Wilton Wildlife Preserve & Park Presents Winter Nature Walks at Saratoga Plan’s Bog Meadow Preserve
SARATOGA - The partnership between Saratoga PLAN and Wilton Wildlife Preserve & Park continues with winter nature walks at Saratoga PLAN’s Bog Meadow Preserve. These walks will take place on Thursdays from January 12 to February 16, from 10:00 to 11:00 am.
People can register for one, two, or all six of the walks! Participants will learn about the changes that winter brings to the wetlands of the Bog Meadow Preserve with a weekly focus on a different theme.
On January 12 and February 2, the focus will be on identifying animal tracks in the snow. On January 19 and February 9, the focus will be on animal adaptations to winter and winter bird identification. The final theme for January 26 and February 16 will be on learning to identify trees in the winter.
The walks have been developed and will be led by Environmental Education and Conservation Interns who were hired through a grant of the Land Trust Alliance’s New York State Conservation Partnership Program. If the trails are snow-covered, the walks will take place on snowshoes. Snowshoes are available for rent for the program at $3.00/pair.
Registration is strongly encouraged as winter parking at the trailhead is more limited than at other times of the year. Walks may be cancelled due to inclement weather. Spa City receives assistance seeking state grant for affordable condos

SARATOGA SPRINGS — A remediated brownfield across the street from the city’s public library could be the next property on which affordable housing will rise.
The site of a former dry cleaner, 53 Putnam St., has been cleared and readied for development by Putnam Resources LLC for a proposed five-story, 26,500 square-foot condominium complex. One of the men behind the LLC, author and editor Jason Letts, said the plan is to sell half of the complex’s 30 to 40 units below market rate.
“It’s very exciting to us,” said Letts, who is working with social activist Frank Zarro. “I live in Saratoga Springs. I love living here. Part of the motivation for this project is to share the love of where I live with other people who also could benefit from this great community and all the resources we have. I think it will be transformational for some people who will also have easy assess to the library, Congress Park and everything Saratoga offers. It’s a perfect opportunity.”
The $15 million project will include commercial use on the first floor, and will be one of the first outside of New York City to help residents purchase, not just rent, the units. Habitat for Humanity Northern Saratoga, Warren and Washington Counties Executive Director Adam Feldman said his organization is partnering with Letts and Zarro because its current model, building a few single-family homes a year, is not enough to satisfy the urgent housing need.
“Everyone is aware we have an affordable housing crisis,” Feldman said. “Single-family residences only make a little dent in the crisis. We need to scale up.”
But first, grant money is needed. Letts said he and Zarro are seeking a $1 million grant from the state’s Restore New York Communities Initiative. However, the city must be an applicant for the grant, thus making it the subject of a public hearing at 6:30 p.m. Tuesday, just prior to the City Council meeting.
Mayor Ron Kim doesn’t expect much opposition to the city putting its name on the grant application because those who work in the city can’t afford to live there — making it difficult to hire and retain employees.
“They are the people who keep our city going,” Kim said. “Why shouldn’t they be able to live in Saratoga? It merits consideration.”
Letts said the location is ideal because it’s “kind of the core (of the city)” and right now “it’s just a big hole.”
He also said that he and Zarro, who is working on a similar project in Minneapolis, have already spent eight years and $3 million to remove the single-story cinder block structure and clean up the 0.3-acre lot between Gardner Lane and Phila Street, just one block below Broadway.
Joanne Yepsen, partner in Yepsen and Pikulski and a former city mayor who is the spokeswoman for the project, said the condos that sell at market rate will be identical to the ones sold at a lower cost. Moreover, she said, the building’s condo owners will have an equal opportunity to serve on the complex’s homeowner’s association. Another goal is to make the building carbon neutral.
“We are going from a brownfield to a carbon neutral building,” Yepsen said. “It’s pretty cool.”
The proposed project follows the announcement of a workforce housing project that will be built on a wooded plot at the corner of Jefferson Street and Crescent Avenue. The 200 rental units there, as announced on Jan. 5 by Commissioner of Accounts Dillon Moran, will be built and managed by Liberty Affordable Housing Inc., a not-for-

