SCHUYLERVILLE -

The Gerald B. H. Solomon Saratoga National Cemetery will honor the men and women who have died while serving in our nation’s military at its 2023 Memorial Day Ceremony on Saturday, May 27th , 11:00am at the Flagpole Assembly area. Everyone is invited, please follow signage for parking.

In honor of this holiday, prior to the ceremony, at 9:00 am, the annual ‘Flags In’ program will be held. Organized by Capital District of NY Chapter – Association of the U.S. Army, volunteer organizations have been pre-designated to cemetery sections to ceremonially place an American flag at every gravesite, exactly one ‘boot length’ in front of each stone. Each gravestone is then read, and a salute is rendered. Flag recovery will be held Tuesday, May 30th, weather permitting, Wednesday is rain date. Flags are retrieved and set up for drying. On June 17th these flags are then taken to the Operation Adopt a Soldier warehouse where volunteers inspect, count, bundle and place in storage bins until next

Joins other communities in declaring preemptive emergency over migrants

Saratoga County last Friday became the latest upstate community to pass a preemptive emergency declaration that predicts a surge from New York City of those seeking asylum and other migrants recently arrived in the state and the country.

The announcement, made last Friday evening without input from at least some of the county’s Board of Supervisors, did not say anyone new had been transported to the Saratoga area. Instead, board Chair Theodore T. Kusnierz Jr. cited “possible relocation and arrival ... from New York City.” The declaration says that public health and safety are “imperiled due to the immediate danger of an extraordinary increase” in undocumented migrants and those seeking asylum after the expiration earlier this month of Title 42, a pandemic-era restriction that allowed for the rapid removal of people who gained illegal entry to the U.S.

While saying Saratoga has “has long been and continues to be a welcoming and diverse community,” Kusnierz’s declaration continued, “this type of rapid population increase would overburden our social services, public

health, emergency services and other departments that are already dealing with a higher volume of cases and workload than they have in years past.”

An emergency declaration makes the county “eligible for any state and federal funding that may become available,” Kusnierz said.

Board supervisor Tara N. Gaston, who represents Saratoga Springs, said on Face-book last Friday evening that no supervisors meeting was held on the declaration, nor was she aware of any discussions of it or other notification of the intent to enact it prior to an email sent to supervisors at 6:48 p.m. last Friday.

The Saratoga County order lasts for five days and must be renewed to stay in effect.

Elsewhere upstate, Fulton County issued a similar emergency order Friday afternoon. Earlier declarations were issued in Greene, Onondaga and Sullivan counties. None cited any newly arrived undocumented people. Greene County’s declaration would fine hotels that accept migrants. Rensselaer County’s was declared May 9.

Wedding venue lacking permits

Town says blueberry farm owners built illegal barn

GALWAY — The town’s code enforcement officer has issued a stop work order on a 5,222-square-foot wedding barn because the owners built it without Planning Board oversight, permits and environmental or traffic studies.

“It’s not a legal building,” said town code officer Treavor Gilday concerning Star Farm Blueberries’s barn, owned and built by Chuck and JoAnn Fetter. “They built it without a permit. They are operating without a CO (certificate of occupancy). We summonsed them to court. The court will decide if there are fines. There are a lot of issues.”

Those issues also

include disregarding fire code regulations, which landed Chuck Fetter on Wednesday in front of the Albany Regional Board of Review, a committee of the Department of State, where he was questioned about bypassing the installation of sprinklers and other fire suppression items like lit exits and silent alarms in the bathroom.

Chuck Fetter argued that he shouldn’t need all the fire safety measures as the food is brought in, not cooked on site. Besides, he argued, wedding guests come for the ceremony, not the food.

“They don’t primarily come to eat,” Fetter argued to the board. The meeting was held in Albany, but could also be viewed online. “It’s not the main focus. They go primarily for a wedding.”

However, the board

dismissed his appeal to keep the wooden pole barn fire-suppression free. They adjourned to discuss the case at a future meeting.

While Chuck Fetter did not immediately return a Times Union phone call on Wednesday, he admitted to the board that his approach to building the venue “was a mistake,” but “I didn’t think it was catastrophic.”

“It’s a good spot for weddings,” Chuck Fetter told the board.

There are other problems, too — mainly noise emanating from Fetters’ Galway Road farm that is upsetting neighbors. Donna Miller said music plays loudly throughout receptions, and many of the events include fireworks.

“I hope they will be conscientious and recognize their neighbors,”

as an influx of migrants has been crossing the U.S southern border. For now, some are being housed in New York City school gymnasiums, and pursuant to an order by Gov. Kathy Hochul, the State University of New York system is evaluating all of its college campuses to determine whether they can house asylum seekers this summer, including the University at Albany.

