Host: 4 Seasons

4k Fun Run

Events

BURNT HILLS - The second installment of the new fun run series, the 4 Season 4K, will take place on Saturday, April 1, 2023 at 10:00 am at Camp Stomping Ground (3430 Boyhaven Rd, Middle Grove NY). Community members, families and pets of all ages and abilities are welcome to run, walk or dance through the trails of Camp Stomping Ground.

Megan James, owner of Immersion PT & coach of Burnt Hills-Ballston Lake cross country & track teams, designed the fun run series as a way to inspire new runners, and foster appreciation for our natural spaces in a fun, family-friendly environment. “It will be spring in upstate New York, so we are hoping for a muddy run to kick off the season!” says James.

Laura Kriegel, Executive Director of Camp Stomping Ground, is excited to welcome the local community to the property to highlight the rehabilitation work that has been done at camp since 2020, including the recently-completed renovation of the 1830’s farmhouse. “Camp is all about gathering and building community. We are looking forward to hosting this event and sharing this beautiful space with the local community,” says Kriegel. Proceeds from the events will go to BH-BL

Pace of police reform at issue

Black Lives Matter says changes coming too slow, apology necessary

SARATOGA SPRINGS — For the past year, the city’s Police Reform Task Force and Saratoga Black Lives Matter have been asking Commissioner of Public Safety James Montagnino to implement all 50 points in their Reform and Reinvention Plan.

But after 14 months in office, advocates for police reform have lost patience and are now demanding Montagnino move more quickly to enact recommendations.

“I’m deeply disturbed,” Daesha Harris, a member of the Police Reform Task Force told the City Council last week.

Montagnino, however, says the city has moved on most of the recommendations designed to improve police culture, policies, training, transparency and accountability. He pointed to the controversial Civilian Review Board that was seated last month, as well as the commitment to transparency that he demonstrated when he publicly released the police body cam videos from a Nov. 20 shootout on Broadway.

“Over the last year and a quarter, there has been significant change,” Montagnino said on Thursday. “Not only personnel and command staff level, but also the way things are done.”

But Saratoga Black Lives Matter leader Lexis Figuereo said Montagnino and the city are falling short; for example, the Civilian Review Board has been formed, but they don’t have a manual in place to define its operation.

“Based on my analysis, there are 25 to 30 points that haven’t been started at all,” Figuereo said.

Montagnino challenged that assertion, saying many of the points are in still in progress — such as state accreditation for the department, which should be awarded by the end of

the summer. He also said he plans to release a report, with data on police actions and demographics, by next week, another point in the reform plan. Yet he also admits there are other items in the 50-point plan that he finds problematic, such as those listed in Section Three: Community-Centered Reinvention.

He says it’s impossible for the city to hire social workers or mental health counselors to respond to certain 911 calls, and the city has not invested funds in a program to pull away from police involvement during a behavioral health crisis. Nor, he said, has the city developed a program to reduce arrests of those without homes or those who are mentally ill.

“We can’t do that at the local level,” Montagnino said. “That would have to come from the (Saratoga) County because the Department of Social Services would be the folks with social workers in their employ. But what we have been doing is training officers in crisis response. We have trained nine officers in crisis response.”

Other items, such as banning no-knock warrants, Montagnino said he opposes because on a rare occasion, a no-knock warrant is necessary if it is believed that the people on the other side of the door are heavily armed. Such cases might involve allegations of largescale drug sales, something Saratoga sees little of, he said.

However, the department has banned chokeholds, a state requirement in the Eric Garner Anti-Chokehold Act passed in New York in 2020.

Figuereo said he is happy the police will no longer restrain people with chokeholds, but he is distressed that Montagnino won’t swear off no-knock warrants.

“Research shows they are dangerous to all

Cedar Bluff opponents want Saratoga Town Board to act

SARATOGA — Residents around the proposed Cedar Bluff development over Saratoga Lake are planning to speak out at Monday’s Town Board meeting to urge its members to stop what they are calling a Planning Board runaround of a local law protecting steep slopes.

Neighbors to the proposed subdivision, Hub Miller and Tom Yannios, have also written to Supervisor Tom Wood and Town Board members about what they claim is the Planning Board’s disregard of town law that restricts any disturbances on slopes with more than a 25 percent gradient. However, the Town Board has already said it is not its place to address the matter.

Opponents of the development have a different view.

“Under normal circumstances, it’s the right approach for the Town Board to not get involved in the Planning Board affairs,” Miller said. “However, in this situation, the Planning Board is not following the law. My concern is for the steepest slopes. If they are disturbed, it is a threat to the homes below, to (Route) 9P and the lake itself.”

