GLENS FALLS After canceling last year’s event due to the ongoing pandemic, the Glens Falls Collaborative returns to hosting its annual Wing Fest event on Saturday, April 30, 2022, from noon to 3 p.m. in Downtown Glens Falls. The event is a competition between restaurants for the best wings. Tasting is from noon to 3 p.m. and an awards ceremony at the bandstand in City Park at 3:30 p.m. will close out the event, with multiple categories of winners. There will also be live music in Downtown Glens Falls. This year’s event is dedicated to Michael DuBray, also known as DeeJay DuBray, who helped found the event and served as its chair and champion for many years. He passed away in January 2022 and will be honored during Wing Fest. Restaurants are invited to participate by applying online at www.glensfallscollaborative.com. Tasting Tickets are $1 each, and the number of tickets to taste varies by restaurant. Participating Downtown restaurants will serve from their storefronts, and restaurants from outside the city will serve from locations along Glen, Ridge, Bay and Maple Streets and in City Park. BALLSTON SPA - Saratoga County District Attorney Karen Heggen dropped a last remaining charge against Saratoga Springs Black Lives Matter leader Lexis Figuereo. His attorney, however, contends questions remain regarding city police’s confiscation of Figuereo’s phone, which was returned in an FBI evidence bag. “The FBI had a forensic examination conducted of the phone,” alleges Mark Mishler, Figuereo’s attorney. “This is outrageous. Why is the FBI involved in investigating a local BLM leader?” The dismissal of the last remaining violation Figuereo faced, as well as detail about Figuereo’s phone, is the latest in the ongoing saga for a dozen BLM activists who were arrested in connection to a July 14 rally in the city. At the time of his arrest in September, nearly two months after the rally, Figuereo was charged with disorderly conduct, as well as two misdemeanors of obstructing governmental administration for speaking out of turn at two July City Council meetings. After his release, city police did not return Figuereo’s phone. At the time, city police spokesman Lt. Robert Jillson said it was taken for evidence. In March, Jillson said that police no longer had the phone. It was, however, at

the city police station on April 14 when Figuereo went to pick it up. His phone was returned to him in an FBI evidence bag dated Oct. 28. After state cut, counties mull gasoline tax cap Lawmakers concerned if savings would filter down to consumers By RICK KARLIN

ALBANY - When Gov. Kathy Hochul earlier this month said the state was suspending part of its gas tax, New York motorists breathed a modest sigh of relief. Starting June 1 through the end of the year, Hochul is suspending the state’s 16-cent-per-gallon tax, which takes some of the sting out of gas prices that have risen above $4 per gallon. But depending on which county you live in, you may see further reductions, as at least 11 counties so far have agreed to limit their local sales taxes on gasoline as well.

It’s unclear if any Capital Region residents will see this local relief though. The Schenectady County Legislature was scheduled to debate a sales tax limit on Monday. If approved, it would cap sales taxes above $2 per gallon. Albany, Rensselaer and Saratoga counties haven’t yet made any decision on the matter. “We have not come to a consensus,” said Todd Kusnierz, chairman of the Saratoga County Board of Supervisors. “One of the concerns that we have is if we move forward with that, how do we pass savings on to consumers?” he said. Kusnierz said officials have concerns that gas stations won’t necessarily pass on the savings if the county’s 3 percent sales tax on gas is suspended

or cut. Mary Rozak, spokeswoman for Albany County Executive Dan McCoy, said officials also are discussing a cut or suspension of the county’s 4 percent sales tax. They need, however, to resolve the question of whether the tax can be cut through a resolution or by instituting a local law, a process that would take at least a month (The state Association of Counties says the tax could be cut by resolution based on state laws. But local county laws may differ). In Rensselaer County, Rich Crist, spokesman for County Executive Steve McLaughlin, said in an email that, like Saratoga County, lawmakers worry about whether the cut in their 4 percent sales tax would get passed along to consumers. “There have been some

discussions with county and local officials about the gas tax issue, but there is a concern over whether residents would actually see a drop in the price at the pumps and if funds would be taken from needed services and efforts to keep property taxes stable,” he said. Counties can cap their gas sales taxes at $4, $3 or $2 per gallon, which would yield different levels of savings, and subsequent revenue loss for the counties. According to the state Association of Counties, 11 counties so far have moved to cap their local