SARATOGA SPRINGS — A civilian review board to oversee city police conduct, something the city’s elected officials promised when they ran for office in 2021, might finally get off the ground in 2023.
Last month, Mayor Ron Kim appointed Kristen Dart, a vice president of political affairs with Planned Parenthood Empire State Acts, as chair, a move that will now allow the other City Council members to appoint their choices to fill out the five-member board.
“Her extensive background in community organizing and public policy will inform and support her role on the civilian review board,” Kim said at the City Council’s Dec. 20 meeting. “I’m personally grateful for her willingness to serve and look forward to her contributions on the civilian review board.”
Dart’s appointment came eight months after the CRB, with subpoena powers, was approved by
the council. Kim acknowledged it took time, mainly because his first nominee, the Rev. Michael Bell, the pastor at Dyer-Phelps AME Zion Church, moved out of town. And now, he said, seating the CRB will take a little more time as each member of the council will make their appointment in a particular sequence, which was determined by drawing lots.
“Each commissioner is waiting for the other,” Kim said. “I hope it can be done no later than February.”
The delays, along with slow implementation of recommendations from the city’s Police Reform Task Force, is discouraging to the area’s Black Lives Matter activists who rallied in the streets to support a CRB and other police reforms.
“This has been disappointing to say the least,” said Lexis Figuereo, the city’s BLM leader. “This was the current administration’s platform to win the election … a lot of things are talked about and nothing happens. This should take precedence.”
The CRB was something that the previous council, most of whose members chose not to run for reelection in 2021, could not agree on, mainly because police department leaders were opposed to its creation. When the formation of a CRB ordinance was unanimously passed in May by the new council, there was hope among activists that the city
could move quickly to form the board that would review complaints against city police and then make recommendations, if necessary, to correct concerns.
However, Kim said the city has had to face many issues that delayed implementation — including the state Attorney General’s investigation into possible civil rights violations regarding how city police handled BLM protests and last November’s early morning shootout on Broadway.
“I’m not making excuses,” he said. “I’m just explaining that what we were expecting to happen in the city is only about a tenth of what happens.”
Commissioner of Public Safety James Montagnino, who drafted plans for the CRB, said he could not yet say who he plans to appoint as it’s not his turn. However, he said he has a person in mind who would fulfill the 18-to-25 years of age requirement for at least one member of the board. He also acknowledged that the drawing of lots, which was his idea, is holding up the board appointments.
“I didn’t think it would be such a lengthy thing,” Montagnino said. “But the next person hasn’t made a pick, so the next person can’t make a pick.”
At the Dec. 20 meeting, Commissioner of Accounts Dillon Moran said the sequencing line begins with Commissioner of Public Works Jason Golub, then himself, then Montagnino and then Commissioner of Finance Minita Sanghvi. However, Sanghvi said that Golub offered to switch places with her, giving her the next choice.

will have a two-year term and the last appointee will sit for one year on the CRB. Dart, 39, will serve a three-year term. No one can serve on the board for more than six years.
At December’s meeting, Kim also said that the city has budgeted $250,000 for the CRB.
Eric Lawson, a Saratoga Springs attorney who has pushed the city to form a CRB for several years, said that he is pleased with Dart’s appointment, but there is much work to be done to ensure the CRB works properly.
“One of the concerns throughout the whole thing is the board must remain a neutral body,” Lawson said. “It really does. If they make it up with adversarial organizations, it will lose its neutrality. … I want to make sure that board is viewed as a fair organization that people can bring their complaints to … And we have to do it before the next crisis is at our doorstep.”
Lawson said trust in the CRB will evaporate if it becomes politicized, a real fear since the CRB’s recommendations can only be implemented by the public safety commissioner, who is an elected official.
Montagnino said he understands the concern, noting that is why the CRB recommendations and the commissioner’s response to them can be challenged in court. He also said that a commissioner must put in writing why he or she is disregarding CRB recommendations.
“It’s intended to keep people honest and that’s why the ordinance requires a written decision with specificity from the commissioner,” Montagnino said. “That would avoid myself or my successor ... saying, ‘Oh yeah, I read what they had to say and disagree with it.’ It has to be written down with details.”

