomed and they see themselves represented." Efthemios (Altin) Stoja is an iconographer who specializes in the Macedonian style of Biblical iconography. Stoja was born and raised in Albania. Ethnically Greek, he was fascinated by the iconography he saw as a child in his father's village. Orthodox Church in Cohoes. In addition to exhibiting his work - both religious and nonreligious - Stoja made a presentation on his latest project, a 6-foot tall icon of St. Michael the Archangel. "Every time I start to make the icon in my studio, I put some ancient Byzantine hymns and it gives me peace and inspiration," he said. "I brought that same peace to the folk festival." The Rev. Thomas House, director and music minister of Mount Olive Southern Missionary Baptist Church in Albany and his group, Inner Visions, is one of the artists who performed at the event. The group has been performing predominantly traditional gospel music in and around the Capital Region since 1983. The Folk Festival was their first time performing in Washington Park.

Battle on to lead region’s largest town Crummey has outraised Mateja by 5-to-1 margin ByLINE: STEVE HUGHES
COLONIE - One of the most hotly contested political races in the Capital Region this election season is taking place in its largest suburb. In January, town Supervisor Paula Mahan declined to run for an eighth term, setting up a contest between a longtime former town judge, Peter Crummey, on the Republican line and Democrat Kelly Mateja, a former town planner. At stake is political control of the Capital Region’s second-largest city or town -- which also translates into overseeing millions of dollars in development proposals. The race is emblematic of a larger battle in the county as Democrats seek to hold on to recent gains in former Republican strongholds, while the county GOP believes several of the county’s suburbs are viable as it tries to cement support in the Hilltowns.
But for Colonie residents, the race will be about familiar topics -- taxes, open space, road paving and quality-of-life issues. Crummey is considered to be the Republicans’ best bet to regain power in the town as he is a CRUMMEY well-known attorney and former county legislator who has worked for the town in a variety of capacities over the past four decades. Also, four years ago, Mahan barely squeaked out a win against Republican George Scaringe by about 100 votes. “If they can’t win at this time it’ll be very difficult for them to win going forward, in my opinion,” said Albany County Democratic Chair Jacob Crawford, adding that the Democrats need to be successful in the town just as
much. “It’s important to the county party that we maintain the majority in Colonie.” Several Democratic committee members and elected officials outside the town said they’re concerned that the race is Crummey’s to lose. Others MATEJA are frustrated with what they perceive as a lack of political support for Mateja, not only from Mahan but countywide elected Democrats For example, County Executive Dan McCoy, Comptroller Susan Rizzo and Sheriff Craig Apple did not attend a picnic for the town’s Democratic committee over the summer and they had not donated to Mateja’s campaign by the most recent filing with the state Board of Elections. Three cheers for growth of ‘Three Amigos’ ByLINE: CHRIS CHURCHILL
WATERVLIET Recently released census data includes a few surprises. Would you have guessed, for example, that Cohoes and Green Island are among region’s fastest-growing places? Both have capitalized on waterfronts untrammeled by that travesty of a highway known as I-787, allowing new condos and apartments to rise along formerly forlorn land. As a result, the populations of Cohoes and Green Island each grew by about 12 percent from 2010 to 2020. Sure, that’s slower growth than the 19 percent jump in Halfmoon, where housing developments spring up like dandelions on a newly cut lawn. And yes, Albany and some other places with larger populations actually added more people over the decade,
even if their percentage growth is less impressive. Still, the boom of people and housing in Cohoes and Green Island is remarkable, given that both were manufacturing powerhouses walloped when their factories closed. Pessimists gave both communities up for dead. Now, there’s no reason to think their renaissance is ending. In Green Island, where $60 million in construction at Starbuck Island boosted the population, plans are afoot for more new housing on a 30-acre site once occupied by the old Ford Motor Co. plant -- wooded land where bald eagles now live. (Some would prefer the land be preserved for the eagles.) “We know the eagles are an issue,” said Sean Ward, head of the village’s Industrial Development Agency, adding that the Luizzi Cos. plan for the site includes public