gas taxes by June 1. That list is fluid, though, and counties will need to do so by May 1 in order to reduce the taxes starting in June. If they don’t hit that deadline they can do so later in the summer, though. So far Nassau, Suffolk, Onondaga, Oswego, Monroe, Dutchess, Oneida, Ulster, Rockland, Erie, and Westchester counties have have opted to limit gas taxes at the local level. Saratoga County Seeks Volunteers To Deliver Meals To Homebound Seniors BALLSTON SPA Immediate Need - The Saratoga County Department of Aging and Youth Services is seeking volunteers to deliver meals to homebound seniors in the following areas: Ballston Spa, South Glens Falls, Wilton, Hadley, Schuylerville, and Greenfield. This important program helps many seniors, age 60 and older, remain independent in their homes by providing them with a nutritious ready-to-eat lunch each weekday. Meals are picked up at 11AM and delivered until 1PM. Volunteers’ schedules are flexible to meet their availability. To become a volunteer, individuals must submit paperwork, including references, to the Saratoga County Department of Aging and Youth Services. When Saratoga’s Home Made Theater presents The Curious Incident of the Dog in the Night-Time it will mark the fourth presentation of its current season. It will however break new ground by presenting its first sensory-friendly production on Wednesday night May 4th. Many theatrical productions contain imagery and/or sustained flashing lights that may affect those sensitive to such sensations, including those with photosensitive epilepsy or on the autism spectrum. Sensory-friendly productions allow patrons with sensory sensitivity to safely enjoy live theater by making appropriate changes to lights, sound, imagery and pace without affecting the story line or artistic presentation of the production. Additional accommodations to the physical environment of the theater, including permitting stress balls, fidget toys, earplugs and noise-canceling headphones in the theater assist those that benefit by them. Designated quiet rooms and areas are also provided for patrons who find the live theater experience upsetting or too intense. Performers, production staff and volunteers are trained in expectations and the appropriate responses to a unique audience. It is all designed to provide a safe, non-judgmental environment created by an audience of people with similar experiences.

Vocal Scholarship Competition CAPITAL DISTRICT - Saratoga Voices, formerly the Burnt Hills Oratorio Society, will hold its 25th annual vocal scholarship competition for high school seniors. HOME SOLUTIONS Tips when painting shutters There are many ways to give a home’s exterior a new look. Though it might not be as grand as replacing siding, repainting shutters affords homeowners a chance to try a bold new color or simply replace fading colors, and each option can make a home more appealing. Homeowners who have never before painted shutters can consider these tips as they prepare to begin the project. • Don’t go it alone. The most important step homeowners can take before beginning a shutter painting project is to enlist the help of a friend or family member. Someone to hold the ladder can make the project safer. Enlisting a third individual, working on the ground, who can take the shutters from the person on the ladder may be a wise move as well. • Remove the shutters. When painting shutters, homeowners want to remove them from the house. It might seem easier to leave the shutters on and then paint them carefully with a brush, but that’s both time-consuming and a potential safety risk. Some shutters are installed with fasteners that look like screws, but that appearance is misleading and shutters installed in this way cannot be removed with a drill or screwdriver. Homeowners should determine which material their shutters are made from, and then look for a corresponding removal tutorial on YouTube. Homeowners who can’t find one can contact the manufacturer or a contractor to determine the best way to remove the shutters. • Clean the shutters prior to painting them. It’s likely been years since the shutters were last painted, and over that time they’ve no doubt accumulated a lot of dirt and mildew. Homeowners can try a garden hose to clean them, and if that doesn’t work a power washer may be needed. If using a power washer with wooden shutters, be especially careful, as the force of the power washer may damage the wood. Vinyl shutters, like vinyl siding, can typically handle a strong power washing without

being damaged. Wooden shutters also will need to have old paint removed before they can be repainted. Though vinyl shutters won’t need to be primed unless the old paint is peeling, wooden shutters must be primed before they’re painted. peaceful protests and engaging in violations of federal law.” Figuereo, who is still facing charges in Albany, said he is simply happy that all Saratoga Springs charges against him have been dropped. “We have been saying for months that the charges levied against me were not given with the intent of public safety, but with the intent to silence me,” said Figuereo in a statement. “We as a community, and a group, have spoken against the actions of the SSPD for years now. Let’s hope that this type of infringement on rights of activists is never allowed to go this far or happen to anyone again. ... “I’m not anti-development at all,” said Biggs, who is among the principal founders of Ryan-Biggs Associates in Clifton Park and who lives across the street from the Broadway site. “I just want to see that the building does not create problems that we are not going to be able to resolve easily afterwards.” Biggs described a secant wall as a giant bathtub that would need to be erected below the mixed-use building. That requires drilling into rock and then casting concrete-like pilings around the entire perimeter of the building. These pilings interlock, Biggs explained, to seal off the water. The wall is then braced from the inside to hold back the earth and water while the rest of the building is constructed. It’s not that it can’t be done, it’s done all the time, it’s just it’s not done in Saratoga.” Prime Group Holdings in Saratoga Springs is the developer on the project that would feature retail and a civic space on the first floor, offices and a restaurant on the second floor and offices throughout the rest of the building. The underground parking will be accessed from Hamilton Street and will have room for 71 cars. When asked about concerns of building over an aquifer, which the full environmental assessment form from May 2020 described as the city’s “principal aquifer,” Prime Group’s Executive Vice President Gerard Moser