The local history collection in the Saratoga Room of the Saratoga Springs Public Library, will be the program topic. Michelle Isopo, recently appointed Saratoga Room archivist, will review the collection held there and discuss lesser known items, such as the assortment of scrapbooks of the old Hawley Home for Children. Michelle is an active member of the New York Library Association. Her ancestors fought in the Revolutionary War and her family has retained many old documents. Public is welcome. Wilton Preserve Sunrise Hike
WILTON - Are you interested in experiencing the beauty of a sunrise over the meadow at Camp Saratoga in Wilton? View nature in a new light, at the break of day, on the trails in the Saratoga Sandplains. An unforgettable experience for all ages! The walk covers approximately 1.5 miles of trail through the meadow and forest over gently rolling terrain. The hike will take place on Sunday, January 22 and will leave promptly at 7:00 am. Hikes are also scheduled on February 19 and 26. This is a free program guided by an environmental educator. If there is snow on the trail, the walk will take place on snowshoes with rentals available 15 minutes before the start of the program.

At 10 am, Allan Maddaus will speak about his book: “Wright Peak Elegy: A Story of Cold War, Nuclear Deterrence and Ultimate Sacrifice”. The book chronicles the story of a U.S Strategic Air Command B-47 Stratojet, flying at 400 miles an hour during a practice bombing run in wind-driven snow and freezing rain, that crashed into Wright Peak in the Adirondack Mountains in 1962. Maddaus will be selling and signing books after the presentation.

The Global War for American Independence – Experts Next Door
BALLSTON SPA - The Saratoga County History Center (SCHC) announces a virtual presentation by Dr. Eliga Gould on the Global War for American Revolution. Dr. Gould will participate in the History Center’s popular virtual speaker series “Experts Next Door.” At 7 pm on January 31st, Dr. Gould will explain the global war for American independence and the role played by the battles of Saratoga in 1777. This is a virtual program presented on Zoom.
Dr. Eliga Gould is a Professor and Chair of the Department of History at the University of New Hampshire. Gould’s scholarship focuses on the American Revolution, emphasizing the revolution’s “outer” history in the Americas, Africa, Europe, and the wider world. His current book project, Crucible of Peace: The Turbulent History of America’s Founding Treaty, examines the least studied United States’ founding documents: the Treaty of 1783 that ended the American Revolutionary War. He is the author of Among the Powers of the Earth: The American Revolution and the Making of a New World Empire and co-editor of Empire and Nation: The American Revolution and the Atlantic World.
Sean Kelleher, Vice President of the Saratoga County History Center, says, “We are very fortunate to have Dr. Gould present our virtual “Experts Next Door” program. The American victory at Saratoga in 1777 could not have been achieved without foreign aid. Home Made Theater Holds Open Auditions for The Sound of Music
SARATOGA - Home Made Theater announces open auditions for their June production of The Sound of Music, music by Richard Rodgers, lyrics by Oscar Hammerstein II, and book by Howard Lindsay and Russel Crouse. This production will be directed by Dawn Oesch, with musical direction by Richard Cherry, and choreography by Diane Lachtrupp.
The auditions will be held on Sunday, January
22 (children only) starting at 5:30, and Monday and Tuesday, January 23 & 24 (adults, including Liesl and Rolf) starting at 6:30, at Home Made Theater’s headquarters at the Wilton Mall (near JC Penney).
Callbacks will be held on Thursday, January 26 starting at 6:30.
The primary cast consists of five adult men, eight adult women, two boys, and four girls. There will be a small (4-6 person) ensemble. All ethnicities and gender identities are encouraged to attend.
For the audition adults (including those auditioning for Liesl and Rolf) please prepare 16 bars of a song from the show. Children will be taught part of “My Favorite Things” to perform. Readings will be provided. Bring a current photo (cannot be returned) and a resume. Be prepared to list all potential conflicts from the first rehearsal through closing (with the exception of Tech Week and performances, conflicts can be worked around if known about in advance).

