CORINTH - Adirondack Center Stage’s Summer Theatre Workshop (STW) is a summer theatre program for children and youth ages 8-18. This year they will be bringing “Shrek the Musical” to the stage on the weekend of July 29, 30, and 31, 2022. Participants will be working on an engaging project this summer, learning artistic expression through dance, music, puppetry, and mask-making. The tuition prices are modest to provide for the demographics of our community and local artists will be engaged as musicians, directors, costumers, choreographers, and designers. Their first production meeting will be in March and auditions for all registered students will be held later in the springtime. The program respects the abilities of all children, giving each a place to be valued for who they are and what they have to offer and gives participants the opportunity to act, sing, dance, paint sets, run technical equipment, and help backstage crew. BALLSTON SPA - A fight over where to relocate the village’s public works garage has raised concerns that Saratoga County is considering relocating its seat of government outside the village. The issue arose June 13 when Ballston Spa Mayor Frank Rossi revealed he met with County Administrator Steve Bulger to discuss taking over some county buildings on High Street for its sorely needed garage, village court and police station. That’s because the Ballston Spa complex is undergoing a study “to see if that is going to be the future of the county seat or if they are going to possibly relocate,” he said. Rossi, a Republican, also criticized Democratic village Trustee Liz Kormos for talking with the Saratoga County Agricultural Society to ask them to have its board discuss possibly selling a lot to the village for a DPW garage. “We, as a board, haven’t discussed that as a board,” Rossi said. “The problem is we haven’t discussed this ourselves.” On Friday, Trustee Shawn Raymond said that’s “categorically false.” Raymond said he discussed the sale of that lot with Rossi before he took office in March. Raymond also said that the board has been talking about locations for the past four years and that “it’s good to keep all of our options open.” Yet more upsetting to Raymond, as well as the other Democrats on the board, is Rossi’s indication that the county could be moving out.
“The bigger story is what’s going to happen to the county,” Trustee Ben Baskin said Friday. “If they move out of the village, that’s huge. We have to work together as a board. Frank has not shown interest in working collaboratively. But this is something we should be talking about, how we are going to advocate for the village as the county does its planning? For two years, Margi Carter has worked a second full-time job so that she can keep her special education preschool open. Routinely she cut her own salary to make ends meet because state funding was $10,000 less than her actual costs. But after a decade of struggling to keep open the only such preschool in Essex County, she decided enough was enough. for next year. She’s not alone. Seven preschools are closing in New York by the end of this school year, and the funding policies at the state level may make it very hard for them to be replaced. Some of these preschools — often the only places parents with young special needs children can get care outside the home — are in desperate financial condition, burning through years’ worth of savings because the state is not covering their actual expenses, the state Education Department said. Several closing this year cited the inability to make it financially with the rising cost of rent, increasing new student needs and changes in enrollment as students move in and
out of the region. Others closed because the owners were retiring. In only one case was there an existing program with space to admit all the students who attended the closing school. “What is really scary is that these schools are closing. We may be up to as many as 60 schools or programs that have closed down in recent years,” said state Sen. John Mannion, D-Geddes, chair of the state Senate Committee on Disabilities. He has sponsored numerous bills to change the funding process. “The way we’re doing it is destroying them, it’s closing them,” he said. The challenges that lead to preschools closing are why it’s difficult to even get one started. At first, the state reimburses

them at an estimated rate that is widely known to be less than actual costs. Later rates are based on costs, but the process takes so long that the rate doesn’t go up until long after the student who needs services has graduated to kindergarten. “It just makes it so you can’t do it,” Carter said. “You’re running on rates from two years before. Maybe you didn’t have as many needy kids. Maybe you didn’t need a physical therapist, but this year you do. You’re obligated to provide those services, no matter what the cost is, and maybe two years from now you’ll get a better rate, but that’s too late. You need it now.” She added that there was enough need that she could have filled a third classroom — but she never expanded because of the funding. “I couldn’t afford the two programs so to open the third program, no,” she said. State officials have warned about the situation for years. In 2014, the state Education Department issued a report saying the complex funding formula leads to “dramatically different” rates for children with comparable