Earlier in May, Hochul declared a state of emergency over the surge in migrants coming to New York. The declaration will allow state and local officials to expedite the distribution of funds from $1 billion provided in the recently enacted state budget to address the challenge that Hochul described as an “already large-scale humanitarian crisis.”

Miller said. “It’s assumed that they would take into consideration what their wedding venue clients are requesting in regards to noise, particularly to take notice if fireworks are to be used.”

Fireworks require permits, said town Clerk Margaret DeFoe, and she said the couple has never sought a permit for their firework displays.

Noise is the same issue that plagued the neighbors of S&S Saratoga Farm in Saratoga. After a long court battle, the town, which was considering changing the zoning to allow weddings there, finally dropped the idea. Weddings, the town said, were not a permitted use in that area.

Galway resident Tom O’Brien said he’s not happy the Fedders never notified neighbors of their plans. While not completely against a wedding venue there, he has said he is concerned about what could happen next if the town allows Star Farm to

build what it wants without oversight.

“Who’s to say that doesn’t change to be a brewery or a bar with (Fetter’s) lack of respect for the town and its regulations,” O’Brien said at a February Town Board meeting. “How does the town keep people from building anything they want?”

Some Town Board members also appear concerned. Councilman Fred Arnold said in an April Town Board meeting, minutes show, that Fetter continues “to do what he wants” even with a ceaseand-desist order.

Meanwhile, Star Farm Blueberries continues to advertise as a wedding venue, giving its wedding packages as much play as its blueberries on its website.

Wildlife Festival at Wilton Wildlife Preserve & Park

WILTON - On Sunday, June 4th from 11:00am to 3:00pm, Wilton Wildlife Preserve & Park will be hosting its Annual Wildlife Festival at Historic Camp Saratoga on Scout Road in Wilton. The free event will feature Karner blue butterfly walks, live animal programs, nature crafts, pond exploration, and hands-on fun. The event is timed to enjoy the beauty of the first brood of Karner blue butterflies and the blooming wild blue lupine. Activities will take place throughout Camp Saratoga to encourage people to explore the wonderful trail system, since the Wildlife Festival is a registered National Trails Day event. All activities are offered free to the public. We encourage people to carpool, bike, blade, walk, or share rides with others since parking in limited.

Scheduled activities include two live animal programs at 11:45am and 1:30pm highlighting native

raptors presented by the Trish Marki of Silent Wings. This program is sponsored by Ballston Spa National Bank. At 11:00am there will be an award ceremony for the winners of the Annual Earth Day Essay Contest. Almost 200 entries were received from schools from all over the region and even beyond New York State! At the ceremony, the contest winners from each of the categories will receive their $50 cash prize.

There will a lupine and Karner blue butterfly information pavilion and hourly walks beginning at 11:15am to explore the Saratoga Sandplains Habitat Restoration area.

Educators from Wilton Wildlife Preserve & Park will lead the walks and share information about the efforts that New York State DEC and The Nature Conservancy have made in improving and increasing the habitat for this endangered species. Beginning at 11:00am there will be numerous craft activities taking place in locations around Camp Saratoga. These will include coffee filter butterflies, clay printing, and watercolor painting. At the pond, volunteers will be on hand with dip nets to help people discover the animals that live there. There will be other live animals to see with the naturalists from Moreau Lake State Park.

The Donald A. Collins Memorial Fire Observer’s Cabin will be open along with the Historic Cornell Hill Fire Tower for visitors to get a unique view.

Other local organizations will also be tabling at the festival, like Capital Region PRISM, Friends of Moreau Lake State Park, Glens Falls – Saratoga Chapter of the Adirondack Mountain Club, Grafton Lakes State Park, Grassland Bird Trust, Hop on Home Rabbit Sanctuary,

Hudson Crossing Park, Lower Adirondack Search and Rescue, Saratoga Springs Public Library, Southern Adirondack Audubon, and The Wild Center. This year food will be available from the Greenfork and Wilton Preserve volunteers will be selling barbequed all-beef hot dogs and cheese pizza along with a bake sale of homemade goods.

The Wildlife Festival will take place rain or shine with many of the activities moving under cover of Camp Saratoga’s many pavilions, the dining hall and the Winter Lodge.

Maria von Trapp, will be in attendance and will speak about his family history after the performance. The performance on Saturday, June 17 at 11:00am will be a special “sensory friendly” performance. This performance will be designed to make theater accessible to patrons who may be prone to sensory overstimulation, including those on the autism spectrum.