said “all of Saratoga is an aquifer.” “If you look at any building in Saratoga, every building is built on an aquifer,” Moser said. “We are not different than any other building. I personally pulled other paperwork for other buildings like ours and it’s the same paperwork as ours.” While the initial application mentioned an aquifer, another environmental assessment review was issued in November that noted there would be no impact to the water table and will have no impact on groundwater or an aquifer. This new review, Biggs said, confuses the issue. “Is it a primary aquifer or is it not?” Biggs said. “The application to the city said it clearly shows the water is there. But now there is no groundwater or no aquifer.” Moser argued the building will be erected exactly like the one across the street at 268 Broadway where many of the residents who oppose the proposed building live. He also said that he chose the secant wall foundation because “it is the best

In Defense of Elon Musk

Bad News About Views of the Economy Gets Worse for Democrats

(c) 2022, The Washington Post What we call "the economy" is an incredibly complicated thing, one that can't truly be captured in a simple judgment like "good" or "bad." Nevertheless, we can quantify certain features of it, like inf lation and unemployment. We also know millions of A mericans are misinformed about at least some of those measures -- and the political consequences might be severe. It has been evident for months that significant numbers of A mer ica ns mista kenly think the countr y has either lost jobs in the last year or not created a ny more tha n normal. In fact, we've had seen more than 400,000 jobs created per month for 11 straight months and the unemployment rate down to 3.6 percent. Now a new poll from the Democratic firm Navigator Research offers fresh insight into why this might be happening. In short, more people report hearing about inf lation than hearing about jobs numbers, and as a result, only a minority believe jobs were created at all in the last year. The poll finds that 77 percent of registered voters said they had heard a lot or some about recent figures showing high inflation. Yet only 55 percent said they had heard a lot or some about recent good job creation numbers. Not on ly t h at , when asked, only 30 percent of people said jobs were created in the last year, compared to 29 percent who thought jobs were lost (the rest thoug ht there had been no change). This is only one poll, but Demo-

cratic polling has consistently shown similar findings. O b v iou sly, t her e's a great deal of partisanship involved: Republicans are more likely to say jobs have been lost under President Biden, putting the gloomiest cast on the economy they can. But even so, there are still large numbers of independents, and even s ome D emo c r at s , w ho don't realize what's good about the economy. How do we explain this, and is it fixable for Democrats? We put the question to Democratic pollsters. Sean McElwee, co-founder of the progressive firm Data for Progress, believes voter sentiment about the economy is entangled with perceptions of what Democrats a re actually doing about it in Congress. "The perception of the economy is very much tied to whether or not Democrats are seen passing legislation," McElwee told us. "Right now, we're seen fighting with each other, rather than working for solutions." McElwee says the problem is "eminently solvable," if in f lation does come down at least somewhat and Democrats "pass legislation to bring back American supply chains and lower prescription drug costs." Democratic strategist Jesse Ferguson believes the problem is related to a buildup of voters' experiences of t wo yea rs of pandemic-related and economic crises, one under Donald Trump and the other under Biden. "Given what the country has been through, everyone is living on edge and worried about what's around the next corner," Ferguson told us. "No one votes on a specific factoid.