needs and leaves many preschools in the red. The report concluded that “concerns exist that this funding gap may ultimately affect the quality and availability of preschool special education service.” Nine years later, the Board of Regents is still trying to get a better formula. In the meantime, they have received a deluge of requests for waivers, in which a preschool can get its rate increased. The requests have “increased at an unsustainable rate due in large part to insufficient approved tuition rate growth and inherent flaws in the tuition rate methodology,” the Board of Regents said in a written proposal last year, adding “the resulting delays in funding threaten the viability of providers serving students with disabilities and create vulnerabilities in ensuring available placement options for such students.” As preschools close, it leaves behind students who need critical early intervention. Hadley-Luzerne Central School District Appoints New Superintendent HADLEY-LUZERNE - The Hadley-Luzerne Central School District is pleased to announce that Burgess Ovitt was appointed Superintendent of Schools for the district. Mr. Ovitt will begin his new duties on August 1, 2022 following the retirement of Superintendent Beecher Baker. Mr. Ovitt has been serving as the Hadley-Luzerne Junior/Senior High School Principal since 2016. His administrative career began in 1997 as the Assistant Principal/Athletic Director in the Fort Edward Union Free School District. In 2004, he was the Athletic Director/ Assistant Principal and Director of Physical Education for the Hudson Falls Central School. Ovitt received his Bachelor of Science in education and his Master’s degree in curriculum and instruction from SUNY Plattsburgh. He has also completed the C.A.S program at Plattsburgh and the New York State Superintendents Development program SUNY Oswego. “I would like to thank Beecher Baker and the Hadley-Luzerne Board of Education for their leadership and dedication to the district,” said Ovitt. “I feel fortunate to have had the opportunity to work closely with them for so many years. HOME SOLUTIONS Keep Groundhogs Out Of The Garden Groundhogs take center stage on February 2nd. Individuals across the country anxiously await the news of whether one of these furry fellows sees his shadow or not — the latter indicating that an early spring is on the horizon. Once Groundhog Day has come and gone, the humble groundhog regains its status as unwanted intruder. Groundhogs invade lawns and gardens in search of fruits, vegetables and ornamental plants. Groundhogs also can make extensive burrows under the soil ripping up the landscape and potentially threatening the foundation of a home. Keeping groundhogs at bay is a goal for many homeowners, and the following are some simple ways to do just that. Make sure it’s a groundhog Before taking any steps to repel groundhogs, first make sure it’s really these fuzzy critters who are wreaking havoc. Signs of a groundhog infestation include: • Feathery tops of carrots have been removed. • A large hole, around 10 to 12 inches wide, under or near a storage shed or other structure with mounds of

dirt outside of it. • Tomatoes with large bites taken out of them. • Newly damaged plants noticed in the afternoon (deer eat garden plants at night). • Wide teeth marks on plants and bark. • Tracks in the dirt that show four-clawed toes on the front paws and five on the back. Once you’ve determined it’s a groundhog that is causing damage, you can try these strategies to keep them away. • Harvest your garden frequently to remove opportunities for groundhogs to prey on produce. They’re particularly attracted to cantaloupes, cabbage, green beans, cucumbers, zucchini, and corn. They also like the tender greens from lettuce. Consider using raised garden beds so groundhogs will not have easy access. • Groundhogs prefer camouflage around their burrows. Mow the lawn, pull weeds and clean up brush piles to deter groundhogs. • Keep groundhogs from burrowing under structures by burying chicken wire a foot underground and bending it at 90-degree angles away from structures or the garden. • Apply safe repellents that use essential oils or flavors and scents that groundhogs do not like. The bill would “ensure parity across all providers” and provide the same annual rate increase as public schools receive in general funds from the state. In her veto memo, she said the proposed rate system was “flawed and will not ultimately provide the best system for ensuring special education students receive appropriate services.” Months later, the state budget included a cost-of-living rate increase of 11 percent for the 2022-2023 school year, fulfilling the promise Hochul made when she vetoed the preschool bill. However, those who are trying to keep preschools open say the existing way of setting rates is what’s flawed. The Board of Regents last year asked for $1.5 million over two years to redesign it, which was not approved. In the meantime, the board asked for funding to hire six more staff to get through the backlog of rate reviews, at a cost of $470,031, which was approved.