The second weekend will begin with a performance on Thursday, June 15 at 7:00pm. 5K to Support

Home Made Theater

SARATOGA - On Sunday, June 4th Home Made Theater will be hosting the “Showstopper 5K Run/Walk and Kids Fun Run.” This family friendly event will be held at the Pitney Meadows Community Farm, 223 West Avenue, Saratoga Springs, starting at 9:00am.

Early bird registration for the 5K is $25 until May 21st, after which it will be $30. There is no charge for the kids fun run. In addition to running/walking in the race, participants of the 5K will receive an event t-shirt.

Proceeds from the race will benefit Home Made Theater. It is Home Made Theater’s mission to enrich the cultural life of the Capital Region and beyond by offering a diverse range of locally sourced live theater, created by professionally minded artists, providing the opportunity for exciting and rewarding participation in all aspects of theater to the community.

SARATOGA - Sustainable Saratoga is hosting Pollinator Palooza, a native plant sale and pollinator education event, on Sunday, June 4 from 10-2.

Native pollinators (bees, butterflies, etc.) are in drastic decline due to habitat loss, pesticide use, and climate change. Planting native plants provides essential food and habitat for native pollinators; however, it is often challenging to find native plants.

Siding Materials to Consider for Your Home

Exterior renovations consistently top the list of projects that offer maximum return on investment, according to Remodeling magazine’s annual “Cost vs. Value Report.” Siding replacement is a popular exterior renovation and one that can completely transform the look of a home.

Siding comes in a variety of materials, and homeown-

ers can explore the pros, cons and affordability of each to make the most informed decision when replacing their existing siding. Factors to consider apart from price include durability, maintenance and aesthetics.

Vinyl Vinyl siding is one the most popular siding materials in North America. That popularity is perhaps due to the relatively low cost of vinyl siding replacement, which Forbes Home estimates is between $6,150 and $15,900 to install for a 2,000-square-foot home. A wide array of color options as well as weatherproof protection makes vinyl siding worthy of consideration.

PVC, which is what vinyl siding is comprised of, also is quite fire-resistant. Potential pitfalls of vinyl are that it can fade more quickly than other siding materials and is sensitive to excess UV exposure.

Engineered

Engineered materials cost more than vinyl but are considered very durable. They can be advantageous in damp climates or ones where insects are problematic.

LP SmartSide™ is a type of engineered hardwood that is very durable, so much so that a 50-year warranty often is offered for the product, according to First American Roofing & Siding. This material can be painted if homeowners desire a change of color down the line. This siding costs around $2.50 to $4.50 per square foot for siding and all trim accessories with an additional installation cost of $5.50 to $12.00 per square foot. The product is made of wooden strands that have been coated with wax for moisture resistance. A special zinc-based solution is added to protect against rot and insect infestation.

A similar product, HardiePlank™, is engineered from a blend of cement, wood fibers, fine sand, and water. It is similar in price point to the SmartSide and offers resistance to rot and insects. HardiePlank also can be repainted.

Engineered products can be more expensive to install and generally are not DIY renovations, which may deter

homeowners working on tight budgets.

Wood siding

Wood is one of the oldest siding materials.

It can be stained or painted and comes in a variety of styles, from boards to shingles. It’s a popular choice in historical homes or ones with classic, architectural details.

It’s important to note that wood is a combustible material that can be susceptible to water and insect damage. It also needs to be maintained continuously to look its best. This makes wood siding a true commitment on the part of homeowners. The cost is midrange between vinyl and engineered sidings.

Metal

Those interested in one of the most energy efficient options in siding can look no further than metal siding. Metal isn’t just for roofing. According to Colonial Contracting, Inc., metal siding creates a uniquely modern appearance and comes in a variety of styles that complement homes.

Unlike fiber, wood or vinyl products, metal siding reflects the sun’s rays and keeps interior temperatures cooler in the summer, a boon in hot climates but maybe not the most insulating option for cold climates. One potential pitfall is the possibility of rust, which would make metal siding a less ideal choice for those who live near the ocean. The cost of metal siding is comparable to other siding products, at around $10 per square foot.

These are a few of the siding options homeowners can investigate if they’re revamping the exteriors of their homes.

How to Prepare for an Extended Power Outage

Planning ahead can help make adverse situations more manageable. Such is the case when storms strike and the power goes out. Extended power outages may not be pleasant, but some proactive planning can make it easier to withstand blackouts.

• Establish a local support network. Support can be just as valuable as supplies when confronting power outages. The American Red Cross urges individuals to identify people

who can help them during an extended power outage. Such individuals may help you stay at home or evacuate if the power will be out for a lengthy period of time. Support networks can include relatives who live in nearby towns, but also neighbors. A single street can be served by different substations and main power lines, so friends or neighbor across the street may keep their power when your house does not, or vice versa.