walking trails and open space, complements, perhaps, to the Black Bridge pedestrian path to Cohoes. But let’s return to the census data, which shows another noteworthy shift under way in the “Three Amigos” communities -- Cohoes, Green Island and nearby Watervliet. (Credit, or blame, for the nickname goes to Assemblyman John McDonald, the former Cohoes mayor who notes the cultural similarities in the cities.) All three have become notably more diverse. For example, the Black population in Cohoes and Green Island jumped in the census count by 100 and 73 percent, respectively, according to a Capital District Regional Planning Commission data analysis. One Albany Democrat called the party’s inability to get behind Mateja in a unified fashion a “circular firing squad.” Mahan, herself a former Republican, declined to endorse her potential Democratic successor and expressed frustration with some of Mateja’s campaign tactics, including her use of robocalls. “My main hope is that whoever follows me will work with everybody,” she said. Other county Democrats pointed out that there are still weeks to go before the Nov. 2 election and plenty of time for major political players to get involved in the campaign, both financially and in person. Crawford said Mateja has impressed Democratic officials with her drive on the campaign trail. “I think Kelly probably has more energy than any candidate I’ve talked to in a long time,” he said. That energy is going up against Crummey’s decades of connections in the town of 83,000 people. Crummey has used that network to outraise his opponent five-fold. He received $283,150 in contributions this year, according to July and October filings with the state Board of Elections, while Mateja received $55,584. But it’s unclear whether that money will help Crummey overcome a large enrollment disadvantage. Registered Democrats outnumber Republicans 22,775 to 14,732, according to the latest figures from the state Board of Elections. An additional 20,000 or so voters aren’t enrolled in a major party. A decade ago, the town had 17,352 active registered Democrats to 16,991 active Republican voters. Both candidates are running on relatively similar platforms of keeping town taxes low, determining how to preserve open space and fixing the town’s paving program. In an interview, Crummey said when Mahan announced she was stepping down, he saw a void in leadership in the town. “I believe that my four decades of working for the town, in a variety of capacities, and on behalf of the town, have provided me the executive skills necessary to fill that role,” he said. Crummey pointed to endorsements by several unions representing town employees, and that Democrats did not run an opponent against him for five of his six terms as town judge to show that Democratic town voters might believe he would be the best candidate for the top position. “My goal is to bring all parties together, labor unions, individuals, families, business owners, I have the capacity (from) day one to bring everybody to the table,” he said. Mateja, a former town planner and
former director of programs and services for Colonie Senior Service Centers, is running on a platform of planning for the town’s future while increasing accountability and transparency. Her work on the town’s comprehensive plan gives her a unique insight into challenges different parts of the town face and how to handle them, she said. “The issues we’re having in West Albany are very different than the issues... near the Pine Bush,” she said. “We also need to plan ahead for the challenges on the way,” she said. Mateja argued she has plenty of public service and experience to line up against Crummey’s. Her time in the town planning office, her work with the town senior centers and serving on her children’s school parent teacher associations gives her a network of her own to rival his political network, she said. For years, Colonie expanded rapidly, adding about 3,000 people every decade. While that growth has slowed somewhat, a 2019 Times Union examination of the town’s growth policies found it had the most building permits for single-family homes in the county over the past five years. But that construction was leading to sprawl without population growth because the land developed for home construction held larger houses but smaller families. A big debate in Colonie as it continues to grow is what to do with vacant land -and whether it should be kept empty. Susan Weber, a founding member of the good government group SAVE Colonie, said one of the dominant issues in the town that hasn’t been addressed is saving and preserving open space and historic resources. “We’ve lost acre after acre of open land to development and there aren’t that many large parcels left to protect,” she said. The group has not endorsed either candidate, but Weber and other members have donated to Mateja’s campaign. Both Mateja and Crummey spoke about the need to preserve open spaces while balancing it with development -- and more importantly, the need to find a way to pay for that. To that end, both candidates said they’d pay attention to redeveloping existing business parcels and empty storefronts in the town. Tom Nolte, president of the town’s Chamber of Commerce, said as the town’s business community tries to recover from the effects of the coronavirus pandemic, the next supervisor and town board will be relied on for clear guidance and communication. “We’ve been fortunate in Colonie that we’ve seen continued growth in our community, but we want to maintain that,” he said.