The Capital Region Veterans Memorial board of directors is trying to raise $1,000,000 or more to build a 4,000 square foot building to house a Veterans Café, visitor welcome center, museum, and computer technological services. The Legacy Park will have an amphitheater and a serene walkway with Military monuments, according to Mary Brandt, board president.
Monuments for World War I, World War II, Korea, Vietnam, Gulf War, Iraq, Afghanistan and Expeditionaries will commemorate our fallen troops from Albany, Columbia, Fulton, Greene, Montgomery, Rensselaer, Saratoga, Schenectady, Schoharie, Warren and Washington counties.
The completed project will honor our deceased Veterans while honoring and also serving our living Veterans, according to Ginny Barr, a board member.
The Veterans Café will be a place where Veterans, their friends and families, as well as the general public, can interact and share history and concerns, according to Justine Crowley-Duncan, board secretary.
Larry Zeglen, board vice-president suggested combining two original ideas of a Veterans Café’, inspired by Richard’s Coffee House in North Carolina and a monument park, inspired by one in Utah.
To date the group has raised nearly $100,000, according to Brandt. There are a number of ways people can help fund the project. He also said renting a two-bedroom apartment costs $2,245 a month, which is also cost-prohibitive to many.
“We need to house people,” Moran said. “We need to strike a balance in the city and bridge the gap.”
Letts is certain the Putnam Street project can help.
“We want to have this happen in Saratoga first,” Letts said. “We want to make sure Saratoga gets the attention and credit for doing something innovative and outside of the box. Hopefully, it will be hugely beneficial along the way.”
2023 Malta Sunrise Rotary Scholarship
MALTA - The Malta Sunrise Rotary Club expects to award two scholarships in 2023 to two graduating high school seniors. The first-place selected student will be awarded a one-time scholarship of $1,000. Additionally, a one-time $500 scholarship may be awarded to the runner-up scholarship finalist.
Applicants should demonstrate strong involvement in community service and excellence in their core curriculum education as shown by a minimum 90 high school GPA. Consideration will be given to financial need as shown by the expected family contribution on the FAFSA.

The organization has worked to create a methodical monthly plan for the upcoming year. Early in 2023, the calendar explores themes of land use, upcycling, and trees, but as the year progresses gardening, recycling, water use, and advocacy are also discussed.
Youth2 hopes to call attention to addressing practical worldly issues (protection of water, trees, etc.) in a manageable, doable and not overwhelming way. The purpose of this calendar is to educate more people in the Saratoga Springs region on easy environmental actions that can be accomplished to help to protect our environment. Artisan Market Wraps Up a Great Season
Saratoga County Artisans and Brookside Museum Benefit
BALLSTON SPA - Celebrating 22 years, the largest Saratoga County handmade/handcrafted local Artisan Market wrapped up its run at the Saratoga County History Center in Ballston Spa. The market welcomed more than 950 attendees and over 25 artisans. The Saratoga County History Center announced today that over $7800 was raised to support preserving and sharing the diverse histories of Saratoga County.
Beth Silvestri, Brookside Museum Shop manager and Artisan Market director, said, “The Artisan Market opened on Small Business Saturday with a buzz and you could feel the energy. Attendance was up with our best opening day, and attendees came to take in the full breadth that this one-of-a-kind shopping experience offers with a variety of unique items.”
“The market was fantastic,” said Matt Bonk, museum assistant at Brookside Museum. “It’s always fun to greet families at Brookside Museum. It was fantastic to see the museum so alive. We’re looking forward to hosting the annual Brookside Craft Fair in June.”

Property setbacks as well as easements and conditions, covenants and restrictions (CCRs) must be considered before renovating an existing home or building a new one.