The Planning Board has agreed to allow for “felling/ reduction of trees” to accommodate developer John Witt and his proposed Cedar Bluff subdivision of 31 homes, which promises vistas of the lake. Originally, the developer sought to clear-cut the site. Critics say the change of language doesn’t change the situation — the “felling/reduction of trees” is still a disturbance.

At the last Town Board meeting, Wood said he was advised by

the town attorney to stay out of the debate. Wood also did not respond to a Times Union request to elaborate on the Planning Board language that would allow Witt to build atop a lake ridge.

the people involved, including police,” he said.

Other items Montagnino is balking at include the creation of a Community Centered Justice Initiative, which would include creating a strategic plan and incorporating plan violations into an officer’s performance evaluation. The commissioner said that would require a renegotiating of the union contract. But he said training on restorative justice practices will happen.

Overall, a point-by-point review with the Times Union shows that the city has addressed many of the sections that cover culture and training, policies, and transparency and accountability. But the city remains lacking on community involvement action and repairing relationships with the Black community.

Montagnino said putting school resource officers in the elementary schools, a controversial move, constitutes outreach.

Also distressing for advocates of reform is how the 50 points, adopted by the previous City Council on March 31, 2021, were rewritten by then-City Attorney Vincent DeLeonardis to elminate item No. 1, which was an acknowledgement and apology to the community about systemic racism built into American policing because the Police Reform Task Force wrote “acknowledging harm is the first step in the reconciliation process.”

Figuereo said that piece remains vital, particularly when the city’s police force remains

Miller said that the best way to address the problem is to change the law. Anything short of that, he said, is irresponsible.

“If the town believes the law is overly restricted, then change it,” Miller said. “I’m not one of these people that says don’t touch a stick on the slope. I’m challenging the Town Board, in essence, to take a stance. They say it’s inappropriate to engage in any way on this project. It’s wrong. They should not be looking the

other way.”

Yannios has been writing technical reports on the potential damage that slope clearing could cause. He contends in his letter to the Town Board that a retaining wall for a house directly below the proposed Cedar Bluff is bowing and is in danger of collapse — and that’s before any construction activity has begun.“And we need not remind of the already persistent storm-water runoff repeatedly plaguing (Route) 9P

Kids Get Outdoors with Field Trips at Wilton Wildlife Preserve & Park

WILTON - While there is still snow on the ground, now is the time to be planning for spring field trips! Wilton Wildlife Preserve & Park offers outdoor programs for students of all grades, from elementary to high school. Popular programs include the Habitats of the Saratoga Sandplains, Water Wellness, Journaling Ecosystems, Analyzing Habitats, and Karner Blue Butterfly Walks. These field trips, led by the knowledgeable environmental educators of Wilton Wildlife Preserve & Park, take place at Camp Saratoga on land owned by the Town of Wilton and the New York State Department of Environmental Conservation. All school programs offered by Wilton Wildlife Preserve & Park meet New York State Educational Standards so teachers can have their curricular needs met while enhancing their students’ educational experience with a field trip.

Spaces for these field trips fill up so it is better to make reservations sooner rather than later. While public programs run by the Preserve & Park are free, there is a charge for field trips. Teachers can look into defraying the cost of the field trips through their local BOCES for reimbursement or through the New York State Parks Program; Connect Kids to Parks Field Trip Grants. For more information on these programs or to register, visit the Preserve & Park’s website at wiltonpreserve. org or call the office at 518-450-0321. The full program brochure can be found under the Education/Programs heading on the website, under School Groups. Wilton Wildlife Preserve & Park is a non-profit organization that conserves ecological systems and natural settings while providing opportunities for environmental education and outdoor recreation.

The Role of Nature in Home Design in the Years Ahead

Outdoor living spaces were prioritized during the early days of the COVID-19 pandemic, when public gatherings were greatly limited and individuals were urged to stay home as much as possible. Such demands have had a ripple effect on various industries, including home design. According to a survey conducted by the New Home Trends Institute in collaboration with Pro Builder, 58 percent of the more than 300 residential architects, designers and design-minded builders who participated said connection to the outdoors/nature will be an important influence on their design choices in the years to come. In addition, 45 percent of respondents indicated increased attention will be

afforded to outdoor entertaining spaces.

So what might the outdoor spaces of homes built in the not-so-distant future look like? Respondents to the survey anticipated a growing demand for various built-in outdoor features, including:

• Firepits or fireplaces • Outdoor kitchens • Gazebos or pergolas

• Pools • Spas or hot tubs

Though trends and consumer demands are ever-shifting, architects and designers are anticipating that future homeowners will want more developed outdoor living spaces and greater access to nature, which is something current homeowners can keep in mind when renovating their properties.