the city’s population is Black while another 10 percent is of “two or more races.” It also has significant Asian and Hispanic populations. Kim Norwood, 61, moved from her hometown of Albany to Watervliet about 15 years ago. She bought a two-family in the Port Schuyler neighborhood, south of the Arsenal; her elderly mother lives upstairs, and she lives below. Norwood, who is Black, came to the city to escape the noise and rising crime of her neighborhood in Albany. Describing Watervliet as “the perfect choice,” she never looked back. “It’s very diverse and very inclusive,” Norwood said. “You don’t feel like you’re not wanted or not welcomed. People are kind and very helpful ... You get out of your car and the neighbors across the street yell, ‘Hi Kim.’” I don’t want to make Watervliet sound like a utopia. It has poverty and problems, just like other cities. And unlike Green Island and Cohoes, its population isn’t growing much -- in part because that cer-
tain travesty of a highway makes waterside development impossible. But in all three cities, there does seem to be a community spirit -- and a sense of place -- that’s harder to find in the newer suburbs where the houses are farther apart and the streets lack sidewalks. Watervliet, Green Island and Cohoes have a resilience to them, a grit born of tough times and hard work. People in wealthier towns sometimes turn up their noses at the factory cities, but those old towns have much to offer and teach. Watervliet, for example, might just be the Capital Region’s most integrated community. As Norwood and others noted, there is no discernable Black neighborhood in Watervliet, which makes it different from other cities, Albany included, where residential segregation has long been the norm. Michelle Massey-Wooten, whose father is the pastor at the Redemption Church of Christ on Sixth Avenue, said Watervliet is attracting Black families looking for affordable homes in safe, welcoming neighborhoods with decent schools. They want friendly neighbors. They want a better life. Isn’t that what we all want?

It’s often a sacrifice made for the immeasurable benefits that come from having companion animals. Even when their owners are especially careful, pets can do some damage around the house. Homeowners can mitigate potential problems by choosing largely pet-proof furniture fabrics. • Woven fabrics: Fabrics that have visual texture or subtle patterns can help disguise stains and make pet hair less noticeable. Opt for a color similar to a pet’s fur color to further camouflage shed hair. Pet owners should know that cats may get their claws stuck in certain woven fabrics. • Leather and faux leather: Many pet owners like that leather and faux leather products are nonabsorbent and resistant to stains, odors and punctures. In addition, fur won’t cling to leather and similar fabrics easily, making them a better choice for those with dander and fur allergies. • Microfiber: Microfiber is tightly woven, making it a good option for durable, high-end elegance. Dirt and dust cannot penetrate the fabric, and cats are less likely to get their claws into this fabric. Some homeowners may aspire to have expansive dining rooms replete with seating for 12 beneath a stunning chandelier. That kind of space certainly makes hosting dinner parties easier. However, modern homes typically have small dining rooms that require homeowners or renters to be resourceful when entertaining guests. Hosts may not be able to expand their dining spaces, but there are some clever ways to maximize every inch of a small dining room and even some smart solutions for those who don’t have dining rooms at all. • Create the illusion of more space. Eating areas can be made to feel larger with a few tricks. A mirror on the wall will reflect light and make the room appear larger. In addition, a large-scale patterned floor or oversized artwork on the wall may make the room appear more spacious. • Maximize seating. Chairs can take up a lot of room in a dining space. To maximize seating availability in smaller dining rooms — or in spaces where you need to create a seating area — look to built-in banquettes or bench seating. These ideas can help create an instant cozy nook and save on space in the process. • Let space lead furniture choices. Depending on the size and shape of the room, select a table that will fit comfortably. A round, pedestal table may take up less real estate in a smaller room than an oblong or rectangular one. Also, if you have a
narrow, galley-type dining space, select a narrow table and low-profile chairs. Again, benches may work well in narrow spaces. • Utilize the kitchen island. Many modern homes have no dedicated dining rooms but kitchens that open up to living rooms. Homeowners with kitchen islands can utilize large islands as dining areas, and they’re easy places to enjoy casual meals when stools are pulled up to the island. • Install a drop-leaf table. Drop-leaf tables do for dining spaces what Murphy beds do for guest rooms. A wall-mounted drop-leaf table can be dropped down for entertaining and folded back up when the space needs to be repurposed. • Lighten up the color palette. Make dining spaces seem larger with brighter