When the power goes out, support networks can pool their resources in various ways, including sharing refrigerators or allowing neighbors without power to access the internet. Such support makes it easier for everyone to get through the outage with as little interruption to their lives as possible.

• Print a list of important contacts. If the power is out, it’s only a matter of time before smartphones lose their battery power.

Phones can always be plugged into vehicles to get a quick power boost, but that’s not the most practical way to keep phones charged, especially if local roads are closed. A printed list of important contacts, including nearby relatives like seniors who may be incapacitated, doctors and school officials, ensures people whose phone batteries have died can still contact their loved ones and other important individuals so long as they can use a neighbor’s or a loved one’s phone.

• Learn to use your generator. Consumer Reports notes that improper operation of a generator can quickly prove deadly. If carbon monoxide concentrations are too high, individuals can lose their lives in as little as five minutes. And this is no insignificant threat, as the Consumer Product Safety Commission estimates that 95 people died from generator-associated carbon monoxide poisoning in 2017. CR recommends operating generators at least 20 feet away from the house. Individuals should familiarize themselves with their generators upon purchasing them so they aren’t forced to endure a trial by fire when the power goes out.

• Stock up on essentials. The Red Cross recommends keeping a two-week supply of nonperishable food and water in the house, making sure to date each container of water and replace it every six months. Keep some extra coolers in the house so food can be stored on ice before it spoils in the refrigerator or freezer. In addition, make sure there’s enough blankets in the house to keep everyone warm overnight, as it’s not safe to use outdoor heaters indoors. Stock up on battery-powered lights and candles to light the house at night, but make sure all candles are extinguished before going to bed. Extended power outages can be a nuisance. Planning for such outages in advance can make blackouts more manageable.

Bereavement Support Group at Corpus Christi Church

ROUND LAKE - Corpus Christi Church will host a Bereavement Support Group, facilitated by Meg Mihalko and Sharon Ryan, beginning on Thursday, March 30, 2023 and continuing every two weeks until December 21, 2023. The first meeting on March 30th will begin at 1:00 pm. The second meeting on April 13th, will be at 6:00 pm. The times will alternate every other meeting. The meetings will be held in Room 10 of the Parish Hall located at 2001 Route 9, Round Lake, New York. These groups will offer emotional and spiritual support for anyone who has suffered the loss of a loved one through death. We hope these meetings will help to support the bereaved as they journey through a new way of life. You do not need to be a parishioner of Corpus Christi to attend these sessions.

Birdhouse Festival

The residents of Ballston Spa have been busy painting and decorating birdhouses to prepare for this special celebration of creativity and community spirit. The Village of Ballston Spa will be hosting the 5th Annual Ballston Spa Birdhouse Festival in Wiswall Park and on Front Street.

More than 1,000 birdhouses have been decorated by community members and from as far away as Albany and Vermont.

These fantastic creations will hang throughout the retail district all summer.

Along with a 16-foot tall sculptural birdhouse sitting in the center of Wiswall Park.

The Birdhouse Festival is the kick-off of Ballston Spa’s summer arts and entertainment season.

The Birdhouse Festival is family-friendly with free crafts and games for children, music, entertainment, food and vendors. Miller’s BBQ will serve their delicious BBQ chicken and pulled pork meals to eat in or take out. In addition, the Ballston Spa Fire Department will show off their new Heavy Rescue Fire Truck, because who doesn’t love big trucks, and the Village Department of Public Works (DPW) will show off their recently purchased equipment. This and much more will entertain the family throughout the day.

- Free fishing days offer residents and non-residents who are 16 and older* to fish without a freshwater fishing license or recreational marine fishing registration (*Kids under 16 can always fish for free!). These days offer the perfect opportunity to try out fishing for the first time, to get back into the sport, or to take a friend or the whole family along to fish! Even though a license is not needed, all other fishing regulations apply.

Mayor Rossi had the honor to select the 60 “Mayor’s Awards” with Deputy Mayor/Trustee, Bernadette VanDeinse and the Birdhouse Festival Chair, Mary Price-Bush. The Awards will be presented at 1 p.m. at the Birdhouse Festival.

Mary Price-Bush commented, “Working with the Mayor and Trustee VanDeinse to select 60 birdhouses for the ‘Mayor’s Award’ was wonderful. Everyone put their heart and soul into creating such amazing artwork”.

Mary Price-Bush goes on to say, “We’d like to thank everyone for participating in this year’s program. I’m so proud to be a part of this community; everyone cares so much about making our Village a great place to live”. Mary has resided in Ballston Spa for 33 years and loved raising her children here.