A year after being named Time magazine's person of the year, Elon Musk is attempting to acquire Twitter. To listen to Musk's critics, you'd believe it's an act almost on par with Hitler invading Poland not long after being named Time's man of the year in 1938. A writer for the left-wing website Salon worried that a Musk takeover of Twitter would enable fascism in America. A New York University journalism professor lamented that posting on Twitter with the threat of Musk looming feels like partying at a Berlin nightclub "at the twilight of Weimar Germany." Former Labor secretary Robert Reich warned, "This is what oligarchy looks like." And so on. A report for the news site Axios compared Musk to "a movie super-villain," and related -- accurately -- that journalists who break news and opine on Twitter "really don't want to be working in Elon Musk's private playpen." No, they much prefer to be working in a playpen whose ever-shifting rules -- constantly changing to keep up with the latest progressive priorities -- are written by the kind of people who thought the story of Hunter Biden's laptop should have been suppressed. In their eyes, Elon Musk is guilty of a thought crime -- namely, believing that thought should be free, and should be freely expressed on a social media platform with outsize influence on the nation's public life. Not too long ago, this would have been considered a core American belief, especially welcome to journalists whose work depends on the First Amendment. That was before content moderation, weaponized against one side of the political spectrum, supposedly became the thin line protecting American democracy from the onset of misinformation-driven dictatorship. Who knew that so much could depend on policing what pronouns apply to trans people or cracking down on users who believed in the lab-leak theory early in the pandemic? Musk presents a clear and present danger to the use of Twitter as a one-sided instrument to impose progressive rules on the public debate.

The ads feature A mericans expressing continued concern about inf lation but expressing awareness that jobs are being created under Biden and that he's working on plans to reshore manufacturing jobs. It's likely nothing will be enough. As it is, the deck is stacked against Democrats in the midterm elections - the president's party almost always loses seats, in both good times and bad. And if there's another covid resurgence (or if inflation persists) it's hard to see perceptions of the economy improving anytime soon. But it will undoubtedly be worse for Democrats if people continue hearing far more about economic problems than they hear about economic progress. And there, Democrats have at least some capacity to inform voters. You'd think, anyway.

From one point of view, Twitter should be beneath him. In contrast to many other Silicon Valley giants, Musk has focused on creating revolutionary physical products in the real world, whether electric cars or rockets. Transforming the American space program makes figuring out a better way for people to share their opinions 280 characters at time seem quite puny in comparison. Musk is firmly in the tradition of great American entrepreneurs whose audacious vision, business acumen, and showmanship have made them larger-than-life celebrities. Think Thomas Edison. They have usually been willing to think for themselves, a quality now in short supply. In today's America, world famous entrepreneurs and the companies that they've created, which are supposed to be all about innovation and disruption, happily let themselves get pulled along in the slipstream of progressive group think. Companies built on great risks are deathly afraid that they might have to weather a critical hashtag or a tantrum by their woke millennial employees. People who would presumably object to the government telling them what to say and think are too willing to let free-floating social media mobs effectively dictate to them. Musk, a kind of libertarian who has a puckish sense of humor and willingness to defy authority (just ask the SEC), rejects this thoughtless and often cowardly conformity. Like podcaster Joe Rogan, another recent target of progressive ire, his fundamental offense is being uncategorizable and willing to question conventional wisdom. Like Dave Chapelle and J.K. Rowling, he is too rich and famous to be canceled or cowed -- to be more precise, he's the richest man in the world who enjoys a public fight and genuinely disdains the censors and scolds. All of this makes him a very dangerous man indeed, and perhaps just the guy to make the statement against intimidation and in favor of free speech that this moment so desperately needs. Wayne Bombardiere, executive director of the state Association of Service Stations and Repair Shops, which includes many gas stations, said the group is neutral on the idea. If a particular gas station or convenience store/filling station didn’t lower its prices in line with the tax cut, it would likely lose business to competitors. Sales taxes and property taxes are typically the major local revenue sources for counties, so any decision on those income streams are difficult. With food exempted from sales taxes, gas is one of those items that people purchase on a regular basis, meaning taxes paid on it generate a substantial portion of local revenues. Money saved on gas though, could presumably be spent in other ways which could add to a county’s sales tax revenues. Hochul’s suspension of the state gas tax could be extended beyond the end of 2022 and counties can suspend or drop the taxes for as long as they like. As of Monday afternoon, gas prices in the Capital Region, according to the Gas Buddy website, were all above $4 per gallon for regular, with prices as low as $4.13 and as high as $4.29 in various locations.

The clinic is also an introduction to the Master showmanship competition; which portrays the Grand Champion showman from each large animal livestock show (Horse, Sheep, Goat, Dairy Cattle, Beef Cattle) at the Saratoga County Fair to determine the overall “Master Showman”. Showmanship is the skill and ability of the showman. Showmanship is the technique of presenting an animal in front of a judge. The showman must keep eye contact with the judge and answer knowledge-based questions on the animal. The 4-H’ers will learn vital life skills of team work and trust. It is important for the youth to attend a showmanship clinic before exhibiting an animal at a fair. We are excited to continue to offer new animal science programs.
